En général, cette recherche se compose de quatre parties, sur fond de recherche , l'identification des risques, évaluation des risques et des suggestions de contrôle des risques. Arrière-plan de recherche comprend l'introduction de la recherche, l'auteur fond et revue de la littérature sur les théories et les concepts clés et les mécanismes de formulation de risque. L'identification des risques est la première étape importante de la gestion du risque d'entreprise. Dans cette recherche, remue-méninges, une interview, RBS et les méthodes de revue de la littérature seront utilisés ensemble pour identifier les risques dans l'industrie chinoise de fret aérien. Du point de vue de la théorie, il expliquera pourquoi il choisit ces méthodes et met en oeuvre la comparaison des méthodes. Grâce à l'interview, enquête auprès des experts, deux couches de facteurs de risque ont été créées. Pour les méthodes d'évaluation des risques, il y a principalement environ 14 méthodes indépendantes d'évaluation des risques sont discutés, veille stratégique, l'analyse du pire cas et ainsi de suite. Pour l'évaluation de l'industrie chinoise de fret aérien du risque, l'ANP est une méthode scientifique, raisonnable et pratique. Le jugement et la suggestion des experts sont indispensables et complémentaires dans l'évaluation des risques, y compris la méthode de l'ANP. En raison de la pratique de l'identification des risques, l'auteur a une relation étroite avec la plupart des experts au sein de l'industrie chinoise de fret aérien. 20 experts ont été choisis comme les personnes interrogées. Basé sur les 17 questionnaires valides et des logiciels de Superdecision, le processus d'évaluation des risques réalisée toutes les priorités pour tous les facteurs de risque. Selon le résultat, 19 risques sont classés en trois catégories, les risques rouge, jaune et blanc. Pour chaque type de risques, tous les participants peuvent prendre des décisions contre des risques en fonction du résultat de l'évaluation. L'évaluation des risques n'est pas la fin de la gestion des risques pour l'industrie chinoise de fret aérien, le but de l'évaluation des risques est de soutenir la réalisation et apporter des inférences décision. En Chine, le eCargo est une pratique de ACSCEP qui est proposé par le gouvernement de la Chine. En tout, ACSCEP peut résoudre de nombreux risques de fret aérien chinois. En tant qu'expert et membre de la plateforme eCargo, j'ai proposé que eCargo est un bon des contre-mesures de risque. / Generally this research consists of four parts, research background, risk identification, risk assessment and risk control suggestions. Research background consists of research introduction, author background and literature reviews on key concepts and theories, and risk formulation mechanisms. Risk identification is the first and important step of enterprise risk management. In this research, brainstorm, expert interview, RBS and literature review methods will be used together to identify the risk in Chinese air cargo industry. From theory perspective, it will explain why it chooses these methods and implements the methods comparison. Through the interview, survey with experts, two layers of risk factors have been founded. For the risk assessment methods, there are mainly about 14 independent risk assessment methods are discussed, as strategic scanning, worst-case analysis and so on. For the risk assessment of Chinese air cargo industry, ANP is a scientific, reasonable and practical method. Experts’ judgment and suggestion are indispensable and complementary in risk assessment, including ANP method. Because of the practice of risk identification, the author has a close relationship with most of the experts within Chinese air cargo industry. 20 experts were chosen as the interviewees. Based on the 17 valid questionnaires and Superdecision software, risk assessment process produced all priorities for all the risk factors. According the result, 19 risks are classified into three categories, red, yellow and white risks. For each kind of risks, all the participants can make risk counter decisions according to the assessment result. Risk assessment is not the end for risk management for Chinese air cargo industry, the purpose of the risk assessment is to support the decision making and bring inferences. In China, the Ecargo is one practice of ACSCEP which is proposed by China government. In all, ACSCEP can solve many Chinese air cargo risks. As an expert and member of Ecargo platform, I proposed that Ecargo is a good risk counter measures.

Evidencia-se o papel do diretor/gestor escolar frente às propostas de melhorias, sendo ele o grande líder, mentor e o responsável por coordenar os objetivos escolares, articulando toda a equipe e a comunidade escolar, para a promoção efetiva da aprendizagem dos alunos. Ao analisar as atribuições do gestor/diretor emerge a necessidade de se aprofundar o estudo sobre as formas de provimento ao cargo existente nos sistemas de ensino, sendo este o objetivo central deste estudo. Diante disso, com o apoio da literatura referente ao tema e da pesquisa de campo, via aplicação e análise de questionários realizados com gestores e professores, o estudo balizou-se no levantamento bibliográfico para analisar as principais formas de acesso ao cargo: a nomeação, o concurso público, a eleição e os sistemas mistos. Conceituar e caracterizar o perfil do gestor/diretor escolar (formação, atribuições e competências) com destaque, dos diretores das escolas municipais de Franca/SP; analisar a modalidade de indicação/nomeação instituída na Secretaria Municipal de Franca/SP e as concepções dos gestores e equipes escolares sobre a forma mais democrática de acesso ao cargo de gestor/diretor são desmembramentos de todo este estudo. Os dados da pesquisa de campo aplicada às equipes escolares - coordenador pedagógico, orientador educacional, pedagogo e professor - apontam formas mais democráticas para a escolha de diretor, na visão dos profissionais entrevistados, exceto na visão dos diretores que já estão na função, através da nomeação: estes defendem a continuidade desta modalidade de nomeação. Em âmbito nacional a modalidade de nomeação ainda é a mais utilizada entre os sistemas, preservando o patrimonialismo na administração pública. A partir do referencial teórico e da pesquisa de campo apresenta-se, como proposta de intervenção à realidade pesquisada, um documento norteador para a seleção de diretor/gestor que atenda às legislações propostas e sirva de referência para a implantação de uma política local que privilegie os interesses da gestão escolar. A existência de padrões de competências atrelados a outros pré-requisitos podem conferir ao gestor/diretor maiores habilidades para gerir o cotidiano escolar e todo o processo educativo para o melhoramento contínuo das instituições escolares, tendo como foco principal, a formação integral dos alunos – alvo central das políticas de desenvolvimento social e econômico do país. / In the discussion about the democratic management of Brazilian public schools, which had its climax during the 1980’s because of the process of redemocratization which Brazil was going through and after 1988 Brazilian Federal Constitution, the tonic of processes of quality improvement in education starts to be recognized in researches and implementation of educational public policies. In this field, the role of the director face the propositions of improvement gets into spotlight, once the manager is the greatest leader and mentor, responsible for coordinating the educational objectives and articulating them with team and community in order to promote the effective learning of students. However, when analyzing the role of a school manager, there may arise the necessity of getting deeper into the study about the ways which the position is filled in nowadays in the Brazilian educational system, being this point the reason of this study. Once our objective is settled, a bibliographical research was made in order to analyze the main ways of access to the position of school manager which are available nowadays: nomination, public conquest, election and mixed systems. Conceptualizing and characterizing the role of school manager – its training, assignments and competencies; describing the profile of a basic education Brazilian school manager, highlighting the ones who work in municipal schools in the city of Franca/SP; also analyzing the forms of indication/nomination instituted into the Municipal Secretary of Franca and the conceptions these managers and school teams have about which way of access they judge to be the most viable or democratic in order to reach the position of school manager are examined in this study. Field research data applied to Franca school teams – pedagogical coordinator, school advisers, educator and teachers – points to options that have more democratic forms of choosing a school manager, although the interviewed managers do not agree, once they fill the position through nomination. Managers who were interviewed defend the maintenance of nomination system. Parting from theoretical research and field research, it is going to be presented as a proposition of intervention, which is inherent to the professional master degree that led to this dissertation, a document that will present a way to select school managers that will attend to the proposed legislation and is settled as reference to the implementation of a public policy that is going to have in mind the school management’s interests. Existing patterns of competence together with other pre-requisites may confer to managers bigger abilities to manage the everyday work into the school as well as all the educative process, having in mind the healthy development of educational institutions which focus on students’ integral development – central target of policies of social and economic development in any country.

Entregas noturnas no município de São Paulo: percepções dos motoristas e recebedores. / Night deliveries in São Paulo: perceptions of drivers and receivers.

As pesquisas para o desenvolvimento de uma cidade mais sustentável, com menos trânsito e mais qualidade de vida, apontam a necessidade de elaboração de políticas voltadas para o transporte de carga. As entregas urbanas de carga sendo feitas no período noturno pode ajudar a melhorar o trânsito da cidade, e evitar acidentes com ciclistas, pedestres, ônibus e carros. Ao mesmo tempo, entregar mercadorias a noite pode ser vantajoso tanto para os varejistas quanto para os transportadores. Da perspectiva dos varejistas, pode haver mais agilidade em conferir e armazenar mercadorias, melhora do nível de atendimento ao cliente, e mais certeza quanto à pontualidade do horário da chegada do caminhão. Quanto aos transportadores, o tempo de rota pode diminuir, assim como tempo para buscar uma vaga para estacionar; as filas de caminhões podem diminuir, oferecendo mais eficiência ao roteiro de entregas. Entretanto, alguns problemas podem surgir ao executar os descarregamentos noturnos, relacionados à emissão de ruídos e ao risco de assaltos. O objetivo desta pesquisa é assinalar os principais aspectos que influenciam na eficiência das entregas noturnas no âmbito operacional, e identificar quais são os problemas relacionados à execução das entregas noturnas. Para cumprir estes objetivos foi aplicado um questionário a 100 motoristas, e outro questionário a 84 varejistas que realizam operações com entregas/recebimento de mercadorias no período noturno. A partir destes dados, análises estatísticas foram feitas para assinalar quais variáveis de análise estão mais associadas à escolha por executar as atividades de frete no período noturno. Os resultados mostraram que os ruídos são mais críticos para a tomada da decisão do horário de entrega, para os varejistas. Quanto aos resultados atrelados à eficiência logística, a vantagem em fazer entregas noturnas está na maior agilidade para conferir e armazenar as mercadorias e maior assertividade quanto ao horário de entrega, devido às condições do trânsito e da facilidade em estacionar o veículo para efetuar o descarregamento. / The findings of the researches for a more sustainable city, with less traffic and better quality of life, point to the need of new policies for the transport of cargo. Urban overnight deliveries can improve the traffic of city and prevent accidents involving cyclists, pedestrians, buses and cars. At the same time, overnight deliveries might be favorable, both for retailers and drivers. From the perspective of retailers, overnight deliveries may be more efficient in checking and storing goods, more punctual and improve customer service level. For drivers, time route and time to find a place to park may decrease; truck queues may be reduced, which offers more efficiency to the delivery route. However, some problems may arise when performing the night freight, regarding to its noise and the risk of robbery. The objective of this research is to verify the main aspects that maximize the efficiency of night deliveries in the operational context and identify the night freight problems. In order to meet these objectives, a questionnaire was applied to 100 drivers, and another questionnaire to 84 retailers. Statistical methods were used to make sure the noises as the most critical aspects of the night deliveries, for retailers. As for the results related to logistic effectiveness, the advantage of making overnight delivery is the agility to check and store the goods and the accuracy on the delivery schedule, due to traffic conditions, and the ease to park the vehicle to perform the download. In addition, multivariate analysis method combines the quality of customer service with the punctuality of the truck and the agility in check and store goods.
