Afrikaans newspapers, with specific reference to Die Burger (Western Cape).
The study also looks at the origin and development of South Africa's multilingual
dispensation, the effect of this on South Africa's press history, the newspaper market in
South Africa, how newspapers position themselves in this multilingual market, an outline
of Die Burger's potential and real market in the Western Cape, how Die Burger positions
itself in this market, the challenges and effect of multilingualism on Die Burger's market,
ways in which Die Burger handles this impact, and possible shortcomings in the handling
thereof.
The study further examines the effect of multilingualism on the financial and
operating management of newspapers, strategies for survival in a multilingual market,
the possible shortcomings of these strategies, and suggests possible solutions for these
shortcomings.
Through electronic media such as television, radio and the internet more and more
Afrikaans speaking people are exposed to English and it is likely and possible that
growing numbers of Afrikaans speaking people are able to communicate fluently in
English.
The possible effect of this may be that Afrikaans speaking people, Die Burger's
primary market, can, with growing ease, support Die Burger's direct competition, namely
English dailies.
Die Burger can therefore no longer depend on language loyalty, but have to compete
on level footing with English newspapers for Afrikaans readers. Because of the
uniqueness of the Die Burger's market there is no generic model for survival strategies
in this market.
Thus this study also examines influences on the Afrikaans market such as
globalisation, anglicization and the impact of the electronic media on language
preference and ability.
The study also examines the specific challenges for Die Burger, especially in terms
of not losing it's current readers, and secondly to survive in a market increasingly under
pressure from multilingualism. / AFRIKAANSE OPSOMMING: Die doel van hierdie studie is primêr 'n ondersoek na die invloed wat veeltaligheid het op
Afrikaanse koerante, met spesifieke verwysing na Die Burger (Wes-Kaap).
Daar word ook 'n ondersoek gedoen na die oorsprong en ontwikkeling van Suid-
Afrika se veeltalige bestel, die invloed van veeltaligheid op Suid-Afrika se
persgeskiedenis, die koerantmark in Suid-Afrika, hoe koerante hulle in dié veeltalige
mark posisioneer, 'n beskrywing van Die Burger se potensiële en werklike mark in die

The use of computer-based management information systems as a recruitment tool an assessment of the attitudes of recruitment agents in a selected area of the Western Cape on 10 February 2004Victor, Louana January 2004 (has links)
Recruitment and selection has become a specialised industry and is competing in a global market. To remain competitive, recruitment agents have to stay ahead of their competitors, by providing an excellent service to customers and applicants, and by keeping up with technological developments in their field. The current investigation focuses on an assessment of the attitudes of recruitment agents in a selected area of the Western Cape Province to the use of computer-based management information systems as a recruitment tool. A questionnaire was distributed amongst recruitment agents in the identified area. It focused on recruiter biographical information, the services they offer, the methods and processes they use in recruitment, the knowledge and skills they need in their field, and their knowledge and attitude towards electronic-recruitment. The literature indicated a move towards using technology in the field of recruitment, and this was consistent with the findings of the study. Although the respondents were familiar with developments in technology used for recruitment, only a small number were familiar with the major business information systems, namely, SAP R/3, Oracle and PeopleSoft. Information specifically related to recruitment agents in South Africa was limited, but the study provided some insight into this field. It was found that recruitment agents disagree on what a good advertisement, as well as a good résumé, should contain, and this is problematic as these are two of the most important things that recruitment agents work with every day. The literature provided no indication of the qualifications needed by a recruitment agent, and resulting from this, a second finding of the study indicated that, according to the respondents, the qualifications needed by a recruitment agent are varied. It was found that qualifications of the sample group varied from only a school-leaving certificate to post-graduate degrees. A significant trend identified that only 24.2 per cent of recruitment agents are involved in research related to recruitment, and write articles related to their field. This contributes to the fact that so little information is available about South African recruitment agents. The study indicated that recruitment agents hold a positive attitude towards computer-based information systems, although they are accepted with caution because of various logistical problems in the South African market. The study also provided useful information to start a process of drawing up a profile of the South African recruitment agency business.

care was inequitable, inadequate and racially based. In order to redress the gap in the
delivery of health care services, created by the previous dispensation of separate
development, the National Department of Health has adopted a Primary Health Care
(PHC) approach as the guiding principle for the reconstruction of the health system in
South Africa. One of the pillars of this approach is the empowerment of communities
to participate, thus moving from facility based- to community based health care.
The aim of the National Health System (NRS) is to promote health and health
knowledge, to provide an equitable, accessible, and appropriate health service, and to
empower people to take greater responsibility for their own health. It is constructed
around the belief that health for all cannot be achieved simply by improving the
formal health system, but that a holistic and multi-sectoral approach is required.
This thesis explores the community health worker (CRW) as a possible cost-effective
and efficient supplementary service, to the current formal health system, to bridge the
gap in the formal health system through the provision of PHC services in a rural
setting. This was done through the economic evaluation of a CHW programme
operating in the Winelands are of the Western Cape.
The aim of this study was to evaluate and analyse the nature, performance, and costs
of the programme and place it in context by comparison to other similar programmes.
This comparison focused on physical characteristics, goals, and cost structures. It
also aims to measure the direct and indirect impact of this type of intervention on the
agribusiness sector as well as the local health authorities. The evaluation proceeded
from the premise that the CHW programme, if implemented correctly with proper and
appropriate training, and adequate post training support, will be a cost-effective and
efficient model for the provision ofPHC services in this rural/farming area.
The economic evaluation of this CHW programme required it to be viewed from two
perspectives. The first component viewed the implementation of the programme from
the perspective of the agribusiness sector. This aspect of the study included both a qualitative as well as a quantitative VIew of the costs, benefits (perceived or
otherwise), and perceptions of the CHW intervention. The second component
assessed the CHW programme within the context of a resource constrained public
sector health budget. Since the implementation of this programme implies certain
expenditures on the part of the local health authorities, these cost had to be identified
and quantified to gauge the effectiveness of that expenditure. / AFRIKAANSE OPSOMMING: Geskikte en doeltreffende gesondheidsdienste in Suid-Afrika se onlangse geskiedenis
was nog gereserveer vir 'n uitgesoekte groep mense. Die gesondheidstelsel was
ontoereikend, onvoldoende en gebaseer op ras. Daar het 'n gaping ontstaan tussen die
dienste wat gelewer is en die werklike behoeftes van die mense wat dit moes gebruik.
Ten einde hierdie gaping aan te spreek het die Nasionale Departement van
Gesondheid besluit om 'n Primêre Gesondheidsorg (PRe) benadering te volg wat
klem plaas op die bemagtiging van plaaslike gemeenskappe deur deelname. Dit was
'n duidelike skuifvanaffasiliteit- na gemeenskap gebaseerde gesondheidsdienste.
Die oorkoepelende doel van hierdie verskuiwing in fokus was om voorheen

An exploratory study of the experiences of people with disabilities in a social development programmeKoopman, Gadija 03 1900 (has links)

development of their clients in the intervention strategies they apply. As a result
of this, social work programmes with income generating activities are becoming
commonplace within the social work arena. People with disabilities have been
identified as a group that should be targeted for support in income generating
activities and small business initiatives. An exploratory study of the effect of a
social work programme on the lives of people with disabilities was undertaken.
A literature study was conducted on perspectives and intervention strategies that
are applied in social work intervention with people with disabilities. This included
the ecological and strengths perspectives of social work as it applies to people
with disabilities. The empowerment approach was described as an intervention
strategy to be applied by social workers working with people with disabilities.
Disability in South Africa was explored by focussing on the disability rights
movement as well as the policies and institutions that affect the lives of people
with disabilities.
Little research has been done to explore the effect of social work programmes
with income generating activities on the lives of the people involved in them.
Exploratory research was done in the Western Cape using the interview survey for
data collection,. The experiences of people with disabilities, who are members of a
social work income-generating programme, were explored. Information obtained
during the interviews is presented in four categories, namely: demographic
information of the respondents, the nature of the respondents' disabilities,
respondents' involvement in the programme and their awareness of their rights as
people with disabilities.
The study revealed that although, income generating activities were the focus of
the programme, respondents did not identify economic rewards as the main reason for remaining in the programme. Respondents identified emotional and
social rewards as being of most value to them in their membership of the
programme. It is therefore concludedthat social work programmes should include
both income-generating activities as well as activities that will enhance the
emotional and social development of people with disabilities. / AFRIKAANSE OPSOMMING: Maatskaplike werkers word al hoe meer aangemoedig om die ekonomiese
opheffing van hul kliënte in te sluit by die intervensie strategieë wat hul
implementeer. Gevolglik word strategieë met inkomste-genererende aktiwiteite al
hoe meer alledaags in die maatskaplike werk arena. Mense met gestremdhede is
as 'n groep geïdentifiseer om ondersteuning in inkomste-genererende aktiwiteite
en kleinsake inisiatiewe te ontvang. 'n Verkennende studie is onderneem om die
effek van 'n maatskaplike werkprogram op die lewens van mense met
gestremdhede te ondersoek.

intervensie strategieë wat van toepassing is op mense met gestremdhede, te
beskryf. Dit het die maatskaplike werk ekologiese en sterkte perspektiewe
ingesluit en ook hoe dit van toepassing is op mense met gestremdhede. Die
bemagtigings benadering in maatskapike werk en die toepassing daarvan op
mense met gestremdhede word ook beskryf. Gestremdheid in Suid-Afrika is
verken deur te fokus op die gestremdheids regtebeweging, sowel as die beleid en
instansies wat 'n effek het op die lewens van mense met gestremdhede.
Min navorsing is tot dusver gedoen om die effek van maatskaplike
werkprogramme met inkomste-genererende aktiwiteite op die lewens van mense
met gestremdhede te verken. Verkennende navorsing is in die Wes-Kaap gedoen
met behulp van onderhoude as 'n instrument vir data insameling. Die ervaringe
van mense met gestremdhede, wie lede van 'n maatskaplike werk inkomstegenererende
program is, is verken. Inligting wat ingewin is gedurende
onderhoude word in vier kategorië aangebied, naamlik: demografiese inligting van
respondente, die aard van respondente se gestremdhede, respondente se
betrokkenheid by die program sowel as hulle bewustheid van hulle regte as
gestremdes.
In die studie is bevind dat alhoewel inkomste-genererende aktiwiteite die fokus
van die program was, het respondente nie noodwendig die ekonomiese beloning
as die hoof rede om in die program aan te bly, geïdentifiseer nie. Respondente het
die emosionele en sosiale beloning geïdentifiseer as die aspek wat die meeste
waarde vir hulle ingehou het. Die gevolgtrekking is dus dat maatskaplike werk
programme beide inkomste-genererende aktiwiteite, sowel as aktiwiteite wat die
emosionele en sosiale ontwikkeling van gestremdes aanmoedig, moet insluit.

A conceptual analysis of transformation at three South African universities in relation to the national plan for higher educationVan Wyk, Berte 04 1900 (has links)
Thesis (PhD)--Stellenbosch University, 2004. / ENGLISH ABSTRACT: This dissertation explores the notion of (higher) education transformation in relation to
logically necessary conditions which guide the concept. These logically necessary
conditions (constitutive meanings) include: equity and redress, critical inquiry,
communicative praxis, and citizenship. I explore how instances of these logically
necessary conditions manifest in institutional plans at the universities of Cape Town,
Stellenbosch, and the Western Cape. My contention is that these institutional plans seem
to be tilted towards the exclusive implementation of performance indicator measures
which might undermine deep educational transformation. In turn, deep educational
transformation requires that logically necessary conditions be framed according to an
African philosophy of educational transformation.

A framework for effective implementation of Integrated Quality Management System in primary schools in the Western Cape provinceSigudla, Jeffrey Pikky 17 August 2020 (has links)
The purpose of the study was to investigate the practices and challenges faced by primary schools in the Western Cape province when implementing the Integrated Quality Management System (IQMS) policy. The study concentrated mainly on monitoring and evaluation processes; as well as the relevance and appropriateness of the measures in place for refining the IQMS.
In 1994, the attainment of democracy in South Africa brought radical transformation to the education system, which resulted in the development of various educational policies. One of these policies was the Integrated Quality Management System (IQMS), which was introduced in 2003. The IQMS was aimed at improving quality education delivery. However, based on learners’ academic and quality results in terms of progression over the past two decades, the South African education system may not have achieved all of its desired outcomes. The school development teams, especially those in rural and previously disadvantaged schools, do not comply with the principles of the IQMS policy and, as a result, fail in their mandate.
The empirical approach employed in this study was successful in obtaining information from participants about the challenges they faced in implementing the IQMS policy. The study used qualitative approach. Participants included post-level one teachers as well as members of the school management team at five different schools. The research findings indicated that some schools only implement the IQMS to comply with the department requirements and to ensure that their educators receive the salary increments based on IQMS. Consequently, there is no real school development taking place. The study made a number of recommendations to consider with regard to effective implementation of IQMS in schools. It is recommended that the School Development Team (SDT) and the School Management Team (SMT) employ a well-adjusted approach to whole school evaluation, with a resilient effort on both professional development and performance appraisal in the engagement of whole school development. The study also suggests the appointment of Senior Education Specialists who will be based at every school and become part of the SDTs in order to assist the schools in converting evaluation into school development. Study project (Mnutr) -- University of Stellenbosch, 2005. / ENGLISH ABSTRACT: Quality nursing care is characterised by clinical decisions based on critical and analytical
thinking. The assessment, planning and implementation information which is used as basis
for decision making must be recorded in the patient's record/file. The questlon is rai_sed
whetherthe patient's record does indeed reflect critical and analytical thinking.
The focus on the midwife's practices during professional conduct hearings which relate to
intrapartum service delivery, led to the specific choice of population, namely intrapartum
services delivery in Levell hospitals in the Western Cape.
A non-experimental study whereby qualitative and quantitative data were collected, was
performed in six (6) Levell hospitals. Check lists were compiled to evaluate the structure
and facilities in which midwifery practice is executed. The records of 128 patients were
analysed to specifically investigate the nature and extent of critical and analytical decisionmaking
by midwives, and the extent to which the midwife really applies reflective
practices.
The results showed that record-keeping is not done optimally; that the partogram, which

is a comprehensive evaluation of the progress of_lab_2~1isJ not used and that the records
did not indicate that the midwife applies critical and analytical thinking and acts
accordingly. Recommendationsare that the proposals for the improvement of intrapartum
service delivery, as made by Odendal (2004: ii-iv) and the Department of Health (2000:
42), are to receive immediate attention. It appears as if protocols and guidelines for
emergency action and general safe practices do exist, but are not enforced. Continued inservice
training receive priority attention.

In practice social work supervision is done at the organizations to develop young social
workers' knowledge, skills and attitudes. This will enable them to develop professionally and
to work independently. At the Department of Social Services and Poverty Alleviation
supervision is also done with newly appointed social workers to empower them to work
independently.
Supervision in social work is 'n specialized method that enquires specific knowledge and
skills. Effective and structured supervision's aim is to better the service rendering to the
client. The Department of Social Services' vision and mission is also aimed at the best
service rendering to their clients.
The Department of Social Services and Poverty Alleviation has the problem that there is no
guidelines to structure the supervision process. There for this research is aimed at the
necessacity of guidelines for the practicing of social work supervision to get the results of
better service rendering to the clients.
To give the guidelines, there was a focus in this research report that includes 'n thorough
literature study that describes the Department of Social Services and Poverty Alleviation's
structure and the way supervision has been done up till this moment. The nature of
supervision is also looked at in a theoretical way to broaden the knowledge of how

Maatskaplikewerk-supervisie word in die praktyk by organisasies beoefen ten einde jong
maatskaplike werkers se kennis, vaardighede en houdings te ontwikkel om die maatskaplike
werkers instaat te stel om professioneel te ontwikkel en onafhanklik te werk. By die
Departement Maatskaplike Dienste en Armoedeverligting word nuwe maatskaplike werkers
ook onderwerp aan supervisie ten einde hulle te bemagtig om onafhanklik hul werk te verrig.
Maatskaplikewerk-supervisie is 'n gespesialiseerde metode wat spesifieke kennis en
vaardighede vereis. Effektiewe, gestruktureerde supervisie het ten doel beter dienslewering
aan die kliëntsisteem. Die Departement Maatskaplike Dienste se visie, missie en beginsels is
daarop gerig om die kliëntsisteem van die beste dienste te voorsien.
Die Departement Maatskaplike Dienste en Armoedeverligting se dilemma lê juis hierin dat
daar nie 'n handleiding met riglyne bestaan ten einde gestruktureerde supervisie te doen nie.
Hierdie navorsing is gerig op die noodsaaklikheid van riglyne vir die beoefening van
maatskaplikewerk-supervisie ten einde kliëntediens te verbeter.
Ten einde riglyne daar te stel, fokus die literatuurstudie op 'n bespreking van die struktuur
van die Departement Maatskaplike Dienste en Armoedeverligting en die wyse waarop
maatskaplikewerk-supervisie binne hierdie struktuur verrig word. Die aard van supervisie
word ook teoreties bespreek ten einde teoretiese kennis uit te brei oor hoe supervisie behoort
gedoen te word.
Die teoretiese deel van die verslag word uitgebrei in die empiriese ondersoek, deur ontleding
en bespreking van die resultate van die ondersoek. 'n Verkennende studie is benut en beide
kwalitatiewe en kwantitatiewe metodes is gebruik om die inligting van respondente te bekom.
Die bevindinge en resultate van die ondersoek is geanaliseer en vergelyk met die literatuur en
sekere aanbevelings is gemaak. Die bevindinge van hiedie studie kan as riglyn gebruik word vir die samestelling van 'n
supervisieprogram vir maatskaplike werkers in diens van die Departement Maatskaplike
Dienste en Armoedeverligting.

implementation of employee assistance programmes at the Department of
Correctional Services in the Western Cape. An explorative research design was used.
The historical development of occupational social work international as well as the
historical development of occupational social work in the South African context was
discussed.
The nature and content of employee assistance programmes is also discussed.
Attention was given to employee assistance programmes within the organizational
context. The functions of the EAP practitioner as well as the current nature and
content employee assistance programmes within the Department of Correctional
Services is discussed. The roles, knowledge and skills of the occupational social
worker is also discussed.
An empirical investigation was undertaken in which SIX EAP practitioners
participated for the purpose of the study a questionnaire was designed. A structured
questionnaire as well as interviews was conducted in order to gather data. Certain
recommendations are made based upon the conclusions and findings. / AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om 'n teoretiese en praktiese riglyne daar te stel vir die
implementering van werknemershulpprogramme binne die Departement van
Korrektiewe Dienste in die Wes-Kaap. Daar is van 'n verkennende
navorsingsontwerp gebruik gemaak. In die studie is die ontwikkeling van bedryfs
maatskaplike werk internasionaal sowel as in Suid-Afrika bespreek.
Die aard en omvang van werknemershulpprogramme is bespreek. Daar is aandag
geskenk aan werknemershulpprogramme binne organisasie verband. Die funksies van
die werknemershulpprogram praktisyn sowel as die huidige aard van bedryfs
maatskaplike werk binne die Departement van Korrektiewe Dienste is bespreek. Die
rolle, kennis en vaardighede van die bedryfs maatskaplike werker is ook bespreek.
'n Empiriese ondersoek is gedoen waarvan ses werknemerhulpprogram praktisyns
deelgeneem het. Vir die doel van die empiriese ondersoek is 'n vraelys ontwerp.
Daar is gebruik gemaak van 'n gestruktureerde vraelys en onderhoude om data te
versamel. Aan die einde van die studie word daar sekere aanbevelings gemaak wat
gebaseer is op die gevolgtrekkings en die bevindings van die studie.
