Previous issue date: 2017-08-28 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior (CAPES) / O presente trabalho busca problematizar a atua??o de ?rg?os que comp?em o Sistema de Garantia dos Direitos da Crian?a e do Adolescente - SGD, na realiza??o do enfrentamento ?s ocorr?ncias de viol?ncia no munic?pio do Natal. Para tanto, objetivou-se analisar como tem se dado o enfrentamento a viol?ncia contra crian?as e adolescentes em Natal/RN, particularizando as estrat?gias e mecanismos utilizados pelos ?rg?os de prote??o do SGD, no per?odo de 2014 a 2015, a fim de identificar os limites e possibilidades que interferem e/ou contribuem para a realiza??o desse enfrentamento no munic?pio. A investiga??o aconteceu mediante pesquisa qualitativa e foi norteada pelo referencial cr?tico dial?tico, sendo a coleta dos dados feita atrav?s de pesquisa documental e de campo na perspectiva quanti-qualitativa. O l?cus da pesquisa foi a Rede de Prote??o que atua na Regi?o Administrativa Norte do Natal, sendo as entrevistas semiestruturadas, realizadas com: o Conselho Tutelar, o Conselho Municipal dos Direitos da Crian?a e do Adolescente, o Centro de Refer?ncia Especializado de Assist?ncia Social, o N?cleo de Apoio ? Sa?de da Fam?lia e uma Escola Municipal. Os dados foram tratados com base na an?lise de conte?do e analisados ? luz do referencial te?rico adotado. Identificou-se que tr?s dimens?es s?o essenciais ? realiza??o do enfrentamento ao fen?meno: o atendimento, o acompanhamento e a preven??o. No entanto, determinantes de ordem cultural, social, pol?tica e econ?mica contribuem para a ocorr?ncia e recorr?ncia das situa??es de viol?ncia e interferem na realiza??o do enfrentamento. A fam?lia aparece como uma institui??o a qual se atribui, contraditoriamente, autoridade e dever de prote??o. Para al?m do fen?meno que se apresenta no imediato, a viol?ncia estrutural aparece como outra express?o da viol?ncia cometida contra crian?as e adolescentes. / The present work seeks to problematize the performance of agencies that make up the System for Guaranteeing the Rights of Children and Adolescents (SGD), in the accomplishment of coping with the occurrences of violence in the municipality of Natal. In order to do so, the objective was to analyze how violence against children and adolescents in Natal / RN has been tackled, particularizing the strategies and mechanisms used by the DGS protection agencies, in the period from 2014 to 2015, in order to identify the limits And possibilities that interfere and / or contribute to the accomplishment of this confrontation in the municipality. The research was conducted through qualitative research and was guided by the critical dialectical referential, and the data collection was done through documentary and field research in the quantitative-qualitative perspective. The focus of the research was the Protection Network that operates in the Northern Administrative Region of Natal. The semi-structured interviews were conducted with: the Guardianship Council, the Municipal Council for the Rights of Children and Adolescents, the Specialized Referral Center for Social Assistance, The Family Health Support Center and a Municipal School. The data were treated based on content analysis and analyzed in the light of the adopted theoretical framework. It was identified that three dimensions are essential to face the phenomenon: care, monitoring and prevention. However, determinants of cultural, social, political and economic order contribute to the occurrence and recurrence of situations of violence and interfere in the accomplishment of the confrontation. The family appears as an institution which, contradictorily, attributes authority and duty to protection. In addition to the phenomenon that occurs immediately, structural violence appears as another expression of violence committed against children and adolescents.

The context is the city of Teresina, capital city of Piau? state, which is peripheral in Brazil s northeast region. The defiance here is to build a critical psychological tradition that will deal with the challenges imposed by the reality of poverty and socio-economic backwardness of the region. The greatest difficulty is the lack of a public institution of learning that carries out instruction, research and extension with commitment to social transformation, and with the production of a psychological knowledge that is able to understand local reality. I take it that the undergraduate course in Psychology at UESPI [State University of Piau?] is the only one in Teresina that can take over such mission. The query is confronting violence against children and adolescents that defies us to ethically and politically commit to solidarity toward fragile human beings in need of adult involvement in order to survive this daily inhumanity. The involvement of psychologists from Teresina in this must result from a social commitment and a technical competence to deal with prevention and therapeutic consideration toward the victims. This dissertation is divided into three parts: the first is a study on the curriculum and the performance of psychologists, which revises the academic output in Brazil and envisages new queries to the theme, such as the role of teaching inside the curriculum, and presents social security (including Medicare) as the privileged field in which Brazilian psychologists perform. The second part contains a study on the concepts of childhood, adolescence and violence, which presents a consideration on the strategies to confront violence against children and adolescents. In the last part I discuss the role of the psychologist as teacher and intellectual in the context undergraduate course in Psychology at UESPI [State University of Piau?] from the commitment to the protection of children and adolescents / Nesta tese, discuto o papel do psic?logo como professor universit?rio e como intelectual a partir de um contexto espec?fico e de uma quest?o espec?fica. O contexto ? a cidade de Teresina, capital do Piau? Estado perif?rico da regi?o Nordeste brasileira. O desafio aqui ? construir uma tradi??o psicol?gica cr?tica que possa ser capaz de lidar com os desafios impostos pela realidade de pobreza e atraso s?cio-econ?mico da regi?o.
