Plan our country water resources policy - take Yunlin County as theexample

In the past, people followed the rules or policies by the law or direct administration orders, yet the government should consider how to utilize various ways of communication or channels which people can be easy to understand what these official policies are, and then to achieve the objectives of public propaganda and education in this democratic society nowadays. By doing that, all citizens can not only endeavor to work together with the government but also carry out the future policy purposes. Yunlin County is one of the important agricultural production regions in Taiwan where the irrigated area is up to 123,000 hectares and agricultural water consumption reaches approximate 90 percents of all available water resources in the Choshui River Basin. Moreover, since there is no sufficient surface water supplied, groundwater becomes an another vital resource for every water consumption targets. However, over-extracting groundwater leads to land subsidence which is a permanent damage for our environment. In the recent years, subsidence rate is getting slowing down in Yunlin County, but it is still one of the serious areas of land subsidence in Taiwan, with the maximum subsidence areas and average annual rate of subsidence. After analysis of data from hydrology, physical geography, industries, human culture, land utilization, supply and demand for water resources and land subsidence development, the main problems of land subsidence are listed in the following. 1. Water demand for industries exceeds potential water supply, hence the supplement of water is gradually provided by groundwater. 2. Illegal pumping groundwater becomes widespread and it is quite difficult to punish and control properly. 3. With the aging of employment population, it is not an easy task to counsel and assist in changing their careers. 4. Much concern about further land subsidence due to over-pumping groundwater from deep aquifers continuously. 5. Less achievement of land subsidence prevention has been reached due to lack of manpower and financial budgets. This study will focus on discussing how to integrate public policy with propaganda, knowing which roles volunteers play in policy execution and increasing success rate of policy enforcement through analyzing the past history of water conservancy, orientation, operation system and current management of all relevant water resource volunteer organizations (Yunlin Land Subsidence Prevention Volunteer Service Team is the major example).

Temporal variation of species composition shrimp beam trawler at the waters off Yunlin, southwestern Taiwan

This study aims to analysis the seasonal fluctuation fisheries assemblages and fishing yield by weight and amount of per unit effort using commercial shrimp beam trawlers at the waters off Yunlin, southwestern Taiwan during 1997-2007. In total, 47 sampling cruises, 320 taxa belonging to 205 genera and 102 families were identified. Among these, twelve species occurred greater than 80%. The species number of teleost fish were the most in each sampling. The total fish yield were 3032.9 kg and 304,680 individuals in the sampling period. Shrimps, the target species of the commercial beam trawler, were collected 945.7kg (31.2% of the total fish yield) and 181,050 individuals (59.4% of the total fish yield) , both are the most dominant fish yield among the fishing communities. The teleost fish (865.2 kg, 31.2%) and snails (73,868 individuals, 24.2%) were with the most fish yield in terms of weight and amount, respectively. The dominant species presented a seasonal pattern with a highly oscillation yield in both weight and biomass of the species in the same season each year. Thirteen species were recognized as the mainly harvested animals in of seasonal the commercial shrimp beam trawler. This study also showed that the shrimp, Parapenaeopsis hardiwckii, from February to May, and the portunid crab, Portunus sanguinolentus, from August to November in each year had the most production by cluster analysis. Since, the coastal zone at Yunlin were selected for constructing as an industrial park from May, 1998. Therefore in related to the development of the industrial park, to compare the production of 13 mainly harvest animals individually between three industrial developmental stages (pre-development: 1997.1-1998.2, development: 1998.5-2004.12 and post-development: 2005.2-2007.12). The results showed that the production of 3 species, Tanea lineate, Glossaulax didyma and Parapenaeopsis hardiwckii, decreased significantly (p< 0.05), where as of 2 fish species, Arius maculates and Chrysochir aureus, increased. By in large the other species was not remained the same after the construction.

The annual assemblage variation of commercial prawns near the coastal waters of Yunlin

The variation of the composition of assemblages and the relative abundance of commercial prawns collected from the coastal waters of Yunlin was studied. The data of shrimp fishery was collected from Jan 1997 to Dec 2008 through the program of Integrated Assessment and Management of Environmental Resources for the Industrial District on the Outer-Bank of Yunlin Islands. The dominant species landed in this area are Parapenaeopsis hardwickii, Metapenaeus ensis, and Penaeus penicillatus. Their peak catch seasons are November to May, March to August, and July to March, respectively. The composition of the assemblages of commercial shrimps belonged to three groups according to the seasons: winter (December to February), spring to summer (March to July), and late summer to autumn (August to November). According to time series analysis, the relative abundance is auto-regressed to that of the previous month and the same month one year age. In addition, Jhuo-Shuei river runoff ware correlated to a significant decrease of the shrimp abundance five months later. Based on this information, we obtained a seasonal and factored ARIMA time series equation of the relative abundance of commercial shrimps.
