Exploring the promotion of safe schools in the Eastern Cape: a whole school development approach

The purpose of this study was to explore the promotion of safe schools in the Eastern Cape according to a Whole School Development Approach. A literature study investigated the factors contributing to violence in schools in the Eastern Cape as well as South Africa, the strategies that can be used to involve all stakeholders in education to combat school violence and the strategies to promote safe schools through Whole School Development Approach. An empirical investigation following a qualitative approach was used to explore the views of learners, educators, principals and teachers of two secondary schools in the Eastern Cape. Data was gathered by observation, interviews, analysis of written documents and analysis was according to qualitative procedures. Findings showed a prevalence of violence in the schools as a result of non-application of the Whole School Development Approach. The implications of the findings of both literature and the empirical investigation are discussed and certain guidelines are provided to assist all stakeholders in education on the promotion of safe schools through the Whole School Development Approach. / Educational Studies / M. The managerial role of the principal in whole-school evaluation in the context of disadvantaged schools in Kwazulu-Natal

A number of educational reform initiatives are being introduced in South Africa to address the imbalances of the past. Schools with different backgrounds are expected to implement these reform initiatives. Due to their diverse contexts, schools approach, interpret and implement these initiatives differently. Consequently, these schools demonstrate different attitudes towards these initiatives. Whole-school evaluation is one of these reform initiatives. As a result of the changes taking place in the education system in South Africa, roles performed by all stakeholders in the education system have also been affected. Since the principal is fully responsible for the proper functioning of the school, this study explored his/her managerial role in whole-school evaluation, particularly within the context of disadvantaged schools/communities. It examines how educational changes impact on the roles of the principal, particularly the principal of a disadvantaged school. The study includes a literature review from local and international perspectives of whole-school evaluation, the managerial role of the principal and disadvantaged schools/communities. A qualitative investigation of the managerial role of the principal in whole-school evaluation in the context of disadvantaged schools in KwaZulu-Natal was conducted. Data were analysed, discussed and synthesised. The study revealed that whole-school evaluation is not fully being implemented. Shortage of supervisors in the province, lack of educator training, particularly of principals in whole-school evaluation and lack of support from the Department of Education, particularly District Offices, are regarded as the major factors that impede the proper implementation of whole-school evaluation. As a result principals are not certain about the roles they should play in whole-school evaluation. The study shows that findings and recommendations of the supervisors have not been addressed. This is attributed to the poor communication between the District Office and schools to address areas identified by schools in their improvement plans. What compounds the problem is that the role of the Circuit Office in whole-school evaluation is unclear. This has a bearing on the functioning of schools because the Circuit Office is closer to the schools and should, therefore, communicate with them regularly. The nature of truancy and the life world of truants in secondary schools

Truancy is one of the problems that exist in schools and affect learners' performance. The aim of the current study was to determine how truancy manifests and also to explore the life world of truants in secondary schools. From the literature review, the two types of truancy, namely blanket truancy and post-registration truancy were described. Various programmes and approaches used in truancy intervention were explored. An empirical investigation was undertaken with a sample of 758 Grade 10 learners from three secondary schools. The results indicated that significantly more males than females engaged in truancy. There is also a significant dependency between learning problems and truancy. Guidelines for a whole-school language policy in multicultural schools

This study explores approaches and strategies to implement in multicultural English-medium secondary schools for the management and education of black pupils with limited proficiency in English. It attempts to identify means of enhancing and accelerating the mastery by such pupils of English at a level sufficient to support their cognitive-academic needs. An account is given of those elements of the South African education system that have contributed to the disadvantagement that such children bring to the multic,llttu'al classroom. Relevant theories of bilingual education create a theoretical context for the qualitative research that follows, in which the experiences are recorded of educators at three schools where the needs of limited-English-proficient (LEI') pupils have been addressed. Data gathering was by means of focus-group interviews. An instructional leadership perspective on the management and implementation of Curriculum and Assessment Policy Statement (CAPS) in South African schools

This study encompasses a reflection of the way back at the beginning of the democratic South Africa when there was an immense yearning for a curriculum which could transform the education system in South Africa into a new national system for schools. After numerous attempts, in search of a tangible, user-friendly curriculum, Curriculum and Assessment Policy Statement (CAPS) was finally brought forth and at the moment, it is regarded as being the turning point of our education system and also geared at promoting the highest possible standard of education in all schools in South Africa. This study investigates some problems experienced at the apex of the management and implementation of CAPS, especially in some schools in rural areas. It focuses on some of the drawbacks which are putting a strain on the smooth running of schools during these prime stages of curriculum implementation such as disciplinary problems, overcrowded classes, large workloads for educators, the gap between well-resourced and under resourced schools as well as non-delivery of textbooks to schools in some provinces. This study examines how school management teams (SMTs), imbued with management and leadership responsibilities are able to put up systems that will ensure that evaluation, assessment and monitoring tools are utilised effectively in support of teaching and learning in schools. It is against this background that this study is therefore informed and guided by the instructional leadership paradigm which, if correctly engaged, can effectively strengthen curriculum management and implementation. For the purpose of conducting empirical research, the mixed method design was used as it offers a wider scope of collecting data and promotes triangulation. Six schools were selected on the basis of proximity to the school I am attached to, two primary schools and four secondary schools. All these were done after having obtained ethical clearance with the College of Education at Unisa and permission from the Limpopo Department of Education. Questionnaires were distributed to all educators in the six schools to fill, while one-to-one interviews were conducted with the principals of each of the six selected schools. The research highlighted that instructional leadership is critical in the implementation of CAPS with the SMTs members affirming their commitment to various aspects of instructional leadership. Furthermore, the findings also affirmed the opportunities that shared leadership offered schools to share moral purpose. However, the findings also enumerate lack of resources, lack of curriculum knowledge and larger workloads of teachers as crucial factors that inhibit the implementation of CAPS. As a result of this research, a number of recommendations and opportunities for further research are offered to Limpopo schools and their SMTs, the systemic authorities responsible for Limpopo Education and for those responsible specifically for policy making and curriculum development in the South African education system. / Educational Leadership and Management / D. An education strategy to reduce cultural conflict in schools administered by mines in Zimbabwe

Cultural conflict is endemic in diverse societies and schools. It manifests in both subtle and overt ways, permeating the whole school environment and posing tremendous challenges for society. The purpose of this study is to devise an education strategy to reduce cultural conflict in schools administered by mines in Zimbabwe, with a particular reference to language and teacher capacity to cope with diversity in mining-town schools. This study was guided by three theoretical frameworks: Bourdieu’s capital theory, Nussbaum’s cosmopolitan education theory and unhu/ubuntu moral theory. Nine models for the reduction of cultural conflict in diversity were reviewed in order to gain insight relating to cultural conflict in mining-town schools. The qualitative research design of the study was approached from a phenomenological perspective with regard to document analysis, face-to-face and focus group interviews as well as classroom observation. Three school administrators, three SDC members, two company managers, three Grade 2 teachers and 30 Grade 6 learners were purposively selected to participate in the study. It emerged from the study that conflict was attributable to teachers with no command of language(s) spoken by the school-going population and lacked training and apititude for the task of dealing with language and cultural diversity in the classroom. It was also found that cultural conflict as described above could be reduced by establishing well-resourced language learning centres that foster essentially civilised values like respect, tolerance and dialogue. Participants also saw an ethnic match between staff and learners as significant in averting cultural conflict. Les écoles vertes comme réponse aux enjeux soulevés par la crise environnementale : une approche holistique

Ce travail souligne la nécessité d’un changement de paradigme sociétal face aux défis environnementaux contemporains et met l’accent sur l’éducation comme vecteur essentiel de cette transformation. Il se concentre sur les écoles vertes, qui tendent à s’enraciner dans une approche holistique de l’éducation environnementale, afin de cerner leur contribution face à la crise environnementale actuelle. Il commence par l’exploration de l’impact significatif de l’activité humaine sur la biosphère et le système terrestre, mettant en évidence l’influence profonde de l’anthropocentrisme. Ensuite, il souligne l’insuffisante intégration de la dimension écologique dans l’éducation formelle qui est principalement attribuable à l’influence persistante des pressions économiques et politiques sur la pensée et la pratique éducatives dominantes. Il poursuit en analysant les mouvements d’écoles vertes sur le plan théorique ainsi que leur orientation sur une approche scolaire environnementale globale. Enfin, il combine une analyse de la littérature sur les mouvements Éco-écoles et Enviroschools avec une étude de terrain menée en Uruguay auprès de l’école pionnière du mouvement Escuelas Sustentables afin de mettre en évidence leurs contributions respectives aux effets directs (impact environnemental) et indirects (littératie environnementale). Il conclut que les écoles vertes offrent une réponse multidimensionnelle aux enjeux soulevés par la crise environnementale actuelle. À ce niveau, il est remarqué que, parmi les mouvements d’écoles vertes étudiés, Enviroschools se distingue de manière significative en contribuant à la fois de manière substantielle à l’impact environnemental et à la littératie environnementale, notamment grâce à son enracinement local et à sa valorisation des perspectives autochtones locales. Dans l’ensemble, il découle de ce travail que l’efficacité des écoles vertes pour répondre à la crise environnementale repose sur leur décolonisation, intégrant les perspectives autochtones de manière culturellement appropriée pour assurer une adaptation à un monde en déséquilibre. / This work highlights the need for a societal paradigm shift in the face of contemporary environmental challenges and emphasizes education as an essential vector of this transformation. It focuses on green schools, which tend to be rooted in a holistic approach to environmental education, in order to assess their contribution to the current environmental crisis. It begins by exploring the significant impact of human activity on the biosphere and the Earth system, highlighting the profound influence of anthropocentrism. Next, it underscores the insufficient integration of the ecological dimension in formal education, mainly due to the ongoing influence of economic and political pressures on prevailing educational ideologies and practices. It continues by analyzing green school’s movements on a theoretical level as well as their orientation towards a whole school environmental approach. Finally, it combines an analysis of the literature on the Eco-Schools and Enviroschools movements with a field study carried out in Uruguay with the pioneer school of the Escuelas Sustentables movement to assess their respective contributions to direct (environmental impact) and indirect (environmental literacy) effects. It concludes that green schools offer a multi-dimensional response to the issues raised by the current environmental crisis. At this level, it is noticed that, among the green school’s movements studied, Enviroschools stands out as making a substantial contribution to both environmental impact and environmental literacy, thanks in particular to its local roots and its valuing of local indigenous perspectives. Overall, it follows that the effectiveness of green schools in responding to the environmental crisis rests on their decolonization, integrating indigenous perspectives in culturally appropriate ways to ensure adaptation to a world in imbalance.

Formal state-controlled education has been a central element for social development in South Africa since the formation of the Union of South Africa in 1910. The establishment and promotion of a culture of learning and teaching is regarded as a pre-condition for high educational standards. This thesis is a study of the role of the state in the establishment of a culture of learning and teaching in South Africa from 1910 to 2004. To understand the role that the state played in promoting, or inhibiting, a culture of learning and teaching, a historical review was taken of the state's role in formal schooling in the period of the Union (1910-1947), the era of apartheid (1948-1989), the transitional period (1990-1994) and in the era of the democratic South Africa. As an ideal, the state has a responsibility to ensure the establishment of a culture of learning and teaching. The historical review revealed, however, that the state used its policies to promote political rather than educational ideologies - and in the process, there was a complete breakdown in a culture of learning and teaching. The establishment and promotion of a culture of learning and teaching towards the maintenance of high academic standards in South African state schools was the motivating force behind this study.
