The Analysis Of The Anti-Preventive Laws of Financial Transfer Fraud

The fraud of financial transfer has become a new type crime and been used with various types. And it is also a rare phenomenon in overseas .According to the statistics of National Police Agency, there were 146,931 cases totally and 48,259 cases cleared , the clearance rate is 32.84 % . It is obvious that such kind of crime has caused the loss of social cost and damaged to people¡¦s daily life. Moreover, offenders use human beings¡¦ greed for money to achieve their purposes. In addition, they also use the ways of calls and messages of cellar phones. In past four years, categorizing the number of fraud cases handled by Police Departments in area of Taiwan & Fukain Province, 45,357 cases were conducted by the process of calling and messages of mobile phones, only 11,613 cases cleared, the clearance rate is 25.6%, 101,574 cases were conducted by the rest of ways; only 36,646 cases were cleared; the clearance rate is 36.07 %. From statistics mentioned above, the development of hi-tech not only brings about the convenience of life but also leads to diversified skills of the crimes. All in all, it has already leveled the difficulties of enforcement and lowered the clearance rate as well. In response of this phenomenon, Executive Yuan set up an Anti-fraud Platform on April 23, 2004 to coordinate with the relevant stakeholders, but the effectiveness was still limited. It is no exaggeration to say that the fraud rings have caused people¡¦s anxiety and messed the social order up. Firstly, this paper focuses on conceptual framework of administrative law¡¦s theories, organization, competence, appeal and supervision. Secondly, it moves to understand the extent of integrity between anti-fraud laws and relevant administrative laws. Next, it aims to investigate the current phenomenon of cooperation among relevant authorities, private sectors and telecom sectors. Last, it proposes suggestions for improvement.

A High Growth-Rate Emerging Pattern for Data Classification in Microarray Datasets

Data classification is one of important techniques in data mining. This technique has been applied widely in many applications, e.g., disease diagnosis. Recently, the data classification technique has been be used for microarray datasets, where a microarray is a very good tool to study the gene expression levels in Bioinformatics. In the part of data classification problem for microarray datasets, we consider two biology datasets which reflect two extreme different classes for the given same sets of tests. Basically, the classification process contains two phases: (1) the training phase, and (2) the testing phase. The propose of the training phase is to find the representative Emerging Patterns (EPs) in each of these two datasets, where an EP is an itemset which satisfies some conditions of the growth rate from one dataset to another dataset. Note that the growth rate represents the differences between these two datasets. After the training phase, we take the collections of EPs in each dataset as a classifier. A test sample in the testing phase will be predicted to one of the two datasets based on the result of a similarity function, which takes the growth rate and the support into consideration. The evaluating criteria of a classifier is the accuracy. Obviously, the higher the accuracy of a classifier is, the better the performance is. Therefore, several EP-based classifiers, e.g., the EJEP and the NEP strategies, have been proposed to achieve this goal. The EJEP strategy considers only those itemsets whose growth rates are infinite, since it claims that the high growth rates may result in the high accuracy. However, the EJEP strategy will not keep those useful EPs whose growth rates are very high but not infinite. On the other hand, the real-world data always contains noises. The NEP strategy considers noises and provides the higher accuracy than the EJEP strategy. However, it still may miss some itemsets with high growth rates, which may result in the low accuracy. Therefore, in this thesis, we propose a High Growth-rate EP (HGEP) strategy to improve the disadvantages of the NEP and the EJEP strategies. In addition to considering itemsets whose growth rates are infinite in the EJEP strategy and noise patterns in the NEP strategy, our HGEP strategy considers those itemsets which have the growth rate higher than all its proper subsets when the growth rates are finite. In this way, the itemsets with high growth rates could result in high similarity, and the high similarity predicts the sets of tests into the correct class. Therefore, our HGEP can provide high accuracy. In our performance study, we use several real datasets to evaluate the average accuracy of them. Moreover, we also do simulation study of increasing noises. From the experiment results, we show that the average accuracy of our HGEP strategy is higher than that of the NEP strategy.

Prof. Dr. Seza DaniSoglu May 2008, 103 pages In recent years, cross-border mergers and acquisitions have spurred in the global economy. With the breaking down of barriers around national economies, those economies that used to be centrally-planned and closed in the past have emerged as economies that offer invaluable investment and risk diversification opportunities that investors seek. As a natural result of this change, these economies become major targets for foreign investors. This thesis examines the impact of this foreign investment trend specifically for those bank mergers and acquisitions that take place in emerging economies. The impact of these transactions on the acquirer and target company shareholders and firm performance are analyzed and it is found that neither parties&rsquo / shareholders receive a significantly positive benefit in the short-term but there are significant benefits in the long-term. Moreover, while these bank consolidations resulted in improved profitability, efficiency and asset size for the target firms, no significant change is observed in deposit size, market share and capital adequacy of the targets. Similarly, improvement in profitability is evidenced for the acquirers while no major change in leverage risk is observed.

According to the progressive era and technical development, many industries have already input emerging technology. In the medical industry of Taiwan, most of the hospitals have set up the operating system, data management and case history in electric facilities. It can help to deliver the information more accuracy and convenient. However, there are still many traditional models in medical regulation. The main reason is that the processes of care usually involve face to face communication. Therefore, to insure safety to the patients, human observation and communication are needed in traditional concept. To give an example of inpatient healthcare, patients always need intimate observation and treatment because the function of ward is to keep the patients safe and easy to observe. In recent years, the tradition care models have been challenged by the lack of human resources and the rise of patient safety conscious. In consequence, the service quality of ward has also been focus. According to the official data record in 2007, there were 2 million people affected with Nephrology disease, and this population content 50 thousands patient of long term dialysis. Nephrology disease has become the most popular disease in Taiwan. This thesis is trying to focus on the huge amount of Nephrology patients, and enhance the care process with forward-looking solutions. After inducing traditional problems and collecting emerging technologies, this research is going to produce an emerging health care model on Nephrology inpatients. The conventional process of IO record, medicament allocation, fall injury prevention, nursing record and home care after discharged from hospital would be improved in many technologies, such as lover¡¦s cup, electric scale, barcode, RFID, urgent button, PDA, mobile nursing station, intouch message board and monitoring stool. Not only building the model, the evaluation of time cost, quality and innovative services would also discuss in the research to make the emerging health care model more suitable for clinical demand.

Profit for the poor : Sustainable Market Development in BOP Markets

<p>There are 4 billion poor living on 2 dollars or less per day that make up the bottom of the economic pyramid (BOP). If a company calculates their aggregated purchasing power they could be a huge and profitable market.</p><p>By studying the roles of the different actors and their preconditions in BOP markets the purpose with this thesis is to find out how the private sector can pursue a sustainable market development strategy at the bottom of the economic pyramid and if it really will help to reduce poverty.</p><p>By using a qualitative study, this thesis interviews each actor in the Mexican market except the government. Also a resume from a case study presents Unilever’s operations in Indonesia.</p><p>The theory suggests that the actors in the markets should create partnerships that lead to a social transformation and improvement in the lives of the poor. Therefore this thesis concentrates on sustainable development the entrepreneurs, government, customers and the private enterprises role in a BOP-strategy.</p><p>From the field study it is clear that it exists a huge informal system in Mexico which makes it hard for an efficient market to work. Our interviews with the NGOs shows that they have access to huge networks, work with marketbased solutions but are dependant on financial contributions from government and private sector. Both private enterprises show that they are working with both process and product innovations for the BOP-market. For example they both sell small sachets of shampoo that are affordable for the poor and they are also cooperating with local distributors to access all the small supermarkets across the country they are present in.</p><p>Essential for pursuing a BOP-strategy is that a company innovates for satisfying a need at a lower cost. They should also work with partners to get the local knowledge that they do not have themselves. The study can not come to a conclusion if the strategy under study will reduce poverty although there is a clear link between sustainability and poverty reduction. The point with sustainability in the consumer markets is that the products and services offered increases the disposable income, the choices, and the self identity of the per-son living in poverty. Only then can a BOP-strategy develop together with its market, resulting in a sustainable market development strategy, which, when pursued responsibly can lead to a triple-win situation for the poor, private enterprises and the environment.</p>

<!--[endif]--></p><p>The overall purpose of the paper is to see how crediting institutions assess risks in emerging market countries. The paper describes prevalent economic and social conditions for each of the selected emerging market countries (Brazil, China, Kazakhstan, India, Russia and Ukraine) as examples of recent attractive investment locations in quest of higher returns.  Second, recognizing the importance of ratings for risk management in credit institutions, the authors show what determines country ratings made by main rating agencies by running a linear regression on several macroeconomic indicators and the country ratings. It is also explained what the most widely-used ratings mean and described the correlation between the ratings as well as between the macroeconomic indicators and the ratings. The authors also describe the characteristic approach of a Scandinavian bank towards dealing with risk factors in emerging market countries. Concluding comments: risks happen to be inbound in the bank interest rates; there is no common pattern for banks to apply to all the emerging market countries and each market should be analyzed separately. Nordic banks have a relatively safe and careful strategy concerning lending in the emerging markets.</p><p> </p>

Den industrialiserade världen har de senaste årtiondena genomgått förändringar vilket har bidragit till att en ny tidsperiod uppkommit. Tidsperioden benämns enligt forskaren Arnett (2007) som Emerging Adulthood och har den svenska översättningen vuxenblivande. Perioden sträcker sig mellan åren 18-25. Stress är en känsla av press som för stunden inte är hanterbar och stressnivån har under de senaste åren ökat markant hos gymnasieelever. Syftet med denna studie var att undersöka om vuxenblivande samt stress skiljer hos elever som läser ett yrkesförberedande respektive ett högskoleförberedande program. Studien syftar också till att undersöka om stress är signifikant relaterat till vuxenblivande. I studien deltog 173 gymnasieelever som gick tredje året på gymnasieskolor i Örebro och Västerås. Deltagarna svarade på en enkät om vuxenblivande och upplevd stress. Resultatet i studien visade att de yrkesförberedande eleverna upplevde en högre grad av fokus på andra och att de högskoleförberedande eleverna upplevde en högre nivå av instabilitet och stress. / The industrialized world has changed in recent decades, which have contributed to a new period in life. Stress is a feeling of pressure that the individual for the moment can’t handle and stress level has in recent years increased among high school students. The purpose of this study was to investigate whether adulthood and stress differ among students who read a vocational or a university-preparing program. The study also aims to investigate whether stress is significantly related to emerging adulthood. The study involved 173 Swedish high school students from Örebro and Västerås. The participants answered a questionnaire about emerging adulthood and perceived stress. The results of the study showed that the vocational students experienced a greater degree of focus on others and that the university-preparing students experienced a greater level of instability and stress.

Strategic communication issues for nonprofits : targeting donors, utilizing new media, and planning for crises

The purpose of this paper is to examine the growing nonprofit sector in the marketplace and the challenges and opportunities involved with attracting and maintaining donor relations and charitable giving. Nonprofit organizations have a number challenges relating to marketing and communications but I have chosen to focus on three dominant areas: targeting donors for support and greatly needed funds, the use of emerging media tools, and crisis management. These issues have a significant impact on an organization’s ability to effectively communicate their brand as compelling to their public. First, I will briefly go over the branding process and what makes a nonprofit brand so unique. I will discuss the target market of donors, the importance of understanding them and their mindset, and finally provide some variables that relate to successful recruiting and maintaining of those relations. Additionally, my research will cover not only methods that could best attract donors but also why many nonprofits do not have marketing or communications plans in place already and the consequences for such a choice. Following that research, I will go into the actual marketing and communication tactics that can be used, not only through traditional but also in new or emerging media communications. Then, I will transition into research of crisis management, linking to the necessity of implementation of marketing plans and the consequences that can occur when nonprofits deal with crises ineffectively. Based on the research, I will conclude my own set of guidelines for how nonprofits should proceed should they want to be successful in a competitive marketplace. / text
