Hungary has struggled with budget problems throughout its post-socialist history. With knowledge of economic theory it is possible to analyze the evolution of Hungary's debt after 1989 and thus deduce its weaknesses. Populism and fiscal irresponsibility have characterized majority of Hungarian governments to some extent. Hence, the key to understanding the debt of Hungary may be found on the political level of budgetary policy. With regard to the economic situation, Hungary was forced to implement significant cost-saving measures in recent years. These measures are evaluated at the end of the work. They can be crucial not only in terms of the budgetary situation but also with respect to the perspective on the future economic development and competitiveness of the entire economy.

RNDr. Martina Bečvářová, Ph.D. Abstract: The PhD thesis presents a comprehensive view of the development and the position of financial mathematics in Czech textbooks and collections particularly those used in high schools with consideration of the political situation in our country. The analysed period from 1908, i.e. from the Marchet's Reform, to the present is divided into five principal stages. In each stage textbooks covering financial mathematics instruction in all types of secondary schools are chosen. This shows the level and extent of the presentation, the complexity of the given tasks and problems and the way in which they are integrated into the textbooks or the syllabus, more precisely. At first the basic general characteristics of the textbooks are presented followed by a detailed description of partial topics of study which are then analysed thoroughly and mutually compared. The conclusions of the PhD thesis reflect the current situation of financial mathematics instruction and offer ways leading to the improvement in the level of financial literacy of our citizens. Then will be determined investment recommendation for upcoming period within government bonds of chosen markets.

Fiskální politika a její vliv na vývoj ekonomiky / Fiscal Policy and its Importance in Development of Economy

This diploma thesis deals with the theme of fiscal policy and its importance on Czech economy from 2005 to 2015. In some parts, according to data availability, the author is trying to bring the latest information from year 2016 and predict the development of the economy in the near future. The thesis is divided into two parts, theoretical and practical part. The theoretical part is focused more broadly on economic policy, formulates its wearers, determines its goals and tools, which are used for achieving the goals. It distinguishes between different types of economic policy. In the next chapter the phases, types and causes of the economic cycle are defined. The implementation of economic policies from two different points of view is also clarified. In the following chapter the author focuses on the main topic of fiscal policy and analogically defines its objectives, instruments and types. Subsequently, the budgetary system of the Czech Republic is analyzed. Separate chapter is devoted to the state budget. The main revenues, expenditures and overall balance are described. Lastly, the process of drawing up the state budget is explained in detail. The analytical part follows the development of macroeconomic indicators such as gross domestic product, inflation and unemployment in the Czech Republic in the previously mentioned period. Then the development and structure of revenues and expenditures of the state budget are analyzed. Based on the final balance, a resolution for the problematics of Czech state debt is solved. In each chapter of the practical part is an attempt to analyse fiscal policy and its importance on certain developments. The results are compared with selected countries of EU 28.

The thesis deals with the development of external economical balance indicators of the Visegrad Group countries according to specifically selected indicators. In the theoretical part of the thesis the emphasis is put on the balance of payments and the changes connected to the difference in comparison between the new methodology and the previous methodology. The critical values of the selected indicators are also defined here. In the practical part are selected and evaluated the internal indicator and the degree of economical openness within the limits of external and internal economical connectedness. The main part focuses on the development of the balance of payments and analysis of a current account and a financial account. The current account part of the thesis focuses on the performance evaluation of the account and on the initial pension account. The financial account part of the thesis focuses on the direct foreign investments. There is also an assessment of the level of Central bank intervention to balance the balance of payments. The next part of the thesis deals with the level and the rate of growth of the gross external debt and the development of exchange rates. In the resume of the thesis is a comparison between the Visegrad Group countries based on previously mentioned characteristics.

The thesis is focused on extensive issues of the debt recovery process in practice in the Czech Republic. This work clearly describes various options of debt collection from the perspective of a creditor. At the same time it provides us with an overview of difficult situations to which a debtor can get by reluctance to pay his obligations and unwillingness to communicate. The theoretical part describes the procedure of debt recovery in the Czech Republic. The practical part is focused on processing and analyzing of data from a real debt recovery process of a company with fictitious name Claim Czech, s. r. o. The output of this analysis is a summary of the features of the claim that is optimal for the debt recovery process of the company not only from a perspective of face value, but also from a geographic and demographic viewpoint. An integral part of the practical section is also a comparison of two nearly identical claims where the difference in the financial burden of a borrower according to his active or passive communication with a creditor is shown.

First, the theoretical part of thesis focuses on the explanation of the concept of the balance of payments, its main parts and the definition of the individual accounts of the balance of payments. In the thesis are also explained the principles of compiling the balance of payments according to the International Monetary Fund. The analytical part of the thesis deals with the development of the balance of payments of the Czech republic in years 2006-2015. Monitors the development of individual accounts and indicators of external economic balance. The work also delas with the principles of the Visegrad group and the comparison of individual country based on economic indicators.

The thesis deals with practical issues associated with debt recovery in the Czech Republic. Part I focuses on the theoretical background of claims. It identifies the origin, securing recovery, modification and termination of claims as well as an analysis of the most frequent methods used in practice in compliance with the effective legislation. The theoretical issues stated above are applied in the analysis of claims of a specific trading company, here shown under a fictional name, ABC, s.r.o., the objective of which is to specify the advantages and drawbacks of claim administration and the debt recovery process based on the financial figures of the company in the period from 2010 to 2015. The analysis is focused on the development of selected indices in the monitored period as well as the differences which exist between claims from different types of company business. Measures to reduce outstanding overdue debts are proposed upon the established results, the implementation of which should help improve the total financial standing of the stated company.

This thesis will consist of theoretical and practical parts. The theoretical part will deal with the theoretical knowledge in insolvency proceedings. Practical part will be based on my own investigation of indebtedness in Hradec Králové and Pardubice.
