The Bonus-Malus system : Will it be a cost-effective and fair policy for emission reductions from road traffic in Sweden?

As emissions of greenhouse gases has become one of our times most urgent issues, the policies implemented by governments in effort to reduce them are many and varied. In Sweden, a feebate system for vehicles was implemented in mid 2018. This paper attempts to answer the question whether or not the bonus-side (a subsidy for electric vehicles) of the policy will reduce emissions in a cost-efficient and fair way. The questions in answered by using material available to those who made the decision, and by looking at previous research and data. Mathematical examples of the cost, through the cost of the policy, of reduction is compared to EU ETS to evaluate cost-efficiency. The fairness aspect is reviewed by studying regional data. The conclusions are that the policy is neither cost-efficient nor is it free from interregional equity concerns. / Medan utsläppen av växthusgaser har kommit att bli vår tids största utmaningar försöker länder och myndigheter implementera en bred variation av styrmedel för att minska utsläppen. I Sverige, infördes ett s.k. feebate system för personbilar i mitten av 2018 och denna uppsats försöker besvara frågan om Bonusen (subvention av bl.a. elbilar) i styrmedlet kommer att reducera utsläpp på ett kostnadseffektivt vis samtidigt som det inte bidrar till negativa fördelningseffekter. Forskningsfrågan är besvarad genom att använda material som fanns tillgängligt när beslutet att införa styrmedlet fattades, genom att använda tidigare forskning samt statistik. Matematiska exempel över hur kostnaden, genom styrmedlet, för reduktionen blir jämfört med utsläppsrätter för att undersöka kostnadseffektivitet, och fördelningseffekterna är utvärderade genom studier av regional statistik. Slutsatserna är att styrmedlet varken är kostnadseffektivt eller utan negativa fördelningseffekter ur ett interregionalt perspektiv.

Darbe konstruojame bonus-malus sistemas, kurios yra finansiškai stabilios bėgant metams. Pasinaudodami sudėtiniu Puasono skirstiniu randame begalinės bonus-malus sistemos koeficientus. Išsprendę kvadratinio minimizavimo uždavinį randame baigtinės bonus-malus sistemos koeficientus. / Mixed Poisson fit is applied to a motor third party liability insurance portfolio in order to construct a bonus–malus system with finite number of classes. The premiums for a bonus-malus system which stays in financial equilibrium over the years are calculated. This is done by minimizing a quadratic function of the difference between the premiums for an optimal BMS with an infinite number of classes and the premiums for a BMS with finite number of classes, weighted by the stationary probability of being in a certain class, and by imposing various constraints on the system.

Cette thèse est mue par la volonté de son auteur (et de son promoteur) de mettre en évidence combien le concept d'ingéniérie actuarielle est non seulement un concept actuel mais également porteur d'avenir pour l'actuariat. Dans ingéniérie, on entend ingénieur, soit un individu formé à l'application des sciences, dans le but de résoudre des problèmes technologiques concrets et complexes. Ces compétences, traditionnellement plutôt utilisées par l'industrie, sont ici mises au service de l'Actuariat. Nous espérons montrer combien un actuaire ouvert aux techniques récentes de la Statistique peut enrichir sa panoplie d'outils pour répondre aux questions toujours plus variées que pose la pratique. Car là est aussi un des messages de ce travail: montrer que ces développements récents sont loin d'être de pures gymnastiques intellectuelles mais offrent de réelles solutions ou alternatives valables à des problèmes connus. Avec pour bagage les modèles de régression non linéaires, nous nous promenons dans les différents domaines de l'Actuariat, abordant tout d'abord un aspect méthodologique. Ensuite, nous traitons de deux problèmes liés à la branche Non Vie : tarification géographique et échelles bonus-malus. Enfin, nous voyons comment des perspectives nouvelles peuvent également s'inscrire dans la branche Vie, à travers la problématique de la modélisation de la mortalité future. Il ne s'agit en aucun cas d'un inventaire exhaustif des possibilités récentes offertes par la Statistique à l'Actuariat, mais bien d'un tour d'horizon qui entend ouvrir des portes dans des domaines variés. Cette thèse est composée d'articles (rédigés en anglais) publiés dans des revues nationales et internationales.

Bonus-Malus system impact on the demand for eco-friendly vehicles / Effekten av bonus-malus system på efterfrågan på miljövänliga fordon

Global warming issues are a widespread problem around the world and the emissions of greenhouse gases is one of the main contributors. The transport sector emits a significant amount of greenhouse gas emissions; thus, this contributes to global warming. To tackle this challenge the Swedish state introduced in July 2018 a system called bonus-malus system which aims to increase the proportion of eco-friendly cars and in the long run reducing greenhouse gases emissions from the transport sector. This paper examines the tax system within the Bonus-Malus system. Primarily investigating if Malus, tax system, impacted the demand for electric vehicles since it introduced. The study conducted based on a short panel data from Sweden´s 21 counties for the period 2016-2020 and the analysis method applied is a regression analysis. The results of this thesis confirm a strong positive relationship between the share of newly registered battery electric vehicles (BEV) and the Malus, but much weaker influence of the other studied variables. Suggesting that tax system induce on emission seem to be efficient at boost the demand for BEV

The aim of this thesis is to determine the premium of motor third party liability insurance. Thesis explores both direct approach to premium cal- culation and calculation using separately calculated claims frequency and claims severity. Emphasis is put on the use of generalized linear models whose theory is also present. Described approaches to calculation are applied on real world data, compared with each other and then final model for premium calculation is selec- ted. Premium is determined with the inclusion of IBNR reserves and expenses.
