Hållbar utveckling är ett omdiskuterat begrepp som sedan Brundtlandrapporten 1987 ständigt har florerat inom politik, media, organisationer och företag. Alla tycks veta vad det innebär och vad som krävs för att nå en hållbar utveckling, men idag, trettio år senare lever vi fortfarande inte hållbart. Sedan Agenda 21 introducerades vid FNs Rio-konferens 1992 har Sveriges kommuner delegerats ett större ansvar i arbetet om att nå en hållbar framtid i samarbete med närings- och föreningsliv inom kommunernas gränser. Lokala satsningar har stor påverkan och Sveriges kommuner har således en viktig roll att spela i arbetet med att nå en hållbar utveckling.I den här uppsatsen studeras Sveriges miljömål och hur de appliceras i en kommunorganisation, med fokus på Östra Göinge kommun. Även enkäten sammanställd av tidskriften Aktuell Hållbarhet om ”Sveriges miljöbästa kommun” studeras för att undersöka om enkäten bidrar till att Östra Göinge ställer skarpare miljömål för att kunna ta poäng i rankingen och därmed kunna utmärka sig som en av Sveriges miljöbästa kommuner.Som metod används innehållsanalys där jag använder mig av dokument från Östra Göinge kommun tillsammans med enkätundersökningen för att se om mål och handling korrelerar, vilket i så fall bör visa sig i resultatet av enkätundersökningen. / Sustainable development is a controversial concept, a concept which has since the Brundtland report in 1987 flourished in politics, media, organizations and companies. Everyone seems to know what it means and what it takes to achieve sustainable development, but today, thirty years later, we are still not sustainable. Since the introduction of Agenda 21 at the UN Rio Conference in 1992, Sweden's municipalities have been delegated a greater responsibility in achieving a sustainable future in cooperation with companies and organizations within the boundaries of the municipalities. Local initiatives have great influence and Sweden's municipalities thus have an important role to play in achieving sustainable development.In this essay, Sweden's environmental goals will be studied and how they are applied in a municipal organization, focusing on the municipality of Östra Göinge. The Survey on "Sweden's most environmentally-friendly municipality" conducted by the magazine “Aktuell Hållbarhet” will be studied to investigate whether the survey contributes to Östra Göinge making sharper environmental goals to be able to score in the ranking and thus be able to distinguish itself as one of Sweden's most environmentally-friendly municipalities.Content analysis is used as method, where I use documents from Östra Göinge municipality along with the survey to see if goals and actions correlate, which should be shown in the results of the survey.
