The general objective of this investigation consisted on knowing and analyzing the Municipal Habitation Politics of Embu and the process of effect of the right to the city trough the local participatory management, of the Municipal Directory Plan and the Municipal Habitation Politics. It was defined as hypothesis that the Municipal Habitation Politics of Embu is partially contributing to effect of the right to the city to the local population, primarily, to the low income segments. It was adopted as the methodological path to this research development the qualitative approach, including bibliographical, documental and Field research and also the researcher experience. As methodological instruments was used a form to characterize the housing associations of the city and the semi-structured interview. There were made 7 interviews, with specific scripts for each group of people. To the analysis of the collected data was used the content analysis technique. The reference concepts adopted were: City, Right, Habitation and Democratic Management, in an interdisciplinary approach. The results showed a positive improvement on the implement of politics in the sense of building up a public politics, committed with the qualitative deficit reduction of habitation in irregular settlements and with improvement of the urban life quality. It was also verified the process of creating a city democratic and participatory management too. There were also identified limitations, mainly, on the finances for habitation issues, the missing of an urban and intersectorial development politics and also, an incipient ownership of subjective right to the city / A presente Dissertação de Mestrado tem como objeto de estudo a análise da Política Municipal de Habitação do município de Embu / SP implementada no período de 2001 a 2008 e sua contribuição para a efetivação do direito à cidade à população local, prioritariamente, aos segmentos de baixa renda. O objetivo geral desta investigação consistiu em conhecer e analisar a Política de Habitação de Embu e o processo de efetivação do direito à cidade através da gestão participativa local, do Plano Diretor Municipal e da Política Municipal de Habitação. Definiu-se como hipótese que a Política Municipal de Habitação de Embu vem contribuindo parcialmente para a efetivação do direito à cidade à população local, prioritariamente, aos segmentos de baixa renda. Adotou-se como caminho metodológico para a elaboração desta pesquisa a abordagem qualitativa, englobando a pesquisa bibliográfica, documental e de campo, bem como a observação participante da pesquisadora. Como instrumentos metodológicos utilizou-se do formulário para a caracterização das associações de moradia do município e da entrevista semi-estruturada. Foram realizadas 7 entrevistas, com roteiros específicos para cada grupo de sujeitos. Para análise dos dados obtidos foi utilizada a técnica de análise de conteúdo. Os conceitos de referência adotados foram: Cidade, Direito, Habitação e Gestão Democrática, em uma abordagem interdisciplinar. Os resultados evidenciaram avanços positivos na implementação da Política Municipal de Habitação no sentido da construção de uma política pública, comprometida com a redução do déficit qualitativo de moradias nos assentamento irregulares e com a melhoria da qualidade de vida urbana, pela ampliação da rede de infra-estrutura do município. Verificou-se ainda um processo em construção de uma gestão democrática e participativa da cidade. Foram evidenciadas também limitações, principalmente, no tocante aos financiamentos habitacionais, à falta de uma política de desenvolvimento urbano integrada e inter-setorial e uma incipiente apropriação do direito subjetivo de cidade

Esta dissertação busca contribuir para a incorporação da questão da sustentabilidade de forma multidisciplinar e transversal na prática das políticas públicas de habitação. Para isto, realiza uma revisão histórica do crescimento da temática ambiental no mundo e do desenvolvimento das políticas habitacionais no Brasil, analisando os pontos de aproximação entre elas. São relatadas experiências de municípios no Brasil, desenvolvidas nos últimos 10 anos, que buscaram incorporar às intervenções em habitação de interesse social uma ou mais dimensões que compõem o conceito de sustentabilidade, através do uso de tecnologias específicas para este fim, descritas ao longo do texto. Ao final, são relatadas algumas experiências mais sustentáveis desenvolvidas no município de Embu das Artes, na Região Metropolitana de São Paulo, como parte de sua política habitacional, sendo que uma delas foi avaliada através de pesquisa amostral com beneficiários. Com base nas experiências relatadas, é possível apreender fatores comuns, que auxiliam na compreensão das dificuldades encontradas, como forma de auxiliar na concretização de novas experiências em busca da sustentabilidade nas políticas habitacionais. / This dissertation aims to contribute to the incorporation of sustainability concerns in a multidisciplinary and transversal way in the practice of public housing policy. To reach that, the study presents a historical review of the evolution of environmental issues in the world and the development of housing policies in Brazil, analyzing the approaching points between them. The text describes experiences developed in the last 10 years by municipalities in Brazil that incorporated, through the use of specific technologies, one or more dimensions that comprise the concept of sustainability and were utilized on interventions in social housing. Finally, some more sustainable experiments are reported, which were developed by the municipality of Embu das Artes, located in the Metropolitan Region of São Paulo, as part of its housing policy. One of these experiments was assessed by sample survey with its beneficiaries. Based on the related experiments, it is possible to identify common factors that help to understand the difficulties encountered, serving as an aid in the implementation of new experiences in pursuit of sustainability in housing policies.

We search to understandthe paper of the missionaries, how much the ideal of the faith and the catequista settling, that the activity of the Company evidences, and the strategies articulated in promoting its facts to keep the cultural monopoly and to lead the sheep. The meeting between Jesuits and aboriginalds, was to sth by expectations and dicoveries in relation to the cultural process of universes that divergiam and ressignificavam, but that it was necessary for the social maintenance. The resulto of this meeting was, a popular religiousing marketing by a revealed religious sincretismo through religious parties. Therefore, the research object is the formation of Embu, city of the region metropolitan of São Paulo. We search the jesuítica action and the process of catequização of the guarani, and the cultural relations resultant of a religious ressignificação that resulted in the society of Embu a typically popular catolicismo. Belchior Pontes, then considered the founder of this city / O processo de colonização do Brasil se deu após Portugal constituir-se como Reino, cuja vocação para a expansão marítima, alinhada aos os interesses de nobres e membros da Igreja Católica, transformou a colonização em um projeto nacional, com impulsos comerciais e religiosos. O vínculo entre a Companhia de Jesus e Portugal é fato que se estrutura logo após a sua fundação por Inácio de Loyola. Os jesuítas formavam uma corporação religiosa destinada a constituir uma milícia de elite no combate à Contra-Reforma, na luta em prol da religião liderada pelo Papa. O surgimento do Embu (M Boy) está atrelado a esses interesses, por isso fazemos uma análise do processo de seu surgimento. Buscamos compreender o papel dos missionários quanto ao ideal de fé, à colonização catequista e às estratégias empregadas no processo de conversão dos nativos. O encontro entre jesuítas e indígenas foi cercado de expectativas e descobertas em relação ao processo cultural de universos que divergiam e se ressignificavam. O resultado deste encontro foi uma religiosidade popular marcada por um sincretismo, manifestado através de festas religiosas. Portanto, o objeto de pesquisa é a formação de Embu, município da região metropolitana de São Paulo. Pesquisamos a ação jesuítica, o processo de catequização dos guaranis e as relações culturais resultantes de uma ressignificação religiosa que produziram na sociedade de Embu um catolicismo tipicamente popular. Analisaremos o período colonial, especificamente aquele referente a São Paulo, entre 1554 e 1700, no qual se consolida o papel do padre Belchior Pontes, considerado então o fundador dessa cidade
