This scenery is marked by de regulation, and by the rankings in the higher education. This is a qualitative case study, without giving up the use of quantitative data. The adopted approach is supported in the Policy Cycle contexts (BOWE; BALL; GOLD, 1992) - context of influence, text production and practical context, and the context of practice is the focus of the research. Data was collected through semi-structured interviews with managers of the analyzed HEIs, and questionnaires were applied to their teachers and students. The policy cycle method was used to analyze the Sinaes as a regulatory policy, quality inducer in higher education. The cycle was chosen for allow the articulation of political processes at macro and micro levels. The policy analysis contexts are interconnected, out of time, not linear. The analysis of Sinaes was permeated with some methodological aspects by critical discourse analysis (CDA). In the research it was found that the Sinaes establishes quality criteria, and by the evaluative acts linked concepts to the HEIs. The results revealed the limited knowledge of the managers on the construction context of Sinaes policy. The lack of knowledge by the influence context don???t unfeasible the discussion by Sinaes policy. Teachers and students recognize the text of the policy, but they don???t validate like quality reflex. The managers need to share information and results of the evaluation process, even also they not countersign in its entirety. In practice, they have consciousness of the excessive importance given to the National Examination of Student???s Performance (Enade), although not suitable for measuring quality. However, the indicators are used as instrument to attract students and generate rankings. For managers, the Sinaes is guiding improvements, but requires reinforcing its articulator character, valuing the self-assessment and regional characteristics. / Esta pesquisa investigou as din??micas de gest??o em uma Institui????o de Educa????o Superior (IES) privada do oeste da Bahia diante das demandas do Sistema Nacional de Avalia????o da Educa????o Superior (Sinaes). Esse cen??rio ?? marcado pela regula????o e pelo ranqueamento na educa????o superior. Trata-se de um estudo de caso qualitativo, sem prescindir do uso de dados quantitativos. A abordagem adotada ampara-se nos contextos do Ciclo de Pol??ticas (BOWE; BALL; GOLD, 1992) ??? contexto da influ??ncia, produ????o de texto e contexto da pr??tica, sendo o contexto da pr??tica o foco da pesquisa. Foram realizadas entrevistas semiestruturadas com os gestores da IES analisada, e aplicados question??rios aos seus docentes e discentes. O m??todo do ciclo de pol??ticas foi utilizado para analisar o Sinaes como uma pol??tica de regula????o, indutora de qualidade na educa????o superior. O ciclo foi escolhido por permitir a articula????o dos processos pol??ticos em n??veis macro e micro. Os contextos de an??lise da pol??tica s??o interligados, n??o temporais, n??o lineares. A an??lise do Sinaes foi permeada com o uso de alguns aspectos metodol??gicos da an??lise cr??tica do discurso (ACD). Na pesquisa constatou-se que o Sinaes estabelece crit??rios de qualidade, e mediante os atos avaliativos vincula conceitos ??s IES. Esses conceitos s??o utilizados como ferramentas de marketing para a atra????o de alunos e geram rankings. Ocorre que os componentes do Sinaes s??o homog??neos em um pa??s com um sistema de educa????o heterog??neo. Os resultados da pesquisa revelaram o conhecimento limitado dos gestores sobre o contexto de constru????o da pol??tica do Sinaes. A falta de conhecimento do contexto de influ??ncia do Sinaes n??o inviabilizou a discuss??o sobre a pol??tica. Docentes e discentes reconhecem o texto da pol??tica, mas n??o o validam como reflexo de qualidade. Para os gestores os crit??rios de avalia????o n??o favorecem as IES de pequeno porte, como apontada nas entrevistas. Falta aos gestores compartilharem com a comunidade acad??mica as informa????es e os resultados do processo avaliativo, mesmo que tamb??m n??o o referendem em sua totalidade. No contexto da pr??tica observou-se a excessiva import??ncia dada ao Exame Nacional de Desempenho de Estudantes (Enade), mesmo n??o sendo adequado para medir qualidade. Para os gestores, o Sinaes ?? norteador de melhorias, mas requer que se reforce o seu car??ter articulador, valorizando-se a autoavalia????o e as caracter??sticas regionais.

Uma avalia??o pol?tica da pol?tica de avalia??o da educa??o superior brasileira

We started from the hypothesis that the general content of SINAES is essentially based on the assumptions and principles of a control/regulatory perspective of evaluation and a summative epistemology, objectivist and quantitativist, constituted by members who prioritize testing and classification of courses and institutions based on market values. The overall goal was to make a political evaluation of SINAES and the specific objectives were: a) apply the concepts of politics evaluation and meta-evaluation, b) identify the role of international organizations in education reform in the 1990s and its impact on superior education in Brazil c) redeem the concept of evaluation, especially in the field of studies in education; and d) investigate the evaluation policies of Brazilian superior education leading to SINAES. As for the technical procedures for collecting and analyzing data, the research was made with bibliography and documents, considering that it was developed by bibliographic sources and official publications. It was developed by crossing sources: texts or documents remitted to others; it was also concentrated: on the role of international organizations in educational and State reforms (in the 1990s); on the policies of evaluation of the Brazilian superior education (1980s and 1990s); on the proposal of the Comiss?o Especial de Avalia??o (CEA); on the Law No. 10.861/2004; on the documents of CONAES; on the Decree No. 5.773/2006, and the MEC Regulatory Ordinances No. 4/2008 and No. 12/2008. It did not stop in the so called purely technical aspects, but in the ideological field itself. The research found that international organizations, notably the World Bank, played a political, intellectual and financial role determinant to the field of education, a fact that reflects in the legal framework. It was also found that the politics of evaluation of the superior education is historically marked by conflict, represented by two distinct perspectives of different natures and emphases. On one hand, the focus is on control / regulation, favoring efficiency, productivity and competitiveness benchmarking and prioritizing the punctual performance and measurement. On the other, it seeks to transform academic perspective in primarily formative / emancipatory, in order to support more institutional improvement. It was concluded that the CEA presented a conception evaluation predominantly formative and emancipatory, which emphasized the idea of system, centered around the institution and repudiated the rankings practices. In the post-formulation period, however, some of its principles were fragmenting and, gradually, the institution was giving way to the courses and the Exame Nacional de Desempenho de Estudantes (ENADE) grew in prominence. With the creation of the Conceito Preliminar de Cursos superiores (CPC) and of the ?ndice Geral de Cursos da Institui??o de Educa??o Superior (IGC), it was redemeed the practice of evaluation as measurement and control, under the principles of efficiency and productivity. So, SINAES that seemed like a progressive evaluation method has assumed a setting that close resembles the Exame Nacional de Cursos (ENC-Prov?o). Nevertheless, the survival of institutional formative evaluation, in the superior education evaluation policies, still an issue in dispute / Teve-se como problema de an?lise nesta pesquisa: quais os pressupostos, princ?pios e conte?do geral que fundamentam o Sistema Nacional de Avalia??o da Educa??o Superior (SINAES)?. Partiu-se da hip?tese que o conte?do geral do SINAES est? essencialmente fundamentado nos pressupostos e princ?pios de uma perspectiva de controle/regulat?ria da avalia??o e de uma epistemologia somativa, quantitativista e objetivista, constitu?do por elementos que priorizam os testes e a classifica??o de cursos e institui??es, baseados em valores de mercado. O objetivo geral foi realizar uma avalia??o pol?tica do SINAES e os objetivos espec?ficos foram: a) aplicar os conceitos de avalia??o pol?tica e meta-avalia??o; b) identificar o papel dos organismos internacionais na reforma educativa nos anos 1990 e sua repercuss?o na educa??o superior no Brasil; c) resgatar a concep??o de avalia??o, sobretudo no campo de estudos da Educa??o; e d) investigar as pol?ticas avaliativas da educa??o superior brasileira que antecederam ao SINAES. Quanto aos procedimentos t?cnicos de coleta e an?lise dos dados, a pesquisa foi bibliogr?fica e documental, uma vez que se desenvolveu por fontes bibliogr?ficas e publica??es oficiais. Desenvolveu-se atrav?s do cruzamento de fontes: textos ou documentos remetiam a outros; tamb?m se concentrou: no papel dos organismos internacionais nas reformas educativa e do Estado (d?cada de 1990); nas pol?ticas de avalia??o da educa??o superior brasileira (d?cadas de 1980 e 1990); na proposta da Comiss?o Especial de Avalia??o (CEA); na Lei n? 10.861/2004; nos documentos da CONAES; no Decreto n? 5.773/2006; e nas Portarias Normativas do MEC n? 4/2008 e n? 12/2008. N?o se deteve a aspectos ditos puramente t?cnicos, mas sim ao campo propriamente ideol?gico. A pesquisa constatou que os organismos internacionais, destacadamente o Banco Mundial, tiveram um papel pol?tico, intelectual e financeiro, determinantes para o campo da educa??o, fato este que reflete no marco jur?dico. Verificou-se tamb?m que a pol?tica de avalia??o da educa??o superior ? marcada historicamente por um conflito, representado por duas perspectivas de naturezas distintas e de ?nfases diferentes. Por um lado, o foco ocorre no controle/regula??o, privilegiando efici?ncia, produtividade e competitividade e priorizando a aferi??o pontual de desempenhos e a mensura??o. Por outro, busca-se a transforma??o acad?mica, em uma perspectiva prioritariamente formativa/emancipat?ria, com o intuito de subsidiar a melhoria institucional. Concluiu-se que a CEA apresentou uma concep??o de avalia??o predominantemente formativa e emancipat?ria, que enfatizava a ideia de sistema, centralizava a institui??o e repudiava as pr?ticas de rankings. No per?odo p?s-formula??o, por?m, alguns de seus princ?pios foram se fragmentando e, paulatinamente, a institui??o foi cedendo lugar aos cursos e o Exame Nacional de Desempenho de Estudantes (ENADE) foi crescendo em destaque. Com a cria??o do Conceito Preliminar de Cursos superiores (CPC) e do ?ndice Geral de Cursos da Institui??o de Educa??o Superior (IGC), resgatou-se a pr?tica de avalia??o como medida e controle, sob os princ?pios de efici?ncia e produtividade. Brazil participates intensively in this trend, both following the performance of its higher education institutions (IES) in the global rankings and producing its national public rankings, from the indicators of the National System of Evaluation of Higher Education (SINAES), and private, as those of the Student Guide (GE) and the University University Ranking (RUF). However, the country has previously had a pioneering academic ranking at the national level of IES, which was published for 19 consecutive years, in a monthly magazine of high circulation of Editora Abril: the ranking Best Faculty of Brazil (RMFB) of Playboy. This research aimed to investigate the trajectory of the RMFB private academic ranking of Editora Abril in the Playboy magazine, from conception to its closure, between the years of 1981 and 2000. In view of the still reduced specific literature in Brazil, this research was contextualized in a state of the art regarding academic rankings and their implications for HEIs around the world, in the light of international scientific literature, which subsidized the understanding of the role of academic rankings for higher education systems, studied the trajectory of the published RMFB by the Brazilian Playboy magazine, identified the main moments of its public trajectory, from its conception in 1981 until its closure in the year 2000, verified aspects of Brazilian higher education present in the reports associated with the RMFB, observed the pioneering of this national academic ranking in Brazil and in the world, and finally raised the methodological aspects and analyzed its main published results along the RMFB trajectory. It is a fundamentally qualitative research that has carried out a methodological triangulation between bibliographical and documentary analyzes and also through semistructured interviews, articulated in order to produce a greater analytical completeness of the phenomenon studied to reach the research objectives. As conclusions of this work we have observed academic rankings expanding in quantity and relevance since the 1980s to our days and all over the world, Brazil as having the first national academic ranking through the Playboy RMFB while the scientific literature still attributes this fact to the US News magazine's America's Best Colleges (RABC) ranking, the journal's team with extensive dialogue with the main actors of Brazilian higher education, and the ranking tables published by this ranking demonstrating a dominance of the University of S?o Paulo ( USP) in the first places of the courses surveyed in most of the 19 editions of the RMFB. / Rankings acad?micos, ?ndices e tabelas classificat?rias internacionais, regionais e nacionais s?o fen?menos presentes na educa??o superior desde o s?culo XX e que v?m se expandindo neste s?culo XXI, com a presen?a dos rankings globais da Universidade de Shangai e do jornal brit?nico The Times. O Brasil participa intensamente desta tend?ncia, tanto acompanhando o desempenho de suas institui??es de ensino superior (IES) nos rankings globais quanto produzindo seus rankings nacionais p?blicos, a partir dos indicadores do Sistema Nacional de Avalia??o da Educa??o Superior (SINAES), e privados, como os do Guia do Estudante (GE) e do Ranking Universit?rio Folha (RUF). No entanto, o pa?s teve anteriormente um ranking acad?mico pioneiro em ?mbito nacional de IES, que foi publicado por 19 anos consecutivos, em uma revista mensal de elevada tiragem da Editora Abril: o ranking Melhores Faculdade do Brasil (RMFB) de Playboy. Esta pesquisa teve como objetivo geral investigar a trajet?ria do ranking acad?mico privado RMFB da Editora Abril na revista Playboy, desde sua concep??o at? seu encerramento, entre os anos de 1981 a 2000. Diante da ainda reduzida literatura espec?fica no Brasil, esta pesquisa foi contextualizada em um estado da quest?o a respeito dos rankings acad?micos e de suas implica??es para as IES em todo o mundo, ? luz da literatura cient?fica internacional, que subsidiou o entendimento do papel dos rankings acad?micos para os sistemas de educa??o superior, estudou a trajet?ria do RMFB publicado pela revista Playboy brasileira, identificou os principais momentos de sua trajet?ria p?blica, desde sua concep??o em 1981 at? seu encerramento no ano 2000, verificou aspectos da educa??o superior brasileira presentes nas reportagens associadas ao RMFB, observou o pioneirismo deste ranking acad?mico nacional no Brasil e no mundo e, finalmente, levantou os aspectos metodol?gicos e analisou seus principais resultados publicados ao longo da trajet?ria do RMFB. The rising of the private rankings may be interpreted as result of the institutionalization process of an educational market of university education articulated to a moment in which remodeling processes of the National States are taking place and, intensified from the 1990 decade on, would have begun to operate based on principles typical of a market logic. The observation of the Ibero-american scenario allowed to identify three private rankings (50 Carreras - Los Mejores Centros Universit?rios; Ranking de Calidad de l?s Universidades Chilenas; and Ranking Universit?rio Folha RUF), generated and disseminated by press-media vehicles widely distributed in three important countries: El Mundo, in Spain; El Mercurio, in Chile; and Folha de S?o Paulo, in Brazil. The core objective of this work consists of studying these three private university rankings from a Compared Education perspective, aiming to understand their trajectory, functioning and the methodology employed to formulate them. The results of this investigation indicate that the scientific production concerning the rankings in the Iberoamerican space still is incipient. The comparative analysis conducted with the referred rankings showed closeness and separation points among them concerning the role performed by private rankings generated by newspapers of wide reach, the way each one addresses the issue of the complexity and diversity of the university national systems and the degree of objectivity or subjectivity from which their indicators are built. / As ?ltimas d?cadas v?m testemunhando um espa?o de centralidade para os chamados rankings universit?rios no Brasil, nos pa?ses ibero-americanos e no mundo, produzidos por inst?ncias governamentais oficiais (rankings p?blicos) ou a partir de avalia??es realizadas por ag?ncias n?o governamentais, vinculadas muitas vezes a empresas do segmento midi?tico (rankings privados). O surgimento de rankings privados pode ser interpretado como decorr?ncia do processo de institucionaliza??o de um mercado educacional de educa??o superior, articulado ao um momento em que se verificam processos de reforma dos Estados Nacionais que, intensificados a partir da d?cada de 1990, teriam passado a operar com base em princ?pios t?picos de uma l?gica de mercado. O exame do cen?rio ibero-americano permitiu identificar tr?s rankings privados (o 50 Carreras - Los Mejores Centros Universit?rios; o Ranking de Calidad de l?s Universidades Chilenas; e o Ranking Universit?rio Folha RUF) produzidos e disseminados por ve?culos de m?dia impressa de grande circula??o, em tr?s importantes pa?ses: o El Mundo, da Espanha; o El Mercurio, do Chile; e a Folha de S?o Paulo, do Brasil.
