It is therefore important for organisations to have a Performance Management System in place to monitor and evaluate the efficiency of its employees. A good Performance Management System sets a standard that determines whether an employee’s performance is of merit or has shortcomings. Furthermore it will aid the employee in being proficient in his\her work environment. This research project examined the effectiveness of the Performance Management System used within the Department of Economic Development and Tourism in the Western Cape, South Africa. Problems encountered by employees were identified by the researcher and recommendations were forwarded to the employees on how to improve the Department’s Performance Management System. The researcher undertook a quantitative research approach by administering a closed-ended questionnaire which was analysed by a registered statistician. The study found that most of the participants understood the Performance Management System used by the Department of Economic Development and Tourism. Furthermore the majority of participants understood their role within the Department and how they could meet the Department’s strategic objectives as set out in the Department’s annual performance plans..à h.

Intercultural communication amongst employees at the Department of Justice and Constitutional Development Western Cape

Thesis submitted in fulfilment of the requirements for the degree Master of Technology: Public Management In the Faculty of Business at the Cape Peninsula University of Technology 2013 / Over the past few decades the study of intercultural communication has expanded to cover a diverse set of variables deriving from the concepts "communication" and "culture" and the combination of communication and culture. As is the case for the communication discipline itself, the study of intercultural communication is influenced by traditional disciplines such as anthropology, linguistics, philosophy, psychology and sociology (Chen & Starosta, 2005:13). The development of a global mindset has become pivotal for further human progress. This mindset can only result from intercommunication among diverse people (Chen & Starosta, 2005:4). Intercultural communication is essential to any organization or department as it is a process of sending and receiving messages between people whose cultural backgrounds could lead them to interpret verbal and non-verbal signs differently. The purpose of this study was to devise a communication strategy which will address intercultural communication, specifically designed to assist managers dealing with intercultural differences. The core objective of this study was to establish whether the existing Communication Policy of the Department of Justice and Constitutional Development (DOJ&CD) adequately addresses intercultural communication in the work place and to verify the level of understanding of culture amongst employees of the DOJ&CD Western Cape Regional Office (WC RO) in order to determine whether a lack of cultural knowledge contributes to miscommunication in the department. In order to reach its objectives, the study employed a quantitative research approach whereby a non-probability sampling design in the form of a convenience sampling method was adopted and considered appropriate for this study, with specific reference to the DOJ&CD (WC RO). In terms of collecting the data, the study made use of structured questionnaires as a data collection method whereby questionnaires were administered and distributed to 85 employees of whom 70 participated. The results of the study reveal that cultural differences lead to misunderstandings, while lack of cultural knowledge is a major contributing factor of miscommunication within the DOJ&CD (WC RO). It is recommended that employees acquire knowledge about other cultures which will improve their understanding and reduce the chances of miscommunication in a multi-cultural environment to enhance intercultural communication and provide a harmonious working environment amongst employees of the DOJ&CD (WC RO) and the Public Service as a whole.

An evaluation of the child support grant policy as administered by the Western Cape provincial Department of Social Development in its Gugulethu office

Dissertation submitted in partial fulfilment of the requirements for the degree Master of Technology: Public Management in the Faculty of Business at the Cape Peninsula University of Technology / This research study sought to find out about the efficacy of the Child Support Grant Policy [CSGP] to the intended beneficiaries – namely, children at the Gugulethu Office in the Provincial Government of the Western Cape (PGWC). An attempt was made to establish whether there is any correlation between the administration of the CSG and poverty alleviation, which the latter seeks to address to a certain extent. The study was therefore undertaken to understand the perceptions of beneficiaries of the CSG, community members and officials at Gugulethu Department of Social Development offices. Furthermore, the study examined the major challenges that serve as obstacles to individuals who try to access the CSG, and sought to offer recommendations as to how these challenges may be surmounted and resolved by the Department of Social Development, which oversees the implementation of the CSG. The study was both interpretive (qualitative) and positivistic (quantitative) in nature, Data was collected through the use of in-depth interviews and structured questionnaires. The findings of the study reveal that the Programme meets intended beneficiaries that is the poor children, though it does not all the children receive the grant. The results of the study have also indicated that the CSG is consistent with the South African government‟s core objectives of creating a better life for all. It was therefore established in the study that the CSG is managing to create better livelihoods for the children and their maternal families as the grant is seen as a source of livelihood. However, it was also revealed in the study that the provisioning of grant has also led to increased teenage pregnancies though there is no clear association between the two. Furthermore, the findings have indicated that there is need to perform capacity building with the Gugulethu Department of Social Development employees as it has been highlighted that most of them are not competent to administer the grant. In addition, it has be found out that there is need to ensure that the grant application forms are written in a language that the applicants can comprehend.

The exploration of the management strategies used by educators working with learners presenting with Attention Deficit Hyperactivity Disorder (ADHD) symptoms in mainstream schools in the Western Cape

Magister Artium (Psychology) - MA(Psych) / The inclusive education system in South Africa is one that accepts children with many types of barriers to learning, whether these are physical, emotional or cognitive in nature. In 2001, the Department of Education published the White Paper 6 in order to address inclusive education in the South African context over a time frame of 20 years. It has been 15 years since the White Paper 6 was published, and many South African educators still face the same challenges as they did at the start of the Inclusive Education System. Managing children with barriers to learning comes with many challenges and uncertainties, and with the high prevalence of children diagnosed with Attention Deficit Hyperactivity Disorder (ADHD) globally, there is a strong need to understand what the condition entails and how to manage it effectively. A study like this is imperative in order to explore management strategies used by Grade 1 educators when working with learners presenting with Attention Deficit Hyperactivity Disorder symptoms in mainstream schools in the Western Cape. A further aim is to explore the support structures currently available to these educators as well as the support required by these educators. The study also aims to understand the challenges facing educators in these settings as there are limited research studies and literature available which focus on how to apply the inclusive education policies that exist in South Africa. The study used bio-ecological systems theory as a theoretical framework. A qualitative approach was used to conduct the study, including semi-structured individual interviews and data that was analysed by thematic analysis. A total of four local schools were included in the study, comprising of twelve interviews with Grade 1 educators from mainstream schools based in the Western Cape. The findings were as follows: many educators felt that they did not receive enough training on Attention Deficit Hyperactivity Disorder, therefore lacking knowledge on how to apply management strategies to address this. Managing a diverse range of learners, lack of resources, lack of parental involvement, lack of assistance in the classroom, as well as distracted and disorganised children posed as challenges for educators working with learners presenting with Attention Deficit Hyperactivity Disorder symptoms. Some educators felt that class sizes were too big; helping non-English learners who displayed symptoms of Attention Deficit Hyperactivity Disorder to reach their full potential was challenging; and covering all the content in the Curriculum Assessment Policy Statements (CAPS) was overwhelming for some as it does not always allow space for learners who learn differently in the classroom. Educators teaching in lower-income communities struggled with parental support and generally had fewer resources available to them. Not all of the participants received sufficient support from other professional health practitioners, principals, and support at various levels of the education system in the Western Cape and Department of Education.

Understanding pedestrian crossing behaviour : a case study in the Western Cape, South Africa

Thesis (MScEng)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: Road traffic accidents have been a global concern facing all countries. Approximately 1.2 million people are killed annually as a result of traffic accidents and 50 million are injured. More than 90 percent of road fatalities occur in the developing world which has only 48 percent of the world’s registered vehicles. Beyond the problem of road fatalities, road traffic accidents result in disability and long term injury. They also cause considerable economic losses to victims and their families and damage properties and infrastructures. In South Africa, pedestrian fatalities account for about 40 percent of all road traffic accidents. Behaviour patterns of both pedestrians and motorists at pedestrian crossings are the main influential factors of pedestrian accidents. This study investigates behaviour patterns of pedestrians negotiating different types of crossing facilities in the town of Stellenbosch, in South Africa. A total number of 17 pedestrian crossings were selected for the study on the basis of their geometric and operational characteristics. Video-based observations together with on-street interviews were used to understand crossing behaviour patterns, namely pedestrian walking speed, pedestrian delay, gaze behaviour, pedestrian-vehicle conflicts, pedestrian compliance with road traffic rules and gap-acceptance behaviour. Results of the study showed that male pedestrians walk more than female pedestrians. The 15th percentile crossing speed for all pedestrians observed while crossing was found to be 1.13 m/s whereas the mean crossing speed was found to be 1.48 m/s. Demographic variables appeared to significantly influence pedestrian walking speed. Male and younger pedestrians exhibited higher walking speeds than female and older pedestrians. Pedestrian walking speed was also found to be affected by group size, encumbrance, type of pedestrian facility and distraction while walking. However, no effects of conflicts and the presence of a pedestrian refuge on pedestrian walking speed were found in this study. A mean total delay of 5.10 seconds was found in this study. Male and younger pedestrians experienced shorter delay compared to female and older pedestrians. The type of pedestrian facility and traffic signals during which pedestrians arrived at the kerb and crossed appeared to be other influential factors of pedestrian delay. With regard to gaze behaviour, an average number of head movements ranged from 2 to 5 at the kerb and from 3 to 5 while crossing. Conflicts with motorists peaked where crossing distances were longer and traffic volume was heavy. A red light violation ranging from 82 to 87 percent was observed in this study and on-street surveys indicated that beliefs and attitudes towards traffic control devices and traffic environment significantly explained pedestrians’ unsafe crossing behaviour. The calculated critical gap and critical lag ranged from 2.19 to 3.90 seconds and the effect of crossing distance on gap-acceptance emerged in this study. Possible interventions are finally suggested. / AFRIKAANSE OPSOMMING: Padongelukke is 'n wêreldwye probleem wat al die lande in die gesig staar. Video-gebaseerde waarnemings saam met op-straat onderhoude is gebruik om kruising-gedragspatrone, naamlik voetganger stapspoed, voetganger vertraging, kyk gedrag, voetganger-voertuig konflikte, voetganger nakoming van padverkeersreëls en gaping-aanvaarding gedrag te verstaan. Resultate van die studie het getoon dat manlike voetgangers vinniger loop as vroulike voetgangers. Die 15de persentiel kruising spoed vir alle voetgangers waargeneem binne kruisings was 1,13 m/s, terwyl die gemiddelde kruising spoed 1,48 m/s is. Demografiese veranderlikes beïnvloed voetgangers loop-spoed. Manlik en jonger voetgangers loop vinniger as vroulike en ouer voetgangers. Voetgangers loop-spoed word ook geraak deur die grootte van die groep, die dra van items, die tipe voetganger-fasiliteit en afleiding terwyl geloop word. Daar is egter geen gevolge van konflikte op voetgangers loop-spoed in hierdie studie gevind nie. 'n Gemiddelde totale vertraging van 5,10 sekondes is in hierdie studie gevind. Manlik en jonger voetgangers ervaar korter vertraging in vergelyking met die vroulike en ouer voetgangers. Die tipe voetgangerfasiliteit en verkeerseine was ander invloedryke faktore van voetganger vertraging. Vir waarneming van die verkeer is gevind dat die gemiddelde aantal kopbewegings gewissel het van 2 tot 5 teen die randsteen en van 3 tot 5, tydens die kruising. Konflikte met motoriste het ʼn hoogtepunt bereik waar kruising afstande langer en verkeersvolume hoër was. Rooi lig oortredings wat wissel van 82 tot 87 persent is in hierdie studie waargeneem en op-straat opnames het aangedui dat houdings teenoor verkeer-beheer toestelle en die verkeersomgewing die voetgangers se onveilige kruising-gedrag verduidelik. Die berekende kritiese gaping het gewissel van 2,19 tot 3,90 sekondes en die effek van die kruisinglengte op gaping-aanvaarding het in hierdie studie na vore gekom. Moontlike intervensies word voorgestel.

An Assessment of Accommodation Strategies for Coastal Adaptation in Cape Town, South Africa, in Response to Climate Change

Thesis (MScEng)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: As the world finds itself increasingly unable to avoid the negative impacts of the physical phenomena associated with climate change, adaptation to climate change has been brought to the forefront of the international agenda. The range of adaptation technologies available can be categorized into three basic strategies (IPCC, 1990): Protection, (managed) Retreat, or Accommodation. The practice of adapting existing developments and infrastructure in the coastal zone by the process of accommodation has not yet seen wide implementation as a formalised adaptation strategy. In order for a community to accept and successfully implement accommodation strategies, all community stakeholders are required to accept and live with a certain level of managed risk, and to also rethink the concept of failure. As a result, accommodation practices implemented globally have been closely related to fields such as risk - and disaster management. Structural innovations in the field of accommodation measures include advanced technologies to elevate existing buildings safely above flood levels, and even “amphibious” houses. In Cape Town, South Africa, the choice between protection, retreat or accommodation as an adaptation measure remains complex. Not much discussion has yet been generated concerning accommodation measures that could be implemented to reduce the risk to existing properties that are already inappropriately located in the risk zone (e.g. seaward of the coastal hazard line), by accommodating the dynamic coastal processes taking place. Accommodation has been found to be most feasible in Cape Town at case study sites with a stable, non- or slowly eroding shoreline, which are also subject to flooding. The elevation of buildings and the alteration of buildings for flood-proofing, in unison with proactive risk and disaster management, could be implemented to accommodate the impacts of flooding on affected infrastructure. Located on Cape Town’s Atlantic Seaboard, Bakoven serves as a case study sample of such a site where an accommodation-based adaptation solution could be feasible. Both global and regional downscaled climate models have been found to deliver a large range of future climate conditions. Assuming best estimate future predictions, Bakoven properties have been found vulnerable to extreme flooding during both status quo and future extreme events. Environmental conditions at Bakoven are favourable for the construction of piled foundations. Stringent environmental and heritage constraints imposed by local government would, however, render accommodation strategies unviable. It is recommended that government at all levels be willing to adopt a more flexible approach to governing coastal areas, to ensure that the regulations they impose remain as dynamic as the environments which they govern. The viability and possible benefits of accommodation measures, rather than protection or retreat approaches should be carefully considered on an individual case-by-case basis, in unison with the local community. / AFRIKAANSE OPSOMMING: Wêreldwyd is gemeenskappe besig om toenemend te ervaar dat hul nie die nadelige gevolge van klimaatsverandering kan vryspring nie. Juis daarom, is aanpassing tot klimaatsverandering noodsaaklik. Die verskeidenheid van beskikbare benaderinge tot klimaatsverandering aanpassing kan in drie hoof kategorieë ingedeel word, volgens die IPCC (1990): Beskerming, (stelselmatige) Retireer of Akkomodasie. Die aanpassing van bestaande infrastruktuur d.m.v. akkomodasie is nog nie wyd geïmplementeer as ‘n amptelike aanpassings strategie nie. Ten einde die sukses van ‘n akkommodasie strategie te verseker, sal gemeenskappe genoodsaak wees om ‘n sekere vlak van residuele risiko te aanvaar en die konsep van die ‘faling’ te herdefinieer. Innovasies in die struktuurindustrie om die risiko van klimaatsverandering te akkommodeer, sluit onder andere in die fisiese oplig van geboue na ‘n hoër, veilige vlak, en ook die bou van sogenaamde “amfibiese” huise. In Kaapstad is die bepaling van die mees gepaste en voordelige aanpassings oplossing, net soos in die res van die wêreld, kompleks. Die moontlikheid van die gebruik van akkommodasie benaderinge en tegnologieë, eerder as beskermingsstrategieë, is nog nie welbekend of algemeen geïmplementeer nie. Daar bestaan wel ‘n geleentheid om hierdie tegnologieë toe te pas in die geval van bestaande strukture wat seewaarts van die dinamiese kusproses lyn, geleë is. Hierdie studie het bevind dat akkommodasie oplossings moontlik suksesvol kan wees by spesifieke gevallestudies langs Kaapstad se kuslyn waar die kuslyn grootendeels stabiel is. Die oplig en verandering van geboue om vloedbestand te wees, tesame met proaktiewe risiko- en rampsbestuur maatreëls, word by sommige van hierdie gevallestudies aanbeveel om die impak van klimaatsverandering te akkomodeer. Bakoven, ‘n klein gemeenskapsbuurt op Kaapstad se kuslyn, is ‘n voorbeeld van ‘n geval waar ‘n akkommodasie oplossing moontlik goed kan werk. Globale klimaatsmodelle lewer ‘n wye reeks van toekomstige klimaatsvoorspellings vir die jaar 2063. Tydens die toets van die mees waarskynlike toekomstige klimaats-scenario, is bevind dat Bakoven kwesbaar is vir die verwagte vloeding a.g.v. seevlakstyging verwag teen 2063. Daar is ook bevind dat selfs tydens huidige storms, sommige strukture aan Bakoven se kus kwesbaar is. Die omgewingstoestande by Bakoven word beskou as voordelig vir die konstruksie van heipale as fondasies om die geboue hoër op te lig. As gevolg van streng munisipale regulasies met omgewings- en geskiedkundige bewaring as doel, is hierdie opsie egter nie moontlik nie. Dit word aanbeveel dat die regulasies wat deur regeringsamptenare daargestel word, aanpasbaar genoeg moet wees om die veranderende kusomgewing in ag te neem. Die moontlikheid en volhoubaarheid van ‘n akkommodasie oplossing, eerder as ‘n beskermings- of opgee benaderinge, moet deeglik ondersoek word vir elke ‘n individuele geval, in samewerking met die betrokke gemeenskap.

Planning for seawater desalination in the context of the Western Cape water supply system

Thesis (MEng) -- Stellenbosch University, 2014. / ENGLISH ABSTRACT: South Africa has historically been reliant on inexpensive surface and groundwater resources; however, as pressure on these resources continues to grow, seawater desalination has begun to emerge as a potential future supply source. One of the towns earmarked as a candidate for large-scale seawater desalination is Cape Town. In order to maximise the benefits and minimise the costs of such a scheme, the desalination plant needs to be considered as an integral part of the current system. Integrated planning has been lacking at the existing seawater desalination plants in South Africa, most of which were constructed as emergency schemes and are financially cumbersome for the municipalities to operate and manage. Recent research related to inter-basin water transfer schemes has shown that a comprehensive approach is required in assessing water supply from a new scheme in which the system as a whole is modelled stochastically and the estimated water transfer extracted. This comprehensive approach was the foundation of the modelling undertaken in this research. Existing models of the Western Cape system were adapted to include a seawater desalination plant, and short-term and long-term analyses were completed for a variety of possible desalination plant operating scenarios and capacities. The increase in system yield and the annual supply from the desalination plant were determined. First-order capital and operating costs were estimated, and these costs were combined with the annual supply values to calculate and compare unit reference values. The maximum increase in yield was found to occur when the seawater desalination plant is used as a base supply, operational all the time. There was little benefit, in terms of system yield, in using the desalination plant as an emergency supply source only. Unit reference values for the desalination plant decrease as the percentage supply from the desalination plant increases, meaning that the lowest possible cost per cubic metre of water supplied is when the desalination plant is used as a base supply. It was also apparent that the unit reference values decrease with an increase in desalination plant capacity, suggesting that, from an economic perspective, the optimal solution would be to have one large desalination plant operational immediately. The lower the reservoir trigger level at which the desalination plant becomes active, the larger the stochastic variation in the supply from the desalination plant and hence the larger the variation in the costs. Hence, using stochastic modelling to calculate unit reference values is particularly important for integrating a desalination plant into an existing conventional supply system when used as a peak or emergency supply source. / AFRIKAANSE OPSOMMING: Suid-Afrika maak histories staat op goedkoop oppervlak- en grondwaterhulpbronne. Dié omvattende benadering was dan ook die grondslag vir die modellering wat in hierdie navorsing onderneem is. Bestaande modelle van die Wes-Kaapse stelsel is aangepas om ’n ontsoutingsaanleg in te sluit, en kort- en langtermynontledings is vir verskeie moontlike ontsoutingsaanlegvermoëns en -bedryfscenario’s voltooi. Die toename in stelselopbrengs en die jaarlikse watervoorsiening uit die ontsoutingsaanleg is bepaal. Kapitaal- en bedryfskoste van die eerste orde is geraam, welke koste toe met die jaarlikse voorsieningswaardes gekombineer is om eenheidsverwysingswaardes te bereken en te vergelyk.
