Although electronic messaging systems (EMS) are an attractive business communication medium several studies on the usage and impact of EMS have shown that despite the benefits, they have been generally used for routine and informal communication activities. Theoretically, EMS have yet to find their niche in organizational communications. Technically, EMS designs are not flexible to support communication activities of managers, are not maintainable to permit easy integration with other office applications and access to information from data/knowledge bases, and are not easily extendible beyond the scope of their initial design. Behaviorally, end users are not directly involved in the development of EMS. This dissertation attempts to bridge the transition of EMS technology from message processing systems to communication support systems. First, the dissertation provides an analysis for a knowledge-based messaging system (KMS) through a framework. The framework provides a theoretical basis to link management theory to EMS technology. It suggests that the communication needs of the managers vary depending on the activity level, implying related variations in EMS functionality. Second, the dissertation provides a design for the KMS through an architecture which incorporates the design and implementation issues such as, flexibility, maintainability, and extendibility. The superimposition of the KMS on an existing EMS provides flexibility, the loose coupling between the KMS-interface components and the KMS-functions increases its maintainability, and the strong functional decomposition and cohesion enhances the extendibility of the system beyond the scope of its initial design. Finally, the dissertation provides a implementation through the development of a prototype KMS which involves users into the design process through a validation study conducted at University of Arizona. The prototype used GDSS tools in eliciting message attributes for the personal knowledge base. This method proved effective in reducing the bottleneck observed in the acquisition of knowledge from multiple experts, simultaneously. Similarly, the combination of observation with interviews proved effective in eliciting the organizational knowledge base. The validation method measured the system's accuracy (which was very accurate) in prioritizing messages for the users.

This thesis describes the design and implementation of a rural e-mail system for the Sumbandila
satellite. The rural e-mail system was developed during a project sponsored by
the Department of Communications of the South African government. The complete Open
Systems Interconnect (OSI) layer structure of the protocol architecture used on the satellite
hardware and software is described. The equivalent implementation of the OSI layer on the
ground station hardware is given. This includes the adaptation of the soundmodem Open
Source Software modem to work for the e-mail system’s OSI layer. The design of the Application
Layer e-mail system is described and the implementation of this design using the
Python, Korn Shell and C programming environments is also given. The procedures used to
test the system for reliability and the use of a database to create detailed logs of the e-mail
system is shown to have generated a reliable system that is easily maintained. A critical

Hierdie tesis beskryf die ontwerp en implementering van ’n plattelandse e-posstelsel vir die
Sumbandila satelliet. Die plattelandse e-posstelsel is ontwikkel in opdrag van die Departement
van Kommunikasie van die Suid-Afrikaanse regering. Die volledige Open Systems
Interconnect (OSI) laagstruktuur van die protokol-argitektuur wat in die satelliet se apparatuur
en programmatuur gebruik is, word beskryf. Die ekwivalente implementering
van die OSI-laag op die grondstasie-apparatuur word gegee, insluitende die aanpassing van
soundmodem, ’n oopbronkode sagteware-modem. Hierdie sagteware-modem word gebruik in
die e-posstelsel se fisiese laag. Die ontwerp van die toepassingslaag van die e-posstelsel word
beskryf, asook die implementering van hierdie ontwerp met behulp van Python, die Korninterpreteerder
en C. Die prosedures waarvolgens stelselbetroubaarheid getoets is, en die
gebruik van ’n databasis om noukeurige joernale van e-postransaksies te hou, demonstreer

This dissertation proposes a model supporting the creation of trustable privacies in public online spaces, with the model demonstrating the potential for supporting trustable data handling in the qualitative domain. Privacy and trust, from the pivotal
perspective of the individual were identified as crucial intangibles in the qualitative
research and personal trust domains. That both privacy and trust depend heavily upon
credible mechanisms for privacy became clear during the literature review and
interview processes.
Privacy, in its many forms, is a concept requiring greatly varying degrees of
anonymity, confidentiality and control (Rotenberg, 2001; Lessig, 1998) and this was
position was validated by literature and by qualitative comments by academic
interviewees.
Facilitation of secondary users including academics, public and private organisations,
communities, casual information browsers is a goal of this research. This goal of
facilitation is supported by the model proposed, and is discussed in Chapter 6, where
future work is discussed. The core requirement to address confidentiality, ethics,
privacy, ownership and control of data (Corti, 2000) is satisfied by the model as
proposed and discussed.
Expected outcomes of this research project are summarised as:
• Proposed model for the creation of trustable privacies in public spaces.

• Promotion of collaboration amongst domains and disciplines through
improved universal access to archived data [Secondary outcome]
• Identification of application domains outside of the initially identified domain
