Ideational Divergences between European Union and China: Cases of International Interventions

The dissertation attempts to explain the EU and China’s interventions or non-interventions in humanitarian crises. The research is motivated by the high-profile debate on humanitarian intervention in international fora, and the concepts of normative power and norms contestation. The main research question here is to what extent their professed principles and norms, for instance, Responsibility to Protect vis-à-vis Non-Interference in domestic affairs, have affected the policy-makings of the EU and China. After the reviews of the two international actors’ positions, principles, and policy-making processes on crisis intervention, the dissertation traces two empirical cases, the Darfur and Libyan crises. The research findings reveal that the ideational factors have permissive, regulative, and incentive effects on the EU and China’s policy-makings on crisis intervention. An experience of crisis intervention in southern Peru: Psychological Brigades / Una experiencia de intervención en crisis en el sur del Perú: Brigadas Psicológicas

This paper summarizes the experience of the Psychological Brigades conducted in 2001 in response to an earthquake that battered the southern part of the country, causing countless human and material losses and leaving over 200 thousand victims. The brigades gathered about 100 people among faculty members, students and graduated students from the Department of Psychology of the Pontificia Universidad Católica del Perú, who went to the affected areas to provide psychological support. The complete intervention is presented, including the design previous to the intervention, techniques used during the intervention and the evaluation of the results. These include the impact on the assisted population, the factors that contributed to the intervention success, as well as the impact on the brigades’ members. The assisted population specially remarks the value of feeling heard and accompanied, and of having a space to talk and meditate about its experience, fears and fantasies. / El presente trabajo resume la experiencia de las Brigadas Psicológicas llevadas a cabo en el año 2001 como respuesta al terremoto que azotó al sur del país, causando innumerables pérdidas humanas y materiales y más de doscientos mil damnificados. Las brigadas con­gregaron alrededor de cien voluntarios entre docentes, alumnos y egresados del Departa­mento de Psicología de la Pontificia Universidad Católica del Perú, quienes se movilizaron a las zonas afectadas con el fin de brindar apoyo psicológico. Se presenta la intervención en conjunto: el diseño previo a la intervención propiamente dicha, las técnicas utilizadasdurante la intervención y la evaluación de los resultados. Éstos incluyen el impacto en la población atendida, los factores a los que se atribuye el éxito de la intervención y el im­pacto en los brigadistas. La población atendida remarca de manera especial lo valioso que constituye el sentirse escuchada y acompañada, el contar con espacios para hablar y re­flexionar sobre su experiencia, temores y fantasías.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Este estudo buscou resgatar a vivencia dos familiares e sujeitos em sofrimento psÃquico durante situaÃÃes de crise. Historicizando esses fatos foi possÃvel retratar um contexto de vida que se ramifica de diversas formas para alcanÃar um atendimento digno e resolutivo. Trata-se de estudo qualitativo que utilizou a HistÃria Oral TemÃtica como mÃtodo de apreensÃo das narrativas. As narrativas estÃo apresentadas na Ãntegra, com textualizaÃÃo do autor, cujo objetivo foi manter a singularidade e especificidade contidas no discurso. Como narradores, tivemos setes sujeitos, seis mulheres e um homem, estes foram identificados de diversas formas, tendo como ponto zero o Sistema de Atendimento MÃdico de UrgÃncia (SAMU). Para desvelar as ideias contidas nas narrativas, utilizei o referencial metodolÃgico de Paul Ricoeur que considera a compreensÃo como ordenaÃÃo do enunciado narrativo e quando esta estrutura organizacional nÃo se estabelece, nÃo à possÃvel compreender a narrativa, requer uma explicaÃÃo. Objetivando alcanÃar esta explicaÃÃo, optamos por utilizar aspectos codificados, explicaÃÃo causal do sofrimento mental a partir da visÃo dos sujeitos do estudo do reconhecimento da crise a busca por apoio terapÃutico e seus descaminhos, a rede de atenÃÃo em saÃde mental como recurso de apoio buscado pelos sujeitos, o cuidado e suas dimensÃes: perspectiva da famÃlia e da rede, o porvir na visÃo do familiar e do sujeito em crise. As narrativas revelaram sofrimento psÃquico marcado por multicausalidades, potencializado pelo meio ao qual o sujeito encontra-se inserido. A ausÃncia de rede de assistÃncia emergencial Ãs situaÃÃes de crise foi registrada em todas narrativas coletadas, tendo como foco principal a carÃncia de estruturas de retaguarda aos serviÃos substitutivos, o que gera sofrimento psÃquico em familiares, sujeito e vizinhos. Marcaram, tambÃm, os relatos excessivos de violÃncia praticados pelo sujeito em situaÃÃes de crise. A terapÃutica com ervas ganhou notÃria importÃncia nos relatos dos familiares, seguido pelos atos espirituais, medidas buscadas para suprir a ausÃncia da assistÃncia adequada. A partir deste contexto, o cuidado ganha relevante importÃncia no compreender as situaÃÃes de crise instaladas, uma vez que à possÃvel encontrar diversas formas de tratamentos, inclusive mÃtodos arcaicos à segregaÃÃo prisional. Por fim, encontrei nas narrativas a esperanÃa de cura ou tratamento que permita aos familiares e sujeitos retornarem a uma vida saudÃvel e normal. Evidenciei no estudo relatos peculiares da realidade vivenciada no contexto das situaÃÃes de crises psÃquicas, como a nÃo formaÃÃo da trÃade de cuidado sujeito, famÃlia e rede de atenÃÃo, que a despeito de a famÃlia perceber que o hospital psiquiÃtrico nÃo à a estrutura assistencial desejada, lanÃa mÃo deste por ser o Ãnico recurso existente e que à preciso rever o suporte de retaguarda dos novos serviÃos instalados pela Reforma PsiquiÃtrica. / This study ought to redeem experiences of families and individuals in psychological distress during crisis situations. Historicizing these facts, it was possible to portray a life context that branches in various ways to achieve a dignified and decisive care. It is a qualitative study that used thematic oral history as a method of seizure of narratives. The narratives are presented in full, with textualization of the author, whose objective was to maintain the uniqueness and specificity contained in the speech. As storytellers, we had seven subjects, six women and one man, these were identified in several ways, with the Zero point the System of Emergency Medical Service (SAMU). To disclose the ideas contained in the narratives, I used Paul Ricoeurâs methodological referential, that consider understanding as a ordination of the narrative enunciation and when this organizational structure is not established , it is not possible to understand the narrative, requires an explanation. In order to achieve this explanation, I chose to use aspects encoded as therapeutic measures and their diversity; care and its dimensions in the family perspective in relation to the health care network, the future vision of the family and the individual in crisis. The narratives revealed psychological distress marked by multi-causalities, enhanced through which the subject is inserted. The absence of network emergency assistance to crisis situations was recorded in all narratives collected, focusing mainly on the lack of structures to rear services, which generates psychological distress in relatives, individuals and neighbors. Marked also the reports of excessive violence by the subject in crisis situations. Therapy with herbs gained remarkable importance in the accounts of family members, followed by spiritual acts, measures sought to address the lack of adequate assistance. From this context, care gain relevant importance in understanding the crisis installed, since it is possible to find different forms of treatments, including archaic methods to segregational prison. Finally, I found in the narratives hope of cure or treatment that enables individuals and families return to a healthy and normal life. Found in the study reports the peculiar reality experienced in the context of psychic crisis situations, such as non-formation of the triad of subject care, and family care network, which in spite of the family realize that the psychiatric hospital care structure is not desired, makes use of this because it is the only resource available and it is necessary to review the support behind the new services installed by the Psychiatric Reform.

A survey of active and inactive crisis centre volunteers

The purpose of the study was to explore the experience of crisis centre volunteers. The research sample consisted of 134 active and 105 inactive volunteers from five crisis centres in the Lower Mainland. To solicit descriptive and non-descriptive data, an instrument was constructed and pilot tested. The questionnaire contained 49 attitude items which were collected from the literature and interviews with crisis centre staff and volunteers. They were grouped into six subscales suggested by a modified latent partition analysis. These subscales were A: Doing Shifts, B: The Community, C: Personal Change, D: General Impression, F: Other Volunteers. The subscales were found to be internally consistent (Hoyt, 1941). Volunteers responded to a five-point Likert Scale for each item. The research questions were: are there differences among five crisis centres, and are there differences between active and inactive volunteers, on each of the six subscales? The volunteers' self-perceived success in dealing with specific problems presented by callers was also examined. Descriptive data from the sample were analyzed using simple frequency counts on variables from each of the five crisis centres. Data from the attitude scales were analyzed to further examine internal consistency of the attitude questionnaire. Finally a 5 x 2 (centre by level of activity) multivariate analysis of variance (MANOVA) using Wilks1 likelihood ratio criterion was used to analyze the attitude subscales and Sheffe's multiple comparison procedure was applied where appropriate. Results of the statistical testing indicated differences, significant at .05 level between Crisis Centres #1 and #5 and between #4 and #5 on Subscale E: Staff. Significant differences were also found between Crisis Centres #2 and #5 on Subscale F: Other Volunteers. Active volunteers responded more positively than inactive volunteers at .05 level of significance on all subscales except E: Staff. Results indicated fairly narrow ranges in demographic variables however, tests of significance were not undertaken. The significant differences noted in the attitude subscales may be the result of differences in staff-volunteer contact with each other. In those centres where there was more opportunity for staff to relate to volunteers, the volunteers responded more positively to staff-related items. The crisis centre whose volunteers responded more positively to items pertaining to volunteers, has within its structure more opportunity for contact with other volunteers in the diversified activities in which all volunteers and staff participate. This factor together with the comparative isolation of this centre may account for the significantly more positive responses on this subscale. The attitude of volunteers appeared to be very positive toward their experience. They reported positive changes in self-perception and perception of others as a result of their crisis centre experience. It would appear that more focus on the experience of volunteers at crisis centres would be profitable. The first chapter of the theoretical part of this master's thesis summarizes basic knowledge about crises. The second chapter deals with ways of protecting people from crises. It covers defence mechanisms, coping strategies and social support. Chapter 3 describes specialist help for people suffering crises, and provides a summary of basic information about crisis intervention. The next chapter deals with children in crisis situations, major types of stress situations for children, their manifestations and their consequences for the child's psyche and behaviour. The final chapter of the theoretical part of the master's thesis deals with ways of intervening in crises in the school environment. The practical part of the master's thesis is an empirical study in the form of semi-structured interviews with lower secondary stage teachers. The interviews investigate the experience and the preparedness of teachers for resolving crisis situations in the school environment. The research carried out in this project provides material for an analysis of the interviews.
