La coopération portée par les dernières réformes législatives a été préférée à d'autres outils de restructuration. Pourtant, au début des années 2000, il apparait que les coopérations entre établissements publics et privés de santé ne sont pas véritablement satisfaisantes. Avec la loi de santé du 26 janvier 2016 une rupture est faite. Cette loi, en plus d'apporter des modifications au groupement de coopération sanitaire permet la création d'un nouvel outil : le groupement hospitalier de territoire. Tous les établissements publics de santé doivent, sauf exception, être membre d'un groupement hospitalier de territoire. On pense "parcours" et "projet médical partagé" à l'échelle d'un territoire de santé. Pourtant, dans la pratique il est apparu que le groupement hospitalier de territoire n'était pas encore un outil pleinement opérationnel. Il a alors été nécessaire d'adopter une démarche prospective et d'émettre des propositions d'évolution pour que la coopération entre établissements de santé puisse véritablement être considérée comme un levier majeur permettant d’avoir un système de santé plus efficient / The cooperation of recent legislative reforms has been preferred to other restructuring tools. However, in the early 2000s, it appears that cooperation between public and private health facilities is not really satisfactory. With the law of health a break is made. This law, in addition to making changes to the sanitary cooperation grouping tool allows the creation of a new tool: the territorial hospital grouping. All public health establishments must, except in exceptional cases, be members of a regional hospital group. One thinks "course" and "shared medical project" at the scale of a territory of health. However, in practice it became clear that the territorial hospital grouping was not yet a fully convincing tool. It was then necessary to adopt a forward-looking approach and make proposals for changes so that cooperation between health care institutions could truly be considered as a major lever for a more efficient health system

Thesis (MTech (Management))--Cape Peninsula University of Technology, 2005 / This study illustrates the practical value of incorporating the assessment of data obtained from surveys conducted on tourists' views of current service offerings at eating establishments. The findings from such surveys can assist tourism and the hospitality industry managers to identify priorities for product and service improvements. In essence, the research report examines how tourists (both domestic and foreign) make the choice of an eating establishment. It also examines how greater understanding of user-satisfaction (tourists) with the hospitality products or services may improve planning for the development of these service offerings. In order to conceptualise the research problem, a review of literature is provided of selected aspects of visitors perceptions in the Cape Metropolitan region. Moreover, these aspects (facilities for children, persons with disability, special attention for pensioners, African dishes on offer) are also considered based on the argument that the views of visitors on current service offerings should be given far more prominence than generally occurs at present. The survey of two hundred tourists was conducted during the peak holiday season of December 2004 to January 2005 in the Cape Metropolitan region of South Africa. The survey examined views and perceptions of visitors about a range of services at eating establishments. Survey results reported selected aspects of satisfaction or dissatisfaction with the services of eating establishment in the Cape Town city centre, Waterfront and Camps Bay. The researcher concludes that current service offerings at eating establishments in the Cape Metropolitan region do little to accommodate visitors whose primary reasons for visiting are to experience the South African food and wine, especially cultural-specific foods, as well as accommodating the needs of disabled visitors, children and old age pensioners. The implications of the findings will assist relevant authorities to help enhance service offerings.

La mutualisation est un phénomène né des pratiques des collectivités locales, qui s'est propagé à l'ensemble des autres personnes morales de droit public comme l'Etat et les établissements publics administratifs. Ces pratiques donnent lieu à l'application de différents dispositifs encadrés par des normes, par lesquels ces acteurs vont le plus souvent, soit créer une nouvelle institution dotée ou non de la personnalité morale, soit procéder à des regroupements de services, par le biais de contrats. Cette variété des dispositifs permet à la fois la coopération entre toutes ces entités unies par une communauté de destins, mais également de dégager des économies en agissant à plusieurs, pour une même action. Ainsi, les personnes publiques oeuvrent pour une amélioration du fonctionnement de leurs services. Toutefois, certains dispositifs de mutualisation en complexifient l'organisation. En effet, la nature juridique protéiforme de ces dispositifs soulève parfois des problèmes d'application sur le terrain. De plus, les changements qu'ils induisent dans l'organisation d'un service, peuvent se heurter aux volontés des individus qui vont les mettre en place, voire les subir, à savoir les agents de l'administration et les citoyens. Le rôle des autorités publiques telles les ministres, préfets et élus locaux est primordial dans la conduite du changement, mais celui des chefs de services est d'autant plus important, étant donné qu'ils font office d'interface entre les autorités publiques, les agents de l'administration et les citoyens. / Pooling is a phenomenon coming from practices of local authorities that has spread over all the other legal entities governed by public law, such as the State and administrative public establishments. These practices had led to the implementation of various plans framed by standards, by which these authorities are going the most often either to create a new institution endowed with legal personality, or to perform departmental grouping through agreements. This variety of plans encourages local relationships between all these pooled entities that are not only linked by a common objective, but also it allows making cost savings by acting together, for a common action. Thus, public authorities work for an improvement of the functioning of their services. However, some pooling plans make their organization more complex. Indeed, the protean legal nature of these plans raises implementation issues in the field. Furthermore, the changes they lead in a service organization can run up against the desire of individuals, that is to say, administrative officers and citizens, who will put them in place, or even endure them. The role of public authorities such as ministers, prefects and local elected representatives is essential in change management, but the role of the managers is all the more crucial since they act as interface between public authorities, administrative officers and citizens.
