Remuneração por habilidades e competências: um estudo de práticas em empresas brasileiras / Remuneration based on skills and competencies: a study of practices in Brazilian companies

O objetivo deste trabalho é o estudo da remuneração baseada em habilidades e competências, e a verificação dos resultados de sua aplicação por empresas brasileiras, aprofundando-se desta forma o conhecimento do assunto e obtendo-se subsídios para a sua sistematização. O trabalho foi realizado através do método de estudo de casos múltiplos, de caráter descritivo e explicativo. Na primeira parte do trabalho são discutidos os conceitos fundamentais da administração salarial, as técnicas tradicionais e as técnicas baseadas em habilidades e competências. Na segunda parte, desenvolve-se a apresentação e análise dos dados coletados, através do estudo de sete casos. Investigaram-se os resultados práticos da adoção de sistemas de remuneração por habilidades e competências, procurando-se aspectos coincidentes nos casos estudados e estabelecendo-se comparações com as recomendações e previsões da literatura atinente à matéria. Foram também investigadas as características gerais dos sistemas, as dificuldades encontradas nas suas implantações e as suas perspectivas de continuidade. Na apresentação dos resultados, procurou-se a tipificação dos modelos adotados, no tocante às suas estruturas e aos seus fundamentos. O estudo concluiu que as vantagens previstas na literatura, como o alinhamento dos sistemas de remuneração com os objetivos estratégicos das empresas, o estimulo ao desenvolvimento das habilidades e competências individuais, o aumento da flexibilidade na atuação dos profissionais, de modo geral, são confirmadas nas empresas pesquisadas. Isto indica que tais sistemas apresentam vantagens significativas sobre os sistemas de base funcional, aos quais se colocam como alternativa. Concluiu-se também que a tendência é de continuidade e desenvolvimento dos modelos adotados. Outras constatações foram realizadas, como a adoção dos sistemas baseados em habilidades e competências para apoiar importantes processos de transformações organizacionais, a inexistência de um padrão único para os sistemas de remuneração baseados em habilidades e competências, e a predominância dos sistemas voltados para a administração do salário base. Por outro lado foram também encontrados problemas, que apesar de previstos na literatura, representam importantes ameaças aos sistemas. Tais problemas podem ser atribuídos a aspectos culturais das empresas, como o apego ao referencial de cargos ou ainda, a falhas na concepção dos sistemas de remuneração, como a implantação isolada da gestão por competências em subsistemas de Recursos Humanos, a ausência de recursos para treinamento e desenvolvimento de competências, falhas na comunicação e divulgação do sistema aos empregados, definições vagas das competências ou ausência de instrumentos para a sua avaliação. Finalizando, são apresentadas sugestões para novas pesquisas e estudos, que aprofundem o conhecimento não apenas sobre a quantidade de empresas que utilizam sistemas de remuneração baseados em habilidades e competências no Brasil, mas também as razões para a sua não aplicação por maior número de empresas. Também são apresentadas outras sugestões, como a realização de novos estudos sobre metodologias para a elaboração de pesquisas salariais e o desenvolvimento de indicadores para a medição do desempenho dos sistemas de remuneração baseados em habilidades e competências. / The objective of this work is the study of skill and competency-based pay systems and the verification of the results of their applications by Brazilian companies, thus expanding knowledge of the subject and obtaining subsidies for its systematization. The work was carried out through a multiple case study methodology, with a descriptive and explanatory character. In the first part of the work the fundamentals of salary administration, the traditional techniques and the skill and competency-based techniques are discussed. In the second part, the presentation and analysis of the collected data, through seven case studies, is developed. The practical results of the adoption of skill and competency-based pay systems were researched seeking coincidental aspects in the studied cases and establishing comparisons with the recommendations and forecasts from the literature related to the subject. The general characteristics of the systems, the difficulties found in their implementation and their continuity perspectives were investigated as well. In the presentation of the results the aim was to typify the adopted models, concerning their structures and foundations. The study concluded that the advantages forecasted in the literature, such as the alignment of pay systems with the strategic goals of the companies, the incentive for the development of individual skills and competencies, the increase of flexibility in the performance of professionals, in general, are confirmed by the companies researched. This indicates that such systems present significant advantages over job based systems, for which they are an alternative. It was also concluded that the trend is of continuity and development of the adopted models. There were other findings, like the adoption of skills and competency-based systems to support important organizational changing processes, the lack of a single standard for such systems, and the prevalence of those that focus on base salary. On the other hand, persistent problems were found, despite having been forecasted by the literature and representing threats to the systems. Such problems can be attributed to cultural aspects of the companies, like the habit of considering the job as a main reference or even to failures in the conception of pay systems, like isolated implementation of competency-based management in Human Resources subsystems, the lack of resources for competencies training and development, failures in communication of the system to the employees and vague descriptions of the competencies or unavailability of instruments for their evaluation. Finally, suggestions are presented for new research and studies which increase knowledge not only about the quantity of companies which use skills and competency-based pay systems in Brazil, but also the reasons why it is not applied by a larger number of companies. Other suggestions are also presented, like new studies about methodologies for the elaboration of salary surveys and the development of indicators to measure the performance of skills and competency-based pay systems.

This study aims to analyze the socio-economic characteristics, living and working conditions, educational profiles and the future expectations of the child workers, who have been living in tents for many years and working as agricultural workers at Karag&ouml / &ccedil / er and Kapik&ouml / y areas of Tuzla Municipality (KarataS District) of Adana Province since the early 90s after having been forced to vacate their villages in Sirnak. Thesis tries to expose the poverty, deprivation and social exclusion experienced by families and children presently living in tents in Karag&ouml / &ccedil / er and Kapik&ouml / y. It is also aimed at exposing the ways in which these people are deprived of their social and political rights as citizens. The main research question of the study is the motives behind the child labour observed in Karag&ouml / &ccedil / er and Kapik&ouml / y. The study has found that the phenomenon of child labour in this area is the direct consequence of poverty, deprivation, social exclusion and denial of citizenship rights that these families had to face as a result of forced migration early in the 90s. Therefore, the study underlines, in conceptual terms, how their unfavourable circumstances lead to deep child poverty and consequently child labour and thesis also tries to bring attention to the children&amp / #8217 / s situation by referring to their families&amp / #8217 / poverty, deprivation, social exclusion and lack of citizenship rights. In this respect, the theory section of the thesis focuses on the relation of child labour and child poverty within the conceptualization of new poverty, internal displacement (forced migration), social exclusion and citizenship rights. One of the main argument of this thesis is that children from Sirnak who work in fields in Tuzla constitutes a different category of child labour. Even though they are paid child workers working in the agricultural sector and they live like migrant seasonal agricultural workers, they are not, since they are settled in the region for a long time. Another important argument of the study is that families of these children after the evacuation of their village did not migrate to urban areas like most of the internally displaced people did but moved to rural areas. In this sense, they are also in disadvantaged condition compared to other internally displaced people since they can not benefit from many social services, which is easy to reach in urban settings. Therefore, this study makes clear that the children and their families examined in this study are the part of the worst form of poverty in Turkey.

Exploring neglected elements of cultural competence in social work practice : promoting and developing understanding of religion, belief and culture

This PhD by published work consists of: • five single authored articles in refereed journals; • two main author articles in refereed journals; • four jointly authored articles in refereed journals; • a single authored article in a non-refereed journal; • one jointly authored book, including five single authored chapters; • two single authored chapters in edited books. They were published in the period 2003-2013. None has been submitted for any other degree or diploma by me or any other person. The theme running through these publications is the need for social workers to pay significant attention to issues arising from religion, belief and culture. The research reported highlights the impact of such issues on the lives, experiences, resources and responses of individuals, groups and communities for whom they are important. The work emphasises the importance of developing such understanding and of enhancing knowledge of different ways in which religion, belief and culture impact on the issues that social workers deal with. I suggest that these are essential aspects of culturally competent social work practice which have too often been neglected in both research and professional training. The publications are listed in Appendix 1 (pp 56-59). They demonstrate how my thinking has developed over the past decade. They reflect and are, in part, a response to the developing professional, theoretical and political context within which I have operated as a social work practitioner, manager and academic over a longer period. The majority are solo-authored. However, I remain committed to collaborative work and recognise that discussions with those researched, my collaborators, and others remain invaluable to the ongoing development of my thinking. Joint authorship declaration forms have been completed, in respect of all relevant publications, and are appended. Eight publications (Art.12, Art.11, Art.10, Art.9, Art.8, Art.6, Art.5 and Art.3) are based on findings from primary research, while Art.1 and Art.2 explore published data or data supplied by others to provide original analyses of particular issues. The remaining publications, notably book chapters, are primarily conceptual in their approach. They are underpinned by findings from both the primary research reported elsewhere and the use of case examples collected from semi-structured interviews with social work practitioners.

This diploma thesis focuses on the problematic of the specifics of social work with Roma youth. The first chapter contains theoretical basis, which divides into two parts. The first part deals with the Roma minority, its customs, history, culture and then also Roma youth and their social problems. The second section of the theoretical part is devoted to social work. These findings were processed from the professional literature. For the research part of the thesis, a qualitative strategy was chosen, as well as the questioning method and the technique of semi-structured interview. The research was conducted in the South Bohemian region, there were contacted social workers who work in a low-threshold institutions for youth or in a community centre and meet Roma youth. Overall ten workers agreed with cooperation. The aim of the thesis was to find out which specifics of social works do the social workers notice when working with Roma youth. Regarding this aim, research questions were set, focusing on which specifics do the social workers see in the social work with Roma youth, if there occur differences according to whether the work is carried out by a woman or a man, and also what are the techniques and methods used by the workers. From the research emerged, that the workers see the specificity in individual approach to every client, establishing and then maintaining of a confidential relationship, or in setting the rules. Most of the workers agreed, that both men and women are very important in this job, because every one of them is a different role model. However, they see some differences in better obedience and easier gain of authority, in case the social worker is a man. They also listed group work, community work, terrain work, various tasks and client-oriented approach.

Despite all the technological development achieved nowadays, such events continue to be present in the quotidian of workers, generating many repercussions in their lives. The present dissertation, belonging to the field of Work Social Psychology, had the objective of analyzing reports of workers who suffered accidents typical of the industrial environment to understand their career paths and how they experience the repercussions of the accident on their lives. To do so, we conducted open in-depth interviews with workers from different industrial segments and localities, where they were presented to the researcher through their contact?s network. The analysis of the information obtained with the interviews was organized according to the themes that most stood out in their reports regarding their experiences after the occurrence of the work accident. The themes refer to access and non-fulfillment of constitutionally guaranteed rights, changes in the performance of daily work activities and the loss of recognition among co-workers, situations of violence and moral harassment, to the fallacy of business speech about worker?s appreciation, expressions of mental illness related to work and the psychic consequences coming from the accident. In the end, it was considered the relevance in discussing the repercussions of work accidents and the continuity of research on this subject, in order to subsidize actions that aim to change situations that cause suffering and illness due to work accidents. / Os acidentes de trabalho fazem parte de relatos sobre as atividades laborais ao longo da hist?ria da humanidade. Apesar de todo o desenvolvimento tecnol?gico alcan?ado nos dias atuais, tais eventos continuam presentes no cotidiano dos trabalhadores, gerando diversas repercuss?es em suas vidas. A presente disserta??o, situada no campo da Psicologia Social do Trabalho, teve como objetivo analisar relatos de trabalhadores que sofreram acidentes de trabalho t?picos em ind?strias, a fim de compreender seus percursos laborais e como vivenciam as repercuss?es do acidente em suas vidas. Para tanto, foram realizadas entrevistas abertas em profundidade com os trabalhadores de diferentes segmentos industriais e localidades, os quais foram apresentados ? pesquisadora por meio de sua rede de contatos. A an?lise das hist?rias acessadas por meio das entrevistas foi organizada de acordo com os temas que mais se destacaram nas falas dos trabalhadores a respeito das viv?ncias ap?s a ocorr?ncia do acidente de trabalho. Essa tese analisa a obra literária dos escritores Sherwood Anderson (1876-1941) e Jack London (1876-1916) produzida nos anos 1900-1910, procurando compreender a maneira como se deu o diálogo entre a ficção e a realidade histórica, como aquela produziu uma leitura e uma interpretação desta, sobretudo no que tange às mudanças no sentido histórico do trabalho. Dado o fato de que ambos os escritores em questão viveram num momento decisivo de transformação histórica nos Estados Unidos, quando na transição entre o século XIX e XX se estabeleceram novas dinâmicas sociais e econômicas, articuladas estas com a consolidação do capitalismo de regime monopolista, essas literaturas trazem em seu corpo as cicatrizes históricas dos esforços de adaptação e compreensão desse processo. Atrelada a essa momentosa transição em curso, havia o fato de que ambos os escritores eram trabalhadores, e num momento crucial da formação da classe trabalhadora estadunidense, quando as transformações materiais impunham severas readequações na divisão do trabalho, na organização produtiva estrutural, na estratificação social dele oriunda, nas respostas políticas de resistência deles, e também nos sentidos subjetivos que o trabalho e o trabalhar poderiam possuir. Por conta de tudo isto, a literatura de Sherwood Anderson e Jack London produz uma interpretação ficcional dessa experiência histórica, permitindo com que se rastreie e compreenda como as velhas tradições do \"Evangelho do trabalho\" dos Oitocentos foram sendo brutalmente modificadas pela dinâmica produtiva de ordem fabril, pelo controle financeiro, pela concentração econômica e pela acentuação da exploração capitalista pelo regime monopólico. Essa situação, dadas as particularidades biográficas e os históricos de formação das regiões onde viveram os dois escritores (um do Meio-Oeste, outro do Extremo Oeste dos Estados Unidos), foi traduzida ora como crise de consciência íntima, ora como uma grande crise civilizacional que a punha em pé de igualdade com a selvageria da natureza. Ambas, pois, fornecem ao historiador chaves analíticas com as quais pensar a mudança do lugar e do sentido histórico do trabalho naquele processo, e como essa mudança participava da formação da classe trabalhadora, tanto em sentidos estruturais quanto subjetivos, tanto progressistas como conservadores. / This thesis analyzes the literary work of writers Sherwood Anderson (1876-1941) and Jack London (1876-1916) produced in the years 1900-1910, aiming at understanding the way how the dialogue between fiction and historical reality happened, how the former produced a reading and interpretation of the latter, especially regarding to shifts in the historical meaning of labor. Given the fact that both writers concerned lived in a decisive moment of historical transformation in the United States, when in the transition between the 19th and the 20th century new social and economical dynamics were established, articulated with the consolidation of the capitalism of monopolist regime, these writings bring in their body the historical scars of the efforts of adaptation and comprehension of this process. Attached to this momentous ongoing transition, there was the fact that both writers were workers, and during a crucial moment of the formation of the US working class, when the material transformations imposed severe readjustments in the division of labor, in the structural productive organization, in the social stratification originated from it, in the political answers of resistance from them, and also in the subjective senses that labor and work could have. Due to all that, the literature of Sherwood Anderson and Jack London produces a fictional interpretation of this historical experience, allowing to track and understand how the old traditions of the Gospel of work of the Eighteen hundreds were being brutally modified by the productive dynamics of the manufacturing industry, by the financial control, by the economic concentration and by the intensification of the capitalist exploration by the monopolistic regime. This situation, given the biographic particularities and the historical formation of the regions where the two writers lived (one from the Midwest, the other from the Far West of the United States), has been translated sometimes as a crisis of intimate consciousness, sometimes as a big civilizational crisis that put it on an equal footing with the wildness of nature. Both, therefore, provide the historian with analytical keys with which to think the shift of place and historical sense of labor in that process, and how this shift participated in the formation of the working class, both in structural and subjective senses, both progressives and conservatives.

Foi também um contexto marcado pela euforia desenvolvimentista, por greves e por motins urbanos contra o aumento do custo de vida. O trabalhador na condição de eleitor tornava-se central para a conquista do poder público. Florianópolis, ao contrário de outras capitais ou de cidades com grandes indústrias, não tinha um grande contingente de operários. Sua dinâmica assentava-se na condição de centro administrativo do estado de Santa Catarina. Contudo, a ausência de uma classe operária em sentido "clássico¿ não significou a esterilização das lutas sociais. A partir da análise de fontes variadas ¿ como jornais, pesquisas de opinião, dados eleitorais, documentos parlamentares ¿ essa tese investigou os canais de diálogo estabelecidos entre classes trabalhadoras e grupos políticos. Verificou-se uma conjuntura mais complexa do que as tradicionais interpretações da história política catarinense. Alguns postulados que tomavam o estado como polarizado entre UDN e PSD, com um PTB fraco e restrito ao papel de "fiel da balança¿ no equilíbrio entre os dois maiores partidos, foram relativizados. Interpretações consagradas, tendo por base os resultados das eleições, afirmaram que Florianópolis apresentava "forte predomínio¿ do PSD. Todavia, a investigação das múltiplas experiências tecidas entre candidatos, partidos e trabalhadores, consubstanciada com a análise da distribuição dos votos dos candidatos por regiões da cidade, permitiu enxergar para além da prevalência de uma sigla. Lideranças políticas, lembradas posteriormente como "donos da cidade¿, como Aderbal Ramos da Silva, nem sempre tiveram esse reconhecimento. Personagens taxados de "agitadores¿ ou "demagogos¿, como Manoel de Menezes, foram forças políticas expressivas e, algumas vezes, colocaram em xeque o domínio dos chamados grandes partidos. A relação entre políticos e classes trabalhadoras florianopolitanas não foi e nem pode ser pensada como mera reprodução das movimentações nacionais tampouco como epifenômeno isolado em suas peculiaridades. A partir das relações entre o regional e o nacional, esse trabalho tentou compreender as instáveis alianças entre os atores sociais e os variados meios através dos quais as classes trabalhadoras inseriram a luta por direitos na pauta política da cidade / Abstract: Between 1945 and 1964, Brazil experienced a period of political parties creation and of the establishment of direct elections for the most important positions of the executive and legislative powers. The period was also marked by developmentalist euphoria, strikes and urban riots against the rising on the living cost. The worker, recognized in the voter condition, became central to the achievement of public power.Florianópolis, unlike other capitals or cities with large industries, had no significant contingent of workers. The city¿s dynamic relied on the condition of administrative center of the state of Santa Catarina. However, the absence of a working class in the "classic¿ sense did not mean the sterilization of social struggles. From the analysis of various sources ¿ such as newspapers, opinion polls, electoral data, parliamentary documents, this study investigated the channels of dialogues established between the working classes and political groups. It was verified a more complex conjuncture than the traditional interpretation of Santa Catarina political history. Some understandings of the state as polarized between UDN and PSD, with a weak PTB, restricted to the role of "true balance¿ in the equilibrium between the two major parties, were relativized. Interpretations based on the results of the elections equally affirmed that Florianópolis presented "strong predominance¿ of PSD. However, the investigation of multiple experiences woven among candidates, parties and workers, embodied with the analysis of the vote distributions of the candidate for city regions, allowed seeing beyond the prevalence of one acronym. Political leaders, such as Aderbal Ramos da Silva, later remembered as the 'city owner¿, was not always recognized. On the other hand, characters labeled as "troublemakers¿ or "demagogues¿, likeManoel de Menezes, were significant political forces, sometimes able to put into question the dominance of the so-called big parties. The relationship between politics and the working class from Florianópolis was not, nor can it be thought of, as mere reproduction of national movements, neither as epiphenomenon isolated in its peculiarities.
