Since Taiwan and China have become the members of the World Trade Organization in the year of 2002, many companies are gaining various opportunities while meeting the challenges of unpredictable and fast-paced markets. China Steel Global Trading Corporation (CSGT), which is responsible for the international business of China Steel Corporation (CSC) Group, should take these opportunities to broaden the overseas market, especially in China. As the international trading brain and strong arm of the CSC Group as well as the export exclusive agent of China Steel Corporation and China Steel Aluminum Corporation, CSGT has built its international marketing network after 5 years¡¦ efforts. CSGT take the advantages of image, technique, marketing and finance of CSC Group and has been deeply trusted by the foreign customers and suppliers. Through the strength and resource advantages of CSC Group and steel industry, CSGT is going to diversify to other industry materials, consumer goods or others in the coming future. CSGT also has the vision to turn into a worldwide and whole-wise trading company by cooperating with other company in different fields. The thesis is about how to fully utilize the resource of CSC group to rebuild the competitive strategies while environmental challenge and structured chaos, to set up the sustainable competitive advantages and core competence, to reach the vision of CSGT. The Study of The Impact for The Farmers Bank of China Operation After Joining WTO

Agricultural finance is one indispensable means in assisting agricultural economic development. Appropriate agricultural policy plus healthy agricultural financial system will be able to support the development of agricultural economy effectively. Since resuming operation in Taiwan in 1967, The Farmers Bank of China has been the agriculture specialized bank under the belief of ¡§ Providing agricultural credit, Developing agriculture economy, promoting production and sales of agriculture¡¨, providing funds for agriculture, assisting the implementation of agricultural policy. The purpose of this research is to clarify the trade liberalization regulating of WTO on financial services industry, and find out the impact The Farmers Bank of China may meet after admission of Taiwan into WTO, as well as the foreseeable corresponding measures. In the conclusion of the study, pragmatic proposal will be presented. The scope of the research approach 1. Studying publications on the background, spirit and principle of the formation of GATT and WTO. 2. Searching theoretical basis for the strategic management in meeting competition 3. Premises and responsive measures Since Taiwan has been admitted into WTO and the spirit and regulation of WTO in promoting fair and free trade will gradually form real influence on the agriculture and financial services following the commitment of Taiwan for the admission into WTO, the agriculture financial institutions will certainly confront direct or indirect impact under the liberalized environment , and these impacts are certainly better be adjusted and met as early as possible. WTO and State Autonomy: In Case of China

Regarding the effects brought out by China¡¦s joining World Trade Organization (WTO), apart from the investigation on the current wide economic aspect, there are some other aspects, such as the interaction among the political, social and national departments¡¦ independence, that are also worthy of further investigation. Ever since her reforms and opening to the world, China seems to be emerged step by step in a structure entirely different from her past systems. The highly independent and initiative natures of the original national organization have been weakened. In the process of China¡¦s becoming an official member of WTO and her substantial participation in the economic globalization, just because of the trend of international economic systems, the predictability of systems required by market economy, and also the independence bestowed on the mainframe of the market, China has to establish the relative applicable law system, and promise to act according to the international regulations and practices. Besides the relevant measures and conflicts of various industries, to China, her joining WTO is a catalytic media to accelerate the emergence of system crisis and the creation of system renovation. The study finds that concerning the independence of the national organization after China¡¦s joining WTO, aside from the political aspect where the originally high independence of the traditional party and national rules can still be preserved, there is a tendency that on the economic and social aspects, the independence of the national organization will first rise, and then fall. In the short run, in order to meet the fresh participation in WTO, the national organization naturally appears to have high independence in various aspects. But in the long run, the process of globalization has inevitably made China unable to sustain the high independence that she owned in the past, especially on the economic and social aspects.

ABSTRACT Papermaking is one of the four major inventions of our country, and is also the index for the cultural life level and economic development in one country. Trade is the main dependence for Taiwan to maintain survival, especially at the beginning of the 21st century. Our country has been listed as the 14th trade country globally, which shows the importance of international trade to Taiwan. WTO is the most important international trade organization at present. In 2002, there are 144 member countries covering 90% trade of the whole world; that is why it is called economic and trading United Nations. This study first gives a brief introduction to the history of WTO. Then it discusses the basic idea of WTO, i.e. there is non-discrimination trade, the market is opened through negotiation, fair competition is promoted, development and economic transformation are encouraged. It also introduces the four basic principles, i.e. the most preferential country treatment, national treatment, trade freedom, transparency and being predictable. Concerning the function of WTO, it also describes dispute solution rules, main organizations and responsibilities of WTO. It discusses the influence on our country and corresponding measures after entering WTO. The study analyzes the status quo of papermaking industry. First, it analyzes the status quo of papermaking industry worldwide. In 2000, the top five countries in the world paper pulp production are USA, Canada, China, Finland, and Sweden. The top five countries in paper and paper board production are USA, Japan, China, Canada, Germany, while Taiwan is listed as the top 16 production country. The annual paper usage amount per capita represents the level of culture, living standard and as an important index of economic development for a country. The top five countries are Finland, Belgium, USA, Sweden and Holland, while Taiwan is ranked as the 9th, a country with high cultural living standard and industrial development. This study gives a systematic description of Taiwan papermaking industry after analyze papermaking globally. Ever since Ching Dynasty, Taiwan papermaking has 130 years of history. During the initial stage, it used bamboo to make paper, and later cane dregs. As Taiwan is lacking of natural forest resources, which forced Taiwan papermaking industry to research and develop and become a country with the highest waste paper recovery rate and utilization rate worldwide. It made full use of waste paper as the raw material, to develop the unique papermaking core technique and competitiveness. As Taiwan has entered into WTO and become closely connected with the world, this study gives In-depth discussion and description about the strength, weakness, opportunities, and threats of Taiwan papermaking industry. Case Study on World Trade Organization Dispute Settlement: European Communities — Measures Affecting Meat and Meatproducts (Hormones), Complaint by the United States

The World Trade Organization (WTO) is an international organization created to coordinate trading rules among nations. Made up of internationally negotiated trade agreements, the WTO has three main objectives: (1)to assist in the free operation of international trade; (2) to allow continued progress of liberalization of such trade through fair negotiations; and (3) to create a system for the impartial settlement of international trade disputes. A key component of the World Trade Organization (WTO) is the Dispute Settlement Body (DSB). This body, as with the WTO itself, has only been in operation since January of 1995. The WTO, although relatively new, has made significant strides in improving the international trading system and resolving trade disputes. Unlike other international organizations, such as the international Monetary Fund (IMF) or World Bank, the WTO is not controlled by a board of directors, but instead is governed by its member nations. Given this type of arrangement, it is essential that the member nations abide by the signed agreements that govern the operation of the WTO and its Dispute Settlement Body. Otherwise the WTO cannot function as envisioned. This research argues that the European Union (EU) is presently abusing the system through its actions in the dispute settlement case EC- Hormones, Complaint by the United States. Using tactics designed to delay the resolution of this dispute, the EU has increased the costs ssociated with the Dispute Settlement Body (DSB) and threatened the credibility of the WTO. / Master of Arts

It would possibly face a great challenge under the framework of WTO (World Trade Organization), our domestic agri-market should be impacted by the opening up international market. Our farmers are habituated for the payment and protection policies by the government for a long time, so that the market competence is rather poor. Therefore, after joining WTO, as the international market opens up, the direct payment and set-aside premium would only palliative the short term problem. With the shortage of the exchequer, the deficiency could reveal. And the basic and essential trend of the future agricultural changeover pattern is to consider how to establish a competitive and distinctive operating prototype for our agriculture for the long-term solution. This research takes the important agricultural area of Koahsiung County in southern Taiwan as an example. The main topic of this research focuses on the production of the tropical fruit for the specialized agricultural products. Step by step aiming at internal advantage, disadvantage and external possibility, and threats. And examine the organizational environment for the research by collecting of documents and references, interviewing with related personnel and further having questionnaire from academics, experiment units, agricultural administration personnel, farmers¡¦ union (farmers¡¦ association), production-line & sales farmers. According to the result of the questionnaire, we have the following conclusion: 1: Overall evaluation (Tropical Fruit) found the following conclusion: (1) Top four tropical fruits that are considered to be most competitive in southern Taiwan, the first is Wax-apple, the second is Jin-Huang Mango, the third is Guava and the forth is Lychee with over 50% identification. (2) The less competitive is Longan at ninth position (14.2%) with the less identification percentage. 2: We have the following conclusion after analyzing each characters of SWOT on its identification level: (1) For the Strength we found (S) that the weather condition in southern Taiwan is beneficial local tropical fruit planting and has more confident in technological and quality aspects. (2) For the Weakness (W) we found that that having high labor cost, lacking marketing personnel, petty farmland, and aging population are becoming growing burden. (3) In the Opportunity (O) we found that by establishing quality brand, diversifying operation and strategic alliance, referring the experience from member nations, create business possibility for weekend holiday as to change the operating style and method for strategic direction. (4) In The Threats (T) we found that under the pressure of being threatened with foreign low cost, abundance and diverse agriculture products by developed member countries in WTO, and production circle and nature condition etc. are also to be concerned in order to break through for the strategic direction decision. To sum up, this research hope to bring out and present a correct strategic direction with eight concrete policy and ten advisement for the agricultural policy department to follow the right direction to suit the agriculture operation style for both government related agricultural governing body and farmer to face and challenge the coming impact for our agricultural development after joining WTO.
