Buscar-se-á compreender este fenômeno através do estudo da técnica, tudo com base nas obras do pensador Jacques Ellul, que trilhou sobre as mais diversas áreas do conhecimento no século passado, com extremo brilhantismo, podendo, além disso, ser considerado um visionário. Mostrar-se-ão os problemas que o avanço tecnológico vem trazendo, os quais complicam o ser humano em sua vida particular, criando neuroses, fruto da adaptação deste ao mundo moderno. Para tanto e de forma mais analítica estudar-se-ão as características da técnica moderna, as quais permitem entender como se dá o desenvolvimento da técnica. Buscar-se-á compreender também o que vem a ser a informação, a principal técnica da atualidade, e as diferentes concepções sobre a sociedade contemporânea. Além disso, analisar-se-á a influência da imagem na sociedade técnica e sua predominância em relação à palavra. Necessária também se mostrou a análise do que vem a ser o comércio eletrônico, o novo modelo de realizações negociais, que se apresenta em franco crescimento. Assim, o estabelecimento virtual surge dentro deste contexto, não permitindo a criação de obstáculos, se encontrando atualmente em todo o mundo, sem enxergar as diferenças culturais e as menosprezando, trazendo uma uniformidade ao mundo, tanto pela forma de comercializar, como pelos produtos que expõe. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The present study will try to create a profound reflexion about the technical advance in the modern society of the institute known as virtual establishment, and also its reflexes in a variety of associations. One of the objectives, is to understand this phenomenon thought the study of the technique, all based on the publications of the philosopher Jacques Ellul, who disserted about the various parts of knowledge in the last century with extreme brilliance,making him a true visionary. The problems brought by technological advances will be shown, these can complicated one's private life, generating neurosis, a product of its adaptation to the modern world. To do so in an analytical form, the characteristics of the modern technique will be studied, permitting tounderstand the development of the technique. The meaning of information, the principal technique used in the actuality, and its different conceptions in contemporaneous society will be explained, and also, the influence of image in the technical society and its predominance in relation with words will be analyzed. The analyses of what is electronic marketing, a new model of business transactions that is in fast growth should also be done. The virtual market appears inside this context, without obstacles, spreading to the entire globe, with no eyes for cultural differences, bringing uniformity to the world, not just in the way to shop but also on the products available. But not everyone has access to it, being this a big problem presented by the virtual establishment: the digital exclusion. The United Nations Decade of the Education for the Sustainable Development from 2005 to 2014 is an initiative in progress that has many partnerships and seeks to expand actions toward Environmental Sustainability. Partindo do pressuposto de que o Estado, no Brasil, não se encontra organizado o suficiente para atender carências e necessidades das demandas sociais, o estudo apresenta como objetivo conhecer para compreender a estrutura das organizações não governamentais que atendem crianças de zero a três anos na cidade de Franca. O desenvolvimento da pesquisa teve a clara intenção de agregar conhecimento científico à questão da gestão nas entidades pertencentes ao Terceiro Setor e, consequentemente, estabelecer aproximações teóricas e práticas entre as áreas do Serviço Social e da Administração, diretamente responsáveis pelo processo de formação educacional e humana de crianças inseridas no contexto das creches francanas. Para a construção do conhecimento científico foi utilizado um conjunto metodológico fundamentado no método indutivo, na abordagem quantiqualitativa através de estudos exploratório e descritivo. O universo compreendeu 38 creches inscritas na Secretaria de Educação da Prefeitura de Franca no ano de 2009, selecionadas por amostra não probabilística intencional. Os sujeitos da pesquisa, os presidentes (diretoria voluntária) e os coordenadores (profissionais contratados) das ONGs, foram abordados através de entrevistas presenciais que permitiram tanto o estabelecimento de diálogo franco e aberto como a identificação do perfil dos mesmos e da instituição. Na pesquisa de campo, as entrevistas revelaram representações significativas que as organizações têm para eles, incluindo análises objetivas sobre o atendimento prestado às demandas beneficiárias dos serviços / Abstract: The literature about the Third Sector makes clear its growth and development around the world. Assuming that the State, in Brazil, is not organized enough to meet the needs and necessities of social demands, it is an objective of this study to know to understand the structure of non-governmental organizations that serve children from birth to three years old in the city of Franca. The development of the research had the clear intention of adding scientific knowledge to the management issue in the entities belonging to the Third Sector and, thus, establish theoretical and practical approaches between the areas of Social Work and Administration, which are directly responsible for the children's educational and human process, the ones who are inserted in the context of the francanas day care centers. For the construction of the scientific knowledge, a methodology set was used based on the inductive method, on quantitative and qualitative approach through exploratory and descriptive studies. On the whole, this study was comprised of 38 day care centers enrolled in the Education Department of the City Council of Franca in 2009, selected by intentional non-probable sample. The subjects of this study who are the presidents (voluntary direction) and the managers (hired professionals) of NGOs, were approached through attended interviews that allowed both the establishment of open dialogue as well as the identification of their profile and of the institution. O município de Franca, conhecido mundialmente pela produção do calçado masculino, recebeu, de maneira impactante, todos os choques econômicos e sociais demandados das reestruturações produtivas e suas manifestações e conflitos trazidos à realidade da população. Foi realizada uma perspectiva histórica em relação ao movimento operário, de sua inserção na indústria têxtil, da participação das mulheres como força de trabalho nesse contexto, da trajetória produtiva de Franca e Região e das mudanças ocorridas nesse percurso. Mais do que uma atividade específica, a lingerie representa para as mulheres e para a coletividade Francana uma alternativa, uma perspectiva e uma mudança. Evidencia-se durante o estudo que muitas práticas ainda permanecem, como a do aviltamento do trabalho feminino, a exploração das forças de trabalho, o exercício do trabalho domiciliar e o achatamento dos salários e lucros. Entretanto, é notória, em diversos momentos da pesquisa, a presença da esperança, da satisfação, do encanto pelo trabalho, de melhores condições profissionais, sociais e familiares. Realizar tal estudo gratifica e instiga os pesquisadores e, ao mesmo tempo, traz à tona as responsabilidades acadêmicas e profissionais do Serviço Social / Abstract: This work focuses on the reality of some truly really courageous and enterprising women who have decided to put aside fears and insecurities in society introduced by the current reality of the world of work. The city of Franca, known worldwide for producing men's shoes, was so impressive, all the economic and social demands of the productive restructuring and its manifestations and conflicts brought to the reality of the population. We performed a historical perspective in relation to the labor movement, its insertion in the textile industry, the participation of women as labor force in this context, the history of France and productive region and to the changes in this route. More than one specific activity, the lingerie is for women and for the collective Francana an alternative perspective and a change. It is of note during the study that many practices still remain, such as the degradation of female labor, the exploitation of the labor force, the exercise of home work and flattening of wages and profits.However, it is notorious, at various times of the study, the presence of hope, of satisfaction, the work of the charm of better employment conditions, social and family. Por isso, nunca se falou tanto na busca de alternativas para o petróleo do que nos dias atuais. O etanol surge, neste contexto, como um combustível viável para atender às necessidades globais. E nesse sentido, o setor sucroalcooleiro brasileiro atrai recursos de investidores de várias partes do mundo, principalmente por meio das empresas multinacionais, que buscam encontrar novos mercados novas tecnologias e o suprimento de novas necessidades através da atuação além das fronteiras. Este processo de internacionalização e procura por novos desafios, combinados com a crescente desregulamentação da economia e com uma maior sofisticação dos mercados financeiros, faz com que instrumentos econômicos e jurídicos, até então tradicionais, tornem-se insuficientes e incapazes de acompanhar e regulamentar todo esse movimento de recursos. Este estudo apresenta as operações de joint ventures como alternativas viáveis para a realização de investimentos estrangeiros no Brasil, com foco direcionado ao setor da agroindústria canavieira, devido a sua flexibilidade e facilidade de constituição, que as fazem estar em contínua e permanente evolução. São listadas as principais características das operações, seus aspectos positivos e negativos, bem como casos concretos de joint ventures estabelecidas no país entre empresas nacionais e estrangeiras. As a matter of fact, this issue about search for an alternative to the oil is constant repeated. Ethanol arises in this context as a viable fuel for the global demands. Brazilian sugar and ethanol industries attract resources of several parts of the world, mainly multinational companies, that are searching for markets, new technologies and the supply of new needs, through activities beyond the borders. This whole process of internationalization and these new challenges, combined to a growing of a non-regulation economy and a larger sophistication of the financial markets, become traditional law and economic instruments to insufficient and incapable pieces that are not able to attend and regulate this movement of financial resources. This text presents joint ventures cases in Brazil as viable alternative for the achievement of attraction of foreign investments, focused directly to the sugar cane agro-industry, due to flexibility and facility of a joint venture constitution, that maintain it in a permanent evolution. Main characteristics of these operations are listed, both negative and positive aspects, as well concrete cases of joint ventures established in the country between national and foreign companies. Shareholders have an immense interest in this new kind of fuel that emerges like one of the most important substitutes for the gasoline and it is going to allocate their financial resources into a right business that can bring profits. Also, the longevity of this kind of investment should be considered, because it reveals the concern of multinational companies about their business in other countries, directing more investments for these locals. Enfrentam desafios, preconceito, são vistos como desrespeitadores das leis, enfrentam os poderosos, lutam, sofrem e, com o suor de seu trabalho, constroem uma história diferente. Trabalharam a terra, adubaram, estão sempre repondo os nutrientes do solo, embaixo de sol e chuva e quantas não foram as vezes que dormiram em barracos e comeram o que havia. Nunca perderam a esperança de que a semente desse bons frutos. Infelizmente, alguns desistiram no caminho, e os que permaneceram hoje estão colhendo o fruto e o alimento da semente que plantaram, têm moradia, respeito e dignidade, e a luta continua. Esta dissertação mostra um aspecto da questão fundiária e agrária da realidade brasileira e evidencia a necessidade da Reforma Agrária como expressão da justiça social. / Abstract: The settled landlessþs struggle at Horto Florestal Guarany is a very beautiful story. They have planted the seed in a depleted soil, with few conditions to obtain any crop. However, they have been producing and building a new world for future generations. They face challenges and prejudice. They are considered to be disrespectful to laws, they face the magnates, fight, suffer, break their backs writing a different story. They have worked the land and fertilized it. They are always replacing soil nutriments, no matter sun or rain. How many times have they slept in slums and eaten only what is left? They have never been hopeless expecting the seed to turn into the fruit. Unfortunately some have given up along the way, and those remaining today are picking the fruit from the seed they have planted, the food, their housing, respect and dignity. And the fight keeps up. This paper displays one aspect of the agrarian problem in the Brazilian reality, making it clear that the Land Reform is very necessary as an expression of social justice. / Mestre

Neste foro de discussão focamos a atuação brasileira na defesa dos interesses nacionais como importante ponto de contraposição à tentativa de imposição de agenda norte-americana. Este trabalho versa sobre os interesses brasileiros no campo da defesa e como estes são representados e defendidos no âmbito das CMDA em uma busca por espaço face às diferenças da agenda norte-americana. Importante ponto desta dissertação é elucidar como este foro de debate internacional contribui para a cooperação e debates de temas relativos à defesa e segurança nas Américas pela ótica brasileira / Abstract: This dissertation aims to make a chronological analysis of the Conferences of Ministers of Defense of the Americas (CMDA) that occur biannually since 1995, bringing together policymakers of defense of most countries of the continent. In this discussion forum focusing the Brazilian performance in the defense of national interests as a major point of opposition to the US attempt to impose American agenda. This paper describes the Brazilian interests in defense area and how they are represented and defended in the context of CDMA in a quest for space over the differences of the U.S. agenda. Resumo: O presente estudo teve como objetivo analisar a questão da capacitação dos conselheiros como mecanismo para favorecer o entendimento sobre o significado/objetivo do Conselho Municipal de Saúde e a responsabilidade deste órgão institucionalizado de controle social. Os conselhos municipais de saúde são um dos mecanismos de participação democrática inaugurado no Brasil, no início da década de 1990, a partir da aprovação da Constituição Federal de 1988 e das Leis Orgânicas de Saúde 8080 e 8142 de 1990. Apesar de 20 (vinte) anos de funcionamento, destes espaços na elaboração, acompanhamento, monitoramento e fiscalização das decisões da esfera pública, a participação ainda se mostra incipiente. Muitos conselheiros desconhecem a sua função nestes órgãos de deliberação e, portanto o que poderia auxiliar na efetividade destes espaços é a capacitação dos conselheiros para essa importante função (conhecimento sobre os princípios do Sistema Único de Saúde (SUS), sobre a realidade local, sobre suas funções, direitos e deveres). Para avaliar a efetividade da capacitação foi necessário analisar em um primeiro momento, como é a representatividade dos conselheiros, nestes espaços. Assim, a pesquisa foi construída a partir do referencial teórico de autores que trabalham a questão da participação na democracia, sobre os conselhos de políticas públicas e, em especial, sobre o controle social na saúde. Foi adotada a abordagem quantitativa e qualitativa e foram realizadas entrevistas semiestruturadas no Brasil e na Espanha, país cujo sistema de saúde apresenta muitas semelhanças com o modelo brasileiro, pautado nos princípios da universalidade, da descentralização da gestão e dos recursos, com atenção integral à saúde. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The present study had as objective to analyze the subject of the counselors' capacity as mechanism to favor the understanding about the meaning/objective of the Municipal Council of Health and the responsibility of this institutionalized organ of social control. The municipal advices of health are one of the mechanisms of democratic participation inaugurated in Brazil, in the beginning of the decade of 1990, starting from the approval of the Federal Constitution of 1988 and of the organic laws of Health 8080 and 8142 of 1990. In spite of 20 (twenty) years of operation of these spaces in the elaboration, accompaniment, monitoring and supervision the decisions of the public sphere, the participation is still shown incipient. Many counselors ignore your own function in these deliberation organs and, therefore what could help in the effectiveness of these spaces it's the counselors' capacity for these important function (knowledge on the beginnings of the Single Health Sistem (SUS), about the local reality, on your functions, rights and duties). To evaluate the effectiveness of the capacities of the counselors was necessary to analyze, in the first moment, how is the counselors' representation, in these spaces. Therefore, the research was built starting from the authors' theoretical references that works the subject of the participation in the democracy, about the advices of public politics and, especially, on the social control of health. The quantitative and qualitative approach was adopted and were accomplished semi-structured interviews in Brazil and in Spain, country whose system of health presents a lot of similarities with the Brazilian model, ruled in the beginnings of the universality, of the decentralization of the administration and of the resources, with integral attention to the health. El Consejo Municipal de salud es uno de los mecanismos de participación democrática inaugurado en Brasil, en el inicio de la década de 1990, a partir de la aprobación de la Constitución Federal de 1988 y de las Leyes Orgánicas de Salud 8080 y 8142 de 1990. A pesar de llevar 20 años funcionando como un espacio en el que debatir la elaboración, acompañamiento, monitoramiento y fiscalización de las decisiones de la esfera pública, la participación aún se muestra incipiente.
