„Až příliš sametová revoluce". Analýza neúspěchu řešení romské problematiky 1948-2012. / "Way too velvet revolution." The analysis of failure in facing the Roma community issue between 1948 and 2012

Poprik, Anton January 2012 (has links)
The diploma thesis "Way too velvet revolution." The analysis of failure in facing the Roma community issue between 1948 and 2012 tries to clarify the causes of failure in facing Romani people issue in the Czech Republic, considering period of the last sixty years and two political regimes - former communism and latter democracy, putting great emphasis on the aspect of bureaucracy. The very first part outlines current problematic issues and the way they are solved by activities of the Czech public administration bodies. The second part focuses on the issue itself and its shape from its beginning in the second half of the 40's, describes crucial approaches of the communistic regime and their success; this is followed by a completely different point of view in the 90's, in the system of democracy. The institutional system analysis in the last part of the thesis discovers the causes of the long-term failure of both political regimes when trying to face the Roma community issue and proves that the causes of the mentioned failures before and after 1989, as far as bureaucratic point of view is concerned, differ less than expected. Using published archival materials and individual studies as well as official up-to-date sources discovers the existence of state interest cyclicality together with inappropriate institutional layout that makes any successful policy implementation impossible, regardless of political regime.

Oosthuizen, Henning January 1994 (has links)
Bibliography: p. 191-205. / This dissertation seeks to determine how the socio-economic and political changes, following the 1989 revolutions in Central Europe, have found reflection and led to the emergence of interest groups in the education debate. It looks at the reforms initiated by the new ruling .power-elite in Poland, Hungary and Czechoslovakia. This reform process, embodying the value system of the new governments, has led, the dissertation seeks to show, directly to new and vibrant interest groups on the educational landscape. This study identifies the seven prominent interest groups - seeking to satisfy their own interests - which engage the government in the education policy making arena. This policy making arena, which I refer to as the "arena of power", is analysed through focussing on the relationship of power between the seven interest groups and the state. The Halasz (1986: 123) classification of interest groups in communist Hungary in 1986, forms the point of departure for my examination of post-1989 interest groups. Each chapter highlights the circumstances that influenced the development of interest groups and the extent of their participation in reforms. The dissertation concludes with a reclassification of post-1989 interest groups in Central Europe, in order to facilitate a better understanding of the dynamics of interest groups in the "arena of power".
