The television policies of the UK administrations of Margaret Thatcher and John Major 1979-1997

This thesis provides an extended analysis and review of the television policies of the UK Conservative administrations of Margaret Thatcher and John Major from 1979 to 1997 and examines the causes, coherence and consequences of those policies. In particular, it identifies the potential forces for change in UK television policy from the late seventies: notably, international changes in the economic, social and cultural, and technological environment of the industry; and the political changes in the UK introduced by the new Conservative administrations, generally known as `Thatcherism'. The thesis analyses the specific strengths of the UK television system established by the 1970s, and reviews the criticisms made of that system in the years before 1979. It then assesses the major developments in television policy instituted by the Thatcher and Major administrations: the establishment of Channel 4; their policies on the new technologies of satellite and broadband cable; the impact of the Committee chaired by Alan Peacock on the Financing of the BBC; the reform of ITV; their policies for the renewal of the BBC charter in the 1990s; and their policies on digitalisation and multimedia. Particular attention is paid to the changes that these policies produced in the UK television industry, and the lack of overall coherence of the policies. The thesis argues that the changes were significant but that they were only partial, and that, while pursuing a general goal of marketisation, the policies were incoherent in many of their specifics. This incoherence stemmed partly from resistance by established institutions within the industry, and partly from internal contradictions within the Tories' overall free-market project. The thesis concludes with an examination of the light that Tory television policy during this period sheds on the wider political debate on `Thatcherism' and the international context of UK television policy during the same period.

An intelligent, fast-acquisition remote sensing system for locating and measuring burial of subsea power and telecommunication cables

This thesis describes novel methods to localise and estimate the burial depth of subsea cables. The limitation of the current methods is that they can measure the distance to the cable only in a small vicinity, usually up to three metres. The enhancements of the methods were investigated. The output from Neural Network algorithms was tested for its ability to enlarge the detection range and increase its precision. Following traditional methods, a new approach based on system identification and modelling was inspected. Various models were proposed and enhanced with Kalman filtering for linear models and unscented Kalman filtering for nonlinear models. In the case of subsea cable tracking, Kalman filtering requires precise knowledge of the system dynamics and associated stochastic processes. These requirements are often difficult to satisfy. To overcome this limitation this thesis proposes a novel and effective algorithm based on particle filtering. The proposed novel approach uses the whole set of sample points collected from the surface above the subsea cable. The algorithm based on a batch of samples allows to eliminate effectively the noise of the readings and estimate the position of the cable from larger distances than the current methods can do. The novel batch particle filter was implemented in different applications. Depending on the survey requirements and set-up, the method can be used on a single survey line or applied to the area covered by the survey and estimate the three-dimensional section of the cable. The algorithm was tested in a simulation of tracking by an autonomous surface vehicle. Finally, the market analysis for commercialisation of the method was conducted and a new prototype was proposed. The batch particle filter was tested on experimental data collected in different locations. The results demonstrate that the method is both practical and feasible and can successfully estimate the position of the subsea cable in shallow water.

Modeling Cable Harness Effects on Space Structures

Due to the high mass ratio of cables on lightweight spacecraft, the dynamic response of cabled structures must be understood and modeled for accurate spacecraft control. Models of cable behavior are reviewed and categorized into three major classes consisting of thin rod models, semi-continuous models, and beam models. A shear beam model can predict natural frequencies, frequency response, and mode shapes for a cable if effective homogenous cable parameters are used as inputs. Thus, a method for determining these parameters from straightforward cable measurements is developed. Upper and lower bounds for cable properties of area, density, bending stiffness, shear rigidity, and attachment stiffness are calculated and shown to be effective in cable models for natural frequency prediction. Although the cables investigated are spaceflight cables, the method can be applied to any stranded cable for which the constituent material properties can be determined. One aspect unique to spaceflight cables is the bakeout requirement, a heat and vacuum treatment required for flight hardware. The effect of bakeout on spaceflight cable dynamic response was investigated by experimentally identifying natural frequencies and damping values of spaceflight cables before and after the bakeout process. After bakeout, spaceflight cables showed reduced natural frequencies and increased damping, so a bakeout correction factor is recommended for bending stiffness calculations. The cable model is developed using the distributed transfer function method (DTFM) by adding shear, tension, and damping terms to existing Euler-Bernoulli models. The cable model is then extended to model a cabled structure. Both the cable and cabled beam models include attachment points that can incorporate linear and rotational stiffness and damping. Cable damping mechanisms are explored and time hysteretic damping predicts amplitude response for more cable modes than viscous or structural damping. The DTFM models are combined with the determined cable parameters and damping expressions to yield frequency ranges that agree with experimental data. The developed cabled beam model matches experimental data more closely than the currently used distributed mass model. This work extends the understanding of cable dynamics and presents methods and models to aid in the analysis of stranded cables and cabled structures. / Ph. D.
