Denna studie syftar till att studera vad som händer mellan representanter från skolförvaltning och gymnasierektorer när huvudmannens styrning och kvalitetsarbete av gymnasieskolans introduktionsprogram sätts i centrum i ett utvecklingsarbete. Studiens syfte är också att bidra med kunskap om vad som händer när skolförvaltning och rektors roll och ansvar sätts i fokus i ett utvecklingsarbete med målet att öka kunskapen om det systematiska kvalitetsarbetet. Utgångspunkterna för denna studie har varit tre teorier om skolutvecklingsforskning och den metoden som tillämpats är Kritisk aktionsforskning. Teoretiska perspektiv inom utbildningspolicy, utbildningskvalité och ledarskap har fungerat som förklaringsmodeller av möjliga samband i en skolutvecklingskontext. Den bild som framträder är att genom information, samverkan och återkoppling stärks en lokal strategi och ett samband mellan den lokala styrningen och kvalitetsarbetet konkretiseras. Samstämmigheten mellan en policy i teorin och en policy i praktik kan öka om styrkedjans medaktörer är involverade och om policyn bygger på faktiska behov av utveckling, där syftet är att stödja arbetet mot elevers lärande. / This study aims to study what happens between representatives from school administration and upper secondary school principals when the principal's governance and quality work of the upper secondary school's introductory program is placed at the center of a development work. The purpose of the study is also to contribute with knowledge of what happens when school administration and the principal's role and responsibilities are put in focus in a development work with the goal of increasing knowledge about the systematic quality work. The starting points for this study have been three theories about school development research and the method applied is critical action research. Theoretical perspectives in education policy, education quality and leadership have functioned as explanatory models of possible connections in a school development context. The picture that emerges is that through information, collaboration and feedback, a local strategy is strengthened and a connection between local governance and quality work is concretized. The coherence between a policy in theory and a policy in practice can increase if the power chain's actors are involved and if the policy is based on actual needs for development, where the purpose is to support the work towards students' learning.
