L'objectiu de la tesi és analitzar l'evolució de la politica de l'aigua a Espanya i dissenyar un mecanisme d'incentius, instrumentat a través d'un banc d'aigua, que permeti reassignar l'aigua des de l'agricultura cap a altres usos, amb la finalitat de millorar l'efeciència econòmica i la sostenibiliat, així com garantir la viabilitat política del procés reforma. / The objective of the thesis is to analyze the water policy making in Spain and to desing a mechanism of incentives, orchestrated across a water bank, which allows to re-assing the water from the agriculture towards other uses, with the purpose of improving the economic efficiency and the sustainability, as well as to guarantee the political viability of the process of reform.
