Esse Programa teve in?cio em 2013 e, em sua estrutura??o, as universidades parceiras foram respons?veis pela forma??o dos orientadores de estudos que, por sua vez, formavam os professores alfabetizadores em seus respectivos munic?pios, em encontros mensais de 8 horas. Toda a forma??o foi baseada nos Cadernos de Forma??o distribu?dos pelo Minist?rio da Educa??o (MEC) a todos os participantes do Programa. Tendo como refer?ncia o objetivo principal do Programa e o processo de inclus?o de surdos na rede regular de ensino, surgiu o problema deste trabalho: o ?Pacto Nacional pela Alfabetiza??o na Idade Certa? subsidiou a forma??o de professores alfabetizadores de surdos? Esta pesquisa ? de natureza qualitativa e foi realizada por meio de levantamento bibliogr?fico e an?lise documental pelo m?todo de An?lise do Conte?do. Durante a constru??o do referencial te?rico, buscou-se investigar e discutir a forma??o de professores no Brasil a partir da Lei de Diretrizes e Bases da Educa??o Nacional e o processo de inclus?o educacional do surdo no ensino regular. A partir dessa etapa, foram criadas tr?s categorias de an?lise que subsidiaram a investiga??o dos Cadernos de Forma??o: Educa??o inclusiva, Surdez e Alfabetiza??o de surdos. Os resultados da pesquisa demonstram que o Programa n?o ofereceu uma forma??o que atendesse ?s necessidades dos professores alfabetizadores de surdos. Nesse sentido, seu objetivo principal n?o alcan?ou todas as crian?as. ? sabido que o processo de inclus?o de surdos na rede regular de ensino n?o ? algo simples, contudo, se ele existe, ? preciso criar estrat?gias para ele se realizar efetivamente. Caso contr?rio, se transforma em exclus?o. Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2016. / The Federal Government created in July 2012 the permanent training program for literacy teachers entitled ?Pacto Nacional pela Alfabetiza??o na Idade Certa? (National Pact for Literacy in the Proper Age) with the main objective to ensure literacy for all children until eight years old. This program began in 2013 and the partner universities were responsible to form the studies of the supervisors and they were responsible to train the teachers in their respective cities, in monthly meetings with 8 hours. All training was based on the Training Books distributed by the Ministry of Education (MEC) to all participants of the program. According to the main objective of this program and the inclusion process of the deaf in the regular school system, the problem of this study appeared: the ?Pacto Nacional pela Alfabetiza??o na Idade Certa? formed teachers to the deaf inclusion? This research is classified as qualitative and was conducted through a literature review and document analysis known as Content Analysis method. During the composing of the theoretical framework, we try to investigate and discuss the training of teachers in Brazil from the ?Lei de Diretrizes e Bases da Educa??o Nacional? (Law of Guidelines and Bases of National Education) and the process of education of the deaf inclusion in elementary education. From this step, three categories of analysis to support the investigation of Training Books were created: Inclusive Literacy, Deafness and Deaf Literacy. The research results show that the program did not offer an education that meets the needs of the teachers of the deaf. Therefore, its main objective has not achieved all children. We know that the process of inclusion of deaf people in regular education is not something simple, however, if it exists, we must create strategies to make it effectively. Otherwise, it will be an exclusion. Thus, the government has to create mechanisms to improve this kind of programs and provide a permanent training for teachers, ensuring the inclusion of deaf students in regular schools.

Apesar do crescimento da educa??o inclusiva e do ?reconhecimento? da cultura surda e de amparos legais, estudos apontam a ocorr?ncia do fracasso escolar de alunos surdos. Esta pesquisa teve como foco a inclus?o escolar de alunos surdos, com o objetivo de analisar se e como tal processo ocorre em uma escola p?blica da cidade de Diamantina. Tendo em vista tal questionamento, apresentou como objetivos espec?ficos: (i) averiguar se e como a inclus?o de surdos se d? na escola; (ii) identificar como a inclus?o tem sido tratada nos documentos da escola que institucionalizam o atendimento a pessoas com defici?ncia; e (iii) desvelar o di?logo existente entre os documentos orientadores da a??o inclusiva dos docentes na escola e a organiza??o de pr?ticas pedag?gicas. Para responder aos objetivos deste estudo, foi realizada uma pesquisa qualitativa de dados produzidos atrav?s de an?lise documental, observa??es e entrevista. Posteriormente, foram realizadas a an?lise de conte?do dos documentos selecionados da escola pesquisada e a constru??o de categorias dos dados emp?ricos produzidos. Foram produzidas seis subcategorias, a partir dos documentos selecionados. Tais subcategorias embasaram a constru??o de cinco categorias que organizaram as informa??es e as falas presentes nos materiais de pesquisa (extratos das entrevistas e di?rios de campo). Dessa forma, foi poss?vel constatar, no que tange ? inclus?o de alunos surdos na escola pesquisada, al?m das dificuldades relacionadas ? educa??o inclusiva de modo geral, outros problemas e peculiaridades tais como a falta de forma??o de profissionais, a dificuldade de aplica??o de pr?ticas pedag?gicas diferenciadas e a n?o implanta??o de a??es previstas nos documentos norteadores da escola. / Disserta??o (Mestrado Profissional) ? Programa de P?s-Gradua??o em Educa??o, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / In the current context, Brazilian legislation has attempted to protect and guarantee inclusive education so that all students, independent of differences, have access to quality education, however, the daily practice does not always develop like established in public policies. Despite the growth of inclusive education and the ?recognition? of deaf culture and legal support, studies point out the occurrence of the school failure of deaf students. This research focused the school inclusion of deaf students, with the goal of analyzing whether and how such process occurs in a public school of the town of Diamantina. Bearing in mind such question, it presented as specific objectives: (i) determine whether and how the inclusion of deaf people occurs at school; (ii) identify how inclusion has been treated on documents of the school which institutionalizes the service to disabled people; and (iii) unveal the dialogue between the guidelines of inclusive action of the teachers at school and the organization of pedagogical practices. To answer the goals of this study, a qualitative research was fulfilled through document review, observations and interviews. Subsequently, analyses of contents of selected documents of the studied school were performed as well as the construction of categories of output empiric data. Six sub-categories emerged from the selected documents. Such categories based the development of five other categories which organized information and present speeches in the research material (extracts of interviews and field diaries). Therefore, it was possible to confirm, on inclusion of deaf students matters at the studied school, beyond difficulties related to inclusive education in general, other problems and peculiarities such as the lack of training of professionals, difficulty on application of differentiated pedagogical practices and the non-implementation of envisaged actions in the guidelines of the school.

Por isso, elaboramos dois produtos educacionais: a Fonte bil?ngue de computadores e o Gloss?rio bil?ngue na ?rea de Matem?tica. A Fonte bil?ngue ? uma ferramenta computacional composta pelo alfabeto de A a Z e os n?meros de 0 a 9. Para sua cria??o, utilizamos dois softwares, o Adobe photoshop CS5 e o High-logic fontcreator 6 home edition. O Gloss?rio bil?ngue na ?rea de matem?tica ? um material did?tico terminol?gico composto por 147 termos compilados de seis cole??es dos livros did?ticos de matem?tica do 1? ao 5? ano. Para a composi??o dos sinais do gloss?rio bil?ngue na ?rea de matem?tica, usamos quatro crit?rios metodol?gicos: replica??o dos sinais-termos existentes do dicion?rio tril?ngue do Capovilla e Raphael (2008); a sugest?o de sinais-termos usados pela comunidade surda de Natal; a composi??o de dois ou mais sinais, conforme o dicion?rio tril?ngue de Capovilla e Raphael (2008); e a fonte bil?ngue. Consideramos que esta pesquisa pode trazer reflex?es e apontamentos sobre a import?ncia de elaborar materiais did?ticos bil?ngues por ?rea de especialidade que facilitem a utiliza??o da LIBRAS pelo professor e promovam melhorias no processo de aprendizagem dos alunos surdos. / The present study performs a discussion about aspects related to inclusive and bilingual education in Brazil, specifically in Natal municipality. In this context, the main objective was to development a mathematics bilingual glossary (Libras and Portuguese language). Our research has focused on lexical and terminology theoretical studies, as well as official papers and research regarding special education. Firstly we observe difficulty of both, teachers and deaf students, during mathematics classes in different schools of Natal municipality, which are known as ?Deafness reference bilingual complex?. Thus, we propose two educational products: a computational bilingual font, and the bilingual glossary. The bilingual font is a computational tool containing the alphabet (A to Z) and ordinal numbers (0 to 9) it was created via ?Adobe Photoshop CS5? and ?High-logic font creator 6 home edition? software. The mathematics bilingual glossary is composed by 147 terms extracted of six math books collections, covering from the first to fifth scholar year. We used four criteria to elaborate the glossary signs: replicate the sign existing in Capovilla and Raphael (2008) trilingual dictionary; using regional signs of the deaf community of ?Rio Grande do Norte?; joining two or more signs from the Capovilla and Raphael (2008); using the bilingual font by fingerspelling (or dactylology) method. The results obtained with the present research shows the necessity of elaboration appropriated teaching materials in order to facilitate the use of Libras, promoting a good relationship between teaching and learning of the deaf students.

O corpus da pesquisa se constitui de onze textos redigidos por esses profissionais sobre sua atua??o nas referidas institui??es. A an?lise que realizamos se constr?i sobre os tr?s t?picos mais recorrentemente encontrados nos relatos, quais sejam a forma??o inicial e continuada, as experi?ncias docentes e as rela??es institucionais que permeiam sua atua??o. Sob uma perspectiva qualitativo-interpretativista, realizamos a leitura e a discuss?o dos dados tomando por base as concep??es de linguagem e sujeito elaboradas pelo C?rculo de Bakhtin; a no??o de diferen?a dos Estudos Culturais; e as discuss?es sobre educa??o de surdos dos Estudos Surdos. Nas falas dos professores, ? poss?vel identificar a fluidez e multiplicidade de vozes que os atravessam. Em suas vozes se revelam as tens?es existentes entre o discurso governamental da inclus?o como perspectiva da Educa??o Especial e a realidade enfrentada pelos docentes. A despeito das diferen?as que os constituem, seus discursos se tocam sobretudo no que diz respeito ?s insuficientes oportunidades de forma??o e ?s prec?rias condi??es de atua??o, que t?m repercuss?es diretas no processo de ensino-aprendizagem do aluno surdo. / In 2010, in the city of Natal, Rio Grande do Norte, it was implemented a new institutional concept aimed at the education of deaf students, materialized in Bilingual Complexes of Reference for the Deaf (CBRS), which are ten groups of two or three municipal schools, responsible for Childhood Education and Elementary School, that may have up to 50% of their student body made up of deaf students. Because of the denomination "bilingual" on the project, not only specialized professionals in deaf education (as instructors and Sign Language interpreters), but the Portuguese teachers in these institutions have great importance for its realization. In this research, the object are the voices about being a teacher in the Bilingual Complexes of Reference for the Deaf in Natal. Situated in the area of Applied Linguistics, we aim to create intelligibility on a social problem that has language occupying central role, which is being a teacher in the institutions concerned. The corpus of the research is constituted of eleven texts written by these professionals about their performance in the Complexe?s institutions. The analysis we do is built on the three topics more recurrently found in the reports, which are the initial and continuous training, teaching experiences and the institutional aspects that permeate their performance. From a qualitative-interpretative perspective, we read and discuss the data building on the concepts of language and subject prepared by the Circle of Bakhtin; the notion of difference of Cultural Studies; and discussions about deaf education of Deaf Studies. In the speeches of teachers, it is possible to identify the fluidity and multiplicity of voices that cross them. Their voices reveal the tensions between the government discourse of inclusion as perspective of Special Education and the reality faced by teachers. Despite of the differences that constitute them, their speeches touch especially with regard to insufficient training opportunities and precarious conditions of work, which have direct impact on the teaching-learning process of deaf students.

Luiz Maranh?o por meio das a??es e enunciados de parte de seus profissionais envolvidos com a educa??o de alunos surdos e como objetivos espec?ficos identificar a concep??o de sujeito surdo na proposta dos Complexos e a finalidade da educa??o desses sujeitos nesses espa?os. Como instrumentos, foram utilizados o roteiro de entrevista e os question?rios e como procedimentos de pesquisas a observa??o participante, as entrevistas coletivas e a an?lise documental. Os dados foram analisados com base na An?lise de Conte?do (RAMPAZZO, 2002; FRANCO, 2005; BARDIN, 2011). A an?lise dos dados fez emergir as contradi??es e os descompassos nas narrativas e nas pr?ticas curriculares. Diante dos dados analisados, conclu?mos que, nos anos iniciais no CBRS de Cidade Nova, Zona Oeste de Natal/RN, os fundamentos e as pr?ticas manifestas v?o de encontro ? proposta de educa??o bil?ngue do Movimento Surdo. It was Based on social ? historical methodological (FREITAS, 2003), and supported in Bakhtin (1995), Vygotsky (1998) and on social cultural studies (JOHNSON, 1999; MATTELART; NEVEU, 2004) with emphasis on deaf studies (DORZIART, 2009; 2011; SKLIAR, 2011; S?, 2011; 2012; LODI; MELO; FERNANDES, 2012). As theoretical support it was also important the contribution on the school curriculum (SILVA, 1995), deaf people education (LOPES, 2007; 2013) and community and deaf people culture (S?NCHEZ, 1990; LANE, 1997; SACKS, 2010). The research was carried out between the second half of 2014 and the first half of 2015 in one of the CBRS in Municipal educational system from Natal/RN. By aiming this way, the general curriculum analysis of Luiz Maranh?o Municipal School through actions and announced of parts of its professionals involved with deaf students? education and as specific aim to identify the deaf subject conception of proposals from the complexes and goals of education of these subjects in these spaces. For developing this paper. However, it was used tools such as interviews and questionnaires and as a research procedure the participant observation and group interviews. The data analyzed were based on content analysis (RAMPAZZO, 2002; FRANCO, 2005; BARDIN, 2011). The data analysis brought up contradictions and differences on narratives and curricular practices. Before the analyzed data we came into the conclusion that in the first grades of CBRS in Cidade Nova, West Zone of Natal/RN, the fundamentals and demonstrated practices are not in accordance with the proposal of bilingual education of the Deaf movement and Deaf studies. The majority of collaborators see the deaf as a disabled person and bilingual education like one more expansion of people?s education with special needs.

According to the Law Lei de Diretrizes e Bases para a Educa??o Nacional, Lei n? 9.394 de 20 de dezembro de 1996 special education is described as a teaching form available since Child Education to Higher Education. It is constituted by material and human resources used for the guarantee of the access condition of people with studying disability. As what concerns the education of the deaf student user of Brazilian Sign Language (Libras), the presence of proficient professionals in Brazilian Sign Language is fundamental in the classroom and other educational spaces as part of the specialized support. As a result of this reality, it is seen the rise of the Libras interpreter as a professional whose education path is recent, strongly influent factor in their work conditions. The theoretical reference which gives this study its fundamentals is the critical history, where it is understood that the education and the education of the deaf person is a historical and cultural process, dated in time and social place (VIGOTSKI, 1997). In a particular way, the referent analysis to the Libras Interpreter education path occurs through the observation of the position occupied by this individual in society and their cultural and material conditions of education (BOURDIEU, 1975). As a theoretical-methodological approach, uses the qualitative research for the investigation of a field that involves human and social sciences (LOWY, 1985; GIL, 1999). The methodology used to build the data is a questionnaire composed by forty one questions and a space for comment available in a website during five months, accessed by a hundred and thirty one visitors, among them the twenty nine interpreters participant of this research. The analysis of the data considers three theme axes: education paths, working conditions and social economical reality. The results show that the education of these interpreters occurred from elements taken from the interaction with values of the deaf community, appropriation of the scientific knowledge and working relations. / A presente disserta??o tem como objetivo estudar as trajet?rias de forma??o e as condi??es de trabalho do int?rprete de Libras certificado pelo exame nacional de profici?ncia para interpreta??o de Libras, que atua em Institui??es de Educa??o Superior. De acordo com a Lei de Diretrizes e Bases para a Educa??o Nacional, Lei n? 9.394 de 20 de dezembro de 1996, a educa??o especial caracteriza-se como uma modalidade de ensino dispon?vel desde a Educa??o Infantil at? a Educa??o Superior. Como abordagem te?rico-metodol?gica, utiliza a pesquisa qualitativa para investiga??o de um campo que envolve as ci?ncias humanas e sociais (LOWY, 1985; GIL, 1999). A metodologia utilizada para constru??o dos dados ? um question?rio composto por quarenta e uma quest?es e um espa?o para coment?rio dispon?vel em um site durante cinco meses, acessado por cento e trinta e um visitantes, dentre eles, os vinte e nove int?rpretes participantes desta pesquisa. A an?lise dos dados considera tr?s eixos tem?ticos: trajet?rias de forma??o, condi??es de trabalho e realidade socioecon?mica. Os resultados revelam que a forma??o desses int?rpretes ocorreu a partir de elementos apreendidos da intera??o com os valores da comunidade surda, apropria??o do saber cient?fico e rela??es de trabalho.

The study was conducted on the theoretical-methodological principles of (auto)biographical research in education and socio-historical studies on the social formation of the human. The corpus used for analysis was consisted of six narrative interviews conducted in sign language and transcribed into portuguese, documents and personal files and institutional. The analysis allowed us to define three hinge moments of this story: the creation of the first school for the deaf, within the framework of oralism (1980 - 1991), the passage into the Total Communication (1991 - 1995) and, finally, the introduction of Bilingualism (1995 to today). The analyzes show that the trajectories of teacher formation of the research participants reflect the history of the three schools which have costituted bilingual social spaces of paramount importance to the subjects and the deaf community as a group of linguistic and cultural minority. The evolution of this trajectory has allowed to demarcate between the two generations of research participants. The generation of heirs of oralism, which had delayed access to the Libras and lived an education referenced in oralism, whose reminiscences of childhood and adolescence are strongly marked by suffering for the lack of communication, which hinders their social and professional career until today. And the generation of the sons of bilingualism, the youngest in age, who had childhood access to Libras and education within the framework of bilingualism, whose reminiscences are not marked by suffering and have a positive vision of the future. With respect to your teacher formation, three figures stand out as a teacher. The teacher's improvised, closer to the first generation of teachers who were called to teach without proper training. The figure of the teacher craftsman, which corresponds to the image that most of them have of yourself now, understanding that their knowledge are based on the exchange between peers. And finally the figure of the real teacher, which stands on the horizon of expectations as future graduates in Letters |Libras. The narratives allowed to realize that the evolution between these figures is based on the contributions of the other: hearing teachers of EDAC and the Federal University of Campina Grande and deaf teachers of the two generations who learn from each other. The analyzes and reflections allowed to defend the thesis of the centrality of bilingual environments for the establishment of the deaf person as a citizen with full rights, based on the voice of the deaf, muted by the history of education, conducted by listeners / O objeto de estudo desta tese entrecruza a hist?ria da educa??o de surdos, nos ?ltimos 30 anos, em tr?s escolas para surdos nos munic?pios de Campina Grande, Gado Bravo e Aroeiras, na Para?ba, as hist?rias de vida de seis docentes surdos de L?ngua Brasileira de Sinais (Libras), que se formaram e atuam nessas institui??es de ensino para surdos e o nosso pr?prio percurso, como formadora e pesquisadora. O trabalho foi desenvolvido no marco te?ricometodol?gico da pesquisa (auto)biogr?fica em Educa??o e dos estudos s?cio-hist?ricos sobre a forma??o social do humano. As an?lises revelam que as trajet?rias de forma??o docente dos participantes da pesquisa refletem a hist?ria das tr?s escolas que constitu?ram espa?os sociais bil?ngues de suma import?ncia para os sujeitos e a comunidade surda enquanto grupo social de minoria lingu?stica e cultural. A evolu??o dessa trajet?ria permitiu demarcar duas gera??es entre os participantes da pesquisa. A gera??o dos herdeiros do oralismo, que tiveram acesso tardio a Libras e que viveram uma educa??o referenciada no Oralismo, cujas reminisc?ncias da inf?ncia e da adolesc?ncia est?o fortemente marcadas por sofrimento pela falta de comunica??o, o que dificulta sua trajet?ria social e profissional at? hoje e a gera??o dos filhos do bilinguismo, os mais novos em idade, que tiveram acesso a Libras na inf?ncia e ? escolaridade nos marcos do bilinguismo, cujas reminisc?ncias n?o est?o marcadas pelo sofrimento e t?m uma vis?o positiva do futuro. No que concerne ? sua forma??o docente, destacam-se tr?s figuras de professor. A do professor improvisado, mais pr?xima dos docentes da primeira gera??o que foram chamados a ensinar sem a devida forma??o. A figura do professor artes?o, que corresponde ? imagem que a maioria deles tem de si mesmo atualmente, entendendo que seus saberes fundamentam-se na troca entre pares e, finalmente, a figura do professor de verdade, que se coloca em seu horizonte de expectativas como futuros graduados em Letras/Libras. As narrativas permitiram perceber que a evolu??o entre essas figuras est? alicer?ada nas contribui??es do outro: professores ouvintes da EDAC e da Universidade Federal de Campina Grande e professores surdos das duas gera??es que aprendem mutuamente.
