Measuring the performance of the Integrated Development Plan in a selected metropolitan council in the Western Cape, South Africa

Thesis (MTech (Public Management))--Cape Peninsula University of Technology, 2016. / Cape Town has an extremely unequal society characterized by increased unemployment, and a lack of adequate and affordable service delivery for communities living on the Cape Flats including townships. Is the service delivery demand too big or doesn’t the City of Cape Town municipality have the capacity to cater for all communities within the municipal boundaries? Or is the municipal staff not performing as they are supposed to perform? The Integrated Development Plan can be described as the pivot upon which all development activities in a municipality revolve. The research project investigates the performance of the City of Cape Town Municipality’s IDP. The study further investigates the powers and duties given to people elected and appointed to implement this new South African local government vision of a free and prosperous South Africa for all to enjoy under the African sun. The most important tool in the municipality’s hands is the IDP. The IDP of a municipality is a map that a specific municipality wants to travel in that five-year period while they are in control of that municipality. The vehicle that drives human beings into a specific direction must be strong and able to succeed in pursuing the municipal vision.

Analysis into the effectiveness of the provincial agricultural research systems of KwaZulu Natal and the Western Cape

Thesis (MScAgric)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: With the advent of Globalisation, the need for improved competitiveness ill agriculture, as in all sectors, has become increasingly important in obtaining satisfactory levels of growth and development. International producers are competing for South African markets while local producers must not only defend these markets, but also seek out opportunities globally. Agricultural research has been identified as one of the more important agricultural support services contributing towards the goal of increased competitiveness. Innovation and new technology are central towards achieving satisfactory competitiveness, and in order for these to be adequately available, the agricultural research system in place must be effective and efficient in its tasks and responsibilities. The objective of this study was to determine whether or not the agricultural research systems of KwaZulu Natal and the Western Cape conform to the current challenges presented by the market, technology and economic environments. The effectiveness and efficiency of these systems regarding structural interactions, research investments and the involvement of the private sector was critically analysed with regard to the stakeholders within the system, namely: producers, co-operatives, private sector agribusiness companies and agricultural research institutes. The findings are discussed in terms of their implications for the agricultural sectors concerned and recommendations made for potential improvements and future areas of research. It was found that most of the structural interactions between the various stakeholders investigated were conducted inefficiently and have thus resulted in a lack of cooperation, poor relationship building, and sub-optimum productivity and growth. Furthermore, it was established that investment in agricultural research is too low. Although research expenditure growth rates and expenditure per fulltime researcher are high, most of the growth rates are on the decline and most of the organizations do not employ fulltime researchers, while the actual total amounts invested are low. Investment in market research for current products is satisfactory, while investment in market research prior to conducting research is poor. Finally, increased private sector involvement has not been realized. Incentives for greater private sector involvement based on profitability, have not been adequately developed. Of those companies who have recognized the need for increased commitment to research, all but one have predicted zero to low increases in research expenditure for the future, while current research expenditures are also low. There are many areas in which the agricultural research systems of the two provinces concerned must improve. A culture inductive of greater research spending and private sector participation should be fostered to overcome the causes and motives behind these problem areas. Currently, the research systems investigated seem incapable of effectively and efficiently supplying the agricultural sectors concerned with the much needed new technologies, innovations and research management necessary to adequately increase competitiveness. However, if all the shortcomings of the system are recognized and a new demand driven orientation adopted, the research systems of South Africa will in the future be more likely to promote increased productivity and growth in agriculture through greater competitiveness. / AFRIKAANSE OPSOMMING: Met die koms van In verenigde wêreldmark, het dit noodsaaklik geword dat die landbou - net soos ander bedryfsektore - mededingend moet wees vir bevredigende groei en ontwikkeling in dié sektor. Internasionale produsente ding mee om Suid- Afrikaanse markte, terwyl plaaslike produsente nie net hierdie markte moet verdedig nie, maar ook nuwe geleenthede in die buiteland moet soek. Landbounavorsing is as een van die belangrikste landbou-ondersteuningsdienste geïdentifiseer om mededingendheid te verhoog. Om voldoende mededingend te wees, is vernuwing en nuwe tegnologie van wesenlike belang. Vir dié doel moet die bestaande landbounavorsingstelsel doeltreffend funksioneer en sy take en verantwoordelikhede behoorlik nakom. Die doel van hierdie studie is om te bepaal of die landbounavorsingstelsels van KwaZulu/Natal en die Wes-Kaap die uitdagings van die huidige mark-, tegnologiese en ekonomiese omgewings die hoof kan bied. Die doeltreffendheid van strukturele interaksies, beleggings in navorsing en die betrokkenheid van die privaatsektor is krities ontleed aan die hand van die belangegroepe binne die stelsel, te wete produsente, kooperasies, private maatskappye en landbounavorsingsinstitute. Die implikasies van die resultate is vervolgens bespreek en aanbevelings is gedoen vir moontlike verbeterings en toekomstige navorsingsgebiede. Daar is bevind dat die meeste strukturele interaksies tussen die onderskeie belangegroepe wat bestudeer is, ondoeltreffend is. Daar is te min samewerking, weinig sprake van verhoudings bou, produktiwiteit is te laag en daar is te min groei. Daar is verder vasgestel dat daar te min in landbou-navorsing belê word. Alhoewel die groeikoerse van navorsingsuitgawes en uitgawes per voltydse navorser hoog is, is die meeste groeikoerse aan die daal, die meeste organisasies neem geen voltydse navorsers in diens nie en die totale besteding is laag. Belegging in marknavorsing vir bestaande produkte is bevredigend, maar belegging in marknavorsing voor navorsing aangepak word, is onbevredigend. Laastens is die privaatsektor nog nie voldoende betrokke nie. Daar bestaan egter nie genoeg aansporingsmaatreëls om die privaatsektor se betrokkenheid te verhoog nie. Van dié maatskappye wat wel die noodsaaklikheid van 'n groter verbintenis tot navorsing erken het, het almal behalwe een, nul tot lae verhogings in navorsingsuitgawes vir die toekoms voorsien, terwyl hulle huidige navorsingsuitgawes alreeds laag is. Daar is baie opsigte waann die landbounavorsingstelsels van die twee betrokke provinsies moet verbeter. Daar moet 'n kultuur ontstaan waar meer bestee word aan navorsing. Verder moet die privaatsektor meer betrokke raak om die omstandighede wat aanleiding gee tot die probleme, die hoof te help bied. Tans wil dit voorkom of die navorsingstelsels wat ondersoek is, nie daarin slaag om die betrokke landbousektore van die nuwe tegnologie, vernuwings en navorsingsbestuur te voorsien wat noodsaaklik is om mededingendheid te verhoog nie. Indien al die tekortkominge van die stelsel erken word en die korrekte aanpassings gemaak word, sal die navorsingstelsels van Suid Afrika in die toekoms 'n groter bydrae kan lewer om produktiwiteit te laat styg en groei in die landbou teweeg te bring.

The utilisation of formative and summative electronic assessments in historically disadvantaged institutions (HDI) in the Western Cape.

<p>In this thesis, I explore the benefit of electronic formative assessment on learner achievement. Studies had revealed the connection between throughput and assessment. There is great discrepancy between the throughput rate of Historically Disadvantaged Institutions (HDI) and Historically Advantaged Institutions (HAI), according to the National Plan for Higher Education. Previously, assessment was used primarily for summative and certification purposes. Now, with the introduction of Outcomes Based Education (OBE), a number of alternative forms of assessment can be used. In this study I establish the importance and necessity of frequent, electronic, formative assessments which would thereby improve learners&rsquo / achievement in the classroom.</p> <p>The white paper on e-education (DOE: 2003) states that e-education must be transformed so that information and communication technology (ICT) can be successfully integrated to &ldquo / ensure that all learners will be equipped for full participation in the knowledge society&rdquo / . Recent research has reported significant increases in learner achievement through educational technology with the use of learning management systems (LMS) software (Stephens, 2001, Buchanan, 2000, DeKock, 1994). This study was built upon this body of research on educational technology and how it can be effectively integrated into classrooms. This research would impact on learner achievement through the use of formative assessment to assist under-prepared learners to improve their summative scores. In particular, the effect of formative electronic assessment on learner achievement in the subject Business Information Systems, for first year accounting learners, in the Business Faculty at Peninsula Technikon was investigated. This quantitative study utilized the use of questionnaires and the control group design. The control group design, which consisted of the control and experimental groups was used on a group of learners who had been exposed to the treatment. The treatment for the experimental group comprised of using a formative on-line learning assessment. Independent variables included the treatment condition, race, gender and home language. Analysis of Variance (ANOVA) was used on assessment. Analysis firstly revealed that there was no statistically significant difference between achievement in the practical component between the experimental and the control group. The Kruskal-Wallis tests showed that there were no significant differences between genders. The control group performed better than the experimental group in the theory test. Secondly, analysis revealed statistically significant mean achievement differences between Coloured female with no prior computer usage (M= 78) and Black female with no computer usage (M=44). Based on these findings, implications of the results of this study, future avenues of research and implementation suggestions are offered.</p>

Assessment of the knowledge of asthma amongst adult asthmatics and their quality of life

Asthma is not a disease with a single etiology but a very complex syndrome. Irrespective of a better understanding of the pathophysiology of asthma and its related therapeutic regimens the disease still escalates in prevalence and severity. Characteristic features of chronicity and remission ensures a fertile ground for non-compliance by patients. This quantitative, descriptive study set out to determine the asthma knowledge, asthma control and quality of life of adult asthmatics who attended the respiratory outpatient clinic at Tygerberg Hospital. The purpose was to determine an association between asthma knowledge, asthma control and asthma quality of life. A statistically significant association was found between asthma control and asthma quality of life, not with knowledge of asthma for either of the concepts. Important gaps in knowledge were identified namely an inability to recognise nocturnal coughing as a risk factor. The increased role of nurse practitioners in asthma care is highly recommended. / Health Studies / M.A. (Health Studies)

Thesis (MCUR)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: This study attempts to provide a historic background of the clinical nurse practitioner. Areas of potential conflict, malpractice, future research, service delivery, tuition and support are revealed. The current role and function and the work environment of the clinical nurse practitioner functioning on primary health care level in the Metropole Region of the Western Cape were examined as major themes. Triangulation is applied as methodology. Structured questionnaires were completed by 60 clinical nurse practitioners that completed their training during the period 1994 to 2002. Pre-compiled checklists were completed at 8 different primary health care institutions. Qualitative data were obtained by comments on the questionnaires, field notes, as well as structured and unstructured interviews conducted with clinical nurse practitioners. Needs identified include outcomes based theoretical and clinical methods of tuition, additional training in pharmacology and chronic care, transcultural nursing and the development of criteria for recognition of prior learning and experience. Disparities were identified on service level pertaining to the difference between service delivery and service needs, daily checking of emergency equipment and the establishing of partnerships on service level to improve service delivery. Utilisation, post-levels and remuneration need attention. The development of courses in pharmacology for the Western Cape is identified as a priority as well as in service training, the possibility of a year of internship and the expedite of the amalgamation of fragmented services. Clinical nurse practitioners in managerial positions need to become more involved in promotion, motivation, development, audit and marketing of the clinical nurse practitioner and the establishment of a forum for clinical nurse practitioners. / AFRIKAANSE OPSOMMING: Hierdie studie poog om ʼn historiese agtergrond te skets van die kliniese verpleegpraktisyn. Areas is blootgelê vir potensiële konflik en wanpraktyke, sowel as areas vir toekomstige navorsing, dienslewering, onderrig en ondersteuning. Twee hooftemas, naamlik die huidige rol en funksie, asook die werkomgewing van die kliniese verpleegpraktisyn in die Metropoolstreek van die Wes-Kaap, is ondersoek. Triangulasie is as navorsingsmetodiek aangewend. Gestruktureerde vraelyste is deur 60 kliniese verpleegpraktisyns wat hul kursus gedurende die tydperk 1994 tot 2002 voltooi het, ingevul. Voorafopgestelde kontrolelyste is by 8 verskillende primêre gesondheidsorginstansies aangewend. Kwalitatiewe data is verkry deur middel van kommentaar op die vraelyste, veldnotas, sowel as gestruktureerde en ongestruktureerde onderhoudsvoering met kliniese verpleegpraktisyns. Leemtes op diensvlak sluit die verskil tussen diensverskaffing en diensbehoeftes, daaglikse kontrolering van noodtoerusting en vennootskappe ter diensverbetering in. Aanwending, posbenamings en vergoeding benodig aandag. Die ontwikkeling van aanvullende farmakologiekursusse vir die Wes-Kaap is as prioriteit geïdentifiseer asook indiensopleiding, die moontlikheid van ʼn verpligte internskapjaar en die bespoediging van amalgamasie van gefragmenteerde dienste. Kliniese verpleegpraktisyns in bestuursposisies behoort meer betrokke te raak by die bevordering, motivering, ontwikkeling, oudit en bemarking van die kliniese verpleegpraktisyn asook by die daarstel van ʼn forum vir kliniese verpleegkundiges.

Thesis (MSocialWork)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: An exploratory study relating to the knowledge of and skills in social work consultation of chief social workers in the Department of Social Services was undertaken. The absence of a written policy pertaining to consultation in social work is one reason for consultation not being optimally practiced and utilised. This negatively influences the standard of service delivery to the client system. The study aims to serve as a guideline for the Department of Social Services with regards to the possible formulation of a policy document on consultation within social work practice. An empirical study supported by the literature study was performed on a test sample comprising of six service officers of the Department Social Services, Cape Peninsula. The empirical study examined and described the respondents opinions, skills, knowledge and shortcomings regarding social work consultation. The utilization and application of consultation in social work by chief social workers in the Department of Social Services was determined through the usage of interview questionnaires. The empirical study enabled the researcher to draw certain conclusions. The respondents were confused and uncertain about the term consultation in social work. A clear and definite need for a written policy that could serve as a guideline in the utilization of consultation was identified. Selection criteria for social workers to progress from supervision to consultation should form part of a consultation policy. Most of the respondents identified a need for training in social work consultation and half of the respondents experienced problems in the use of consultation. A number of recommendations stem from the findings and conclusion. The chief social workers theoretical knowledge regarding consultation needs to be updated. This knowledge should be implemented practically. The Department of Social Services needs to create clear guidelines for consultation in social work and these should be reflected in a policy document that promotes and compels the use of consultation. / AFRIKAANSE OPSOMMING: 'n Verkennende studie is onderneem om te bepaal oor watter kennis van en vaardigheid in maatskaplike werk konsultasie hoof maatskaplike werkers in die Departement van Maatskaplike Dienste beskik. Die gebrek aan 'n geskrewe beleid vir konsultasie in maatskaplike werk het tot gevolg dat konsultasie nie optimaal uitgevoer en benut word nie. Derhalwe word die gehalte van dienslewering aan die kliëntsisteem negatief beïnvloed. Die studie het ten doel om 'n raamwerk vir die Departement Maatskaplike Dienste op te stel wat as riglyn vir konsultasie in maatskaplike werk en kan dit aangewend word om 'n beleidsdokument saam te stel. Tweedens is bevind dat 'n behoefte aan 'n geskrewe beleid wat kan dien as riglyn vir die benutting van konsultasie in maatskaplike werk deur hoof maatskaplike werkers verlang word. Derdens, dat keuringskriteria vir die oorgang van supervisie tot konsultasie deel moet vorm van staatsinstansies se konsultasie beleid. Laastens is 'n behoefte aan opleiding in maatskaplike werk konsultasie deur die respondente geïdentifiseer aangesien die helfte van die respondente probleme ondervind tydens die benutting van konsultasie. Aanbevelings na aanleiding van die bevindinge en gevolgtrekkings sluit in dat hoof maatskaplike werkers se kennis oor konsultasie aangevul moet word en dat hierdie kennis prakties benut moet word. Riglyne vir konsultasie in maatskaplike werk in die Departement Maatskaplike Dienste moet opgestel word en in 'n beleidsdokument saamgevat word. Hierdie beleid moet die gebruik van konsultasie aanmoedig of selfs verplig.
