Memoria para optar al grado de Licenciado en Ciencias Jurídicas y Sociales / Aunque se suele afirmar que las leyes penales en blanco constituyen, ante todo, una técnica legislativa, pocos autores han intentado extraer consecuencias analíticas de esta aserción. En general, su estudio se concentra en las denominadas leyes penales en blanco “propias”, debido a que son las únicas que tensionan la garantía de la lex scripta. Estudiar estas figuras a partir de la técnica legislativa, sin embargo, obliga a emprender un análisis no directamente sobre ellas, sino que sobre su tertium genus: las remisiones normativas. Soslayar este punto de partida puede conducir a errar sobre la clase de remisión que entraña un determinado tipo penal y, en consecuencia, errar sobre su constitucionalidad. El presente trabajo constituye un análisis crítico de las sentencias dictadas por el Tribunal Constitucional, entre el 2006 y el 2016, que recayeron sobre aquellos requerimientos de inaplicabilidad por inconstitucionalidad en contra del delito de incumplimiento de deberes militares del artículo 299 N°3 del Código de Justicia Militar. Desde el primer requerimiento en adelante, en noviembre de 2006, habiendo sobrados motivos para hacerlo, nadie parece haber cuestionado el desacierto de nuestro Tribunal Constitucional al calificar al citado precepto como penal en blanco. Lo particular de este análisis, además de controvertir esa calificación, se ve reflejado en el lugar desde donde se levanta el discurso crítico: la lex certa; ya que aquella es la manifestación del principio de legalidad penal que se ve tensionada con la cada vez más frecuente técnica legislativa de remisión normativa

The Río Blanco–Los Bronces (Chile) is one of the richest endowed porphyry copper-molybdenum districts worldwide, where about 20% of the known mineralization is hosted by tourmaline-cemented hydrothermal breccia. This work seeks: (1) to find a relationship between tourmaline chemical and/or isotopic composition and the degree of mineralization in the breccia, (2) to constrain the source of the mineralizing fluid in the breccia, and (3) to determine of the composition and age of intrusive units in three new exploration projects and correlate them with the known intrusive rocks of the mine areas. Tourmaline from mineralized and barren breccias has similar boron isotopic compositions but differences in Mg/(Mg+Fe) ratios, Al-contents and Al-Fe correlation, which may have exploration value. Boron and sulfur isotopes results are consistent with a magmatic source of hydrothermal fluids. In dem Beitrag wird Kritik an die Gauguin-Ausstellung an der Alten Nationalgalerie Berlin, die von einer heftigen Hypernervosität/Hyperverstörung erfasst ist und an eine ideologische und voreingenommene Beschäftigung mit der Darstellenden Kunst (aber auch mit Literatur, Theater, Ballett usw.) und wo Theorien und Begriffe wie Kolonialismus, Dekolonisierung, Postkolonialismus, Dekonstruktion und Multiperspektivismus zu modischen Schlagwörtern verkommen. Die Texte strotzen von kulturtheoretischer Unwissenheit und Halbverdautem. Diese tragen mit einem Bombardement teilweise irreführender Texte zu Desinformation, Exotisierung und Stereotypisierung von Gauguins Werken bei, indem sie undifferenziert und naiv-idealisierend die Welt in Schwarz-Weiß einteilen: Hier die bösen Europäer, dort die guten Indigenen, und an ihrer Seite die guten aufgeklärten und moralisch tadellosen neuen Menschen Europas, die neuen Gralshüter:innen von Moral und Kunst des 21. Jahrhunderts. / The article is critical of the Gauguin exhibition at the Alte Nationalgalerie Berlin, which is gripped by a vehement hypernervousness/hyperdisturbance, and of an ideological and biased preoccupation with the performing arts (but also with literature, theatre, ballet, etc.) and of the use of theories and concepts such as colonialism, decolonisation, postcolonialism, deconstruction and multiperspectivism in fashionable buzzwords. The texts bristle with cultural-theoretical ignorance and half-digestedness. They contribute to the disinformation, exoticisation and stereotyping of Gauguin's works with a bombardment of partly misleading texts by undifferentiatedly and naively idealisingly dividing the world into black and white: Here the bad Europeans, there the good indigenous people, and alongside them the good enlightened and morally impeccable new people of Europe, the new guardians of the Grail of morality and art in the 21st century. / El artículo critica la exposición de Gauguin en la Alte Nationalgalerie de Berlín, que está embarcada en una fuerte hipernerviosidad/hiperperperperturbación, así como en una preocupación ideológicamente sesgada por las artes escénicas (pero también por la literatura, el teatro, el ballet, etc.) y en el uso de teorías y conceptos como colonialismo, deco-lonización, postcolonialismo, deconstrucción y multiperspectivismo en términos de moda. En los textos abunda la ignorancia cultural y teórica, semidigeridos. Contribuyen a la desinformación, exotización y estereotipación de la obra de Gauguin mediante un bombardeo de textos parcialmente erróneos, al dividir el mundo en blanco y negro de forma indiferenciada e ingenuamente idealizadora: Aquí los malos europeos, allí los buenos nativos, y junto a ellos los buenos nuevos pueblos ilustrados y moralmente irreprochables de Europa, los nuevos guardianes del Grial de la moral y el arte en el siglo XXI.

La investigación realizada a los sistemas de seguridad electrónica de edificios, plantea como objetivo principal el reconocimiento de tres gestos de un lenguaje corporal del personal de vigilancia, y la consecuente activación de alarma en forma automática. Inicialmente se realizó una encuesta dirigida a las administraciones y personal de edificios, para saber cuales eran las ocurrencias que vulneraban la seguridad de un edificio multifamiliar, luego se observaron y analizaron las imágenes capturadas por una cámara de vigilancia ubicada en la recepción, identificando las ocurrencias más vulnerables y gestos asociados a dichos eventos; se seleccionaron tres gestos que en forma inconsciente realizaba el personal de vigilancia ante dichas situaciones. A determinados cuadros que comprenden estas imágenes se le aplicaron técnicas de procesamiento espacial, con ayuda de una iluminación artificial que era más intensa en la parte posterior del sujeto de análisis, consiguiéndose la definición de una silueta binarizada en el entorno Matlab, técnicas como selección del plano rojo, plano de bits más significativo, invertir imagen y transformaciones morfológicas tipo cerradura, definieron una silueta que ayudó a desarrollar un algoritmo matemático para generar una señal eléctrica en el puerto serial USB del ordenador, donde se conectó físicamente una plataforma de hardware Arduino que activa la alarma. La elección de esta plataforma se debió a que Matlab cuenta con un grupo de instrucciones para Arduino, con el objetivo de lograr una comunicación sincronizada entre ordenador e interface. Las técnicas utilizadas reconocieron 62,5% de los eventos descritos en las encuestas realizadas y que no son mencionadas en temas de investigación similar. Para lograr el objetivo fue necesario analizar un cuadro por segundo. The research poses as their main objective the three gestures recognition of a body language of surveillance personnel and the consequent activation of alarm automatically. It was initially carried out a survey of the administration and the offices of the buildings to know which were the occurrences that violate the security of a multi-family building, then were observed and analyzed images captured by a surveillance camera located in the reception, identifying the most vulnerable occurrences and gestures associated with these events; were selected three gestures that unconsciously performs surveillance personnel before such situations; to certain pictures that comprise these images were applied spatial processing techniques, with the help of an artificial lighting that was more intense in the back of the subject of analysis, getting the definition of a silhouette binarized in the Matlab environment, techniques such as plane selection red, more significant bit plane, to invest an image and convolution close type, defined a silhouette that allowed to develop a mathematical algorithm that generated an electrical signal in USB serial port of the computer, where it is physically connected a hardware platform Arduino that active the alarm.This platform choice is due to the fact that Matlab has a group of instructions for Arduino, achieving an orderly communication between computer and interface. The techniques used recognized 62.5 % of the events described in the surveys carried out and which aren’t mentioned in similar research topics. To achieve the objective was necessary to analyze a picture per second.
