The present work has an intention to regard about the problematic of water resources administration and management in Alagoas, analyzing the participatory process of some social actors in the Water Resources Committee of Alagoas State - CERH/AL. Thus, this Committee is our case of study, objectifying the ascertainment and the evaluation of this participation of the Committee s members. The Committees have become the great political stage that strike politicians between the Public Power and civil organized society in the treatment of some public politics. The analysis of functioning of the Water Resources Committee of Alagoas State allows arguing the question of the participation of its components in the public politics. That Committee was instituted by the State Law nº 5.965, November 10th of 1997, being one deliberative, advisory and normative instance responsible of these water resources administration and management in Alagoas. The CERH/AL is the central agency inside of the State System of Water Resources Management. First of all, one studies the deliberative instances in general, as condition for the local sustainable development, after following the pertinent legislation. After that, based on interviews with all the council members, one develops qualitative evaluation in order to reach the objectives intended by this work. / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O presente trabalho estuda a respeito da problemática do gerenciamento e gestão dos recursos hídricos em Alagoas, visando analisar o processo participativo de vários atores sociais no Conselho Estadual de Recursos Hídricos de Alagoas CERH/AL. Assim, o CERH/AL é o nosso estudo de caso, objetivando a averiguação e a avaliação dessa participação dos membros deste Conselho. Os Conselhos se tornaram o grande palco dos embates políticos entre o Poder Público e sociedade civil organizada no trato de algumas políticas públicas. A observação do funcionamento do Conselho Estadual de Recursos Hídricos de Alagoas permite discutir a questão da participação de seus componentes nas políticas públicas de recursos hídricos. O CERH/AL fora instituído pela Lei Estadual nº 5.965, de 10 de novembro de 1997, sendo uma instância deliberativa, consultiva e normativa responsável pelo gerenciamento dos recursos hídricos do Estado. O CERH/AL é o órgão central dentro do Sistema Estadual de Gerenciamento dos Recursos Hídricos. Dessa forma, estudam-se primeiramente sobre as instâncias deliberativas em geral, como condições para o desenvolvimento sustentável local, para após seguir sobre a legislação pertinente. Em seguida, faz-se uma pesquisa de campo com todos os conselheiros, participantes do CERH/AL, a fim de alcançar os objetivos pretendidos por este trabalho.
