Enhancing Urban Flood Resilience: A pilot case study of a GIS Suitability Mapping framework for NBS placement in Sweden

The escalating impact of climate change has become a significant global concern, particularly in urban environments through the risk of flooding, due to intensified precipitation patterns. Nature Based Solu-tions (NBS), offer effective strategies for mitigating flood risks by enhancing stormwater management and promoting urban resilience. Multicriteria Analysis (MCA) has shown to be useful for identifying suitable areas for NBS, however, there is limited research on its application specifically for urban flood resilience in Sweden. Therefore, this study aims to develop a GIS-based suitability mapping framework within MCA method for allocating suitable areas for two NBS measures: Retention Pond (RP) and Detention Basin (DB), applying it to a case study in Sweden. The study employs a mixed-method approach and consists of (1) framework develop-ment through a literature review, geospatial data assessment, and key-informant interviews, and (2) application of the framework to a case study area in Sweden. In the case study area, the resulting suitability map indicates that 7.5 % of DBs and 7% of RPs met all criteria. Key-informant interviews with local experts provided valuable insights, particularly the exclusion of hazardous zones as well as emphasizing the importance of considering not only biophysical characteristics, but also socio-cultural factors. In conclusion, this study contributes to the body of knowledge on NBS suitability mapping. The findings offer guidance to climate strategists and urban planners on a municipal level, selecting optimal locations for NBS strategies for urban flood resilience and stormwater management.

Suid-Afrika is een van die lande met die hoogste gevangenis bevolking in die wêreld. Een van die grootste probleme wat tot die situasie bydra, is die aantal oortreders wat nie in staat is om borg te betaal nie. ʼn Ander probleem is die aantal verhoorafwagtendes wat in aanhouding is. Die Suid-Afrikaanse Witskrif van die Departement van Korrektiewe Dienste, is vasberade om die rehabilitering van die oortreder te bevorder. Die fokus van die studie wentel om die rehabilitasie van die oortreder en die vraag of hierdie doelwit binne die korrektiewe stelsel haalbaar is. Heelwat klem word op die noodsaaklikheid van alternatiewe vonnisse geplaas asook rehabilitasie as strafoogmerk tydens vonnisoplegging. The role of correctional supervision in curbing overpopulation in prisons

The aim of this dissertation is to place the phenomenon of the overpopulation of South African prisons in perspective and to rectify the current situation in search of possible solutions. Since 1981, when this phenomenon reached unmanageable proportions, government has made numerous amnesties. This was only a short-term alleviation of the problem due to the high levels of recidivism. Correctional supervision as a sentence option was advocated by both the Lansdowne and Viljoen Commissions, enacted during 1986 and finally implemented during 1991. Initial expectations soon became blurred by factors such as insufficient development programmes and specialised personnel, enormous caseloads and the exclusion of supervision cases from development programmes. This study endeavours to analyse the current application of correctional supervision to determine the stumbling blocks and to create a foundation for new perspectives and possible solutions. / Penology / M.A. (Penology)

Children behind bars : who is their God? : towards a theology of juveniles in detention

Children detained in juvenile detention centers in the United States are a unique population. They are neither incarcerated, nor are they free to live in society. Although some popular literature does exist on juvenile detention, such literature is minimal. Further, there are few research studies on this population in any field of inquiry. Indeed the entire subject of juvenile detention has been largely overlooked by research scientists, as well as theologians. The focus of this empirical study is the theology and spirituality of children in a single juvenile detention center in New Jersey, US. Currently, there are no studies on this topic. This study begins to address that void and represents the first theological research of its kind on this population. The methodological approach of the thesis is multi-disciplinary. While the study addresses theology and spirituality as separate categories, it also integrates theology with research in psychology and clinical mental health. The project itself consists of 200 individual, face-to-face interviews with male juvenile residents detained in the Ocean County Juvenile Detention Center, Toms River, New Jersey, US. An original questionnaire has been developed by the author as a research tool. This empirical research adds to the academic literature on children in juvenile detention centers in the United States and recommends ways that staff may communicate with children to begin a theological dialogue. Further, this thesis offers a specific methodology and research tool to be duplicated for use in other juvenile detention centers toward working with children in a concrete, evidence-based, spiritual context. v This study also includes a chapter on the evolution of the author’s spirituality and theology in the course of the project and attempts to locate the self of the researcher within the study. Finally, this thesis presents an outline for a new hermeneutic in working with children in a juvenile detention setting. Kriminologiese ontleding van manlike observasiegevalle / A criminological analysis of male observation cases

Afrikaans text / The purpose of this study was to retrospectively analyze a group of observation cases referred to a psychiatric institution through the criminal justice system by means of certain measuring instruments in order to determine on which grounds some of the cases were classified as criminals and others as state patients. The sample for the purposes of this investigation consisted of one hundred and forty-two cases referred to the Weskoppies hospital for psychiatric observation during 1988 to 1994. The measuring instruments were the South African Wechsler intelligence scale, the Rorschach projective technique and an information schedule which was used for the purpose of gathering biographical information and personal details of each particular case. The data collected through these instruments was statistically analyzed utilising frequencies and crosstabulations, chi-square tests, t-tests, correspondence analyses, factor analyses and regression analyses. The findings of this investigation revealed that crimes concerning personal relations and property crimes were more committed by criminals than state patients while crimes concerning communal life were encountered more amongst state patients than criminals. Non-person-directed crimes of violence were encountered proportionally more amongst state patients who had a history of substance abuse than in criminals with a similar history. State patients who had a history of substance abuse were proportionally more prosecuted on account of person-directed-crimes of violence than criminals with a similar history. The predictive measuring instrument developed by means of regression analysis indicated as important predictors three subtests of the South African Wechsler intelligence scale namely general information, digit-symbol substitution and picture arrangement as well as the variable "previous psychiatric treatment". The following recommendations were also made: The current endeavour to adapt the South African Wechsler intelligence scale for all population groups needs to be maintained and this adaptation should also be pursued in each country where the scale is used or was used in the past. It is advisable to draw up certain profiles of specific offenders by means of the Rorschach projective technique while the testing procedure should preferably be undertaken by the same researcher. Provision should be made that the accused be declared as state patients only on account of serious and violent crimes while the courts should have the right in appropriate cases to charge the accused with detention in accordance with chapter three of the Mental Health Act. The testimony of criminologists and psychologists should be added to the testimony of psychiatrists especially in cases of accountability or diminished accountability. The proposed predictive model may be further refined and adapted through the use of a larger, nation-wide sample resulting in the inclusion of a greater number of observation cases and variables. Due to the accelerating rate of revision associated with The DSM­ IV manual and the fact that its validity is questioned, ethically responsible psychiatrists, psychologists and criminologists are obligated to identify practices and procedures which threaten to misinform the legal system. / Die doel van hierdie studie was om aan die hand van bepaalde meetinstrumente retrospektief 'n groep observasiegevalle wat deur die regstelsel na 'n psigiatriese inrigting verwys is, te ontleed, sodat daar vasgestel kon word op watter gronde sekere van die gevalle as misdadigers en ander as staatspasiente geklassifiseer is. Die steekproef vir die doeleindes van hierdie ondersoek het bestaan uit honderd twee-en-veertig gevalle wat vanaf 1988 tot 1994 na Weskoppieshospitaal vir psigiatriese waarneming verwys is. Die meetinstrumente wat gebruik is, was die Suid-Afrikaanse Wechsler-intelligensieskaal, die Rorschach-projeksietegniek en 'n inligtingskedule wat biografiese inligting en persoonlike besonderhede van elke besondere geval ingewin het. Die gegewens wat uit hierdie meetinstrumente versamel is, is statisties verwerk met behulp van frekwensies en kruistabellerings, chi­ kwadraattoetse, t-toetse, korrespondensie-analises, faktoranalises en regressie-ontledings. Nie-persoonsgerigte geweldsmisdrywe het verhoudingsgewys meer onder staatspasiente met 'n geskiedenis van substansmisbruik as by misdadigers met 'n soortgelyke geskiedenis voorgekom. Staatspasiente met 'n geskiedenis van substansmisbruik is ook verhoudingsgewys meer as misdadigers met 'n soortgelyke geskiedenis weens persoonsgerigte geweldsmisdrywe aangekla. Die voorspellingsmeetinstrument wat met behulp van die regressie ontledings ontwikkel is, het drie subtoetse van die Suid­ Afrikaanse Wechsler-intelligensieskaal naamlik algemene inligting, syfersimboolvervanging en prentrangskikking asook die veranderlike "vorige psigiatriese behandeling" as die belangrikste voorspellers uitgewys. Die volgende aanbevelings word ook hiermee gemaak: Daar moet volgehou word met die huidige poging om die Suid­ Afrikaanse Wechsler-intelligensieskaal vir alle bevolkingsgroepe in Suid-Afrika aan te pas asook met die aanpassing van die meetskaal vir elke land wat dit tans gebruik of in die verlede gebruik het. Dit is raadsaam om met behulp van die Rorschach projektiewe tegniek bepaalde profiele ten opsigte van spesifieke oortreders op te stel terwyl die toetsingsproses verkieslik deur dieselfde ondersoeker waargeneem word. Daar moet seker gemaak word dat beskuldigdes slegs in die geval van ernstige en gewelddadige misdade tot staatspasiente verklaar word, terwyl die howe die bevoegdheid kry om in geskikte gevalle te beveel dat beskuldigdes ingevolge Hoofstuk 3 van die Wet op Geestesgesondheid aangehou moet word. Die getuienis van kriminoloe en sielkundiges behoort bygevoeg te word by die van psigiaters en wel in gevalle waar toerekeningsvatbaarheid of verminderde toerekeningsvatbaarheid ter sprake is. Die voorgestelde voorspellingsmodel kan verder verfyn en aangepas word deurdat 'n groter, landwye steekproef van alle observasiegevalle getrek word wat uiteraard 'n groter aantal veranderlikes sal insluit. Weens die versnellingstempo van hersiening met betrekking tot die DSM-IV handleiding en die feit dat sy betroubaarheid bevraagteken word, word aanbeveel dat eties verantwoordelike gedrag aan die kant van psigiaters, sielkundiges en kriminoloe gevolg word sodat praktyke en prosedures wat die regstelsel kan benadeel, geidentifiseer kan word. / Criminology and Security Studies / D.Litt. et Phil. Thesis (MEd (Education Policy Studies))--University of Stellenbosch, 2005. / During his presidency, Mr Nelson Mandela could not emphasise enough the rights of children and the conditions of children and youth in detention. In his first opening speech of Parliament in 1994 he made it quite clear that the rights of children had to be prioritised. In May 1995, a year after the Government of National Unity came into power, Mr Mandela recommended that an Inter-Ministerial Committee for Youth at Risk should be appointed to draft an improved system for Child and Youth Care. With regard to children who are guilty of lawlessness, drug abuse, gangsterism and juvenile delinquency, Places of Safety occupy an important position in the South African education system. In this research I conclude that the biggest stumbling block for the effective application of moral education in Places of Safety could be attributed to the fact that children admitted to these places are hardened street children. They form a sub-culture on their own, who could easily be influenced by the group of whom they are part. The multi-disciplinary teams who are responsible for the moral education of these learners are not always adequately trained to handle their tasks effectively, and do not always realise the necessity thereof. The limited time that these learners/children spend at Places of Safety also has an influence on the effective application of their moral education. The programmes at Places of Safety are specifically designed to support the regeneration of morality for children who stray from accepted social norms and values of society. The National Institute for Crime Prevention and the Reintegration of Offenders (NICRO) has support structures in the community in places which support children and youth, who are guilty of unacceptable social behaviour, such as violent crimes, house burglary and rape. One may refer to support structures as diversion programmes, and they are managed by NICRO to support institutions that are currently working with persons in conflict with the law.

Hierdie studie het ook die belewenisse van manlike jeugoortreders ten opsigte van hul opvoedkundige ervaring binne die rehabilitasiekonteks ondersoek. Die populasie vir die studie was oortreders in ’n spesiale jeugsorgsentrum – ’n onderwysinrigting waartoe jeugdiges deur die hof gevonnis word indien hulle herhaaldelik by misdaad betrokke is. Die navorsing het uitgelig dat die jeugoortreders in die studiepopulasie ’n lang geskiedenis van aanhouding het; dat hulle voorheen in ’n inrigting van die Departement van Maatskaplike Ontwikkeling, ’n gevangenis van die Departement Korrektiewe Dienste en ’n spesiale jeugsentrum van die Departement van Onderwys aangehou is. Die betekenisvolheid hiervan is dat dit toon hoe gefragmenteer dienste aan jeugdige oortreders gelewer word. Daar was baie onderbrekings in die deelnemers se opvoedkundige pad, asook verwydering van die gesins- en gemeenskapslewe. Verder wil dit voorkom of geen departement aanspreeklikheid aanvaar het vir die rehabilitasie van die jeugdiges nie, aangesien hulle heen en weer tussen die inrigtings van die verskillende departemente geskuif is. Daar moet beter samewerking en skakeling wees tussen alle departemente wat betrokke is by jeugoortreders en die implimentering van programme moet effektief gemonitor en gereeld geëvalueer word. Programme moet gereeld hersien en konstant aangepas word om sodoende die lewensvatbaarheid van die programme en inrigtings te bepaal. Jeugdiges in jeugsentrums is nie ’n homogene groep nie en kom uit verskillende agtergronde met diverse opvoedingsbehoeftes waarin voorsien moet word. Die jeugdiges het ook hul opvoedkundige behoeftes verwoord en dit het beroepsvaardighede, sosiale en morele ontwikkeling ingesluit. Verder is die redes ondersoek waarom die jeugdiges aanhoudend betrokke bly by misdaad. Hulle het aangevoer dat dit as gevolg van portuurdruk, dwelms en armoede is. Die jeugdiges het ook voorstelle van alternatiewe programme en ondersteuning gemaak. Volgens hulle moet dit insluiting in die gemeenskap, positiewe vryetydsbesteding, erkenning deur ander en weerbaarheid behels. / ENGLISH ABSTRACT: This study was done to investigate the educational support that learners receive at a special youth centre in the Western Cape, by making use of a qualitative research design and working within an interpretive paradigm. This study also investigated the experiences of male youth offenders with regard to education within the rehabilitation context. The study population were young offenders in a special youth centre, which is an educational institution where young offenders are being sentenced to after being repeatedly involved in crime. The research revealed that the youth offenders of the study population have a long history of detention; that they were held in an institution of the Department of Social Development, the prison of the Department of Correctional Services and special youth centres of the Department of Education. This finding is significant because it shows the fragmentation of services that are delivered to youth offenders. There was a lot of interruption along the participants’ educational pathway, as well as removal from family and community life. Furthermore, it would appear that no department accepted responsibility for the rehabilitation of the youths, because they were moved back and forth between the institutions of the different departments. There should be better collaboration and liaising between departments that are involved with young offenders and the implementation of programmes should be monitored effectively and evaluated regularly. Programmes should also be reviewed regularly and constantly adjusted to establish whether is the programmes and institutions are sustainable. The youth in youth centres are not a homogenous group and come from different backgrounds with diverse educational needs that should be met. The youths also voiced their educational needs, which included workplace skills, social and moral development. Furthermore, the reasons why the youths continue to be involved in crime were investigated. They said that it was because of peer pressure, drugs and poverty. The youths also made suggestions of alternative programmes and support. According to them it should entail inclusion in the community, positive free-time spending, recognition by others and resilience.

Deoli Camp: An Oral History of the Chinese Indians from 1962 to 1966

China and India claimed two territories along their borders on the Himalayas: Aksai Chin in the west and the North-East Frontier Agency in the east. The border dispute escalated and, on October 20, 1962, the Chinese People’s Liberation Army (PLA) opened fire on the two fronts and advanced into the disputed territories. One month later, on November 21, China declared a unilateral ceasefire and withdrew behind its disputed line of control. In response, the Indian government arrested over 2,000 Chinese living in India and interned them in Deoli, Rajasthan. When the Chinese were released between 1964 and 1966, they found their properties sold off by the Indian government. Many left India and immigrated to Canada. I interviewed four Indian-born Chinese who were interned and who now live in the Greater Toronto Area. I recorded their accounts of life in Deoli Detention Camp in Rajasthan.
