Adjustment of commercial banks' interest rates and the effectiveness of monetary policy: evidence from Anglophone West AfricaBangura, Lamin January 2011 (has links)
Most central banks use short-term interest rates as their main instrument of monetary policy. It is assumed that a change in policy rate will influence interest rates set by commercial banks, but this is not usually the case. Commercial banks adjust their interest rates in response to changes in policy rate with lags, which make their interest rates sticky. Stickiness in commercial banks interest rates have been seen as an obstacle to the smooth transmission of monetary policy decisions. Despite the importance of the transmission process, little attention has been given to a systematic measurement of the degree of response of commercial banks‟ interest rates to changes in monetary policy stance in the Anglophone West African countries, specifically within the West African Monetary Zone (WAMZ) economies. Against this backdrop, this study explores the interest rate adjustment dynamics using monthly interest rate series on discount rate, treasury bill rate, commercial banks‟ deposit and lending rates from 1989 to 2009 (for Gambia, Nigeria and Sierra Leone) and from 2000 to 2009 (for Ghana). Specifically, the study set out to examine how lending and deposit rates respond to changes in the official rates and to see whether there is a convergence among the rates over time. Also, to examine the relative adjustment of commercial bank lending rates to changes in the official rate when there is disequilibrium. The analyses were twofold: a full sample period and a rolling window analysis. Following Cottarelli and Kourelis (1994), the study employed cointegration technique and an asymmetric error correction model to obtain the short-run and long-run parameters from which the error correction coefficients, mean adjustment lags and asymmetric mean adjustment lags were estimated. The results for the entire sample period revealed that the long-run pass-through in Nigeria was 81% and 67% for lending rates and deposit rates respectively. In Ghana, it was 66% and 69% for lending and deposit rates respectively. While in Sierra Leone, long-run pass-through was 62% and 72% for lending and deposit rates respectively. In Gambia, it was 50% and 40% for lending and deposit rates respectively. On the other hand, the short-run pass-through was found to be lower compared to the long-run pass-through: in Nigeria it was 66% and 47%; in Gambia, 26% and 29%; in Sierra Leone, 30% and 13%; and in Ghana, -6% and 35% for lending and deposit rates respectively in each country. The pass-through estimates for the rolling windows were mixed for short-run and long-run pass-through. The mean adjustment lags suggest that the speed of adjustment of Lending rates for full sample period were two, two, seven and twelve months in Nigeria, Ghana, Sierra Leone and Gambia respectively. While for deposit rates they were five, six, seven and eighteen for Ghana, Nigeria, Gambia and Sierra Leone respectively. The average speeds of adjustment for the rolling windows were four and five months for lending and deposit rates respectively. Weak evidence of convergence was found in lending and deposit rates in the short-run and long-run pass-through among the countries. However, the results suggest that the magnitude and speed of the pass-through amongst the countries on average were high compared to emerging Asian countries. Significant asymmetric adjustments were found in the lending rates for Gambia and Sierra Leone, while in Gambia and Nigeria there were asymmetries in deposit rates. Based on the evidence provided, interest rate pass-through is high in Nigeria and Ghana compared to Gambia and Sierra Leone and this calls for the harmonization of financial policies on the part of the financial authorities in the WAMZ. Viewed solely from an interest rate pass-through, the lack of convergence among the countries suggests that WAMZ is far from ready for a monetary union. The relatively low pass-through in some of the countries suggests rigidity in the banking system which may be due to underdevelopment of the system. Thus efforts geared toward strengthening the banking system and the financial system as whole would further enhance the prospect of a monetary union among them.

Soil genesis on relatively young surface mined lands in southern West VirginiaSweeney, Larry Ross January 1979 (has links)
In this study I observed, described and measured differences in morphological, physical and chemical properties as a function of age on mine soils formed from overburden from the New River formation of the Pennsylvanian system in southern West Virginia. Within each group, we sampled nine separate sites and further categorized each to one of three predominant overburden types as observed in the exposed highwall (either predominantly sandstone or shale or an approximately even mixture of the two). Three “topsoiled” sites were sampled for comparative purposes, along with three contiguous soil series commonly found in the region.
The most striking differences attributable to age were depth of profile development and horizonation. Aggregate stability, hydraulic conductivity and soil color also showed significant variance with age.
The mine soils were generally more fertile in those elements analyzed than the natural soils, and the A horizons of mine soils and the natural soils contained approximately the same amounts of coarse fragments. Among the mine soils, the 5 year old soils were more fertile than the 2 or 10 year old soils.
Ten years was not enough time to cause significant differences in textural classification of these soils. Texture was reflective of the parent material. / Master of Science

Literature points to Public-Private Partnerships (PPP) as the most suitable model for infrastructure finance provisioning which this study adopts. Bioterrorism : a survey of western United States hospital response readinessPhillips, Margaret J. 27 October 2003 (has links)
A study to evaluate the level of hospital preparedness to respond to a
bioterrorist attack such as smallpox or anthrax, in the western United States
(Arizona, California, Idaho, Nevada, Oregon and Washington) was conducted from
May to September 2000. A survey questionnaire was mailed to 300 randomly
selected hospitals. A telephone survey followed.
The data examined the population served, licensed bed capacity, median
income of the population served, the geographic location, and the type of facility
served. The findings from the 177 hospitals that answered the survey showed that
only 28.8% of them had a specific plan in place in the event of a bioterrorist attack
to their communities.
More hospitals with large bed capacity serving large populations had plans
to respond to the event of a bioterrorist attack than those hospitals with small bed
capacity, usually serving small rural communities.
Although the comparison of hospitals in each of the six western states
showed no statistically significant difference between the number of hospitals with
a plan to respond to a biological threat, hospitals in California showed the largest
percentage of specific plans addressing biological events, followed by hospitals in
the state of Washington.
When the type of facility was considered, private hospitals more often
developed a plan due to high-density population through their area than non-private
hospitals, which indicates that bioterrorism plans may be developed when the funds
are available.
The most frequent answer given for not developing a plan was lack of
adequate funding. Findings indicated a need for additional resources directed to
hospitals, especially in rural areas.
Because this study was conducted before the tragic terrorism events
occurred in the United States in the fall of 2001, it may be considered a benchmark
for future readiness evaluations of the response to the impact of those events in the

Legislation mandates that older adults, who receive Title III-C assistance should be provided with nutrition education, nutrition counseling, and other nutrition services, as appropriate, based on the needs of individuals. The amount and content of nutrition education, however, is subject to variation of state guidelines. The purpose of this study is to measure the type and amount of nutrition education being provided to congregate meal site and home delivered meal participants and to identify if special accommodations are being made for those participants with visual and hearing impairments in the states of Indiana, Michigan, Ohio, Illinois, Wisconsin, and Minnesota (Region V). The nutrition representatives for congregate meal site and home delivered meal programs within the six states were sent an e-mail questionnaire. Results showed that while majority of the states are meeting their own state guidelines, having uniformity amongst the states could strengthen the nutrition education program for older adults receiving congregate or home delivered nutrition services within Region V. / Department of Family and Consumer Sciences

Factors affecting alien grass invasion into West Coast Renosterveld fragmentsVan Rooyen, Suretha 03 1900 (has links)
Thesis (MSc)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: With only 1.76% conserved West Coast Renosterveld remaining it is crucial to prioritize
the conservation and management of this fragile vegetation type. Because of its
occurrence on fertile soils, renosterveld has been cleared for cultivation and other
agricultural use and is thus fragmented to a critical point. These remaining fragments
are subject to extensive edge effects and the exact parameters of a viable fragment must
still be determined. The extent of alien grass species invasion into remnant
renosterveld patches was determined using data collected using the line-intercept
method. Sampling included three different management treatment areas adjacent to old
lands: 1) a recently burned area, 2) a grazed area and 3) an unburnedlungrazed area
providing a control sample. Additionally all small-scale soil disturbances along the
lines were recorded.
Results showed that Briza spp., Bromus spp. and Avena fatua were the most significant
invading alien grass species. There was a significantly high variation between alien
grass cover in each treatment, with the grazed area containing the highest overal! level
of alien grass invasion. The control area, with the exclusion of fire and animal activity,
showed minimum alien grass invasion. Edge effects were apparent in all treatments,
but were lowest in the control area, where percentage alien grass cover significantly
decreased after a distance of fifteen meters into the remnant patch. A weak positive
correlation between the occurrence of alien grass and indigenous grass was found, as
well as evidence of a weak association between alien grass cover and shrub cover. The
possibility that small-scale soil disturbances could be an important contributing factor
to alien grass invasion was supported by the positive correlation between disturbances
and percentage alien grass cover. A positive correlation was found between the
occurrence of indigenous grass and small-scale soil disturbances, while shrub cover
tended to be less associated with animal activity.
It is concluded that the correct management regime could effectively control the
excessive invasion of alien grass species into the remnant renosterveld patches.
Grazing (including all animal activity and small-scale soil disturbances) was the main
facilitator of alien grass establishment - even dominating the prominent consequences of edge effects by facilitating alien grass establishment much deeper into the remnant
patches. It could be assumed that a precise balance of low-pressure grazing and fire
management should be established to enable the effective control of alien grass species
while maintaining optimum biodiversity.

Die invloed van die omliggende omgewing was ook duidelik sigbaar in al drie die
bestuurs-stelsels, maar was duidelik minder in die kontrole area waar die persentasie uitheemse gras indringing aansienlik verminder het na 'n afstand van vyftien meter in
die renosterveld fragment in. 'n Swak positiewe korrelasie tussen die voorkoms van
uitheemse grasse en inheemse gras spesies was aangeteken, asook bewyse van 'n swak
negatiewe assosiasie tussen die uitheemse gras spesies en die inheemse bosse. Soos
verwag, is daar bewyse gevind vir die teorie dat kleinskaalse grond-versteurings 'n
belangrike fasiliterende faktor is vir uitheemse gras vestiging. Daar was 'n duidelike
positiewe korrelasie tussen hierdie grond-versteurings en die persentasie uitheemse
gras grondbedekking. Dieselfde positiewe assosiasie was gevind tussen die inheemse
gras en hierdie kleinskaalse grond-versteurings, terwyl die inheemse bossie duidelik
minder verbind was met die verskynsel.
Die gevolgtrekking is gemaak dat 'n korrekte bestuurs-plan die indringing van
uitheemse grasse effektief sal kan beheer. Dier aktiwiteite (insluitende beweiding,
grawe van gate, mier en termiet neste ens.), en dus kleinskaalse grond-versteurings.
was die grootste fasiliteerders van uitheemse gras indringing en vestiging binne hierdie
renosterveld stukke. Dit oorheers selfs die aansienlike effek wat invloede van die
omringende omgewing op hierdie areas het, deur die uitheemse gras indringing selfs
dieper in die fragmente in aan te help. Daar kan dus aangeneem word dat 'n presiese

This thesis brings together a coherent and inter-linked body of research published between 2000 and 2009 on clothing manufacturing; a sector that could be labelled ‘mature’ in its phase of economic development in Western economies. It investigates why in recent decades, despite notable early resilience the clothing industry within the West Midlands Region in the UK has declined markedly, placing this decline in the context of the picture nationally and internationally. It provides an in-depth analysis of the how the sector is placed to adapt, reverse decline and enhance its competitiveness, conceptualising firm behaviour in respect of attitudes to growth and change. Finally, it prescribes strategies and actions for the sustainability of such mature manufacturing sectors within modern growth-led economies. In doing so it recognises the crucial role played by government institutions at all scales in facilitating this process.
