acase@tulane.edu / The Qatari Maritime Law No. 15 was enacted in 1980. Since then, no amendment has been made to it. It is recommended that this law be revisited in view of the developments that have taken place in the maritime industry. At the national level, the Qatari maritime sector has undergone substantial changes. More importantly, the introduction of a new International Convention on Carriage of Goods Wholly or Partially by Sea (“The Rotterdam Rules”) in 2008 is a second reason for revisiting the Qatari Maritime Law. This is because, such a convention reflects recent advancements in the international shipping industry. This dissertation compares the Qatari Maritime Law provisions of the contract of the carriage of goods by sea to those of international seaborne carriage conventions namely the Hague Rules, the Hamburg Rules, and the Rotterdam Rules. Where relevant, the perspectives of the U.S. and the U.K. will also be examined. There are four major topics analyzed within this dissertation: 1) background information about the State of Qatar in order to set the context, 2) the scope of the application of the rules involved in the comparison, 3) the carrier’s obligations, and 4) liabilities. The main objective of the dissertation is to examine how the Qatari maritime law should be developed in light of the international conventions on carriage of goods by sea. The investigation ends by making some recommendations to the Qatari legislature on how to reform the Qatari Maritime Law so that it is sufficiently robust to cope with modern maritime practice. / 1 / Muna Al-Marzouqi

Physiology of load-carrying in Nepalese porters

In the Everest valley of Nepal, because of the rugged mountain terrain, the ‘roads' are nothing more than dirt mountain footpaths. Most of the material is conveyed over long distances by professional porters who carry impressive burdens in a wicker basket supported by a strap looped over their head. We measured the body weight and loads carried by the Himalayan porters passing along the busy footpath to Namche Bazaar, the main market place of the Everest region. On average, the porters were carrying loads equivalent to 90% of their body weight on the last day of a 7-9 day trip covering a horizontal distance of ~100 km with >8000 m of total ascents and >6300 m of total descents. Interestingly, these porters adopt a specific rhythm of walking: they generally walk slowly and make very frequent rest stops using a T-stick or stone-platforms built along the trail to support the load during the pause. It has been shown that African women could carry head-supported loads more economically than Western subjects because they have developed a mechanical energy-saving strategy. Similarly, Nepalese porters could also have developed a mechanism to carry economically their very heavy loads. To test this hypothesis, we measured the energy consumption and the mechanical work done during level walking under different loading and speed conditions in the Nepali porters and in Western subjects. We compared these results to those of the African women. Nepalese porters carry loads at a lower cost than either the control subjects or the African women. For example, for a load equivalent to 60% of body weight, western Caucasian subjects increases their metabolic rate by 60%, the African women by 40% and the Nepalese porters by only 30%. Contrary to the African women who are taking advantage of the load to reduce the work performed, Nepalese porters do not modify their gait while carrying a load. Consequently, the mechanical work performed is not reduced as compared to control subjects walking at same speed-load combinations. Yet the Nepalese porters are the most economical load-carriers measured to date, particularly while carrying heavy loads at walking speeds slower than 1.4 m/s, but the exact mechanisms by which they save energy are still unknown. A BIOMECHANICAL ANALYSIS OF A SPECIALIZED LOAD CARRIAGE TECHNIQUE AND THE DEVELOPMENT OF AN ASSISTIVE LOAD CARRIAGE DEVICE

During field observations of professional movers, it was noticed that some experienced movers carried loads posterior to their pelvis. The purpose of this study was two-fold: (1) to assess the biomechanical differences between hand-held load carriage anterior (AC) and posterior (PC) to the pelvis; and, (2) to determine if an assistive load carriage device could reduce muscle effort while carrying loads either anterior or posterior to the pelvis. In the first laboratory study, an electromyographic (EMG) analysis was conducted while participants carried a load on a treadmill using AC and PC techniques. The subjects conducted three trials of AC and PC techniques while EMG data were being collected. All trial data were normalized to their respective iMVE values. An amplitude probability distribution function (APDF) was used to compare EMG amplitudes between carrying techniques. Results indicated that PC reduced EMG activity of the erector spinae (>50% reduction), trapezius, and anterior deltoid (p<0.05) as well as increasing EMG activity in the posterior deltoid (p<0.05). Eighty percent of the subjects reported that the PC method felt awkward. Due to its awkwardness, many individuals may not use the PC technique; thus, the second purpose of the study was to design an assistive movers’ pack to aid in AC and PC techniques and make the PC method easier to perform. In the second study, subjects were asked to walk unloaded while EMG was recorded. The subjects then performed the AC and PC methods with and without the assistive device. All EMG signals were normalized to unloaded gait followed by EMG APDF analyses. Findings from the first study were confirmed, in that PC, compared to AC significantly reduced erector spinae activity (p<0.05) and focused shoulder activity to the posterior deltoid. Secondly, the assistive device effectively reduced flexor digitorum activity (>40% reduction, p<0.03) and anterior deltoid activity (>75% reduction, p=0.5) in both AC and PC. Erector spinae EMG remained similar to their respective unassisted conditions. The assistive load carriage device may be an effective ergonomic tool in both AC and PC techniques. EFFECT OF LOAD CARRIAGE ON TACTICAL PERFORMANCE

Special Weapons and Tactics (SWAT) operators are specially trained personnel that are required to carry equipment to perform high risk tasks. Given the need to carry this equipment, it is important to understand the potentially deleterious effect that the additional load may have on tactical performance. Furthermore, it is important to identify physical fitness characteristics that are associated with the potential decrement in performance. Therefore, the purpose of this study was to evaluate the effect of load carriage on tactical performance and identify fitness characteristics associated with any decrement in performance. Twelve male operators performed a simulated tactical test (STT) on a live firing range with (loaded condition) and without external equipment (unloaded condition) and completed a battery of physical fitness assessments. Time to complete the STT in the loaded condition increased by 7.8% compared to the unloaded condition. Nine of the 13 STT tasks were performed significantly slower in the loaded condition. VO2peak was negatively associated and fatigue index was positively associated with the overall STT delta time. These findings indicate that a higher aerobic capacity and lower anaerobic fatigability are related to a greater resilience to carrying a load while performing tactical tasks.

Ridesharing in the light of private and public law Abstract The diploma thesis deals with the legal regulation of ridesharing in the Czech Republic. For the purposes of thesis, ridesharing is defined as any carriage of several natural persons within one car. The thesis analyzes and evaluates the legal aspects of the most common forms of ridesharing, namely carpooling characterized by non-commercial sharing of empty seats in a car and commercial carriage of persons represented by a taxi service. The legal issue of transport applications and carriage of persons, which is realized through them, is also addressed. In order to fulfill the aim of the thesis, it was necessary to analyze pieces of legislation both of public and private law. The first part shows the different usage and meaning of term ridesharing as well as traditional forms of ridesharing. For easier orientation, the relevant legal regulation concerning road passenger transport is also presented. The second part is dedicated to carpooling. The possible legal relationship between persons who participate in carpooling is analyzed in detail. Emphasis is placed on possible contracts which passengers can enter into, especially the contract for the carriage of a person and the mandate contract. The prevalence of Group A Beta-Hemolytic Streptococci carriage in children in Africa: a systematic review

Includes bibliographical references / Asymptomatic children can be a major reservoir of pharyngeal Group A Streptococcus (GAS) with reported figures ranging from <10% to >20% in developing countries. There is a need to document GAS carriage in school children, which, together with the molecular characterisation (M-typing) of strains harboured in the pharynx of carriers, will help to ascertain the extent to which disease strains are prevalent amongst carriers. This background information would serve to assist healthcare providers in diagnosing symptomatic GAS pharyngitis, as well as could potentially contribute to the development of a GAS vaccine. Currently, data on GAS carriage prevalence and M-type distribution in African countries are largely scant. We therefore undertook to perform a systematic review to determine the prevalence and type distribution of asymptomatic streptococcus carriage in children aged 5 -15years, residing in African countries. Methods: We conducted a comprehensive literature search among a number of databases, using an African search filter to identify GAS prevalence studies that report on children between the ages of 5 - 15 years who reside in African countries. Electronic searches were complemented by a hand search performed on reference lists of potentially included studies. The search was not limited by year of publication and language. Two evaluators independently reviewed, rated, and abstracted data from each article. Prevalence estimates were pooled in a meta-analysis and stratified according to region and study design using Stata®. Specifically, we applied the random effects metaprop routine to aggregate prevalence estimates and account for between study variability in calculating the overall pooled estimates and 95% CI for GAS carriage prevalence.

Traditional Posterior Load Carriage: Ergonomic Assessment and Intervention Efficacy

There is a high prevalence of musculoskeletal symptoms (MSS) among manual material handling (MMH) workers. However, limited investigations have been undertaken among one large group of workers using a particular MMH method called traditional posterior load carriage (PLC). Such load carriage is typically done without the use of an assistive device (e.g., backpack) in developing countries, and involves exposure to known risk factors for MSS such as heavy loads, non-neutral postures, and high levels of repetition. The current work was completed to investigate the characteristics of the PLC task and physical effects on workers, and to evaluate a practical intervention that may help improve the task. The first study investigated, through structured interviews with 108 workers, the types, prevalence, and impacts of MSS. PLC workers incur a relatively high MSS burden, primarily in the lower back, but also in the feet, knees, shoulders, and neck. These MSS were reported to interfere with daily activity, but only few workers sought medical treatment. Workers suggested several task improvements including the use of a belt, hook, or backpack/frame, and changes in the carriage method. The second and third study investigated, in a laboratory setting involving nine healthy males, the effects of load mass and size, and the use of a simple intervention, respectively, on factors related to low back pain risks during PLC. Increasing load mass caused increased torso flexion, lumbosacral flexion moment, abdominal muscle activity, and torso movement stability in the frontal plane. Increasing load size also caused higher torso flexion, peak torso angular velocity and acceleration, and abdominal muscle activity. Complex interactive effects of load mass and size were found on paraspinal muscle activity and slip risk. The intervention, involving a simple frame to support a load, and use with a higher load placement was found to be potentially beneficial as indicated by reduced lumbosacral moment and ratings of perceived discomfort in several anatomical regions compared to the traditional PLC. Outcomes of this research can facilitate future ergonomic guidelines and interventions to improve working conditions and occupational health and safety for PLC workers. / Ph. D.
