Resekuritizace Ruska: analýza asertivního posunu v norské bezpečnostní politice po ruské anexi Krymu / The re-securitization of Russia: an analysis of the assertive shift in Norwegian security policy in the aftermath of the Russian annexation of Crimea

The relationship between Russia and Norway is one dictated by the asymmetric nature and ideological differences among the two states. Ever since the Cold War, the relationship has been one of cooperation and communication, characterized by Norway's dual policy and constant balancing between assertiveness and reassurance. After the Russian annexation of Crimea, the Norwegian security policy seemingly shifted in an assertive direction. Russia was once again lifted from the politics of normal to the politics of extra through a securitization. This thesis aims to demonstrate how Russia became resecuritized after the Russian annexation of Crimea. The empirical evidence presented in this thesis demonstrates that this assertive shift that came after the resecuritization of Russia is a result of the Russian demonstration of its modernized military, rather than a natural consequence of the hostile act the annexation was. It seeks to demonstrate that the changing security climate with Russia's new ways of war, or so-called hybrid warfare, coupled with a diminishing US interest in the Alliance, is the reason for this change in Norwegian security policy.

This explanation is used by senior managers for strategic planning in an organization. This research explores the effectiveness of white papers and strategies for managers to learn about technologies using white papers. The research is conducted by collecting industry white papers in the area of Information System Integration and gleaned relevant information through text-mining tool, Vantage Point. The text mined information is analyzed to provide solutions for practical problems in systems integration market. The indirect findings of the research are New System Integration Business Models, Methods for Calculating ROI of System Integration Project, and Managing Implementation Failures.

This thesis is devoted to the EU Common transport policy with a focus on rail and road transport. The first chapter briefly describes the historical development of transport and ultimately defines its basic concepts. The following chapter is exclusively focused on the basic characteristics of the critical areas of selected transport sectors, which in the context of the integration of European transport systems play a crucial role. The third chapter deals with the characteristics of three Transport White Papers and defines the objectives of the Common Transport Policy and TEN-T policy. Another part deals with the Trans-European transport network and the evaluation of the success of the construction of TEN-T. The last chapter analyzes the success of the objectives of the EU Common Transport Policy defined in the third chapter.

The development and implementation of school governance policy in South African schools act (SASA) and the Western Cape provincial school education act (WCPSA)

Philosophiae Doctor - PhD / This study was initiated while the researcher was still an educator at' a secondary school in Cape' Town, South Africa. This was the period of the mid-1990s soon after the first democratically elected government assumed power in -South Africa: During this period of transition, large-scale reforms were expected on', the, education- front. Educational management and specifically school management were an integral part of these reforms. In terms of school management the idea of parents taking. on a greater .role was receiving wide support. School governing bodies (SGBs) comprising various constituencies and with greater powers were supposed to be the instrument spearheading change in school management. .This study traverses three levels of policy development: national, provincial and local (that is, school). It seeks to understand how school governance policy is developed and implemented using the principle of contestation to guide the analysis. The following questions guided the research: What were the contestations which led to the development of school governance policy at national level? How was provincial school governance policy developed from national policy and what were the areas of contention between the two? • What were the contestations resulting from implementation of school governance policy at the school level? At all three levels the discussion of the contestations was limited to the powers and functions of SGBs. By shedding more light on the above questions, it was hoped that the nature of policy contestation would become clearer. This in turn could enhance the study of policy This study was primarily qualitative in orientation with the principal means of data-gathering being: documentary analysis, semi-structured interviews and observation. Documents produced at the national and provincial levels (Acts, Bills, Reports, White Papers and so forth) as well as submissions made by various organizations from different sectors in society were carefully analysed using specific criteria. Other documents analysed included circulars from the provincial education department, documents discussed Within the school governing body selected for the study, and articles from newspaper publications. Interviews were conducted with key informants at national, provincial and school levels. At the school level, observation of five governing body meetings were undertaken analysis and development. This study revealed that the key issues in SGB functioning that formed the focus for contestation were: the charging of school fees; the':·employment of additional staff; admission-; language-; religious observance policy;". and relative powers of the MEe/HOD/SGBs. One of the greatest immediate challenges facing the majority of school governing bodies in South Africa is the lack of capacity in terms of material, financial and human resources. This study provides recommendations about how to address some of these challenges, and also identifies some important areas for future research.

An e-learning instructional design framework for mobile devices in Africa

English text, with summaries in English, Afrikaans and Zulu / This study aims to propose an e-learning framework for mobile devices in Africa to help improve enrolment rates and education standards in the FET (Further Education and Training) phase. The study is qualitative in nature and employs document analysis as main research method. An overview of the South African education context with supporting statistical data to motivate why an e-learning alternative is crucial for improving South African and African education is provided. The literature review includes a descriptive analysis of 7 existing e- and m-learning frameworks, with key features highlighted for possible adaptation or incorporation into an e-learning framework for Africa. Behaviourism, Constructivism and Connectivism are discussed as applicable learning theories to pedagogically underpin this proposed e-learning framework. Thereafter, a critical evaluation of current South African education policy documents (White Papers, the Norms and Standards for Educators and the Draft Policy for the Provision and Management of Learning Teaching and Support Materials) is conducted to determine whether these policies support and enable e-learning effectively. Part 2 of Chapter 5 comprises a critical analysis and comparison of education systems and applicable legislation in the USA, Finland and Malawi to establish how education is structured and how e-learning is administered in these countries to make relevant recommendations for South Africa and to inform the design of an e-learning framework for Africa. Research findings are presented as answers to the research questions posed and the proposed e-learning framework with further recommendations are presented to the South African Department of Basic Education, teachers and researchers. / Die doel van hierdie studie is om ‘n e-onderrig-en-leer raamwerk vir mobiele toestelle vir Afrika voor te stel, sodat inskrywingsgetalle en onderrig- en leerstandaarde in die Verdere Onderrig en Opleidings (VOO) fase verbeter kan word. Dit is ‘n kwalitatiewe studie en dokumentanalise word as navorsingsmetode toegepas. ‘n Oorsig van die huidige Suid-Afrikaanse onderwysstelsel en konteks met ondersteunende statistiese bevindinge word verduidelik om e-onderrig-en-leer as noodsaaklike alternatief vir Suid-Afrika en Afrika te motiveer. Die literatuuroorsig sluit ‘n beskrywende analise van sewe bestaande e- en m-onderrig-en-leer (mobiele-onderrig-en-leer) raamwerke in.
