Para observar de maneira mais ampla as peculiaridades dessa interação entre políticos e cidadãos foi necessário, primeiramente, buscar compreender como as concepções sobre política foram se modificando com o passar dos tempos. Sendo focada no Poder Legislativo, a análise procurou também observar aspectos que levaram à formação dos Estados como conhecemos hoje, com a separação entre os poderes. Procurou-se ainda detalhar algumas estratégias políticas utilizadas pelos parlamentares juiz-foranos através das atividades que realizam na Câmara Municipal. Para embasar a análise da comunicação dos vereadores, foi feito um estudo teórico da relação entre o campo comunicacional e a política, observando como as transformações tecnológicas modificam esse relacionamento. Ferramenta mais popular utilizada pelos vereadores para informar suas ações, as páginas de cada parlamentar no Facebook foram analisadas no período entre os dias 19 de junho de 2017 e 14 de julho do mesmo ano. Entrevistas com os 19 vereadores da legislatura 2017-2020 e seus respectivos assessores, também serviram como base para traçar o perfil do processo de comunicação que cada parlamentar desenvolve com a sociedade. / The objective of this study is to understand how is the relationship between the city counselors and the population from Juiz de Fora, focusing on the role of the politician’s press officers. In order to broadly observe the peculiarities of the interaction between politicians and citizens it was first necessary to comprehend how the politics specialists’ conceptions were modified over time. As a study focused on the Legislative Power, it also observes aspects that led to the current States, with separation of powers. Furthermore, the study details some political strategies used by the city counselors through their activities at the Town Hall. To base the counselors’ communication analysis, we made a theoretical study of the relationship between Communication and Politics, observing how new technologies modify this relationship. The counselours’ Facebook profiles, the most popular tools used by them to inform the population their actions, were analysed between June 19th and July 14th, 2017. Interviews with all 19 city counselours (2017-2020 legislature) and their officers either served as a basis to profile the communication process each parliamentarian develops with the society.

It also intends to analyze how these variables operate individually or together and predispose Councilman to manifest this progressive ambition and get a certain result. As the proportion of councilors who achieve this goal is small, the study also turns to identify and analyze the continuity of the career of these characters, ie, the decisions taken and the results achieved in the next municipal elections in which he ran for Congress (in this case, 2004, 2008 and 2012) / O trabalho tem por objeto os vereadores que concorreram a deputado (federal ou estadual) do Rio Grande do Sul, nas eleições de 2002, 2006 e 2010. Tem por objetivo identificar: tamanho do município no qual exercem o cargo, partidos aos quais estão vinculados, características de carreira que apresentam (número de mandatos exercidos e posicionamento na lista pela qual concorreram no pleito municipal), bem como resultados obtidos. Pretende, também, analisar como essas variáveis operam isolada ou conjuntamente e predispõem o vereador a manifestar essa ambição progressiva e a obter um determinado resultado. Como a parcela dos vereadores que alcançam esse objetivo é pequena, o estudo também se volta a identificar e a analisar a continuidade da carreira dessas personagens, ou seja, as decisões tomadas e os resultados obtidos no pleito municipal seguinte a aquele em que concorreu a deputado (no caso, 2004, 2008 e 2012)
