In the wake of a deteriorating security situation in Europe, after the Russian annexation of Crimea, a change is noticed in the Swedish debate on defence policy. The tendency to use the traditional Swedish concept of societal anchoring, Folkförankring, have increased without a clear definition of the concept. Despite this ambiguity, societal anchoring and a public will to defend, Försvarsvilja, is considered crucial for the defence of Sweden. The purpose of this thesis is to increase the understanding of these concepts with regard to national security. The concepts are investigated using a qualitative analysis of Swedish political policy documents and military doctrine within the framework of civil-military relations theory. The finding of this thesis is that societal anchoring, cannot be satisfyingly explained by traditional theories of democratic control. The concept is also used as a driver for increased societal resilience and participation in the total defence manifested in a will to defend the nation. Apart from traditional civil-military relation and theories of democratic control, the target for political measures is not the military, but the public citizen. The findings are understandable within a liberal democracy since a reduced individual freedom need to be legitimated. Sustaining liberal values, the public is adjusted to a new defence policy by legitimising a reinstated draft, increased individual responsibility and a shift toward a more militarized society.

Studien handlar om civil-militära relationer och att militär makt styrs genom demokratisk kontroll i demokratier för att inte bli alltför stark gentemot samhället, vilket innebär att politiker har civil överhöghet över militären och officerare. Att militären ska vara tillräckligt stark för att försvara samhället, men ändå tillräckligt underordnad folkvalda politiker så de följer politiska direktiv anses av forskarna vara en paradox, och denna balans uppfattas utmanande att få till. Vidare är problemet att dagens officerare är en del av det civila samhället, och förväntas vara goda medborgare precis som folket. Detta gör att officerare riskerar att hamna mitt emellan de funktionella och samhälleliga imperativen som militären styrs av, vilket antas kunna skapa friktion. Syftet med studien är dels att omhänderta officersprofessionens egna upplevelser av demokratisk kontroll och civil överhöghet, dels att ge ett svenskt perspektiv på dessa fenomen.    Resultatet visar att såväl forskare som respondenter är överens om att demokratisk kontroll och civil överhöghet är det enda tänkbara styrsättet över militären i demokratier. Folket väljer politiker som styr samhället och genom demokratisk kontroll försvaras ordningen med civil överhöghet över militären. Vidare visar resultatet att den svenska officersprofessionen endast påverkas positivt av demokratisk kontroll och civil överhöghet samt att lojalitet gentemot politiken är en självklarhet för officerare. Systemet är inbyggt i officerskollektivet och är något officerare förhåller sig till. Uppfattningen är att officersprofessionen inte ska påverkas av demokratisk kontroll och civil överhöghet, då endast högre officerare har i uppgift att dialogisera med den politiska nivån.
