Historický vývoj polní cestní sítě ve vybraných katastrálních územích / The historical development of unpaved road network in given cadastral territory

The aim of the work was to assess and evaluate the historical development of road networks from the view of their projection in a comprehensive land adjustment. For this purpose, three cadastral areas, that represent a wide range of natural conditions, were chosen. Historical stages, in which the road network has been captured, were determined and studied in detail. To create an overview of the unpaved roads, evaluation criteria, by which individual areas were selected and compared in the chosen historical stages, were designed. On the basis of the results, the turning points of unpaved roads development were determined and their causes were described. The accomplished analysis of the road network in particular historical periods gives a clear overview in development of unpaved roads and arrangement of individual land lines. Historical image of unpaved road network, as an integrated complex, can be used only as inspirational material within the plan projection. This material has to be revised according to current legislation requirements, standards and wishes of landowners.

Work in his introduction, contains the definition of basic concepts and issues in spatial planning. For a better understanding of the German system of spatial planning, there will be socio-economic analysis conducted in Germany, which will build on the very characteristics of spatial planning. Then at the appropriate levels of spatial planning will be given particular case of implementation of such planning in Germany at a practical level. The last part represents the comparison of German spatial planning with the concept of planning in the Czech Republic referring to fundamental differences and similarities.

Land reorganisation proceedings for re-regulation of the ownership-rights structure in rural areas are summarized under the term “reorganisation of land holdings” in Saxony. These have their legal basis in the Land Consolidation Act (FlurbG) or in section 8 of the Agricultural Adjustment Act (LwAnpG). Furthermore, land regulation can be conducted under the Building Code (BauGB). The goal is to develop capable, versatility structured agriculture and forestry, and to secure and improve rural areas as an attractive location for working, living, and recreation. Land management and land regulation serve “land development” and are thus in the area of tension of many different user interests.

The thesis is divided into four basic parts, each of them focused to one of the previously mentioned states.

Spatial analysis, quantification and evaluation of developments in settlement structure based on topographic geodata

As the global population continues to grow, urbanization is one of the most significant anthropogenic processes linked to ecological change. But even in countries where the overall population is stagnating, migratory movements toward urban centres will continue to place pressure on the finite resource of land. Therefore, it is particularly important to determine and describe the development of settlement areas as precisely as possible in order to inform spatial planning decisions. For this reason, this dissertation presents vector-based methods to analyse, quantify and evaluate small-scale changes in settlement area. In this work, which constitutes a cumulative dissertation, novel methods are described that can be used to determine not only areal change in settlement and traffic areas (SuV), but also the type of building change and urban densification. This is of particular interest for the spatial planning of expanding metropolitan areas, where the question arises: Where, how and to which extent can built-up areas be further densified in order to reduce the consumption of land for new settlement areas? The methods presented here can facilitate spatially detailed analyses and already form the basis for a nationwide monitoring of settlement and open space development. This work shows how geometric deviations and changes in the underlying data model can be taken into account when determining SuV growth from data of the Authoritative Topographic-Cartographic Information System (ATKIS). In this context, positional inaccuracies of linearly and arealy modelled geometries are each treated in a special way so that minor positional offsets no longer affect the SuV increase. In addition, changes in the data model are accommodated by disregarding specific object reallocations when determining the SuV increase. To test these methods, the SuV increase was determined and analysed for Germany using national ATKIS data sets that feature geometric positional inaccuracies and data model changes. It could be shown that a considerable share of the calculated SuV increase is not due to real-world changes but to modelling issues. Furthermore, a novel method for the detection of building changes is presented, which focuses on the differentiation between modified and replaced buildings. It could be shown that this new approach is more accurate than other investigated methods. Furthermore, an algorithm was developed in this work to generate defined location deviations. This could be used to show how position deviations affect the accuracy of the examined procedures. The threshold values determined in this work can form the basis for similar investigations. In addition, an indicator was developed to track changes in building density. This indicator not only reflects the extent of building change but also the size of the existing building stock. Moreover, the indicator was designed in such a way as to allow comparison of the densification of developed and undeveloped areas, and thus also inner and outer urban areas. Furthermore, the indicator can be used to symmetrically calculate a decrease in the building stock, enabling a comparison of densification and de-densification processes.:1. Cette thèse analyse la circulation et la matérialisation du discours qui promeut l’augmentation de la production agricole et l’investissement privé en Afrique afin d’assurer la sécurité alimentaire et le Développement. Elle est fondée sur l’étude de la constellation agropolitique à l’œuvre au Nord du Mozambique, ensemble d’acteurs en interaction autour des enjeux de production agricole. Cette thèse explore à la fois la transformation d’espaces investis et d’espaces gris, laissés pour compte par la politique agricole et les projets de Développement et d’investissement. Cette thèse mobilise la géographie, la political agronomy, et l’étude des sciences et sociétés afin d’étudier les mécanismes de savoir, de pouvoir, d’ignorance, de violence, et de ruse, à plusieurs échelles et dans différents espaces. Ce travail repose sur l’hypothèse selon laquelle les objectifs productifs de sécurité alimentaire et de Développement s’accompagnent de stratégies de gouvernement de populations, de conquêtes de territoires ou encore de capture de ressources portées par une diversité d’acteurs. Cette recherche explore alors la façon dont les représentations de l’agriculture sont articulées pour servir divers enjeux, comment elles participent à des asymétries de pouvoir et de savoir, ainsi que la manière dont elles contribuent à reconfigurer les espaces ruraux. Cette thèse se penche sur la circulation des représentations de l’agriculture au sein de la politique agricole et de projets de développement et d’investissement ciblant le corridor de Nacala. Elle explore l’écart entre ces représentations et celles des sociétés Makhuwa qui l’habitent, ainsi que les mécanismes permettant aux représentations de coexister et de se matérialiser. L’analyse ancrée d’espaces investis et gris montre que les interactions entre les discours sur l’agriculture, leur matérialisation, et le contexte économique et politique Nord mozambicain, alimente des mécanismes de violence structurelle et une politisation des habitants. Cette recherche inductive se fonde sur des méthodes de recherche qualitative : observations, entretiens semi-structurés, immersions dans les sociétés Makhuwa et étude de la littérature grise. Elle est le fruit d'un travail de terrain totalisant un an au Nord du Mozambique. / This thesis analyzes the circulation and the materialization of the discourse promoting the intensification of agricultural production and private investments in Africa to achieve food security and Development. It is based on the study of the agropolitical constellation, i.e. the set of actors interacting around the issue of agricultural production, in northern Mozambique. This thesis explores the transformation of spaces targeted by investments and of grey spaces, neglected by the agricultural policy, Development, as well as investment projects. Theoretical concepts from Geography, Political Agronomy, and Science and Technology Studies, are arrayed to analyze the knowledge and power relations, the ignorance, the manipulations, and the mechanisms of violence interacting over multiple scales and across different spaces. This work relies on the assumption that the productive logic of food security and Development is accompanied with various strategies aiming at the government of populations, the conquest of territories or the capture of resources. This thesis explores the manner in which the representations of agriculture are articulated to serve multiple stakes, the manner they contribute to power and knowledge asymmetries, as well as the processes by which they reshape rural spaces. This thesis investigates the circulation of agricultural representations in the agricultural policy and in several Development and investment projects targeting the Nacala corridor. It documents the gap separating these representations from those of the Makhuwa societies inhabiting the corridor. It sheds light on the mechanisms enabling their coexistence and their materialization. The grounded analysis of grey spaces and spaces targeted by investments reveals the manner the interactions between the discourse on agriculture, its materialization, and the economic and political context of northern Mozambique generate mechanisms of structural violence and a politicization of inhabitants. This inductive research is based on qualitative research methods: observations, semi-structured interviews, immersions in Makhuwa societies, and analysis of grey literature. It is based on field work totaling one year in northern Mozambique.

Bevölkerungsschrumpfung und entspannte Wohnungsmärkte tragen dazu bei, dass die nachfragenden Haushalte ihre differenzierten Wohnwünsche zunehmend besser realisieren können. Dabei gewinnen regionale Wohnungsmarktanalysen und ‑prognosen zunehmend an Bedeutung. Gerade kleinräumige Wohnungsprognosen können entscheidend dazu beitragen, dass realistischere Abschätzungen der regionalen Wohnbauland-, Wohnungsneubau- und Leerstandsentwicklungen besser gelingen, da die Rahmenbedingungen auf den kommunalen und regionalen Wohnungsmärkten spezifischer erfasst werden können. Im Leibniz-Institut für ökologische Raumentwicklung (IÖR) wurde dafür ein spezifischer Prognoseansatz entwickelt, der in diesem Beitrag kurz umrissen wird und dessen Anwendungsmöglichkeiten in der Kommunal- und Regionalplanung anhand von Anwenderbeispielen gezeigt werden.

This master’s thesis deals with analysis of documents for the realization of the new buildings the wider area of Brno. It is divided into the theoretical part and the empirical part. The theoretical part describes defines and characterize different stages of implementation of building plots in the framework of utility lines and roads on agricultural land (greenfields), designated for residential housing. In the empirical part goals and methodology of the research project are mentioned and it is divided into two parts. The first part is devoted to case studies comparing and analyzing the costs and revenues of the developer selected localities of satellite towns. The second part is focused on the actual development of land prices. It points to items affecting profit or loss of the developer. In the last chapter the author of this thesis describes creating a preliminary calculation, which the developer can determine whether a satellite town of the selected project will be successful or not. In conclusion, the thesis points out important factors affecting the project success of the satellite town.
