Universidade Federal do Cearà / Este trabalho se propÃe a analisar a eficiÃncia dos produtores, envolvidos no projeto de melhoramento genÃtico e produtivo do rebanho de ovinos e caprinos no municÃpio de TauÃ, referente aos dois primeiros anos de implantaÃÃo - julho de 2002 a junho de 2004. Especificamente foram caracterizados os estabelecimentos atualmente em funcionamento; foi estimado a eficiÃncia tÃcnica, a eficiÃncia de escala e foram classificados os produtores segundo essas medidas; foram identificados os produtores que apresentam as melhores prÃticas de produÃÃo e comparamos os produtores eficientes e ineficientes, segundo alguns indicadores tÃcnicos e econÃmicos. Para toda a anÃlise, foram utilizados dados primÃrios obtidos atravÃs de pesquisa direta com aplicaÃÃo de questionÃrio nas 20 unidades envolvidas no projeto. Entre as principais conclusÃes obtidas no estudo, verificou-se que toda a ineficiÃncia tÃcnica à devotada a problemas na escala de produÃÃo. TambÃm constatou-se que a experiÃncia do produtor à variÃvel relevante para a melhoria da eficiÃncia tÃcnica de produÃÃo. / This work if considers to analyze the efficiency of the producers, involved in the project of genetic and productive improvement of the flock of goat ovinos and in the city of TauÃ, referring to the two first years of implantation - July of 2002 the June of 2004. Specifically the establishments currently in functioning had been characterized; it was esteem the efficiency technique, the efficiency of scale and had been classified the producers according to these measures; the producers that present best the practical ones of production and compare the efficient and inefficient producers, according to some economic pointers had been identified technician and. For all the analysis, had been used given primary gotten through direct research with application of questionnaire in the 20 involved units in the project. It enters the main gotten conclusions in the study, was verified that all the inefficiency technique is devoted the problems in the production scale. Also one evidenced that the experience of the producer is changeable excellent for the improvement of the efficiency production technique.

The alternative transport today is constituted of six cooperatives that together possess two hundred and sixty vehicles of the species microbus of up to sixteen places that carry through the transport of passengers in eight lines only in the zone east of the city. For in such a way, the method used for measurement of the efficiency in the present research is called by Analysis of Envoltória of data (Date Envelopment Analysis) - DEA. One is about a boarding that if it uses of the mathematical programming to calculate efficiency indices technique between units under analysis that they carry through the same tasks, possess the same objectives and factors of production, except in intensity or magnitude. Through the DEA it was possible to construct to a model applied to the alternative transport of the zone east of Manaus and thus to identify those units that are efficient and that they go to serve of reference for that they had been inefficient. How much to the gotten results they had been representative, therefore sample that had efficiency technique in 12,5% of cooperated units e, still, serves of reference so that the cooperated , inefficient others technical, reach such efficiency. / Este estudo tem como objetivo evidenciar a eficiência técnica do transporte alternativo da zona leste de Manaus e assim, poder dar subsídios aos seus gestores na tomada de decisões. O transporte alternativo hoje é constituído de seis cooperativas que juntas possuem duzentos e sessenta veículos da espécie microônibus de até dezesseis lugares que realizam o transporte de passageiros em oito linhas apenas na zona leste da cidade. Para tanto, o método utilizado para medição da eficiência na presente pesquisa é denominado Data Envelopment Analysis DEA (Análise de Envoltória de Dados). Trata-se de uma abordagem que se utiliza da programação matemática para calcular índices de eficiência técnica entre unidades sob análise que realizam as mesmas tarefas, possuem os mesmos objetivos e fatores de produção, exceto em intensidade ou magnitude. Através do DEA foi possível construir um modelo aplicado ao transporte alternativo da zona leste de Manaus e assim identificar aquelas unidades que são eficientes e que vão servir de referência para aquelas que foram ineficientes. Quanto aos resultados obtidos eles foram representativos, pois mostra que houve eficiência técnica em12,5 % das unidades cooperadas e, ainda, servem de referencia para que os outros cooperados, ineficientes tecnicamente, atinjam tal eficiência.

Para tanto, quatro mÃtodos sÃo adotados: um paramÃtrico e trÃs nÃo paramÃtricos. No mÃtodo paramÃtrico, a AnÃlise de Fronteira EstocÃtica (SFA), utilizou-se uma funÃÃo de produÃÃo do tipo Cobb-Douglas. O Data Envelopment Analysis (DEA), o Free Disposal Hull (FDH) e o mÃtodo de Martins-Filho e Yao (2004) sÃo os trÃs mÃtodos nÃo paramÃtricos adotados. Concluiu-se que, o conjunto de produÃÃo nÃo segue rendimentos crescentes de escala. Observou-se que, as firmas do Sudeste foram mais eficientes em mÃdia, que as demais. O mÃtodo de Martins-Filho e Yao (2004) Ã o mais adequado, pois requer um nÃmero menor de hipÃteses e tem a caracterÃstica de ser um estimador suave. / The technical efficiency is estimated for 36 energy distribution firms. Four methods were adopted: one parametric and three nonparametric. In the parametric method, the Stochastic Frontier Analysis (SFA), the Cobb-Douglas production function was used. The Data Envelopment Analysis (DEA), the Free Disposal Hull (FDH) and the method developed by Martins-Filho and Yao (2004) are the three nonparametric methods adopted. It was seen that, the production set didnât follow increasing returns to scale. It was concluded that, the firms of the Southeast region of Brazil were, on the average, more efficient than the others. The Martins-Filho and Yaoâs (2004) method was most the adequate, since it requires less assumptions and has the characteristic of being a smooth estimator.
