A escolha do período refere-se à vigência do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério - Fundef. Com o intuito de analisar a influência do Fundo na oferta dos serviços educacionais, foram analisados a oferta dos serviços de bibliotecas, laboratórios de informática, laboratórios de ciências, salas para TV e vídeo, quadras de esportes, escolas com acesso à Internet, que configuram a análise em infra-estrutura. Em relação a análise de recursos humanos, o estudo se concentrou no total de professores com curso superior completo e no total de alunos por turma. Os municípios selecionados para o estudo foram àqueles que receberam, ininterruptamente, recursos do Fundef. Após essa seleção foi analisada a situação fiscal dos municípios frente ao Fundo, o que originou dois grupos para a análise: (i) superavitários e (ii) deficitários. Determinou-se em seguida os graus de municipalização de cada município (matrículas municipais em relação a matrículas totais do município) que originou quatro graus de municipalização: (i) alto, (ii) médio, (iii) baixo e (iv) muito baixo. O objetivo deste estudo foi avaliar se houve otimização nos serviços educacionais ofertados, principalmente entre os municípios do grupo superavitário com grau de municipalização alto. Dois resultados são apontados. O primeiro que os municípios superavitários ofertam melhores serviços à sua comunidade do que os municípios deficitários. O segundo resultado aponta que, na análise focada no grau de municipalização, os municípios deficitários, que não apresentam alto grau de municipalização, ofertaram melhores serviços que os municípios superavitários com mesmo grau de municipalização. Este resultado representa fator de consideração para auxiliar as diretrizes de continuidade da municipalização escolar no Estado de São Paulo. / Abstract: This study makes an analysis of some related subjects the offer of the education services, particularly infrastructure and human resources, for the municipal fundamental teaching of municipal districts from São Paulo selected in the period 1999-2006. The choice of the period refers of validity of Fund of Maintenance and Development of the Fundamental Teaching and of Valorization of the Teaching - Fundef, in which the influence of Fund is verified in the offer of the education services. They were analyzed by offer of the libraries services, computer science laboratories as well as laboratories of sciences, rooms for TV and video, sports area, schools with access to the Internet, that they configure the analysis on infrastructure. In relation to human resources the analysis is concentrated on university graduated teachers and on total number of students by group. All the selected municipal districts were those that received continuosly resources from Fundef. After the selection, cities were divided into groups who found their fiscal situation facing the Fund (surplus or deficit) and, in municipalization degrees (municipal registrations in relation to total registrations of the municipal district). The objective of this study was to evaluate if there was optimization in the current education services, mainly among the municipal districts of the group superavities. Two results were pointed. The first is that the municipal districts surplus presented better services to its community rather than the deficient municipal districts. The second result appears that in the analysis focused in the municipalization degree, the results were shown inconclusive since municipalities that did not show deficits of high municipalization have offered better services to the municipalities with the same degree of surplus. Le système éducatif au Chili : une analyse en équilibre général calculable / The Chilean education system : a computable general equilibrium analysis

Au Chili, l'éducation primaire et secondaire effectuée dans les écoles privées est de meilleure qualité que dans les écoles publiques. Au niveau tertiaire, les universités publiques sont de meilleure qualité que les universités privées. D'après une enquête réalisée par América Economic Intelligence en 2012 auprès de 795 entreprises, 8 universités parmi les 10 meilleures où les entreprises cherchent à recruter sont des universités administrées par le Consejo de los Rectores de las Universidades du Chili. Dans ce papier, nous mettons en perspective des indicateurs de qualité de l'éducation par cycle d'éducation et par type d'éducation (public ou privé). Plus précisément, nous cherchons à déterminer quelles politiques l'Etat pourrait instaurer afin d'assurer une meilleure qualité éducationnelle dans les écoles publiques au niveau primaire et secondaire ou de permettre un accès plus élevé à tous les ménages aux écoles privées primaires et secondaires. Au niveau tertiaire, l'objectif est d'assurer un accès plus important aux universités publiques pour tous les ménages. Nous analyserons ces politiques en termes de demande d'éducation des ménages pour chaque cycle et type d'éducation, en termes de formation du capital humain par l'éducation ainsi que de la demande de travail par secteurs qui en découle. Nous utiliserons un modèle d'équilibre général calculable avec une matrice de comptabilité sociale 2011 du Chili composée de 159 produits, de 15 branches de production et de 10 types de travail afin de déterminer les impacts de ces politiques sur la croissance, la productivité et l'amélioration de la qualité de l'éducation. Chaque chapitre augmente un niveau de complexité dans le modèle: - Chapitre 1: MEGC statique - Chapitre 2: MEGC dynamique - Chapitre 3: Offre de travail endogène / The Chilean education system is split between the public and private sectors, inducing persistent inequality. Students from public secondary schools benefit from fewer opportunities than those from private schools, particularly in regard to acceptance rates at traditional universities. Acceptance at traditional universities is conditional on passing a selection test. In this regard, private secondary school graduates outperform their public-school peers. However, businesses prefer to hire students from traditional universities rather than private universities. Due to the high costs of private education and to the quality gap between public and private education at primary and secondary levels, students from poor households find themselves at a disadvantage when applying to traditional universities. In this thesis, we study three kind of policies that facilitate access to private schools or aim to improve the quality of public education, allowing equal opportunities for all students to enter into traditional universities. The policies analyzed are: i) an increase in subsidies granted to private schools, ii) a decrease of the consumer price of public education services and iii) an increase in current expenditures in public education services.In the first chapter, we use a static computable general equilibrium model which takes into account the segmentation of the education market between public and private sectors. We present the behaviours in the education market in terms of the demand and production of education services by level of education (primary, secondary and tertiary). Labour supply is exogenous and is specified according to skills (diplomas) and type of education (public or private). The simulation results show that a policy of increased subsidies granted to private primary and secondary schools facilitates access to private primary and secondary schools. Conversely, an increase in current expenditures in public education services restricts access to private schools. A reduction in the consumer price of public education services renders the different sectors of education more competitive with one another. In addition, unemployment decreases significantly with a policy of higher current expenditures granted to public education services.The model presented in the second chapter is a dynamic extension of the model used in the first chapter, taking into account two new indicators. Household demand for public and private education services depends on relative prices and on an indicator for relative quality of education. The human capital formation indicator varies according to real investments made in each level and type of education. In this chapter, labour supply is exogenous. We focus on the impacts of each policy on sectoral productivity, growth and unemployment. Depending on the targets pursued by the government, policy can be chosen to induce high levels of growth at the expense of a rising unemployment (increased subsidies granted to private schools) or a policy which reduces unemployment and which generates lower, but still substantial, levels of growth (improvement of the quality of public education by increased public expenditures into public education services).

An investigation was carried out to find out whether there is a process of network integration and exchanges of knowledge and collaboration between them. The quantitative and qualitative research was carried out by applying a questionnaire to identify the existence of a network in the institution. The profile of the professionals, their competences, their positioning and the type of knowledge they shared were characterized. The data was entered in Excel and processed in the network analysis software, ORA.NetScenes. The network analysis identified four groups associated with the sectors in which the agents operate and presented a relatively centralized structure and with a few specialists with a chance of sharing knowledge and dynamics. The most indicated and the possible relational exchanges existing in the groups were verified . The institution presented a low density of links between the professionals and a restricted reciprocity in the relations between the agents. In order to stimulate individuals to act in a network, it is important to foster actions that stimulate interdisciplinary exchanges among professionals, resulting in benefits for the organization and the public served. In spite of developing a network analysis, not all the possibilities among the agents of the organization were explored / Esta tese propõe analisar as dinâmicas intraorganizacionais de cooperação e trocas de conhecimento, entre profissionais que integram uma equipe multidisciplinar de um serviço de saúde e educação, de uma organização privada sem fins lucrativos. Investigou-se se há um processo de integração em rede e trocas de conhecimento e colaboração entre eles. A pesquisa, de natureza quantitativa e qualitativa, foi realizada mediante aplicação de um questionário para identificar a existência de uma rede na instituição. Caracterizou-se o perfil dos profissionais, suas competências, seu posicionamento e o tipo de conhecimento que compartilham. Os dados foram inseridos no Excel e tratados no software para análise de redes, o ORA.NetScenes. A análise de rede identificou quatro grupos associados aos setores em que os agentes atuam e apresentou uma estrutura relativamente centralizada e com alguns poucos especialistas com chances de compartilharem trocas de conhecimentos e dinâmicas. Verificou-se os mais indicados e as possíveis trocas relacionais existentes nos grupos. A instituição apresentou uma baixa densidade de vínculos entre os profissionais e uma restrita reciprocidade nas relações entre os agentes. Para estimular os indivíduos a atuarem em rede entende-se importante fomentar as ações que estimulem as trocas interdisciplinares entre os profissionais, resultando em benefícios para a organização e para o público atendido. Apesar de desenvolver uma análise de redes, não se explorou todas as possibilidades entre os agentes da organização

The superintendents of all public school districts in Region 10 were included in the survey study. All school districts concerned were grouped into one of three categories, according to size. The primary purpose of the study was to determine the perceptions of superintendents in Region 10 regarding programs of service offered by Region 10 Education Service Center, and to make the results available for use in planning future center operations.

O presente estudo pode ser considerado parte da linha de pesquisa Comércio, Direitos Humanos e Desenvolvimento, temática recorrente que procura entender e analisar os impactos do comércio internacional na realização dos direitos humanos e no desenvolvimento, além de propor alternativas sobre o inter-relacionamento das três áreas. A integração positiva entre elas depende de muito mais do que a adoção de medidas preventivas contra os possíveis prejuízos advindos da liberalização. Um sistema de comércio internacional que seja realmente favorável aos direitos humanos e ao desenvolvimento entendido não apenas como benefício econômico, mas principalmente como desenvolvimento social, político e cultural , deve ir além e atuar de forma positiva e não passiva. Neste sentido, não se pode considerar a liberalização dos serviços educacionais no âmbito da Organização Mundial do Comércio (OMC), se não forem conduzidas de forma a contribuir para a realização do direito ao desenvolvimento em todas as nações e a todos os indivíduos. No entanto, evidenciada existência de um atual mercado educacional, deve-se buscar alternativas para colocar a realização do direito ao desenvolvimento um direito humano que garante a realização de diversos outros direitos humanos no topo dos objetivos do comércio internacional. Assim, é obrigatório que se procure encontrar uma maneira de negociar o setor de serviços educacionais que não prejudique e ainda colabore para uma implementação mais efetiva do direito ao desenvolvimento. Objetivando cooperar com este relevante e necessário propósito, este estudo discute a atual relação entre o comércio internacional de serviços educacionais e o direito ao desenvolvimento, bem como analisa a importância da educação para os direitos humanos e o desenvolvimento. Afinal, a educação deve ser vista como uma mercadoria liberalizável ou deve ser tratada, acima de tudo, como um direito humano e um bem público, que deve ser protegido? / This study can be considered as part of the current research under Trade, Human Rights and Development, that intends to understand and evaluate the impacts of international trade at human rights and development, besides proposing alternatives to relate all three areas. Integrating international trade, realization of human rights, and development depend on much more than just preventing consequential damages of trade liberalization. An international trade system that is really favorable to development considered not only as economical gain, but also as social, political and cultural development and human rights must go further, and act positively rather than just passively. In this scenario, negotiating education services at the World Trade Organization (WTO) in a way that does not contribute to the realization of the right to development in all nations and for all human beings can not be considered welcome or even feasible. However, bearing in mind that there is already an education market, reality claims for alternatives to put the realization of the right to development as a human right that guarantees several other fundamental rights at the top of international trade goals. Therefore, finding a way of liberalizing education services that does not hinder and yet cooperates to a more effective implementation of the right to development is now mandatory. Aiming to cooperate with this relevant and necessary purpose, this study discuss the current relation between international trade in education services and the right to development, as well as the importance of education to human rights and development. After all, should education be seen as international trade commodity or should it be treated, above all, as a human right and a public good in need of protection?

Children with Autism in the People’s Republic of China: Diagnosis, Legal Issues, and Educational Services

Since the late 1970s, special education in the People’s Republic of China has experienced significant reform and fast development. However, education for children with severe developmental disabilities, especially autism spectrum disorders (ASDs), is still the greatest challenge in the field. This paper aims to give readers an overview of what is happening to children with ASDs in China. We first address the issue of prevalence of ASDs, and then offer an introduction to the diagnostic process. After that, a review of disability-related legislation is provided, followed by a description of current treatment options and available educational services. Finally we introduce all extent service providers and their roles.

Word-of-mouth information gathering : an exploratory study of Asian international students searching for Australian higher education services

Word-of-mouth communication (WOMC) has been recognized as a powerful marketing communication medium that many consider beyond marketers' control and yet is a reliable, creditable, trustworthy information-gathering tool, especially in credence-based services (CBS). To date, the various types of WOMC messages have not yet been adequately studied in the context of CBS. Using the individual face-toface convergence interview (CI) technique as the primary data collection method of exploratory research, this study attempts to fill this gap by describing the types, the characteristics, and the significance of WOMC messages involved in a CBS information gathering process (e.g. selection of an Australian higher education service). Marketers in the higher education sector feel WOMC advertising is unfamiliar and less manageable, but powerful in practice, especially in recruiting overseas Asian students. This study took the strengths of computer-assisted qualitative data analysis software (CAQDAS), N*Vivo 2, to manage qualitative transcriptions and enhance the data analysis process in organizing, linking, coding categorizing, organizing, summarizing behaviour patterns in order to explore the insightful findings and answer research questions. The study summarizes participants' motivation items and the specific information gathering steps as the foundation to discover the three types of WOMC messages (service information gathering, subjective personal experience, and personal advice) the characteristics of WOMC messages and the significance of WOMC messages in the CBS information gathering process. In theoretical terms, the findings on the role of types of WOMC messages have extended Beltramini model in the information gathering stage. In terms of the management implications, this research advances the current understanding of the types of WOMC messages, insightful WOMC characteristics and significances in behaviour patterns in the CBS information gathering process. As a result, university marketers are able to effectively cultivate various types of WOMC messages in promotion campaigns.
