The competency passport as an asset based approach for empowerment in Bosnia-Herzegovina : an empirical case study

Text in English / This study examines the successes and limitations of the Competency Passport (CP) for the empowerment of unemployed citizens in Bosnia and Herzegovina (BiH). The CP was designed to identify formally, informally and non-formally acquired competencies of people with the help of a counsellor. In the process, the CP uses the asset-based approach which focuses on the strengths of people. The investigation was conducted on the basis of qualitative interviews and a focus group discussion. The results have shown that the CP was able to identify competencies and, thereby, has helped to increase the self-confidence of people. In the area of employment, the impact of the CP showed some limitations as it was not yet sufficiently recognized by the society of BiH. Employers have given little feedback on the CP. The public sector, especially, needs a paradigm shift in the recognition of informally and non-formally acquired competencies by the CP. / Development Studies / M.A. (Development Studies)

Factors that Influence Community Integration of Persons with Physical Disabilities in Post-Conflict Bosnia and Herzegovina as Perceived by Persons with Disabilities

Rationale: Due to the uniqueness of the conflict and post-conflict experience in Bosnia and Herzegovina and limited primary source research, it is unclear to what extent persons with physical disability participate in rehabilitation and other community services. It is uncertain whether persons with physical disability have access to available community programs and services and what role policy, environmental and attitudinal barriers play in community integration and social participation. Objective: The purpose of this study was to understand and describe factors that influence community integration and social participation of persons with a physical disability in post-conflict Bosnia and Herzegovina. Methods: A concurrent embedded mixed methods design was used. Three face to face interviews were conducted and thirteen participants completed written questionnaires adapted from The “KIPA” Clear Direction Strategic Framework: Knowledge-Inclusion-Participation-Access (Edmonds, 2003). Participants had physical disabilities and were recruited through Mojmilo Health Clinic, Centar Za Fizikalnu Theraiji I Rehabilitaciju Community Based Rehabilitation centre and the Clinical Centre University Hospital in Sarajevo, Bosnia and Herzegovina. Results: The study identified challenges and barriers encountered when accessing rehabilitation, primary health care, education and other community services and programs. The data suggested that persons with a physical disability perceived that factors associated with knowledge, inclusion, participation, and access are very important to their quality of life. Government policy reform and assistance, employment opportunities, attitudes and awareness, and community understanding emerged as critical factors of acceptance and integration. Conclusions: The study revealed that a complex array of factors influenced the integration of persons living with a physical disability in post-conflict Bosnia and Herzegovina. Persons with disability indicated the need for individuals and disability groups to collectively advocate for all PWDs in order to voice their goals for integration and social participation. The Dayton Peace Agreement was signed in 1995, which effectively ended the war in Bosnian and established a decentralized state. This divisive nature of this framework encourages the political elite and decision makers to place a greater importance upon preserving political power, rather than making meaningful institutional changes. They consistently instrumentalize interthnic fears as a means to gain popular support at the expense of the country's development. The inability to cooperate has led to political stalemate and contributed to low level of progress in many sectors. Nonetheless, the possibility of accession to NATO remains open if the criteria for membership are satisfied. The international community bears the responsibility of integrating Bosnia and Herzegovina because of its strategic importance and the potential threats that can develop if political tensions escalate into an armed conflict. The recent accession of Montenegro and North Macedonia to NATO proves the doors remains open for aspiring countries that show the political will to deepen their relationship with the Alliance. Bosnia has made remarkable transformations in its security and defense sector, though it must resolve the current issues that impeded its Euro-Atlantic aspirations.

Ending Sexualized Violence: International Jurisprudence

Sexualized violence continues to threaten the autonomy of individuals and violate human rights. Scholars debate the effectiveness of international treaties in addressing this problem. The Convention on Elimination and Discrimination Against Women (CEDAW) of 1979 requires ratifying countries to uplift equality and denounce discrimination of women nationally, in public and private spheres. Examining Bosnia and Herzegovina as a case study shows the effectiveness CEDAW has in creating political and social change. In addition, the Bosnian War illustrates the threat sexualized violence has on individual autonomy. Findings show that CEDAW and grassroots feminist activism are successful together in advocating for social and political change. These results support the power of international treaties when combined with grassroots support for the cause. Over time, social change is possible as a consequence of international jurisprudence, which will help end sexualized violence globally, one individual at a time.

This research examines the role of five educational processes; curriculum, language, religion, culture, history, and geography and teachers, teacher education and teaching methods, on the perception of students of other constitutive people in Bosnia and Herzegovina and if it might have an impact on the longevity of the peace within the state. The importance of this research lays in the fact that BiH has experienced ethnic conflict in recent history which affected education and created ethnic division in the educational system. The aim of this research is to look at if the current educational system in BiH works on mending social cleavages that erupted as an aftermath of the war. By doing abductive qualitative field study and focusing on the educational system known as “two schools under one roof” findings show that all of the five previously mentioned processes carry to bigger or smaller extent threat and risk for social cohesion and peace in the country. Pupils are exposed to teachings filled with bias and prejudice and teachings that emphasize differences between different groups while ignoring similarities that could bring them together. Findings also suggest that the problem of the segregated educational system in BiH will most likely not end in the foreseeable future due to lack of will from teachers, parents, pupils and decision-makers.

The nature and dynamics of contemporary nationalism: reshaping a modern and multinational BiH state

This thesis examines the unstable nature and dynamic impact of contemporary nationalism on the arduous process of reconstituting a modern multinational state. The basic research question concerns the relationship between nationalism and multinational democracy, or more specifically how nationalist forces may facilitate or impede the intricate process of political transition, democratic transformation and stabilization of the newly formed Bosnia and Herzegovina as a state. The findings indicate that nationalism and exclusive ethno-nationalist politics create serious inter-group security challenges and significantly hinder the process democratization, state-building and political transformation. The main obstacle to a coherent political system is based on the fact that nationalism causes an unconstrained reconfiguration of political space. This is apparent in BiH where exclusive nationalist politics continue to dominate the domestic and inter-national political agenda, thus limiting the capacity for political reforms, security and stability. As nationalism is a grave security threat to multinational states, there is a pressing need to manage nationalism with confidence building mechanisms that strengthen the state’s capacity to ensure enduring security and stability. / May 2006
