Šio darbo tikslas – darbe išnagrinėta valdymo samprata, funkcijos ir struktūra. Taip pat analizuotos organizacinės valdymo struktūros, valdymo metodai bei vadovavimo stiliai. Sukurtas teorinis valdymo efektyvumo didinimo modelis. Kad ištirti, kokie aspektai turi įtakos valdymo efektyvumui, buvo atliktas tyrimas. Tyrime dalyvavo dvi skirtingo dydžio įmonės: X ir Y. tyrimas truko du mėnesius. Tiriamieji apklausiami buvo anketų pagalba. Vadovams ir darbuotojams buvo sudarytos skirtingos anketos. Tyrimo tikslas: išsiaiškinti skirtingų įmonių valdymo problemas bei pasiūlyti jų sprendimo būdus. Tyrimo objektas: Valdymo efektyvumas bei jo didinimo principai pasirinktose įmonėse. Tyrimo uždaviniai: § Nustatyti dominuojančias valdymo efektyvumo problemas pasirinktose įmonėse; § Ištirti, ar priklauso įmonės valdymo problemos nuo jos dydžio; § Nustatyti įmonės vadovų požiūrį į valdymo efektyvumą ir išsiaiškinti, ar jie įžvelgia valdymo problemas; · Išanalizuoti, kaip valdymo efektyvumas veikia darbuotojų pasitenkinimą darbu. Atlikus tyrimą buvo sumuojami ir analizuojami rezultatai, pateikiamos išvados, bei siūlymai, kaip būtų galima spręsti pastebėtas įmonių valdymo problemas. Darbą sudaro teorinė, analitinė ir rezultatų dalys. Teorinėje dalyje analizuojami teoriniai valdymo efektyvumo aspektai, analitinėje – nagrinėjami valdymo efektyvumo ir jo didinimo tema atlikti tyrimai Lietuvoje bei kitose šalyse. Rezultatų dalį sudaro atliko tyrimo analizė, išvados bei siūlymai. / This Work Explores Management Conception, Functions and Structure. There is also an Analysis of Organizational Management Structures, Management methods and styles of leadership. A Model of Management effectiveness increase was Developed. There was a research accomplished to explore the aspects having an impact on Management effectiveness. The research included two companies different in size: X and Y. The research took two months. People were surveyed using questionnaires. There were two types of questionnaires different for managers and employees. The object of investigation: the management and efficiency improvement of the principles of the selected enterprises. The object of the research – to clarify the different corporate governance problems and propose solutions Tasks of the research: · Set the prevailing problems in the efficiency of management in selected enterprises; · Investigate whether the company belongs to the management problems of its size; · Set the heads of the company approach to managing performance, and find out if they see the management problems; · Analyze the effectiveness of the management staff does the work. After the research was completed the results were summarized and analysed, conclusions and proposals introduced on possible ways to solve noticed problems of companies‘ management. Viešojo administravimo disciplinoje egzistuoja didelė teorinių viešojo valdymo modelių įvairovė, kuri, atrodo, nuolatos didėja. Tuo pačiu disciplinai trūksta meta‑teorijos kuri leistų nustatyti šių modelių santykį. Tai apsunkina sisteminių tyrimų viešajame administravime plėtrą. Disertacijoje atliekama dažniausiai sutinkamų literatūroje teorinių viešojo valdymo modelių tarpusavio santykių analizė ir remiantis šios analizės rezultatais tiriamas Lietuvos Respublikos Vyriausybės vaidmuo Lietuvos viešojo valdymo formavimesi ir raidoje. / The discipline of Public Administration is marked with an ever growing increase in theoretical models of governance. However, this theoretical proliferation is not matched by a meta‑theory that would allow building an understanding of the interrelation of these models. The dissertation provides an in‑depth analysis of selected theoretical models which is used as a basis of researching the role of the Government of Lithuania in the formation and development of Lithuanian public governance.

Bakalauro baigiamąjį darbą sudaro teorinė (iš dviejų skyrių) ir praktinė dalys. Teorinėje darbo dalyje aptariama vietos savivaldos ir savivaldybės sampratos, atskleidžiant kaip jos kito įvairiais laikotarpiais. Pateikta vietos savivaldos principų analizė, siekiant atskleisti kaip yra įgyvendinama savivalda tiek nacionaliniu, tiek tarptautiniu lygmeniu. Analizuojant vietos savivaldos modelių tipologiją, buvo aptarti klasikinių bei konkrečiai Lietuvoje taikomų savivaldos modelių ypatumai, akcentuojant mero vaidmenį savivaldos sistemoje. Taip pat aptartos galimybės dėl tiesioginių mero rinkimų formos įgyvendinimo Lietuvoje.Empirinėje darbo dalyje atlikta dokumentų turinio analizė, siekiant atskleisti kaip kito mero kompetencijos kintant įstatyminei bazei. Analizė atskleidė, kad nors kompetencijų kiekis sulig kiekviena įstatymo redakcija ir didėjo, tačiau įgaliojimų atžvilgiu mero veikla buvo suvaržyta, tapo labiau atstovaujamojo pobūdžio dėl nuo 2003 metų pasikeitusio vietos savivaldos modelio. Ekspertų interviu metu buvo apklausti buvę ir esami Šiaulių miesto merai, kurie pateikė nuomonę analizuojamais klausimais iš savo ilgametės patirties. / Bachelor's thesis consists of theoretical (two sections) and of practical parts. The theoretical part of the paper discusses the local self-government and municipal concepts, revealing the way they changed over time. There are supplied the principles of local self-analysis in order to reveal how the implementation of self-government at both the national and international level is being realized. The analysis of the typology of local self-government models were discussed about the classical and Lithuanian cases, emphasis on the role of the mayor's municipal system. Also discussed the possibility of direct mayor elections in Lithuania.The empirical part of the work there is conducted content analysis of documents, in order to reveal how the mayor legislation changed while changing the legislation. The analysis revealed even though the amount of legal competency increased, but the powers in respect of the mayor's activities were restricted, become more representative because of the changed local self-government model in 2003. During experts interview there were interviewed present and former mayors of the city of Šauliai, who provided opinions on the issues of their long experience.
