Advanced Range Telemetry (ARTM) Systems Integration at Edwards AFB

International Telemetering Conference Proceedings / October 23-26, 2000 / Town & Country Hotel and Conference Center, San Diego, California / This paper describes the integration effort of ARTM systems into the existing telemetry infrastructure at the Air Force Flight Test Center (AFFTC) at Edwards AFB, California. This paper will also discuss the framework of the ARTM integration effort, which includes defining user requirements, integration approach, management approach, procurement, test and evaluation, and coordination with the ARTM Joint Program Office (JPO). Interoperability with existing equipment and with other ranges will also be discussed. ARTM is a Central Test and Evaluation Investment Program (CTEIP) under the Office of the Secretary of Defense, Undersecretary for Acquisition and Technology whose purpose is to improve the efficiency of spectrum usage. As the ARTM program approaches completion, integration efforts are underway to take advantage of the capabilities developed by the ARTM program. This integration effort brings the Test and Evaluation (T&E) community at Edwards AFB a step closer to realizing solutions to a variety of telemetering challenges including the shrinking frequency spectrum, demand for higher data rates, and the need to maintain the current level of commonality and interoperability between Major Range and Test Facility Bases (MRTFB).

More and more government frequencies are being sold to telecommunications companies. To make matters worse, more complicated weapons systems are spurring the demand for higher data rates. The telemetry infrastructure is struggling to meet these demands as the equipment continues to age and is, in some cases, no longer supported by the manufacturer. The loss of portions of the aeronautical frequency spectrum has had significant effects at Edwards. Increasing scheduling conflicts and mission cancellations are rapidly becoming a fact of life. This paper describes the scope of the Advanced Range Telemetry Integration and Support (ARTM I&S) program as it begins to integrate ARTM-developed products into the existing telemetry infrastructure at the Air Force Flight Test Center (AFFTC). This paper will discuss the infrastructure upgrades required in order to continue supporting test and evaluation missions. Numerous challenges will be addressed including the shrinking aeronautical frequency spectrum, aging telemetry infrastructure, and the demand for higher data rates. Possible solutions will be discussed to address the growing spectrum encroachment issue.

Aumento de capital de D&S: — Emisión de acciones

El presente Seminario tiene por objeto analizar los rendimientos de la empresa D&S en torno a un Aumento de Capital vía Emisión de Acciones realizado el año 2004, y la repercusión de éste en el precio de las acciones y los resultados de Ebitda. El total de acciones a emitir es de 250 millones equivalentes a un total de US$287 millones. Para el análisis realizaremos un estudio de evento con respecto al precio accionario y al Ebitda de la empresa. Con ambos análisis, lo que se busca es ver el impacto del anuncio de la emisión y sus repercusiones, tanto a nivel de rendimientos (reflejados por el precio de su acción) como por los resultados de sus Ebitda. Nuestra hipótesis es que después del anuncio de la emisión de acciones, la empresa tiene caídas fuertes en el precio de su acción y los Ebitda respectivos. Además, comprobaremos que la decisión de realizar el aumento de capital a través de una emisión de acciones fue debido a los malos resultados que estaban presentando. Parte del capital obtenido será destinado a financiar las caídas de los Ebitda de los trimestres anteriores al anuncio y a la emisión (2 y 3 trimestres respectivamente), lo cual estimamos será un 23% del total recaudado. En la primera parte se presenta una breve descripción de la compañía y sus resultados financieros hasta marzo de 2004. Luego, se expone una secuencia de los hechos ocurridos desde el anuncio del aumento de capital hasta la emisión de acciones misma. Después, se incluyen opiniones de distintos agentes del mercado en relación al aumento de capital realizado. En la segunda parte, análisis del caso, se presentan dos estudios realizados y sus respectivos resultados: un estudio de evento en torno al anuncio del aumento de capital y un análisis Ebitda. En la tercera parte, se exponen los resultados y conclusiones obtenidas, las cuales validan las hipótesis planteadas, y que son consistentes con la teoría de Hansen y Crutchley (1990)1 la cual señala que las firmas aumentan el capital vía emisión de acciones para suplir las significativas y prolongadas caídas previas de sus ganancias y, además señala que las ganancias disminuyen posteriormente. También, las conclusiones obtenidas son consistentes con la teoría de Loughran y Ritter (1995) que señala que, a lo largo de los 5 años siguientes a una SEO, el rendimiento anualizado de las acciones de la empresa emisora es, en promedio, 8% inferior al rendimiento de una compañía no emisora de tipo comparable

Who needs fact when you've got narrative? The case of P, C&S vs United Kingdom

No / Legal arguments and judgements ostensibly rely for their credibility and persuasiveness on the presentation of factual claims and determination of facts through due process. While it should follow that proceedings that are undermined by disregard for facticity and due process should not appear credible or persuasive, in practice this is not always the case. In cases where narratives are not firmly underpinned by factuality and due process a series of narrative techniques and processes can be brought into play to enhance the persuasiveness and credibility of those narratives. These processes include the reliance on a narrative trajectory, the presentation of consensus, drawing on supportive discourses, the privileging of certain narrators and the smoothing over of contradictory evidence. This paper examines these processes in the case of P,C&S vs United Kingdom in which in the absence of fact and due process a local authority and the domestic courts in the UK constructed and confirmed a narrative of a dangerous mother.

Cette thèse propose une approche d’ingénierie consistant à paralléliser des simulateurs DEVS existants, sans être obligé de modifier les algorithmes de l’implémentation initiale, mais en injectant des composants additionnels adaptés au protocole de communication intercomposants en vigueur. Les algorithmes de simulation de ces nouveaux composants appelés « Manteaux », sont définis. Une démarche d’ingénierie permettant de systématiser le passage d’une implémentation à sa contrepartie parallèle et distribuée est ensuite proposée. Cette démarche s’appuie sur les principes de méta modélisation et de transformation de modèles inspirés de l’Ingénierie Dirigée par les Modèles (IDM). Sa généricité en garantit la réutilisabilité avec tout simulateur séquentiel DEVS. / This thesis proposes an engineering approach to parallelize existing DEVS simulators without having to modify the algorithms of the initial implementation, but by injecting additional components suitable for inter-component communication protocol into force. The simulation algorithms of these new components called "Coats" are defined.An engineering approach to systematize the passage from one implementation to its counterpart parallel and distributed is then proposed. This approach is based on metamodeling and models transformation principles inspired of Model Driven Engineering (MDE). Its genericity guarantees the reusability with any sequential DEVS simulator.

Communication of construction health and safety information in design

Occupational health and safety (H&S) is important to the design, construction, maintenance, refurbishment and demolition of buildings and facilities in all branches of industry, business and commerce. H&S issues have been a major consideration in construction. Far too many people get hurt, injured or die even though the situation has improved over recent years. Accident and fatality rates continue to be significantly higher than other industry sectors. Although all parties involved in the construction industry may address their respective responsibilities, the lack of integration between each organization often results in communication problems which jeopardize H&S. Of particular note is the communication during the design phase. All information pertaining to the project must be readily accessible for all parties, to ensure smooth and hitch-free project execution. This research reviews the challenges in the communication of health and safety information in the design phase of construction projects. It characterizes the various aspects of collaborative communications at this stage and highlights the problem area. The research was conducted in the UK based on a combination of qualitative research methods including literature review, interviews and analysis of focus group interviews data. Observations on documentation and interviews are used to investigate the current industry practice. The literature reviews revealed that communication industry is facing challenges with its communication system due to the nature of industry itself. The construction industry is a fragmented and complex industry with too many parties involved in a project. These parties come from various backgrounds and involved in the project in a temporary duration. The parties who become team members must be able to establish a relationship in such a short period of time and create a communication system that enables all of the parties to collaborate and interact with each other.

Traditional methods and tools for meeting information recording have often focused on the meeting-room as the nexus for useful information exchange. Instead, MobileEssence uses the mobile phone as a ubiquitous interface allowing notes to be captured anytime, anywhere while not requiring the user to change their focus. MobileEssence allows users to only record the important information and annotate this in real-time, instead of only allowing post-processing. We show that MobileEssence produces more effective meetings and post-meeting collaborations: User studies showed that users are not distracted by MobileEssence during meetings when compared to pen and pencil, and that they are better able to recollect events which were discussed during meetings. / by Anthony Morris Johnson. / S.M.

Challenges in International Joint Venture of Clothing Retail Industry : Marks & Spencer in Taiwan

When deciding to internationalize, companies face the need to develop a foreign market strategy and a foreign market expansion strategy especially when the foreign country has very different culture from home country. Most research of company process of internationalization nevertheless is based on entry mode and mostly successful businesses. Here, the failure of joint venture between Marks and Spencer (M&S), one of the biggest of British Retail Company and Uni-President Corporation, the biggest food and drink enterprise in Taiwan is examined. Its recent large-scale withdrawal from such activity is also measured to some extend of theories about internationalization and marketing failure. The qualitative method and a case study were carried out. In addition, in-depth interviews with Uni-President representative, M&S Visual Display Manager and two groups of M&S customers and non M&S customers are the primary resources of data. The research suggested the joint venture between the two companies created many problems due to two extremely different cultures and lack of understanding of the local market. M&S marketing strategy did not draw Taiwanese consumers¡¦ interest. The products and stores are not attractive or follow the fashion trend. The promotion also did not appeal the consumers. The complexities of Taiwanese consumers¡¦ perspective toward M&S brand and country-of-origin, cultural differences and the potential reasons of M&S exited Taiwan are as well emphasized.
