Previous issue date: 2017-04-20 / Esta??es de Tratamento de ?gua s?o concebidas em fun??o da qualidade da ?gua do manancial, o que determina diretamente a tecnologia de tratamento a ser utilizada e consequentemente influi nos custos de opera??o e manuten??o. A adequa??o dos processos dentro das ETA ? fundamental para diminui??o dos custos e melhoria na qualidade da ?gua tratada. O processo de filtra??o ? considerado pela literatura como etapa de polimento, respons?vel pela remo??o de part?culas em suspens?o, e remo??o de cistos e oocistos de protozo?rios. A retrolavagem dos filtros pode consumir entre 3% a 10% do volume produzido nas ETA, ou seja, ? relevante no resultado final de produ??o de ?gua. O objetivo geral desse trabalho foi avaliar as modifica??es na produ??o de ?gua na ETA em escala real atrav?s da altera??o nas carreiras de filtra??o. Foram realizadas caracteriza??o f?sica e qu?mica da ?gua de lavagem dos filtros, da ?gua bruta, da ?gua tratada e da ?gua de recircula??o, al?m do monitoramento do n?vel da ?gua dos filtros em carreiras de filtra??o diferentes. Os resultados demonstraram que com o aumento da carreira de filtra??o aumentou a quantidade de s?lidos na ALF; o crescimento do n?vel da ?gua se comporta como fun??o de primeiro grau; pode-se alterar a carreira de filtra??o de 24 horas para 40 horas em condi??es normais na ETA Extremoz. / Water treatment plants are designed according to the water quality on source, which directly sets up the treatment technology to be used and consequently influences costs of operation and maintenance. The adequacy of the processes in WTP is primordial for reducing costs and improving the quality of treated water. The filtration process is considered by the literature as polishing step, responsible for the removal of suspended particles, and removal of protozoan cysts and oocysts. During backwashing it may consume from 3% to 10% of volume produced in the WTP. It?s relevant in the final result of water production. The general objective of this paper was to evaluate modifications in production of water on WTP in real scale through changes in filtration?s careers. Physical and chemical characterization of backwashing?s water of the filters, raw water, treated water and recirculation?s water, as well as the monitoring of the pressure loss of the filters in different filter run. The results showed that: increasing in filter run increased the amount of solids in backwash water; the growth of the loss behaves as a first-degree function; You can change filter run from 24 hours to 40 hours under normal conditions at WTP Extremoz.

Previous issue date: 2015-12-14 / The organizational differences between the presented institutions support the understanding of what this dissertational study aims to discuss: the feasibility and effectiveness of incorporating didactic and pedagogical-tools of the Pedagogy of Alternation to the Ifes ? Campus Barra de S?o Francisco (Education, Science and Technology Federal Institute of Esp?rito Santo) proposals, focusing on what these instruments of Pedagogy of Alternation can improve the teaching-learning and the life quality of the local population. The reason for this work is the need to incorporate the Alternation Pedagogy tools, noted that the Agricultural Technician course has become a very mechanistic way, missing this approach with the students' families, in order to strengthen the course development and the possibilities for further sustainable actions after its conclusion. Understanding that every organizational change requires adequacy, this work attempted to indicate the use of relevant tools of the Pedagogy of Alternation at Ifes ? Campus Barra de S?o Francisco. Approaching on instruments because the knowledge systematization and its application to the student's reality seems an effective idealization in the context for what it is proposed. The methodology relies to research documents of the Ifes ? Barra de S?o Francisco Agricultural Technician course and analysis about the visits made, as well as through the Implementation Plan of the campus and the course. It was concluded that the indicated instrumentalization is feasible, because the students? knowledge and their previous academic experience led to Pedagogy of Alternation. / As diferen?as organizacionais existentes entre as institui??es apresentadas servem de apoio ? compreens?o do que se prop?e como objeto deste estudo dissertativo: a viabilidade e efic?cia da incorpora??o de instrumentos-did?tico-pedag?gicos da Pedagogia da Altern?ncia ?s propostas do Ifes ? Campus Barra de S?o Francisco, com foco no que estes instrumentos da Pedagogia da Altern?ncia possam agregar de benef?cios ? melhoria no ensino-aprendizagem e na qualidade de vida da popula??o local. A efetiva??o de tais direitos passa a exigir, outrossim, o estabelecimento de metas e programas, o planejamento e o desenvolvimento de a??es pelo poder p?blico. Conquanto essas tarefas sejam primordialmente realizadas por meio da atividade pol?tica, continuam a ser necessariamente orientadas pela norma constitucional, ficando sujeitas, inafastavelmente, ? possibilidade de controle jurisdicional. O exame de conformidade das pol?ticas p?blicas com os ditames constitucionais e legais, pelo Poder Judici?rio, tamb?m est? sujeito a limites e par?metros, ditados pela ordem jur?dica. A exigibilidade de direitos prestacionais perante a Administra??o P?blica, destarte, ? uma decorr?ncia necess?ria da admissibilidade do controle exercido pelos ?rg?os de jurisdi??o constitucional sobre a atua??o estatal e suas omiss?es na concretiza??o desses direitos. N?o se prescinde, para tanto, da exist?ncia de meios processuais adequados para, com efetividade, satisfazer o objeto de pretens?es visando a obten??o de presta??es materiais do Estado. Para atender, pois, ?s especificidades do debate processual acerca de pol?ticas p?blicas, torna-se premente a idealiza??o de um modelo de tutela jurisdicional do interesse p?blico, tipo de litig?ncia que apresenta estrutura diferenciada em rela??o ao processo tradicional. Impende, assim, que sejam proporcionados meios para viabilizar a coleta de dados t?cnicos, sociais, or?ament?rios e financeiros indispens?veis para formar o convencimento do julgador na fase cognitiva, bem como, para possibilitar a constru??o, em conjunto com as partes e com a colabora??o da sociedade civil, da solu??o para o lit?gio de interesse p?blico e da forma pela qual tal decis?o deve ser cumprida pelo poder p?blico. Estudo de natureza explorat?ria e descritiva, embasado em pesquisa bibliogr?fica, normativa e jurisprudencial. / The enunciation of social, economic and cultural rights in constitutional texts gave rise to the
emergence of a new type of subjective public rights which must be mandatorily provided by
the State. The implementation of those rights demands, also, setting goals and programs,
planning and the development of actions by the government. Although these tasks are
conducted primarily through political activity, they continue to be necessarily guided by
constitutional law and shall be subject to the possibility of jurisdictional control. The analysis
of the compliance of public policies with the constitutional and legal dictates, by the Judiciary
Branch, is also subject to limits and standards setted by the legal order. The enforceability of
social rights whose implementation is a government responsability, before the Public
Administration, therefore, it is a necessary result of the admissibility of the control exercised
by the constitutional jurisdiction organs on the state action and its omissions in the fulfillment
of those rights. Therefore, the existence of appropriate legal remedies to satisfy, with
effectiveness, the object of the claims, in order to obtain materials installments from the State
can?t be dispensed. In order to comply the specific characteristics of the procedural discussion
about the public policy, it is urgent to design a judicial protection model of the public interest,
type of litigation tactics that has different structure compared to the traditional process. It is
necessary, therefore, that means are provided to render viable the garnering of technical, social,
budgetary and financial data, that are necessary to form the conviction of the judge in the
cognitive stage, as well as to enable the construction, along the parts and with the collaboration
of civil society, of the solution to the public law litigation and the way in which the decision
should be complied by the government. In this sense, it is proposed that the actions aimed at
implementing public policies are performed, preferably, through negotiated schedules of
voluntary compliance. It is required that the process results, in any case, in the effectiveness in
the judicial implementation of those providences, prioritizing consensual ways to achieving its
satisfaction by the public administration, without neglecting the forced use of the executive
means whose adoption will come to be recommended. To this end, the subrogatory actions,
coercive and punitive, aimed at ensuring the authority of the judicial measures, should be
implemented in a different approach and should be appropriate to the specific characteristics of
public law litigation and to procedural prerogatives of the exchequer, including reaching, when
appropriate and necessary, the public agent responsible for the execution of public policy. The
principle of proportionality plays a prominent role in the selection of adequate and sufficient
executives means for concrete hypothesis. In complex cases of disputes marked by structural
failure, in which the situation of fundamental rights violation is rooted in the functioning of the
service or state agency, the judge must make use of appropriate methodology, and should
national law seek subsidies in consolidated experience in other legal orders. The establishment
of a specific procedure to actions focused on judicial control of public policies can contribute
greatly to giving to the matter a adequate and effective protection. Study of exploratory and
descriptive nature, based on bibliographical, case law and legislation research.

Esse tipo de ?gua pode ser coagulada no mecanismo de varredura, geralmente com
dose de coagulante elevada, a fim de produzir flocos sediment?veis que sejam
removidos no decantador. Contudo a coagula??o no mecanismo de adsor??o e
neutraliza??o de cargas ? vantajosa, com dose usualmente mais baixa, sendo que,
nesse caso, haver? apenas a desestabiliza??o das part?culas e a forma??o de flocos
muito pequenos (n?o sediment?veis) que ser?o removidos nos filtros. Em alguns
casos a ETA possibilita o by-pass da ?gua diretamente para os filtros (com ou sem
pr?-flocula??o), pois as unidades de decanta??o praticamente perdem sua fun??o e
a ETA, embora fisicamente seja configurada como de ciclo completo, opera como
um sistema de filtra??o direta. Apesar das vantagens desta configura??o, ?
geralmente mais dif?cil para o operador encontrar a dose e pH adequados para
coagula??o no mecanismo de adsor??o e neutraliza??o de cargas. O objetivo deste
trabalho foi adequar uma ETA com tais caracter?sticas. Fizemos ensaios em jarteste
simulando a tecnologia de ciclo completo e de filtra??o direta descendente, e
tratamentos como pr?-oxida??o, coagula??o, pr?-oxida??o com coagula??o e
adsor??o com coagula??o, variando as doses dos respectivos produtos em cada
tratamento e em pH diferentes. Todos os tratamentos realizados atenderam a
Portaria 2.914/11 para cor aparente, por?m somente os tratamentos em que houve a
coagula??o atenderam para turbidez e cor aparente simultaneamente, sendo os
melhores resultados do tratamento de pr?-oxida??o com coagula??o. / Water with turbidity and color apparent low to moderate are sometimes challenging
to treat, especially in Water Treatment Plants (WTP) of full cycle with clarification by
decantation (WTPs "conventional") because should be coagulated preferably in
adsorption-neutralization mechanism loads. Such water can be coagulated in the
sweep mechanism, generally with a high dose of coagulant, to produce settleable
flocs which are removed in the decanter. However, it is also possible, in an
advantageous overall, making the water coagulation at adsorption and charge
neutralization mechanism with usually lower dose, and in this case there will be only
a destabilization of the particles and formation of tiny floc (not settleable) to be
removed on the filters. In some cases WTP enables the bypass of water directly to
the filter (with or without pre-flocculation), since the decantion units practically lost its
function and ETA, although it is physically configured as a complete cycle, it operates
as a direct filtration system. Despite the advantages of this configuration, it is
generally more difficult for the operator to find the dose and pH suitables for the
adsorption and charge neutralization mechanism. The objective was to adapt a WTP
with such characteristics. We did jartest tests simulating the complete cycle and
downstream direct filtration, and treatments as pre-oxidation, coagulation, preoxidation
with coagulation and adsorption coagulation, varying dosages of the
respective products in each treatment and at different pH. All treatments performed
attended Ordinance 2.914/11 for apparent color, but only the treatments in which
there was coagulation attended for turbidity and apparent color simultaneously, and
the best results of treatment of pre-oxidation with coagulation.

Al?m da redu??o das fases procedimentais, com a exposi??o das raz?es justificadoras, diversas outras provid?ncias s?o apontadas e reclamadas como necess?rias ao avan?o procedimental da institui??o milenar que colocar? o Brasil no topo da modernidade do Tribunal do J?ri, por apresentar um rito adequado aos princ?pios consagrados em sua Constitui??o, alcan?ando-se, com isso, um procedimento com o perfil do Estado Democr?tico Constitucional de Direito. / This scientific work has the main scope to take a critical approach to the rite of the Jury in Brazil, with emphasis on procedure put into practice from the Law n? 11.689, from 9 July 2008, which led to profound changes in the provisions of articles 406-497 of the Code Criminal Procedure. Innovative solutions leading to a more modern and faster rite are pointed. It shows the historical evolution of the Jury Court, from its earliest origins addresses up until the current development framework in various foreign jurisdictions who, in one way or another, have produced some influence on brazilian law. It concentrates on the evolution within the legal system approachin the country, taking care to highlight the headquarters of the Constitutional Court Jury in Brazil, its status as a fundamental right and constitutional principles that inform it more directly. It also highlights the procedure in stages that currently make up the rite of the Jury and presents its organization in the twenty-six state capitals of brazilian states and the Federal District, and also present the organization of the judgement court scope of the Federal Court. Innovative ideas that aim to give more speed and efficiency to the rite of the Jury in Brazil are shows, most notably the reduction of current procedural phases into one, which, as will be shown, lead to savings time and costs and become more effectiveness procedure. Besides the reduction of procedural stages and exposure of justifies reasons, several other measures are identified and claimed as necessary for procedural advancement of millennial institution that wishes to put Brazil at the top of the modernity of the Jury Court, by presenting an appropriate rite principles enshrined in its Constitution, catching up with it, a procedure with the profile of the Constitutional Democratic State.
