Služby Nízkoprahového zařízení pro děti a mládež Srdíčko - Jiloro z pohledu cílové skupiny / Services Institution for Children and Youth Srdíčko - Jiloro from the Perspective of the Target Group

Children who grow up in dysfunctional families where they do not have required educational care and model are nowadays focused as frequented. The number of reasons why is a child on the edge of parents´ interests is increasing. Those children are exposed to risky factors much more than the others, because they lack of protection and an educational model. Society´s reaction to this situation is building Low Threshold Institutions which offer ambulatory or filed services to children or youngsters who are endangered by social exclusion. In a theoretical part, there is a comprehensive introduction of issues connected with these building Low Threshold Institutions for children and youngsters (NZDM further). These issues are clearly arranged into chapters which represent legislative fixing of NZDM, its rules and standards. A history of NZDM which has been developed in the Czech Republic dynamically since the 90s to a present form is a part of another chapter. Principles of NZDM, inner rules of provided services, employees and their personal dispositions, education and ethical norms are also describes, as well as services and activities of NZDM which are mainly of advisory and preventive character. The last chapter deals with a target group, which is affected by inner factors primarily developmental psychology of potential clients and outer factors which are socialization ones. A research is based on a qualitative approach where a point of view of the target group on NZDM Srdíčko Jiloro was found out with the aid of data fixing. Another points of interest was employees´ point of view, their professional perception of provided services. Last but not least, subjective view of NZDM from some clients´ parents was put into the research, too. The first aim of the thesis was to find out whether and which relevance the services of NZDM Srdíčko Jiloro have got for the clients. The second one was to identify how the work with clients is going on (e.g. contact work, work with educational situations, motivational dialogues and work with drug themes). Under the terms of an empirical thesis part are introduced data which were gathered into following results NZDM Srdíčko Jiloro has got its own irreplaceable role in the area of Okružní, but the clients are not aware of the fact that NZDM has got any influence on them. They do not use any other alternatives for spending their free time. There are 40 clients and only 2 social workers every day. Clients do not talk about their problems, they say they do not need help. Advantages are that social workers learn with them, help them with their homework, etc. They are also aware of using of leisure time activities and workshops. Social workers and information in files and records of services and activities prove that clients have got problems. These are mostly very grave and that is another reason why Okružní has got its important role. Social workers provide especially consulting, information and situational service, preventive and educational programmes, work with close relatives, etc. Professionals in NZDM and Rehabilitation and Activation Service Sasanka work with whole families and they try to offer complex support and help. Social workers guide clients through their childhood and maturing, they are becoming their guides and mentors, they lead them to positive changes and have got mainly socialization and educative effect. Work with the clients in Okružní is more hectic than in other NZDMs. I think it is primarily because the social workers want to offer services to a maximal number of clients but with the lack of employees and time. Leisure time activities are going on in an ordinary way, but work with children and youngsters in a social unacceptable area needs specific professional and human attitudes and approaches. Because of poor personal sources are social workers forced to a negative trend provide services rather in a quantitative than in a qualitative way.

Vnímání etnicity v nízkoprahovém zařízení pro děti a mládež / Working with ethnicity in low-threshold facilities for children and youth

Everyone brings some dispositions ( factors) into his life, which cannot be swayed. In these factors belong for example skin colour, genetic dispositions or ethnicity. Some of these differences is possiibe to see on the first look and some follow up during the person´s life. It has connection with how we are felt with other people .It is very important how we feel ourselves. On base of some signs we categorize people according to stereotyped used phyziognomic signs. But the identity of the person can be in his conception totally different than it is felt by the other people. Ethnicity is one of the signs which we take in our lifes from the beginning of our existance. Concept of ethnicity correspond with name of race but it´s other meanings follow in the field of culture. Ethnicity is concentrated around same cultur conviction and practice. Forming of the "ethnic groups" consists in sharing of culture signs, which were developed in specific historical, social and political contexts and support the feeling of belonging. The meaning of ethnicity is partly from mythologic origin. Ethnicity is beeing formed on the base of how we express culture identity with the help of the language sings. Therefore is the ethnicity relative and it correlatives with categories of self interpretation and acquire of social status. The dissertation Perception of ethnicity in Low-treshold treatment programe for kids and young people is concentrated on the social workers´s view on social work with ethnicity of users the Low-treshold treatment program. These programes say thet the main group of their users are gypsies. In dissertation I work with the question if the social workers who work with the gypsies are swayed by their ehtnicity. If the social workers have to use some different methods when they work with the gypsies. In the Low-treshold treatment programe work the social workers mostly with children and young people who are social handicapped. Often there are children and young people who only drift aroudn the street. Often there are also children and young people who live in weak social environment and they live in bad areas where they have no opportunity for their personal progress. Quality these children´s life is very low even if we talk about the material aspect or their family background. I concentrate on explaining the word Ethnicity and ethnic minority in the theoretic part. How are the gypsies swayed with their own enthnicity and how do they live in the Czech Republic. Also I talk about the Low-treshold treatment programe for children and young people. Next I write about theories and methods of the social work. I decided for strategy of qualitative research in the empirical part. Here I used the method of questioning, technique of halfstandardized interview. I chose this technique becasuse it is possible to change it and modify during the analysis. Quality dates I recived , I adapted with the help of coding. The social workers in Low-treshold treatment programe made the basic complex for collecting the dates. They have been chosen because of their direct work with the users of the programe. The target of my dissertation was to identify how the user´s ehtnicity sways the work of the social workers. It follows from the resaults that the ethnicity is not important for the social workers. How they said, they feel the user´s ethnicity but in the mutual interaction with users they find some other , more important characteristics. One of the important attribute is the area which the users come from. Next factor is the bahaving of the children. Or the way how are the gypsies behaved. How the social workers said, they feel a little uselessness to change the habits. It followed from the interview that the success of their work is very low. If we talk about some social work specification it is necessary to work with the gypsies according to their social differences. Social workers choose the attitud.

Implanted in segregated areas of the existing formal city, the population installed in these complexes was also excluded from their rights, considering that the housing defines itself not only by the physical dwelling, but also by its access to urban infrastructure, facilities, services, and others. From this reality and the verification of the city s exclusion and sociospatial segregation processes, we aimed to quantitatively demonstrate levels of social exclusion in Natal, based on the methodology developed by Sposati (2000) and adapted by Genovez (2002), which relates IBGE s (Brazilian Institute of Geography and Statistics) database underlying variables such as income, schooling and dwelling s quality. An investigation into social exclusion in the implementation of social grants: the case study of the child support grant in the Nkonkobe local municipality (Eastern Cape)

South Africa is faced by a huge problem of inequality, twenty years after the dawn of independence. Such inequalities have been addressed by policy intervention such as the social security and assistance of citizens through various classes of grants. One of the grants targeting children under the age of 18 years is the child support grant. However there are deserving children who have been left-out of mainstream social security through social exclusion. The study sought to investigate the problem of the social exclusion of children from the child support grant in the Nkonkobe municipality. Through the use of the Basic Needs Approach (BNA) to understand the need for any state/government to promote the social welfare of its citizens, the study took a triangulated research paradigm which used both quantitative and qualitative research approaches to collect data from forty respondents by way of a questionnaire survey. The study found out that, inter alia, poverty remains high in the Nkonkobe municipal area, there is rampant social exclusion in the area, the amount paid for the child support grant is little and that the effects of the withdrawal of the grant when the child reaches the age of 18 are unbearable to the child. Some of the recommendations which the study made in line with improved mainstream social security in relation to the child support grant are that, the government needs to improve information dissemination about grants to the populace, there should be mandatory policies to make sure all citizens have identification particulars, the government should be mobile and take services to the people and there should a consideration to review the amount paid for the child support grant upwards. The researcher is quite optimistic that the study will play a part in improving policy implementation.

This thesis concerns financing and development of the non-profit organization Jahoda. This organization was created as a civil association and it's main purpose is to help and protect by the social exclusion threatened children and young people. The first part of this thesis, called as a theoretical part, is formed by an analysis of specialized literature and related resources and findings. The second part of the thesis, called as a practical part, is focused on the analysis of non-profit organization's past financing and development. This chapter is devided into two periods (1999 -- 2003 and 2004 -- 2008). The special chapter is formed by an analysis of organization's fund-raising in the year 2009. The main purpose of all analyses is to research organizations's previous funding (e. g. finances from the public budget, philantropy of the companies, individual donators, foundation's allowances). This information is considered to be a backgroud for indicating some of foresighted changes and occasions in the future. The final part of the thesis is formed by the current fund-raising activities which are related to the particular projects. Some of actual project's application forms are described in this part of the thesis and completed applications forms are enclosed to the thesis.

Analýza systému sociální pomoci v ČR / Analysis of the social assistance system in Czech Republic

The dissertation analyses the system of social assistance in the Czech Republic in the period between 1990 and today. The topic focuses on the social benefit system of help for socially weak citizens. The dissertation is anchored on the concept of inequality and poverty, theory of social segregation, the homophily principle and the principle of solidarity. The main objective is to evaluate the current social benefit system and formulate suggestions for eliminating its weaknesses and limitations. For obtaining the empiric information mainly qualitative methods were used, analysis of documents and half- structured interviews with both clients and experts of the social need system. The analysed variables are provided social benefits, their structure, amount, the importance of social work and institution of the system. Since 1990 the number of the social benefits as well as the amount paid have diminished. In the system the social work was professionalised, and that not only in case of the institutions responsible for realisation of payment of the social benefits, but also in case of non-profit organizations. Despite the fact the system is capable of and does react to the changes in society, the clients remain in its care on a long-term basis. The diploma thesis titled "Social exclusion of Roma at the local level and strategy of overcoming" is divided into two parts - theoretical and practical. The goal of the thesis is to answer two main research questions: "What are the specific characteristics of life of the Roma in socially excluded locality Smíchov?" and "How do the Roma living in Smíchov perceive possibilities of the overcoming social exclusion of the Roma?". The theoretical part is insight into the problems of social exclusion of the Roma in the Czech Republic. It outlines the history of the Roma and the general concepts of coexistence of majority and minority. It also contains a description of the specific features of the social exclusion of the Roma in the Czech Republic and opportunities of social work in the Roma community. The theoretical part is followed by empirical part, which is based on a framework analysis of ten interviews with Roma respondents from Smíchov. The research examined the economic situation, social contacts, education level, life satisfaction and difficulties experience of discrimination and attitudes towards media image of Roma, politics and the police.

Sociální bydlení v Praze / Social Housing in Prague

The thesis aims to map the social housing system in Prague and to contribute to evaluating effectiveness of the policy. The study analyses 15 city districts of Prague, focusing on the conditions and process for selection of tenants. Currently, social housing is not regulated by law and therefore city districts are legally autonomous in decision making. The thesis is explorative, and studies policy documentation (primarily policy of city districts dealing with management stock of dwellings). I then carried out semi-structured interviews with actors of social housing (social services users, social workers of shelter services and officials of city districts). The study pursues a deeper understanding of issues connected with housing needs and the role of social housing as a solution to housing problems, as well as barriers which limit the related process of securing housing. There are two groups of condition (general and specific) which city districts use to regulate social housing. General conditions comprise citizenship, permanent residence, non-ownership of residential property, non-participation in privatization, non-existence of debts to the city (or repayment) and income limits or condition for receiving social benefits. The work focuses on the models of work with ethnic minorities and especially the process of social inclusion of Roma through the social pedagogy. The dissertation consists of two parts: The first part examines the theoretical approaches. The social education plays a key role in an effective process of social inclusion of the Roma. Other disciplines also offer specific inputs in the work with minorities, which cannot be overlooked; nevertheless, there is no definite model to replicate. Roma inclusion is a process that is influenced by many variables. The key factor is the mutual relations with the Non-Roma population and their historical development. Although the integration process has been ongoing for more than 20 years, we are still looking for an answer to the success of Roma inclusion projects and activities. The key question, then, is how do the project implementers perceive the key moments that make their project and its activities successful. Thus, the research focuses to identify specific approaches, activities, inclusion principles. The survey shows that the social and cultural context, that is Roma-specific, perhaps generates certain preconditions that make pro-Roma projects successful. The standard is inert, the implementation of the Quota Law in higher education in Goias gave up in a limited way. / O presente estudo é de natureza exploratória com abordagem qualitativa aportada em uma pesquisa empírica, constituída por entrevistas e significativos registros documentais. À luz do método dialético, procurou-se orientar a investigação a partir das categorias filosóficas, essência e aparência, mediatizadas pela lei da contradição. A temática de estudo abarca a configuração do processo histórico de exclusão social e cultural do negro brasileiro no ensino superior. O problema de pesquisa volta-se para as reflexões sobre novas estratégias de acesso à educação superior, por intermédio da política de cotas, especificamente às destinadas aos estudantes negros. Pretendeu-se problematizar e analisar as principais significações de um processo legal e acadêmico inconcluso, no âmbito de uma das instituições integrantes do Sistema Estadual de Educação Superior em Goiás: a UEG, pelo fato de constituir-se na única IES a implantar, até o momento, a conquista legal de um direito. Pretendeu-se reconstruir a trajetória da construção da Lei nº 14.832, de 12 de julho de 2004 / Goiás, seus percursos, seus problemas, sua implantação. Com a da implantação da Lei, democratizou- se o acesso para negros na educação superior em Goiás, deixando-os, contudo, sem o Programa de Apoio e Acompanhamento. Conseqüentemente sem os recursos financeiros, para que esses agentes sociais pudessem ter êxito em sua caminhada universitária, conclui-se que, na prática, não foram consolidadas formas efetivas para o exercício e gozo de direitos estabelecidos por Lei. Tal fato pode ser observado pela ausência de intervenções públicas junto as IES jurisdicionadas ao Sistema. Com o engessamento da norma, a implantação da Lei das Cotas na educação superior em Goiás deu-se de forma limitada.
