A study of informal sector entrepreneurial activity within the townships in Emfuleni Local Municipality / by Xolani Simphiwe Makhoba

Past research has established that South Africa has a problem of high unemployment rate. This is accompanied by a low entrepreneurship activity that tends to lag far behind that of other developing countries as measured over the years by the Global Entrepreneurship Monitor (GEM) research. Entrepreneurship and small business are well recognised for their role in both economic growth and job creation. This study set out to investigate the informal sector entrepreneurial activity in Emfuleni Local Municipality which has experienced large scale retrenchments over the past decade. A literature survey was conducted to understand the characteristics, successful practices and weaknesses that distinguish the informal sector from the formal sector. The empirical study which was conducted by means of survey questionnaire among the informal sector entrepreneurs indicated that entrepreneurship in the informal sector can provide a form of income for some people that cannot be absorbed in the formal labour market. The findings of the study was that this area of entrepreneurship is dominated by the youth as more than half of the respondents were below the age of 35 years. It was also found that most of the entrepreneurs have never been formally employed which may be problematic when it comes to skills. While most of them recognised the importance of training and skills, they were also positive that they can benefit from training especially in the area of marketing and promoting their product and services. These entrepreneurs however do not seem to be benefiting from government initiatives such as the workshops offered by the local municipality and other assistance offered by the government agencies. The low skills level of most of these entrepreneurs may also hinder their ability to grow their businesses beyond the one–man operations. It is recommended therefore that the organisations such as the National Youth Development Agency double their efforts in helping the youth to become successful small business owners. The government agencies, particularly those targeting the youth should make a conceited effort to provide training in particular to these people if they are to make a lasting impact on job creation. / Thesis (M.B.A.)--North-West University, Potchefstroom Campus, 2011.

Section 38 of the Local Government Municipal Systems Act (32 /2000) tasks municipalities to establish a performance management system that corresponds with resources, circumstances, objectives, indicators and targets as stated in the municipalities integrated development plan. The Act further states that a culture of performance management should be promoted amongst all stakeholders. Thus, the Emfuleni Local Municipality (ELM) has the statutory obligation to provide an effective and efficient people cantered administration that will ensure quality and sustainable service delivery. The Emfuleni Local Municipality tends to have a culture of non - performance or low service delivery which is prevalent amongst employee or personnel. Performance Management System (PMS) is the service delivery tool, which in this regard is designed to specifically enhance service delivery among the communities. The objective of this study was to assess the effects of implementation of PMS by officials and employees to ensure whether there is effective, efficient and economic delivery of services at ELM. For the purpose of this study, the hypothesis was formulated that due to the inability of integrating IDP planning system with performance management and service delivery, Emfuleni Local Municipality is ineffective in successful implementation of the IDP. To test the validity or otherwise of the hypothesis, use was made of theoretical review of literature on PMS as a tool for enhancing service delivery at ELM. Further there was an empirical research methodology of open - ended questionnaire that was used to test attitudes and perceptions of municipal officials and employees and effectiveness of implementation of PMS at ELM. It was found among others, that: there is lack of experience and proper training among municipal officials at ELM, ELM employs inexperienced and not well trained employee in the management level, balance scorecard remains a valid instrument at Emfuleni's disposal to influence commitment to the delivery of service, management at ELM did not market PMS effectively to the staff, the PMS has positive influence on production, the political and administrative accountability in a democratic government cannot be dissociated from each other. The contribution of library programmes at the Emfuleni Library and Information Services in creating social capital to reduce poverty

The thesis is intended to assess the contribution of the public library service to the creation of social capital to reduce poverty. However, in research studies targeting this subject, the lack of empirical research is continuously mentioned or suggestions are made that more qualitative studies could shed more insight on the creation of social capital in public libraries. The concept of social capital or rather how it is created in public libraries leads to the complexity of understanding the creation thereof in public libraries, while continuous suggestions are that more qualitative studies would give light on its creation in public libraries and also in other subject disciplines (Aguilar & Sen 2009: 425; Halpern 2005: 1; Lin 2001: 3). However, to find clarity about what social capital is, the study focuses on Pierre Bourdieu’s description of social capital. Pierre Bourdieu is known as one of the first social scientists who tried to understand the concept of social capital (Bourdieu 2005: 1). The public library from a social capital viewpoint is a trustworthy social network where people have access to resources to benefit their socio-economic development. The presence of social capital is visible in every aspect of life and for that reason it is not uncommon for social capital to have an effect on unemployment, mental health and social empowerment (Thompson 2015). Social capital is a recognisable term in Library and Information Science (LIS) literature (Stilwell 2016: 54; Strand 2016: 144; Skelly 2014: 2; Aabø, Audunson & Vårheim 2010:16; Hart 2007:22; Bhandar, Pan & Tan 2007:263). However, the idea that social capital in libraries exists may not be recognised, such as in the case of the book Bowling alone, authored by Robert Putnam (Putnam 1995:22). Public libraries fulfil the role of social capital in two ways: connecting individuals and the community with their library services and programmes and promoting the staff-patron interactions that attempt to create patron trust in the library. Feldman (2009: 5) illustrates the notion of social capital in the library as generated through library services and programmes that could contribute towards empowerment, skills development, happy families and positive economic growth (Feldman 2009:5). The study is an sequential explanatory mixed methods study. There were three data collections methods use. Questionnaires with mostly close-ended questions, interviews and official documents. The research participants were 115 library patrons and 58 library staff of the Emfuleni Local Municipality Library and Information Service. The researcher found several explanations on the creation of social capital, but none had measurable outcomes that could illustrate the societal value of public libraries, apart from one, which was to build a trusting relationship between the library, staff and patrons. Hence, through Vårheim’s (2014: 68) observation about trust and patron attendance, library programmes were identified as the measurable outcome to rationalise the importance of the public library and the value of libraries and library staff. In such a case, the societal value of libraries can be understood. Through the correct measuring instruments that were identified in this study, public libraries address the creation of social capital that makes it possible to show that public library services support lifelong learning and workforce development. / Information Science / D. Public participation as a mechanism for promoting sustainable waste management service delivery in Sedibeng District Municipality / Nompazamo Alma Ludidi

The purpose of this research is to determine the extent of public participation in waste management, willingness of the community to assist the municipality in waste management and how the officials involve the community as partners in waste management. Waste management has become a big environmental challenge in Sedibeng District Municipality due to rural- urban drift leading to population increase in the region. In cities and towns where there is population increase there is excessive generation of waste which demands new methods of waste management including public engagement and participation. This can be achieved through education and awareness campaigns in all municipality Wards to capacitate residents to minimize waste at household level. Community participation in waste collection, prevention of waste generation, recycling methods and assistance of waste management departments is one of the recommended methods and solution to waste collection challenges. The challenge in waste management is how to identify the informal sector stakeholders that can be involved in sorting of recyclable waste material that has been separated at source. Another challenge is how private sector can be approached to participate in household refuse collection to reduce backlog of un-serviced areas in the three local municipalities of Sedibeng District Municipality. The objectives of the research are: firstly, to determine the status quo of the household waste collection in the three local municipalities comprising Sedibeng District Municipality. Secondly, it is to determine the extent of backlogs emanating from the un-serviced households in Emfuleni; Midvaal and Lesedi local municipalities. Thirdly, it is to determine how local communities, informal sector and private sector can be involved in waste solutions. Fourthly, it is aimed to identify limitations; constraints and challenges that confront municipalities in engaging stakeholders in waste management solutions. The responses were from the officials of the three local municipalities, relevant supporting departments and stakeholders. Qualitative research and data was collected through questionnaires and interviews. Findings of the research indicated, among others, that: *Though sustainable household collection services are rendered in the three local municipalities, there is a backlog of 10 000 houses at Emfuleni, 270 at Midvaal and 6 000 at Lesedi local municipalities *There are no other stakeholders rendering waste management services in the region except for the operations of the landfill sites *Only 35% of householders recycle at source. The residents are prepared to participate but lack knowledge *The study revealed that in public participation, the community, Office of the Speaker, officials and Executive Mayor are the most important stakeholders to promote sustainable waste management services. They should ensure that public participation policies and strategies are implemented in the region. The study recommends, among others, that municipalities must support the community in the form of education and awareness campaigns, recycling at source, establish infrastructure for recyclable and separated goods, how to establish co-operatives and public-private-partnerships in waste management. New approaches such as composting of organic waste, proper disposal of electronic, medical and hazardous waste need to be communicated to the public. The application of management accounting principles in the Emfuleni local municipality minibus taxi industry

(Department of Accountancy, Faculty of Management Sciences), Vaal University of Technology. / The minibus taxi industry in South Africa is one of the biggest, fastest growing, and riskiest industries in the world. The minibus taxi industry contributes to the economy by creating over 600,000 jobs, providing fast and cheap transport and fighting poverty and unemployment. However, the recent COVID 19 pandemia restrictions has caused a sudden and movement of economic growth and competition has forced the minibus taxi industry to be competitive in all aspects. This has resulted in intense competition for minibus taxi owners. Minibus taxi owners are constantly in rivalry amongst themselves and with other public road transport providers. In early 1988, the minibus taxi industry started seeing an influx in the number of new minibus taxis and minibus owners. This influx created problems of competition within the industry and among minibus taxi owners. Due to the importance of this industry, this research study investigated whether minibus taxi owners in the Emfuleni Local Municipality apply selected management accounting principles in the management of their minibus taxi businesses. Selected management accounting principles in this study refers to cost volume profit analysis, cost structure, and budgeting. This research study followed a quantitative research design and a questionnaire was used to collect primary data from a census of 500 minibus taxi owners from the following five associations: Get Ahead Taxi Association (GATA), Vaal National Taxi Association (VNTA), Vanderbijlpark Taxi Association (VTA), Sharpeville to Vereeniging and Vanderbijlpark Taxi Association (SVVTA) and Civic Centre Taxi Association (CCTA) operating in the Emfuleni Local Municipality. Using descriptive statistical analysis to present the findings, the study used Statistical Package for Social Sciences Version 27. Findings obtained using an online questionnaire and printed questionnaire distributed revealed a lack of management accounting principles application among these minibus taxi owners. Furthermore, the minibus taxi owners do not apply cost volume profit analysis and most do not use budgets. However, it was found that some minibus taxi owners apply very basic cash budgeting through a pen-on-paper approach. It was also found that minibus taxi owners understand the application of cost structures. This research study recommends that minibus taxi owners should be offered training by skills sectors to apply the selected management accounting principles. The limitations of this research study included that the census was geogracial restrictions, level of education, and corona virus restrictions. Despite these limitations, the research study was able to fulfil its main objective by determining that majority of minibus taxi owners do not apply the selected management accounting principles.
