There is strong support among scholars that ideas are important in shaping public policy. The aim of this thesis is to investigate the ideas present in the Swedish debate about privatization of education between 2003 and 2011 during different governments, and if Sweden has undergone an ideational shift where ideas of privatization are becoming more accepted not just among politicians but also among a wider base of actors. Framing theory and the concept of counter framing are used to categorize these ideas. A mixed methods approach is used where frames are first defined based on previous research about privatization of education, then identified in newspaper articles from three major Swedish newspapers, then quantified according to whether they are used by proponents or opponents of privatization and finally analyzed to investigate their content. We found that there had indeed been a change in which frames were used as well as how they were used between the years analyzed. This indicates that there has been an ideational shift towards market oriented ideas in Sweden which could be attributed to the change in government as counter framing was more common for proponents of privatization during a social democratic government and more common for opponents during a center-right government, however further research is needed to determine the validity of this correlation.

Governmental-Owner Power Imbalance and Privatization

Privatization is defined as the sale of state-owned assets by governmental agencies to private investors (e.g., Megginson, Nash, Netter, and Poulsen, 2004; Villalonga, 2000). Research on privatization has focused on privatization techniques (e.g., share issue privatization or voucher privatization), social welfare, governmental commitments to economic development, and varieties of outcomes of privatizations. Most prior studies from the financial economics perspective take privatization as a natural research context to examine the function of capital markets, the impact of national institutional settings, and the differences between partial privatization and initial public offerings. Very little research, however, has examined the determinants of privatization from an organizational perspective. This dissertation proposes that privatization decisions of state-owned enterprises (SOEs) are influenced by different interests in governmental agencies. Using the resource dependence theory, I studied the power relationships of SOEs and their governmental owners. Four panel databases of 206 pharmaceutical firms across eight years in China were combined to answer the research question of this dissertation: What is the role of power imbalance between different governmental owners in the privatization of an SOE? The results suggest that organizational effectiveness and efficiency of an SOE increase the likelihood of its privatization. Results also show that provincial governmental owners are more likely to privatize SOEs if they can successfully attract foreign direct investment projects. Furthermore, the likelihood of privatization increases with the power asymmetry between the provincial government and the central government but decreases with the degree of the defense mechanism used by SOEs.

A Feasibility Study on Promoting Private Participation in Build-Operate-Transfer Model to Construct Sewerage System¡GA Case Study in Taitung

Abstract The sewage sewerage system is an important public infrastructure actively pushed by the government presently, since it can improve our environmental quality and promote the nation¡¦s competitiveness. To minimize the government's short-term financial burden and attract the private capital, vigor, and efficient management, the Executive Yuan encourages the private sector to participate the sewage sewer construction plans via the BOT (Build-Operate-Transfer) model for those systems above 10,000 tons capability per day. It is estimated there are totally over 36 such systems in the country. This research consists of two parts. The first part deals with the feasibility study of the BOT model for the sewage sewer in Taitung city. Three factors, including the law, the risk, and the financing were assessed. In the aspect of the law, the completeness of related regulations, the timetable of local government¡¦s plan, the sewage sewer¡¦s fee, and others were important items for the success of the task. In the aspect of the risk, the allocation of risks in the various stages is the important item. Finally, the financial feasibility studies were conducted for the Nantz and Danshuei demonstrated cases, in which the government expenditure and the operation net income of the private part are the important items. Presently, the relevant BOT case documents and materials show that the financial structure is one of the key assessment elements provided that the promotion of the trade and investment, and the sign of contract are successful. So the second part of this research involved the questionnaire survey as to analyze the key factors that are beneficial for the success of the promotions of trade and investment, and the sign of contract. Results show that the successful factors include the favorable financial guarantees, the lowest guaranteed operation amount of sludge, and the take-hold of the construction land by the government. All these factors should be carefully assessed and planned in advance, together with the well-designed coordination mechanism for the agreement/contract. In order to speed up the organizational simplification, promote government administrative efficiency, expand the public infrastructure and privatize the publicly-owned enterprises, the Executive Yuan has actively initiated every reward measures to bring in fund, management and service from private sector. To pursue the best benefit for the people, the private business and government itself, the Executive Yuan has announced not to running the business which the private sector can do better than the public. Certainly this reforms influence administrative operations and personnel structure of the government directly, and have great impacts on the personnel working environment, satisfaction and morale inside the government organization, therefore we should put more concerns on this subject. In this thesis, we analyze the interactions among personnel working environment, satisfaction and morale with the cognition and support of privatization by using questionnaire and statistics technique. By so doing, we can reach twice the result with half the effort to help understanding the clear direction of the privatization of publicly-owned enterprises. This research use Kaohsiung municipal swimming pool as a case study to find out connections between the inherent psychology factors of employees and the privatization process. The empirical results will be useful for government as an administrative reference backward to execute the privatization policy.
