Exploring the experiences of beneficiaries involved in the expanded public works program within a nature conservationWindvogel, Clinton January 2019 (has links)
Magister Psychologiae - MPsych / The economic state of South Africa prior to 1994 is linked directly to the political dispensation that was operating under apartheid. Since the advent of the new democratic dispensation, the South African government has developed policies which have focused on poverty alleviation. However, given all the gains (political equality) that have been made, South Africa still remains one of the highest in the world in terms of income inequality. Income inequality is an indicator of how material resources are distributed across society. Within the context of South Africa’s income inequality is largely due to the history of colonialism and. To address this income inequality, the government initiated job creation initiatives in 1995 which was implemented by institutions such as government departments and parastatals such as the nature conservation agency under research. A qualitative methodological framework was used for this study to explore the subjective experiences of the beneficiaries involved in the Expanded Public Works Program within the nature conservation agency. For the purpose of this study purposive sampling was utilised since only specific participants from four specific reserves were selected to participate in this study. The sample for this research study comprised of 24 participants. These participants were selected from each of the 4 selected reserves. Semi-structured interviews were utilised to gain a thorough understanding of the participants’ subjective experiences. Upon completion of these interviews the information was transcribed and analysed using the interpretive phenomenological approach. Before commencement of the study, the necessary ethics approval was obtained from the Humanities and Social Sciences Research Ethics Committee at the University of the Western Cape. Participants’ rights such as anonymity, confidentiality, voluntary participation, and confidentiality were guaranteed throughout the research process.

<p>Using data from the Labour Force Survey conducted by Statistics South Africa twice yearly this thesis intend to evaluate the Expanded Public Works Programme regarding its effectiveness in creating employment and raising income in households with participating individuals. The South African labour market is well known for its high rates of unemployment and also its segregation, primarily between black and white people, but also young people are having a hard time finding jobs. In order to fight these problems the South African government has launched the Expanded Public Works Programme(EPWP) which provides low- semi-skilled labour with short term employment, the primary target groups being black and coloured people, women, disabled people and young people. Our findings indicate that the EPWP does not significantly enhance the individual’s probability of being employed, nor does it raise the per capita income of households with participating individuals.</p>

Evaluating the impact of social grants and the Expanded Public Works Programme (EPWP) on poverty reduction in South AfricaSatumba, Takunda January 2016 (has links)
Magister Commercii - MCom / Given that poverty has remained one of the biggest challenges facing South Africa, an in-depth understanding of the poverty reduction measures implemented by government is necessary. It is important to understand the efficacy of these social protection programmes as huge amounts of government spending is allocated towards it. This paper analyses the impact of the Expanded Public Works Programme (EPWP) and social grants as some of the social protection measures
implemented by the South African government. Literature reviewed in this paper reveals that these anti-poverty measures have contributed significantly towards the reduction of poverty levels in South Africa. The study analyses each social protection measure and uses the Income and Expenditure Survey data (2010/11) and EPWP phase 1 national data to analyse social grants and EPWP respectively. The income decomposition technique is used to analyse household income and the results of the impact of social grants on poverty are presented using the Foster-Greer-Thorbecke indices. However, only the results of the prevalence of poverty (headcount) are explained in this study. The results show that social grants have significantly reduced poverty levels in areas with high poverty rates such as the Eastern Cape and Limpopo provinces, amongst the African population, in female-headed households, and in rural areas. For EPWP, an estimate of the impact on poverty is done by assessing the number of poor participants who were involved in the programme. Also, the duration of the project is determined and the results indicate that most projects were short lived and did not ensure a consistent
provision of income for the participants. Furthermore, the Ordinary Least Squares regression model is used to analyse how expenditure allocation for the programme affects work opportunities produced. Such an investigation is done based on the different sectors in which projects are implemented as well as provincial distributions.

In the context of the high unemployment and poverty rates in South Africa, this research was undertaken to explore the best practices of successful international public works programmes (PWPs) around the world. The aim was to develop a strategy for poverty alleviation and job creation with respect to the infrastructure sector of the Expanded Public Works Programme (EPWP) in South Africa. The purpose of the EPWP is to make the unemployed more employable through offering beneficiaries temporary employment and training opportunities. In the literature review, the strategy for poverty alleviation and job creation was formulated in terms of the design elements and implementation aspects of PWPs. This strategy was then used to evaluate the infrastructure sector of the EPWP. The data collection took the form of interviews with key informants who are directly involved with the infrastructure sector of the EPWP. The nature of the enquiry was qualitative, with narrative and content analysis used to explore the data. The research found that, overall, the design elements and the implementation aspects of the infrastructure sector of the EPWP are not appropriate for enabling the unemployed to become more employable on a large scale. The City of Tshwane Metropolitan Municipality (CTMM) is one of the entities implementing the EPWP at the local level. This study investigated the implementation of the EPWP within the CTMM with a view to understand the current implementation approach. The CTMM has been unable to achieve their EPWP annual targets since 2009. The CTMM experienced the lack of attaining targets mainly in relation to persons with disabilities (2%), and indigents (50%). Other challenges include the lack of training EPWP participants in specialized skills; the unsustainable nature of the EPWP projects; and un-approval of the draft EPWP policy. Programme (EPWP) as a solution to unemployment and poverty. A qualitative case
study research design was used to collect and analyse the data. Data collection
instruments consisted of interviews, questionnaires, observations and document
analysis. Data analysis was largely in the form of thematic approach, since the study
was qualitative. The choice of a qualitative design was informed by the need to engage
the beneficiaries in their lived experiences during and after participating in the EPWPs.
The main findings of the study were that although the EPWP improves the quality of
life of the beneficiaries, however, it is not a sustainable solution to unemployment and
poverty. That is because the structural constraints which confront beneficiaries at the
end of the EPWP remain an obstacle to them in terms of employment opportunities
and self-employment. The study therefore recommends a more integrated approach
to the problem. It is recommended that the government develops a post EPWP
sustainability plan which incorporates infrastructural and social development issues in
all projects.

Thesis (MA)--Stellenbosch University, 2013. / Bibliography / ENGLISH ABSTRACT: This thesis evaluated the theory behind the South African Expanded Public Works Programme (EPWP) during its first phase from 2004-2009. The research examined how sound the EPWP theory was which explains the logic that links programme objectives and programme activities and resources. The data for this study comprised of government departmental documents on the EPWP, the context of the EPWP and the policies that informed it.
Evaluation of the EPWP theory revealed that the programme was based on a sound theory if focusing solely on projected objectives, activities and resources. However, the evaluation also revealed deficiencies in the programme theory with regard to the EPWP reaching its larger policy goals. The theory construction and evaluation framework by Rossi, Freeman and Lipsey (2004) is an evaluation tool that was used to evaluate the EPWP. More theory based approach evaluations would add value to the lack in theory based programme evaluations in South Africa.
In brief, the problem of unemployment is structural in South Africa and requires long term solutions. The policies and policy programmes should thus be designed with permanent employment measures in mind. However, employment through one of the largest policy programmes in South Africa, the EPWP, was short term. It is therefore recommended that this method of programme evaluation be utilised in more studies prior to implementation of a programme, because if the logic behind a programme is sound, its chances to succeed could be improved. / AFRIKAANSE OPSOMMING: Hierdie tesis evalueer die teorie agter die Suid-Afrikaanse Uitgebreide Openbare Werke Program (UPWP) tydens die eerste fase van 2004-2009. Die navorsing ondersoek hoe grondig die teorie die logika tussen program doelwitte en program-aktiwiteite en hulpbronne verduidelik. Die data vir hierdie studie bestaan uit departementele dokumente oor die konteks van die UPWP en die beleid wat die program ingelig het.
Evaluering van die UPWP-teorie het aan die lig gebring dat die program gebaseer is op 'n grondige teorie, met die fokus uitsluitlik op geprojekteerde doelwitte, aktiwiteite en hulpbronne. Die evaluering van die UPWP-teorie het ook die gebrek met betrekking tot die bereik van groter beleidsdoelwitte aan die lig gebring. Die teorie konstruksie-en evalueringsraamwerk deur Rossi, Freeman en Lipsey (2004) is 'n evaluering instrument wat gebruik was om die UPWP te evalueer. Meer teoreties-gebaseerde evaluerings sal waarde toevoeg tot die gebrek van teorie-gebaseerde program evaluering in Suid Afrika.
Ter opsomming, werkloosheid is n strukturele probleem in Suid Afrika en vereis langtermyn oplossings. Die beleide en die beleid programme moet dus ontwerp word met permanente indiensneming geleenthede in gedagte. Indiensneming deur een van die grootste programme in Suid-Afrika, die UPWP bied egter kort termyn indiensneming. Dit word dus aanbeveel dat die teorie-gebaseerde benadering van programevaluering in meer studies gebruik word voor die implementering van 'n program, want as die logika agter 'n program grondig is, is die kanse van sukses verhoog.
