O objetivo desta pesquisa ? analisar a valoriza??o dos professores da rede p?blica estadual de ensino do Rio Grande do Norte por meio da carreira e da remunera??o (2009-2015). Utiliza-se, para tanto, de revis?o da literatura e de pesquisa documental, especificamente, do Plano de Cargos, Carreira e Remunera??o (PCCR), aprovado pela Lei Complementar n. 322/2006, e das folhas de pagamento (referentes ao m?s de outubro de cada ano), cedidas pela Secretaria de Administra??o e Recursos Humanos do RN (SEARH-RN), e dos estudos de Gatti (2011), Oliveira (2014), Arelaro (2007), entre outros estudiosos da ?rea. Parte-se do pressuposto de que a pol?tica de financiamento da educa??o b?sica n?o ? coerente com a pol?tica de valoriza??o docente, proposta em documentos e legisla??es. A implementa??o da pol?tica de Fundos (principal mecanismo pol?tico que financia a educa??o b?sica) na rede p?blica estadual de ensino do RN n?o tem sido suficiente para garantir uma efetiva valoriza??o do trabalho docente, especialmente por meio da carreira e da remunera??o. Os resultados apontam que na rede p?blica estadual de ensino do RN os vencimentos dos professores, em valores nominais, tiveram um aumento pouco maior de 100% no per?odo, por?m, ao analisar os valores atualizados corrigidos pelo INPC/IBGE, percebe-se que os ganhos reais dos professores, no que diz respeito aos seus vencimentos, foram menores. O que ocorre, de fato, s?o perdas nos valores recebidos pelos professores, sobretudo quando se observa a involu??o que compreende a carreira desses profissionais. Analisando a remunera??o dos docentes, observa-se uma grande diversidade nos valores recebidos por eles, inclusive entre aqueles que se encontram no mesmo n?vel e classe da estrutura da carreira. As diferen?as, em sua maioria, ocorrem em fun??o das diversas possibilidades de gratifica??es previstas na rede de ensino, apesar de nem todas serem contempladas no PCCR. Conclui-se que ? um desafio constante do Estado garantir uma efetiva valoriza??o de todos os professores da educa??o b?sica por meio de uma carreira atrativa e que proporcione melhor remunera??o, dada a relev?ncia dessa profiss?o em face das necessidades postas pela sociedade. A luta pela valoriza??o docente n?o se esgota na implementa??o da pol?tica, sendo fundamental que haja reivindica??es de melhorias salariais por parte da categoria, uma vez que a maneira como a pol?tica tem funcionado contribui para a manuten??o da hegemonia e do controle social, favorecendo o sistema capitalista e mantendo as desigualdades. O Fundeb n?o tem sido suficiente para garantir carreira e remunera??o que caracterizem valoriza??o docente, tornando-se mais uma das pol?ticas educacionais que compreendem o contexto das pol?ticas neoliberais. / This thesis reaches two big areas from educational politics: financing and enhancement of teachers in the basic education, specially based on Fund politics (Fundeb), since enhancement of those professionals is one of mainly propositions. This research aims to analyze the enhancement of the teachers from basic education in the educational public system in the Rio Grande do Norte related to the career and salary (2009-2015). It researches, for that, literature review and documental research, specifically, from Position, Career Salary Plan (PCCR), created by Complementar Law n. 322/2006; payroll (refering to the October month of each year), sent to Secretaria de Administra??o e Recursos Humanos do RN (SEARH-RN); and theoretical assumptions from Gatti (2011), Oliveira (2014), Arelaro (2007), among other researchers from those areas. It points the financing politics of basic education is not coherent to the teacher enhancement politics that is proposed in the documents and laws. The implementation of Fund politics (main political mechanism that finances basic education) in the State public educational system in the RN is not enough to guarantee the effectiveness of the enhancement of teacher working, specially about career and salary. The results point that in the State public teaching system in the RN the teacher salary, in nominal values, had an increase little more than 100% in the period of this research, however, analyzing the values updated by INPC/IBGE, the real gain of the teachers, related to the salary, is lower. In fact, teachers? salaries have damages in the values received, mainly when analyzed the involution related to the career of those professionals. An analyze of those teacher salary shows a big diversity in the value received, even among those who are on the same level and class in the career structure. The differences, the most of them, are result of diverse possibilities of gratification in the educational system, in spite of, just some of them, are in the PCCR. It concludes is a continuous challenge to the State to guarantee an effectiveness enhancement of the basic education teachers based on an attractive career that brings a better salary, considering the relevance of this profession to the society. The fight of enhancement of the career does not end in the politic implementations, it is fundamental to claim for better salaries, because the current political system contributes to the maintenance of hegemony and social control, contributing to capitalist system and inequality. The Fundeb is not enough to guarantee career and salary that characterizes teacher enhancement, becoming one more educational politics that contents neoliberal politics context.
