Vaňková, Jana January 2008 (has links)
Public expenditures are a very important part of public finance. These expenditures are one kind of state interventions. In long term we can observe an increasing trend of public expenditures. Very often, these expenditures are spended inefficiently and uneconomically. To be spend efficiently and economically, it should be obvious to evaluate their effectiveness. But the current situation of this problem in the Czech Republic is not ideal and usually effectiveness is not evaluated. Absence of this evaluation is a big problem of system of public finance. This thesis solves the problem of evaluating effectiveness of the public expenditure programs on the real program, called "Flood prevention". This program is implemented by the Ministry of Agriculture and itś main aim is to increase the protection against flood in the Czech Republic. The first phase of this program was realized in the years 2002-2007 (the second phase has been realized in the years 2007-2012). This thesis is devoted to the first phase and the main aim is to evaluate this program with an available method. One hypothesis was set: That the program "Flood prevention" was effective and all the targets were realized. In this work I tried to find, if this hypothesis is true or fals.

Benchmarking v ICT / Benchmarking IT

Blecher, Jan January 2009 (has links)
The aim of this paper is to describe benefits of benchmarking IT in wider context and benchmarking scope at all. I specify benchmarking as a process and mention basic rules and guidelines. Further I define IT benchmarking domains and describe possibilities of their use. Best known type of IT benchmark is cost benchmark which represents only a subset of benchmark opportunities. In this paper, is cost benchmark rather an imaginary first step to benchmarking contribution to company. IT benchmark is not only a method for comparing IT efficiency, but also a way to better co-ordinate IT work with company strategy or make IT work more transparent for their customers. IT benchmark facilitates continual improvement not only to internal IT processes, but also to services that IT provides and in consequence to supported business services. Reader will further familiarize with practical example of IT process benchmark and with specifics in benchmarking of outsourced processes. It should be possible based on this paper to set strategic aims in benchmarking. And second, to run an initial IT process benchmark project.

This work addresses the issue of data boxes information system, which supports electronic communication between public authorities and other bodies. Aim of the work is to identify measure and evaluate the effectiveness of the data boxes at selected public authorities when processing received and sent documents. The effectiveness is detected by using the proposed metrics and also based on the analysis conducted in order to examine the processing of documents at selected institutions. The effectiveness of data boxes is being researched at the Municipal Office Dub nad Moravou and the Czech Agriculture and Food Inspection Authority. The information needed for the process analysis and the data required for evaluating the effectiveness of the implementation of the proposed metrics were obtained from the staff of those institutions. The functionality, use, technical solutions and legislations of data boxes are described based on available information. The second part focuses on the description and analysis of selected public authorities and on the way they process received and outgoing mail. In the third part of the work appropriate metrics to assess the effectiveness of the data boxes are proposed, followed by implementation of two-phase measurements. In the fourth section the effectiveness of the data boxes is evaluated based on the measurements conducted at selected public authorities. The main contribution of this work is that it will be the first evaluation of the effectiveness of the data boxes in selected subjects approximately one month after the official launch. Another benefit is the proposal of process for the evaluation of the effectiveness of a very specific new information system within the body and a comprehensive description of the data boxes information system.
