Os objetivos compreendem os limites e possibilidades na relação dos representantes da sociedade civil e poder do Estado, através da participação dos atores sociais frente às questões relativas à segurança pública. Por meio, da pesquisa participante e das análises documentais produzidas nos Consegs observou-se, as tensões e intervenções no controle da criminalidade e a participação política dos componentes da entidade ao representar a população. Assim como, a configuração sóciopolitica em que essa representação aparece e a sua estruturação, enquanto meio, voltada as prioridades relativas a segurança. Verificou-se como se estabelecem as relações constituídas nos Consegs, e as buscas por legitimidade na relação dos atores sociais com os órgãos de segurança e a busca de implementação de políticas públicas na cidade de Marília. / The present research has as objective to reflect on the exerted social participation in the Communitarian Advice of Security (Consegs), entities that they search to act in the field of the Public Security. The objectives understand the limits and possibilities in the relation of the representatives of the civil society and to be able of the State, through the participation of the social actors front to the relative questions to the public security. By means of the participant research and of the produced documentary analyses in the Consegs it was observed, the tensions and interventions in the control of crime and the participation politics of the components of the entity when representing the population. As well as, the sóciopolitica configuration where this representation appears and its estruturação, while half, directed the relative priorities to the security. It was verified as if they establish the relations consisting in the Consegs, and the searches for legitimacy in the relation of the social actors with the agencies of security and the search of implementation of public politics in the city of Marília.

The general objective is going to analyze in that conditions a multinational company and a community to his around can fix in the practical one a partnership in search of a management socially more responsible, as well like verify which the power of interference of that community in his trials of communication. The methodology utilized was a case study by means of analysis of documents, observation participant in meeting of the Communal Advice, group of argument and interviews, beyond bibliographical research. We are going to understand the perception of members of the Advice, of inhabitants of the city, of the local media and also of the communication professionals from multinational. To main conclusion is that what would be able to be constituted in a partnership of success for both the sides, finishes itself restraining to a mere social relation, where the two sides look feel well and are guilty of that carry out his works of the best possible way. / Estudo sobre as relações comunicacionais entre a multinacional BASF e a comunidade no seu entorno na cidade de Guaratinguetá, no interior de São Paulo. O objetivo geral é analisar em que condições uma empresa multinacional e uma comunidade ao seu redor podem concretizar na prática uma parceria em busca de uma gestão socialmente mais responsável, bem como verificar qual o poder de interferência dessa comunidade em seus processos de comunicação. A metodologia utilizada foi estudo de caso por meio de análise de documentos, observação participante em reunião do Conselho Comunitário, grupo de discussão e entrevistas semiestruturadas, além de pesquisa bibliográfica. Procuramos compreender a percepção de membros do Conselho, de moradores da cidade, da mídia local e também dos profissionais de comunicação da multinacional. A principal conclusão é que o quepoderia se constituir em uma parceria de sucesso para ambos os lados, acaba se restringindo a uma mera relação social, onde os dois lados parecem se sentir bem e estão convictos de que realizam seus trabalhos da melhor maneira possível.

No. of bitstreams: 1 2004-DIS-CSSILVA.pdf: 2012207 bytes, checksum: d84ae7a58fed7e1f14bbd5ffb58b01fd (MD5) Previous issue date: 2004 / The number of public management experiences in Brazilian cities that has been called “participative” (councils, participative budget, etc...) has grown in the last years. “Participation” has occupied more space in media, in political speeches, and in international multilateral agencies. However, overuse of this term caused the lack of any precise explicative content. There are so many social and political factions involved in these experiences that a detailed study of each specific case of the socalled “participation” is required. This work is about the case of Santana do Acaraú, an municipality localized in Ceará, a Brazilian state. The research locus is a council established in 1990, and popularly known as Conselhão (big council). I tried to avoid a close and rigid conception of participation, and adopted an interpretative perspective. “Participation” is understood in this dissertation as something that cannot be taken as given before real actions happen. The idea of participation here is an ethnographic one, that is, it is apprehended by the researcher in the field, with the observed group. People’s participation in the Conselhão is not due to an altruistic lack of rationality. There is an instrumental relationship between means and goals of different participants. I use these criteria to analyze other works whose authors used their own values to enunciate their diagnostics. / Nos últimos anos, cresceu o número de experiências de gestão reconhecidas ou auto-intituladas como "participativas" nos municípios brasileiros (consultas à população, conselhos, orçamento participativo etc.). O termo "participação" ganhou espaço na mídia, nos discursos de políticos e nas agências multilaterais internacionais. Contudo, o uso generalizado deste termo acabou desprovendo-o de qualquer conteúdo explicativo preciso. A diversidade de formas e segmentos sociais e políticos envolvidos nessas experiências exigem uma compreensão mais detalhada de casos específicos. Este trabalho versa sobre a experiência de Santana do Acaraú - Ceará. O locus desta pesquisa é um fórum conhecido popularmente como Conselhão, que acontece naquele município desde 1990. Esta pesquisa procurou evitar uma definição rígida e absoluta da participação. De acordo com a perspectiva interpretativa adotada, compreender o que é a “participação” não é algo que pode ser antecipado. Neste trabalho a noção de participação é etnográfica, isto é, apreendida pelo pesquisador em campo junto ao grupo observado. A “participação” ou o local em que ela se materializa - Conselhão, não se caracterizaram pela ausência de racionalidade ou pela falta de uma relação instrumental entre meios e fins. Estes são critérios que remetem a análise de diagnósticos que tomam a percepção dos analistas como uma medida universal.
