An integrated approach to service delivery at Ekurhuleni Metropolitan Municipality / Mamoitoi Annathia Sebiloane

Within the South African framework of transition, constitutional development and of the Municipal Systems Act of 2000, the Integrated Development Planning and budgeting processes represent a significant shift away from past planning approaches in South Africa. Hitherto, planning systems were largely technocratic,sectoral and failed to incorporate the views of local people. The current aim is to create Effective and efficient government systems and to integrate the various administrations of the constituent local governments into the new consolidated local governments. Ekurhuleni Metropolitan Municipality (EMM), one of the largest metropolitan municipalities in the country was a case study to examine this shift away from the past planning approaches to the new integrated approach. For the purpose of this study, integrated approach to service delivery is described as a process to ensure that the objectives and policies determined by the legislature will be uniformly interpreted and applied by all departments in municipal entity. Integrated development planning, budget reviews and performance monitoring systems focus on alleviating poverty and addressing past injustices and inequities through identification of programmes and projects that respond to the needs and priorities of local communities. There is a strong move towards a more integrated and participatory approach to local planning with varying success at incorporating sustainability principles throughout the process. The Municipal Systems Act makes it mandatory that all sectors and interested parties be consulted, and that has led to improved communication and cooperation between different spheres of government and the newly established local authority structures. Along with IDPs as the primary planning tool, Systems Act signify the deepening of democracy and good governance as it is mandatory for the participation of communities and various stakeholders through the ward committees. For the purpose of this study, a hypothesis was formulated that: IDP, Budgetary Planning and SDBIP are mutually dependent and key strategic thrusts in realizing the objectives of public finance within the local government context and yet, ineffective service delivery in EMM results from the inability to integrate its development plan, budget and service delivery budget implementation plans. To validate the hypothesis, theoretical exposition of concepts IDP, budget and service delivery budget implementation plan were explained. Empirical study was conducted which showed that, at Ekurhuleni Metropolitan Municipality: • There is an understanding of the importance of aligning planning systems, • Processes, systems and mechanisms to integrate all the planning systems are established, these are not effective because they are partially or not fully implemented, • Departments function independently. Communication systems and plans are developed; they are not effective, because new procedures are not communicated. Where these are, there is no guideline documentation. • There is much interference in the administrative functions by politicians. Officials who are responsible for budgets are not given space to perform their duties effectively without the influence of external or political thrust. The study concludes with recommendations for action to be taken by the Municipality towards the improvement of service delivery. / Thesis (M. The alignment of Faith - Based Organisations’ (FBOs) services with the HIV and AIDS National Strategic Plan (NSP) 2007 - 2011 in Ekurhuleni Metropolitan Municipality (EMM)

The HIV and Aids pandemic and its impact on socio-economic development in South Africa led to the development of the broad National Strategic Plan (NSP 2007-2011) with the aim to guide the country’s response to the pandemic. This document was the second plan post 1994, to deal with the pandemic, the first one being the NSP 2000-2005. However, despite addressing the HIV and Aids pandemic since the 1990s, national statistics indicate that the country still grapples with curbing the spread of new HIV infections. The goal of the study was to investigate the alignment of the FBOs HIV and Aids service delivery with the NSP 2007-2011 in Ekurhuleni Metropolitan Municipality (EMM). To achieve this goal, the study conceptualised and analysed the NSP 2007-2011 with regards to its implications for partnerships in addressing the HIV and Aids pandemic within the context of the social development approach. The study investigated the Faith-Based Organisations (FBOs) HIV and Aids service delivery, the main partners in the field and policy implementation, to establish the extent of their service alignment with the NSP 2007-2011 and to identify and describe elements required for service delivery necessary for alignment to the policy. A qualitative research approach, using a collective case study design was utilised for the study. Data was gathered by means of two focus group interviews with the HIV and Aids Projects’ managers/coordinators in the employment of the Christian-based FBOs in Ekurhuleni. Findings showed that most FBOs HIV and Aids service delivery focus on the management of the disease, and as a result neglect the grassroots and fundamental integrative prevention services. Some difficulties in the partnership between FBOs and government were found by the study, coupled with poor communication between government and FBOs leading to the isolation of FBOs in rendering HIV and Aids services. Research findings further revealed poor application of the NSP 2007-2011 elements of effective communications, partnerships, service coordination, monitoring and evaluation including provision of support through financial resources by government to enhance FBOs HIV and Aids service delivery. The study concluded that the FBOs service delivery in the field of HIV and Aids in EMM is not in full alignment with the NSP 2007-2011. Furthermore, it was established that without an application of the developmental approach to facilitate the implementation of the NSP elements, FBOs HIV and Aids service delivery in alignment with the NSP 2007-2011, will be difficult to achieve. The study recommended that the NSP implementation must be based on the social development model to facilitate HIV and Aids service delivery linkages amongst government departments on a broad range of the interrelated development issues caused by the pandemic. It was also recommended that future National Strategic Plans should include social developmental themes, to ensure improved alignment of FBOs HIV and Aids service delivery, namely, a rights-based approach; partnerships; economic and social development; participation and a macro and micro focus. In particular, it was noted that government needs to strengthen its partnership with the FBOs and to provide intensified funding towards HIV and Aids service delivery. Interoperability of Traffic Infrastructure Planning and Geospatial Information Systems

Building Information Modelling (BIM) as a Model-based design facilitates to investigate multiple solutions in the infrastructure planning process. The most important reason for implementing model-based design is to help designers and to increase communication between different design parties. It decentralizes and coordinates team collaboration and facilitates faster and lossless project data exchange and management across extended teams and external partners in project lifecycle. Infrastructure are fundamental facilities, services, and installations needed for the functioning of a community or society, such as transportation, roads, communication systems, water and power networks, as well as power plants. Geospatial Information Systems (GIS) as the digital representation of the world are systems for maintaining, managing, modelling, analyzing, and visualizing of the world data including infrastructure. High level infrastructure suits mostly facilitate to analyze the infrastructure design based on the international or user defined standards. Called regulation1-based design, this minimizes errors, reduces costly design conflicts, increases time savings and provides consistent project quality, yet mostly in standalone solutions. Tasks of infrastructure usually require both model based and regulation based design packages. Infrastructure tasks deal with cross-domain information. However, the corresponding data is split in several domain models. Besides infrastructure projects demand a lot of decision makings on governmental as well as on private level considering different data models. Therefore lossless flow of project data as well as documents like regulations across project team, stakeholders, governmental and private level is highly important. Yet infrastructure projects have largely been absent from product modelling discourses for a long time. Thus, as will be explained in chapter 2 interoperability is needed in infrastructure processes. Multimodel (MM) is one of the interoperability methods which enable heterogeneous data models from various domains get bundled together into a container keeping their original format. Existing interoperability methods including existing MM solutions can’t satisfactorily fulfill the typical demands of infrastructure information processes like dynamic data resources and a huge amount of inter model relations. Therefore chapter 3 concept of infrastructure information modelling investigates a method for loose and rule based coupling of exchangeable heterogeneous information spaces. This hypothesis is an extension for the existing MM to a rule-based Multimodel named extended Multimodel (eMM) with semantic rules – instead of static links. The semantic rules will be used to describe relations between data elements of various models dynamically in a link-database. Most of the confusion about geospatial data models arises from their diversity. In some of these data models spatial IDs are the basic identities of entities and in some other data models there are no IDs. That is why in the geospatial data, data structure is more important than data models. There are always spatial indexes that enable accessing to the geodata. The most important unification of data models involved in infrastructure projects is the spatiality. Explained in chapter 4 the method of infrastructure information modelling for interoperation in spatial domains generate interlinks through spatial identity of entities. Match finding through spatial links enables any kind of data models sharing spatial property get interlinked. Through such spatial links each entity receives the spatial information from other data models which is related to the target entity due to sharing equivalent spatial index. This information will be the virtual properties for the object. The thesis uses Nearest Neighborhood algorithm for spatial match finding and performs filtering and refining approaches. For the abstraction of the spatial matching results hierarchical filtering techniques are used for refining the virtual properties. These approaches focus on two main application areas which are product model and Level of Detail (LoD). For the eMM suggested in this thesis a rule based interoperability method between arbitrary data models of spatial domain has been developed. The implementation of this method enables transaction of data in spatial domains run loss less. The system architecture and the implementation which has been applied on the case study of this thesis namely infrastructure and geospatial data models are described in chapter 5.
