O caso cearense é relevante para a literatura nacional de políticas educacionais em razão de apresentar os melhores resultados em alfabetização no Brasil. Foi adotada no PAIC uma política específica de formação docente e pretende-se aqui entender o seu significado para o sucesso desse programa. Para analisar a política docente, serão utilizadas as teorias de Kingdon (2003) e Lindblom (1959) em formulação e implementação de políticas públicas, respectivamente. E para a análise, em foco, da formação continuada do PAIC, utiliza-se o conceito de formação continuada eficaz (FCC, 2017), que abriga cinco características: foco em conhecimento pedagógico de conteúdo, duração prolongada, coerência, participação coletiva e métodos ativos de aprendizagem. A partir dessa análise, pretende-se inferir a eficácia na formação continuada de professores do PAIC. Foram realizadas entrevistas com atores importantes na formulação e implementação da formação continuada do programa, para entender suas engrenagens. E ainda, realizou-se pesquisa de campo, em escolas selecionadas, do Ceará, para compreensão de um dos principais instrumentos desse Programa, o Prêmio Escola Nota Dez, buscando captar percepções de sua contribuição para a formação continuada dos professores. / This dissertation aims to analyse the professional development of teachers of the Programa de Alfabetização na Idade Certa (PAIC), created by the Government of the State of Ceará. The case of Education of Ceará is relevant to the national educational policies literature, because presenting the best results in literacy. It was adopted an especific policy of teacher training, it is intended here to understand its significance for the success of this Program. In order to analyse the teaching policy, we will use the theories of Kingdon (2003) and Lindblom (1959), respectively in formulation and implmentation of public policies. And for the analyses, on focus on teacher’s professional development of PAIC, we can use the concept of effective professional development (FCC, 2017) that have five characteristics: subject-matter content focus, prolonged duration, coherence, collective participation, and active learning. From this analysis, we intend to infer the effectiveness in the teacher’s PAIC professional development. It was conducted interviews with key actors, in the formulation and implementation of the professional development program, to understand their gears. Also, it was done a field research, in selected schools in Ceará, to understand one of the main instruments of this program, the Prêmio Escola Nota Dez, in order to obtain capture perceptions of their contribution to the teachers’ professional development.

Educators' Oral Histories of Tampa Bay Area Writing Project Involvement

The purpose of this study was to describe and explain participants’ perceptions of Tampa Bay Area Writing Project (TBAWP) influence on professional learning over time. This study explored Writing Project impact on professional learning by accessing the oral histories of three educators who were involved in TBAWP between 1998 and 2004. The research question was: • In what ways, if any, has long-term involvement in the Tampa Bay Area Writing Project impacted the teaching practice, career growth, and professional learning of participating educators? This qualitative study employed constructivism as the theoretical framework. Analysis of study data resulted in specific findings. Educators’ stories revealed Writing Project participation significantly impacted their teaching practice, career growth, and professional learning. The lasting impact of Writing Project involvement was seen in the ways in which educators infused the concept of community into their teaching practice, accepted leadership positions within the profession, and ultimately went on to conduct professional learning experiences for educators. Data analysis generated a conceptual model that examines the lasting impact of educator professional learning. Implications of this finding are significant for longitudinal inquiry of educator professional learning and for impact studies of long-term Writing Project involvement. In addition to providing exemplars of educator stories of practice over time, the study contributed to development of a fuller understanding of effective professional development, educator professional learning, and the lasting impact of Writing Project involvement.

Exploring Elementary English Language Arts Teachers' Writing Assessment Practices and Factors Influencing Decision Making

This qualitative case study explored the writing assessment practices of upper elementary ELA teachers and factors that influenced their decision making when assessing student writing. Effective assessment practices are important because these practices can aid teachers in identifying student needs, designing tailored writing instruction, and monitoring student progress. This study included 5 teacher participants from 3rd to 5th grade. Participants were viewed as 1 case bound by their grade band and employment in a district focused on teaching and assessing writing. Data was collected through semi-structured interviews, a think aloud task, a review of assessment artifacts and the researcher’s reflective journal. Analysis was completed following a five-phase model. Findings included: (1) teachers’ efficacy of assessing student writing is influenced by support received, (2) strengthening teachers’ assessment practices requires personalized, ongoing PD, (3) context influences teachers’ decision making when assessing student writing, and (4) teachers have varying levels of knowledge of formatively assessing student writing. These findings suggest implications for state administrators, district and school administrators, classroom teachers, curriculum leaders, and university programs.

Le développement professionnel des enseignants expérimentés par la transmission explicite de pratiques entre pairs / Professional development of experienced teachers through the explicit transmission of practices between peers

La littérature scientifique internationale montre la réalité des apprentissages informels des enseignants sur leur lieu de travail, au sein des établissements scolaires. Toutefois ces apprentissages présentent plusieurs limites et sont qualitativement de moins bonne qualité que les apprentissages réalisés en environnement organisé. La présente recherche a précisément pour objet le développement professionnel des enseignants expérimentés à travers un dispositif de formation continue prenant en compte leurs apprentissages informels. Cette étude s’inscrit dans un programme de recherche anthropoculturel (Bertone, 2011 ; Chaliès, 2012) dont les principaux présupposés théoriques sont empruntés à la philosophie du langage ordinaire (Wittgenstein, 2004). Elle a été menée dans le cadre de deux dispositifs innovants de formation permettant à un enseignant expérimenté (le pair formateur) d’enseigner ostensivement l’une de ses pratiques spécifiques jugées efficaces à un pair enseignant expérimenté (le pair formé). Les principaux résultats de la recherche montrent la modélisation de l’activité professionnelle des pairs formateurs et contribuent ainsi à documenter la recherche internationale sur les apprentissages informels des enseignants du primaire. Ils montrent également l’apprentissage de nouvelles pratiques professionnelles de la part des pairs formés entendu comme l’acquisition de nouveaux systèmes de règles. Les résultats montrent enfin le développement professionnel des pairs formés entendu comme l’interprétation des règles apprises dans des circonstances nouvelles ainsi que le développement réflexif de l’activité professionnelle des pairs formateurs. / The international scientific literature shows the reality of teachers' informal learning in the workplace, within schools. However, these learnings have several limitations and are of lower quality than those that are carried out in an organized environment. The purpose of this research is precisely the professional development of experienced teachers through a professional development program that considers their informal learning.This study is part of an anthropocultural research program (Bertone, 2011; Chaliès, 2012) whose main theoretical assumptions are borrowed from the philosophy of ordinary language (Wittgenstein, 2004). It was conducted within the framework of two innovative training devices allowing an experienced teacher (the peer trainer) to ostensibly teach one of his specific practices considered effective to an experienced peer teacher (the trained peer). The main research results show the modelling of the professional activity of peer trainers and thus contribute to documenting international research on informal learning by primary school teachers. They also show the learning of new professional practices from trained peers understood as the acquisition of new rule systems. Finally, the results show the professional development of the trained peers understood as the interpretation of the rules learned in new circumstances as well as the reflexive development of the professional activity of the trained peers.
