Political commitment by the UK's environment cities to the expectations of Agenda 21Pell, David James January 1997 (has links)
The literature attributes a great deal of activity in many UK local authorities to their commitment to the •sustainable development green ideology of the Earth Summit's Agenda 21 action plan for managing our Planet's future. Most studies of this response have focused on behaviour and process, including that of some of the four UK Environment City local authorities, alleged front runners in this field ie. Leicester, Middlesbrough, Leeds and Peterborough. This thesis, however, examines closely the degree of actual political commitment by the leaderships of these local authorities and the effect which the EC Programme has had on them. The assessment of EC leadership commitment is made against the radical assertion that Agenda 21 expects local authorities to lead a major shift of both behaviour and altitude. In part, the assessment relies on a novel use of Schein's (1987) method for uncovering levels of culture in combination with a new typology of political commitment. It is found that actual, as opposed to declared and organisational, ideological commitment is generally weak though varying widely between the local authority leaderships and is strongest in Leicester, the 'lead' Environment City. Explanations are presented for this. From public policy agenda building and implementation theory perspectives, the designation of 'Environment City', itself, is judged to have been effective in influencing behaviour and to a more limited extent, deeper levels of commitment. Theory improvement helps to explain this through several newly defined concepts including those of 'public policy franchising', 'issue wooden horsing' the 'politics of embarrassment' and 'grand mastery'. Other insights into how greater commitment by local authority leaderships is encouraged is drawn from the case studies including the utilized opportunity for greater local governmental power offered by the Agenda 21 role and the existence of environmental 'statesmanship'. Citizens in the Environment Cities are found to be more environmentally positive than has been reported of the UK population at large. Also, local level evidence is presented of the nationally observed positive relationship between our concern for each other as 'welfarism' and our concern for the rest of nature as 'environmentism'.

The thesis examines the alterations in the attitude of the UN conferences towards the environmental protection from the perspective of international law. It presents developments and changes in international environment protection in articulation with its fundamental milestones being the UN conferences in 1972 in Stockholm, in 1992 in Rio de Janeiro and in 2002 in Johannesburg. These and other conferences, adopted international documents and treaties that comprise the contemporary framework of the protection of the environment. The thesis explicates the key concepts of the environmental law, describes the role of the UN and other international organizations and summarizes the most significant conferences, events and documents. It concludes with prospects of the future development of the international environmental protection.

Laboratory adjustment to the new regulation on classification, labeling and packaging of substances and mixtures.Eriksson, Sara January 2013 (has links)
The United Nations has, during many years, developed a model for a globally harmonized system for classification and labeling of chemicals, with the aim of it becoming a global standard. This system is implemented in the European Union through the CLP-regulation and is now working parallel to the existing directives until 1st of June 2015, when all the new classifications of substances and mixtures must be completed. The aim of this project was to adjust the laboratory to the new legislation, through inventory of stored chemicals, update the list of chemicals and perform self-classifications of mixtures. The work included handling of about 650 different chemicals with varying hazard classifications and search for information in corporate websites and chemical databases. This resulted in a new and complete list of chemicals stored and used in the laboratory and, in addition, an example of how to make a self classification of a mixture. Through this work using web based search for chemical classification according to the CLP-regulation, many difficulties were encountered and one of the conclusions is that due to the many noticed uncertainties and inconsistencies in self classification of mixtures the aim of keeping the globally harmonized system harmonized will be nearly impossible to fulfill.

Continuity and change in international institutions : the case of the United Nations environment regimeManulak, Michael W. January 2013 (has links)
Analysts have had a long fascination with moments of significant change and discontinuity in political relations. Studies of “exogenous shocks,” “critical junctures,” “historical events,” “policy windows,” and “punctuated equilibria” have occupied a prominent place in qualitative assessments of policy and institutional change. Yet, despite analysts’ interest, these turning points remain poorly understood. Leading theoretical treatments are overwhelmingly descriptive, offering little in the way of explanatory capacity. Introducing the concept of Temporal Focal Points, my thesis provides a temporal extension to Thomas C. Schelling’s focal point hypothesis. Temporal Focal Points—definite, exceptional phases along the temporal continuum—precipitate a convergence of expectations among actors in time that heightens the likelihood of agreement. Convergent expectations are a crucial means of overcoming temporal coordination problems among actors. By facilitating a spike in analytical activity, political entrepreneurship, and bargaining intensity, actors are able realize joint gains opened up by past shifts in key parameters. Prominent temporal signposts allow actors to recognize that existing institutional arrangements are not an equilibrium. I test the plausibility of this theory through an analysis of the record of change at four distinct phases of the history of the United Nations environment regime from 1962-1992, including the 1972 Stockholm conference, the 1982 Nairobi conference, the UN General Assembly’s response to the Brundtland report, and the 1992 Rio Earth Summit.

Diploma thesis "EU as an actor of world environmental policy with special focus on agreements concerning climate protection" tries to find answer to the question of the relevance and strength of European Union in the field of world climate protection. The analysis of three important world meetings (Earth Summit in Rio de Janeiro, 1992, negotiations of COP5 in Kyoto, Japan in, 1997, and Copenhagen Summit in 2009) is the main tool in the search of the answer to the question, what makes EU relevant and strong actor in the world climate policy, whether its position is strong and what makes it an actor. Diploma thesis focuses not only on European powers in international arena, but also on its powers towards its member states. In this area, thesis focuses on EU powers towards its members, how the powers are used during the phase of enforcement and implementation of EU legislative and how successful the EU is in enforcing its will towards its member states in the field of climate protection. The aim of the thesis is to evaluate, to what extend EU can be considered to be an international actor in the field of climate protection policy and find out, if it has powers to influence other actors, negotiations and agreements and whether it can be considered a strong actor.

verkeer. Menslike aktiwiteite het 'n groot impak op die omgewing, terwyl die omgewing
weer die mens se lewensgehalte bepaal. Hierdie studie is dan daarop gemik om deur omgewingsopvoeding,
die mens te lei tot omgewingsgesonde gedrag met die oog op volhoubare
ontwikkeling.
Ten einde hierin te slaag, word die verskillende omgewingsprobleme en die redes daarvoor
eers uitgeklaar. Daarna word die faktore wat tot omgewingsagteruitgang kan lei, ondersoek.

van toekomstige geslagte. Met inagneming van die opvoedings- en omgewingsrelasie
waarin die mens tot sy omgewing staan, word die essensiele kenmerke van omgewingsopvoeding
blootgele, ten einde moontlikheidsvoorwaardes te stel vir outentieke omgewingsopvoeding.
Besondere Idem word gele op omgewingsgedrag wat volhoubaarheid nastreef.
Dit alles kulmineer in omgewingsgesonde gedrag wat as oorkoepelende doelstelling vir

have a great impact on the environment, while the environment, again, determines the quality
of man's life. This study aims to aid mankind, through environmental education, to
environmentally sound behaviour with an eye on sustainable development.
To attain this, the different environmental problems and their causes, are sorted out first.
Then the factors that can lead to environmental degradation are investigated. From this it
is quite clear that in the future, the world and the RSA will be more densely populated, become
more polluted, be ecologically less stable and will therefore be more sensitive to natural
disasters.
Because environmental education can make a positive contribution to this, a short historical
survey of environmental education is given. The role and contribution of some international
organisations is investigated. Developments in the RSA are surveyed and the influence
of the Earth Summit on environmental education in the RSA is analysed.
At birth, mankind is thrown into a world from where he can escape only at death. In this
world in which he has to stay, he must give meaning to his existence, while also trying to
improve the environment to guarantee the survival of coming generations. Bearing in
mind the educational and environmental relationship between any human being and his environment,
the essential characteristics of environmental education are exposed in order to
set possible conditions for authentic environmental education. Special emphasis is placed
on environmental behaviour aimed at sustainablility.
All this culminates in environmentally sound behaviour that acts as the overall aim for environmental
education. Because man's environmental ethic determines his behaviour towards
the environment, three different approaches to environmental ethics are distinguished.
Emphasis is placed on the necessity for environmental literacy. In order to try to understand
man's behaviour towards the environment, three styles of environmental behaviour
are analysed. For further clarification of environmental behaviour, two scientific
earth genesis hipotheses are also described.
In conclusion, this study leads to certain principles that can lead to the development of environmentally

The contents of the Thesis feature a survey of contemporary international attitude to environmental development and its effect on the educational trends in the Czech republic. Also, the short-term eco-educational project intended for primary school children is included here in the Thesis. The aim of the project is to arouse environmental awareness of children and excite their interest in this matter, which is considered to be the first essential step towards the sustainable development.
