Official community planning in the Shuswap: public participation in the preparation of official community plans within the Columbia Shuswap Regional District, British Columbia

This thesis looks at public participation in the formulation of three official community plans within the Columbia Shuswap Regional District. As background, a historical review of the literature makes the case that historical events led to the democratization of planning and supports communicative action theory as a pragmatic framework for modern planners. An examination of local government legislation and practice exposes the great deal of discretion afforded to each local government. Local resident advisory group members’ experiences, gained through face‐to‐face semi‐structured interviews, are analyzed using qualitative data coding. The analysis reveals four major themes across the three processes: sense of agency and level of input, process, power and group identity and cohesion. The interview analysis is then fed back through the literature, lending varied support to the communicative turn in planning and providing a more broad interpretation of the data that informs future planning practice.

Dobrovolnictví v oblasti sociálních služeb v Táboře / Volunteering in Field of Social Services in Tábor

The diploma thesis focuses on the current situation in volunteering within the network of social services in Tábor, and on the elaboration of a volunteering development proposal based on the collected data. The theoretical part of the thesis gives an explanation of the concept of volunteering, its history, its situation in the Czech Republic and abroad, legislative background of volunteering and the most frequent spheres of volunteering activities. One of the spheres where volunteering plays an important role is the network of social services and social care, which was also surveyed within the theoretical part of the thesis. To describe the complexity of the investigated issue in a broader context, we included explanations of concepts connected with organized civil society as well as the reasons for the existence of the non-profit sector. The interrelations of all the concepts mentioned above are reflected in the process of planning social services within the community, which is also described in the thesis. Based on the secondary analysis of the Community Plan of Social Services of the City of Tábor 2011 ? 2013 (further on referred to as community plan) and on the websites of individual organizations engaged in social services, the practical part determines the research sample as well as the set of questions for the interview. The research results have been obtained on the basis of qualitative research strategy, using the method of questioning and the technique of semi-standardized interview. The questions concerning the problems of volunteering, its promotion in Tábor and the involvement of volunteers in the particular organization were answered by the representatives coming from all 25 non-profit organizations which are active in the sphere of social services in Tábor; all of them participate in the community plan. Some of the questions were aimed at the problems of volunteering in the community plan. The respondents were encouraged to express their proposals, ideas and recommendations related to volunteering development. The results indicated that more than a half of the organizations with an involvement in the community plan activities cooperate with volunteers. The reasons why other organizations do not work with volunteers are either of legislative or personnel character. The research also shows that it is necessary to pay special attention to volunteering promotion across all age categories of Tábor residents and observe new trends in volunteering, such as various forms of corporate volunteering or virtual volunteering. The collected data and their evaluation made it possible for the author to propose several steps which could lead to the improvement of the current state, especially if the data are used in the process of community planning. The results of the thesis will be used for meeting the objectives of the community plan and by individual organizations providing social services in Tábor. At the same time they can inspire the residents of Tábor to take an active part in volunteering.

The theoretical section provides basic background of social policy, there are characterized social services with emphasis on services for children and seniors, and are given the legal documents that affect the provision of social services. In the practical part are compared the targets for selected groups with their implementation. If problems were found, there were proposed activities, actions and processes which should help at effective implementation of community social services plan.

The thesis is focused on the evaluation of the I. Social Services Community Plan in the town of Havlíčkův Brod in the period 2005-2007. Individual activities are evaluated according to the degree of fulfillment. After which is pointed out the impact on the development of social services in the city. First, the plan is evaluated according to the target areas and finally the matter is viewed as an integrated whole. Furthermore, the thesis deals with one of the unfulfilled aktivity and updates information using a questionnaire analysis of the community plan. The work also contains proposals for action that could lead to more efficient implementation of the plan.

The aim of this diploma thesis was to map a current range of social services for users with multiple disabilities over 18 years from České Budějovice and the surrounding area and also to find an interest in individual types of social services from a perspective of their legal representatives. The theoretical part deals with a concept of the combined disability and its basic division. Further it devotes in detail to social services that are determined for clients with multiple disabilities over 18 years. A part of the theoretical there is also a list of organizations currently providing social services for this target group in České Budějovice and surroundings. A conclusion of the theoretical part devotes to a community planning, its history and present days in the South Bohemian region as well as directly in the town of České Budějovice. The practical part has been processed by a quantitative research method, specifically in a form of an anonymous questionnaire survey and it provides a comprehensive information on a fact, which social services are currently used by the legal representatives of the users with multiple disabilities over 18 years from České Budějovice, what services they are in future interested in and how they would imagine their functioning. This part also summarizes information how the legal representatives of users with combined disabilities over 18 years participate in an establishment of new social services and it maps their awareness of the community planning. The conclusions of the diploma thesis should serve as a feedback to organizations providing social services for users with multiple disabilities over 18 years. Furthermore, they could be used as a source for the community plan and to help for an extension of the offer of provided social services in České Budějovice.
